Gurkha National Liberation Front (GNLF) chief Subash Ghising, who was attacked on February 10, is out of danger and has appealed to the people to maintain peace. Meanwhile, arson and violence marred the start of an "indefinite hill-bandh" called on February 11 by the GNLF to protest the attack on Ghising. Police said the shutdown paralysed normal life across Darjeeling district. Observers see the attempt on the life of Subash Ghising as the culmination of a power struggle to lead the Nepali-speaking Gorkha race in West Bengal’s Darjeeling hills. So far, Ghising had been the undisputed leader of the Gorkhas in the region. Of late, a breakaway group of the GNLF, the Gorkhaland Liberation Organisation (GLO), led by former GNLF cadre Chhatra Subba, has been challenging the authority of the GNLF and Ghishing.

According to intelligence reports, in a recent meeting convened by Raju Baruah, the "deputy commander-in-chief" of the United Liberation Front of Asom (ULFA) in Devthan in Bhutan, and attended by all operational commanders of the outfit, a revised hit list has been prepared. According to sources, the list contains names of two senior State ministers apart from other political leaders. The sources further disclosed that Mon Ketaki took over as the ‘chief Intelligence officer’ of the outfit from BiplabBorgohain. The Intelligence department, reportedly, was divided into six groups to look after the family members of ULFA cadres, and also keep a watch on cadres of the outfit maintaining links with the State Government. According to another intelligence report, ULFA has been trying to unite the terrorist outfits active in Tripura, the All Tripura Tiger Force (ATTF) and the National Liberation Front of Tripura (NLFT) to launch a combined fight against the ‘Indian government’. A joint meeting of the ATTF and NLFT was held in this regard in January 2001, at Srimangal (Sylhet) in Bangladesh, where ULFA commander PriyabrataBarua and his deputies were present.

In a controversial security forces’ action five persons were killed when a mob was fired upon at Sopore, Baramulla district on February 15. The army claimed that police fired upon the mob that had gathered to protest against the killing of a former terrorist, alleging that it was a case of custodial death. They added that someone in the mob had first opened fire on the police. Endorsing this version, the Deputy Inspector General of Police, north Kashmir, however, added that a detailed report was still awaited as it was very difficult to reach the spot in view of traffic jam created by demonstrators. The demonstrators numbering about 1,000 had blocked the Sopore-Kupwara road and did not allow security force convoys to pass through. Taking a conflicting stand, Superintendent of Police, Baramulla told a news agency that "an FIR has been lodged at Sopore police station against the Army for opening fire on peaceful demonstrators." The State government has ordered a judicial probe into the incident. According to an official announcement made in Jammu, District and Sessions Judge, Baramulla, will probe the incident.

On February 17, the National Liberation Front of Tripura (NLFT) suffered another split on ethnic lines. Nayanbasi Jamatia, a sector commander of the NLFT deserted the outfit with 12 followers, all belonging to the Jamatia community. The group may surrender formally to Assam Rifles next week. The split reportedly occurred in the wake of sharp differences among the top hierarchy of the outfit over ‘killing, kidnapping and extortion of innocent people of the State’. The first clash of opinion came up when the Tripuri leadership of the NLFT attacked a Reang organisation, Bru National Liberation Front in the year 2000 and killed many Bru cadres. Nayanbasi Jamatia also sought the intervention of Amnesty International to save the lives of his family members who are being held captive by the NLFT as a reprisal action. He further alleged that the family members of the head of the Bru National Liberation Front (BNLF) were also under the captivity of the NLFT.

The General Officer Commanding, 15th Corps, Lt Gen J R Mukherjee, told newsmen in Srinagar on February 18 that army troops were involved in the firings at Haigam in Baramulla district on February 15 and Maisuma in Srinagar on February 16. He said that while initial reports suggested that troops had resorted to firing in self-defense after being attacked by protesting mobs, the army would hold an internal inquiry and action would be taken if any personnel were found guilty. He also regretted the initial stand of the army holding the police responsible for the firing. A judicial enquiry has already been ordered by the State government into the incidents. Commenting on the on-going unilateral cease-fire, he said 78 terrorists were killed in 133 encounters during the cease-fire period. 85 per cent of these encounters were engineered by terrorists, Lt Gen Mukherjee said. He also said 19 civilians, including surrendered militants, were killed and 403 wounded during the period.

Addressing a joint sitting of both Houses of the Indian Parliament on the opening day of the Budget session, on February 19, President K R Narayanan criticized Pakistan for continuing cross-border terrorism and aiding and abetting the killing of innocent people in Jammu and Kashmir. He added, Islamabad's protestations about its eagerness to resume talks with India would not carry conviction so long as it continued to support terrorists active in the State. He said, should Pakistan create an atmosphere conductive for meaningful talks, India would be more than ready to resume the dialogue process. The President also observed that militancy in the State is "now increasingly confined to foreign mercenary groups" which had widened the scope for democratic activity in the State. He noted that people in the State participated enthusiastically in the recent local body elections. He reiterated the Government's readiness to have talks with every group in Jammu and Kashmir that abjures violence.

On February 22, Prime Minister Atal Bihari Vajpayee in a statement in Lok Sabha, Lower House of India’s Parliament, announced the extension of the cease-fire, scheduled to expire on February 26, in Jammu and Kashmir, for a third time, till the end of May 2001. Reiterating his government’s readiness to initiate talks with various groups to find a lasting solution to the problem in the State, Vajpayee said, "The Government has decided to pursue this path (of readiness to have talks with every group in the State that abjures violence) by initiating talks with various groups in Jammu and Kashmir''. The Prime Minister also asserted, "We will not let this (peace) process be derailed, diluted or misused''. Warning the Jehadi groups, he said, "If you inflict injury on any Indian citizen in the State of Jammu and Kashmir, or elsewhere, or commit any act of violence or terrorism then the security forces have clear instructions to act decisively and to defeat such intentions.'' However, the extension of the cease-fire evoked a lukewarm response from various political groups in Jammu and Kashmir. The All Party Hurriyat Conference (APHC) and Panun Kashmir described it as a futile exercise. APHC Chairman Abdul Gani Bhat said, ’’We have made it clear time and again that mere extension of the cease-fire will not resolve the 53-year-old vexed Kashmir issue, but can prove a beginning towards the goal if carried forward and utilised properly.’’ Former Hurriyat Chairman Syed Ali Shah Geelani said the only lasting solution to the Kashmir issue was ‘’total withdrawal of Indian security forces from Jammu and Kashmir’’. Jammu and Kashmir Chief Minister Farooq Abdullah has welcomed further extension in the cease-fire by the government of India hoping that it would facilitate the beginning of a new dawn of peace in the State.

The Union Home Minister, L K Advani, addressing media personnel at Kohima in Nagaland on February 24, has said that a cmprehensive review of the latest situation in the State would be undertaken after the recent revision of the cease-fire ground rules by the Centre and the National Socilaist Council of Nagaland –Issak- Muivah (NSCN- IM). While, emphasising the Centre's special responsibility towards Nagaland where insurgency has been continuing for over five decades, Advani said that the Centre is to pursue a three-pronged strategy to counter militancy in the North-East. According to the first step, a developmental agenda providing employment oppurtunities to all is to be pursued vigorously. Secondly, the a suitable climate should be created wherein the populace ought to feel that violence was wrong and thirdly, the political debate should focus not on ideology but on how best effective governance can be provided to the people. Earlier, Advani and the Nagaland Chief Minister S C Jamir addressed a public rally at the Kohima local ground, a rarity in the State where the three-year-old ceasefire has held its ground. Expressing happiness over the Centre's peace initiatives that resulted in a cease-fire agreement with the NSCN (I-M), Jamir said that any solution emerging out of talks with one faction of the NSCN alone may not bring lasting peace to the State. According to him, the present peace initiative should encompass all sections of the people, whether overground or underground, so that an enduring solution could be found.

The Union government is ``actively considering'' the proposal of the Nagaland Government to extend the ongoing three- year-old ceasefire agreement with the National Socialist Council of Nagaland (NSCN- Isaac-Muivah) to two other major insurgent groups in the State––the Khaplang faction of the NSCN and the Naga Federal Group (NFG). It could come about during the ongoing budget session of Parliament. Though the NSCN (I-M) has expressed itself against the move, the Union government is most likely to rope in the NSCN (K) and the NFG into the ceasefire. Union Home Minister Advani, meanwhile, said since September 2000 there had been only one or two stray killings every month as against 17 killings a month prior to the ceasefire. During the three-year period preceding the ceasefire, the number of civilians and security personnel killed was 378 as against 112 since July 1997.

On February 27, Union Home Minister LK Advani said in the Lok Sabha that it was not cease-fire in Jammu and Kashmir but stoppage of combat operations in the State against terrorists. Replying a question, he said, "[The] Prime Minister has never said that it was cease-fire but the government has only instructed the defence forces not to open fire but respond to militant attacks. Since this move came into effect, in the last three months 184 terrorists have been killed by security forces". He also added that in the wake of this action by the government, Pakistan, which has been aiding and abetting terrorism in the State, has been isolated internationally and that international opinion, too, has been building up against that country to stop this action.

On February 27, virtually announcing its writ as a parallel government, the underground National Socialist Council of Nagaland – Isak-Muivah NSCN (I-M) announced exemption from what it termed as 'loyalty taxes' to certain categories of commercial enterprises for two years to boost economic activities in Nagalim, the Naga-inhabited areas of the Northeast. The 'tax exemption' would cover newly established enterprises, privately-owned or otherwise, which have not completed two years of functioning, NSCN (I-M) information and publication secretary V Horam said in a release in Kohima. The terrorist group, which is engaged in talks with the Union Government after a ceasefire agreement in July 1997, also offered 'tax exemption' to industries which are being revived, specially the public sector Tuli Pulp and Paper Mills, Dimapur Sugar Mills and Wazebo cement factory. However, 'loyalty taxes' from other enterprises not specified in the list and percentage deduction of salaries from employees of all categories would be realised as before. The NSCN (I-M) appealed to all concerned to avail 'this privilege through the ministry of chaplee (finance affairs) of the underground government'.
