The Union Home Minister, Shivraj Patil, on October 3 accepted the Assam Chief Minister Tarun Gogoi's suggestion for a coordinated action by the North-Eastern States against terrorist outfits active in the region. Talking to reporters in Guwahati, Patil said the Union Home Ministry was in contact with other States in the region and was likely to give effect to the suggestion. He also said the Government "would not spare anyone involved in these incidents of mindless violence." The Minister is also reported to have reviewed the law and order situation in Assam with Gogoi and senior security officials in the light of continuing terrorist violence. Asked which outfit was behind the twin blasts in Dimapur, Nagaland, a day earlier, Patil said it was the handiwork of "some people who were trying to spread terror in the region and who did not want the peace process initiated by the Government to continue." He also said it would not be wise to come to any immediate conclusion when asked if he thought any foreign agencies were involved. During his visit to Dimapur, the Home Minister reportedly said the Centre would try to put in place soon a long-term strategy to tackle the insurgency. Stress would be laid on coordination among the law-enforcing agencies, the Army and the paramilitary forces in the North-Eastern States, stated Patil.

The United Liberation Front of Asom (ULFA) has reportedly rejected Assam Chief Minister Tarun Gogoi's conditional cease-fire offer. However, the outlawed outfit said it will consider a proposal of talks with the Union Government only if it came out with a "written commitment to discuss the sovereignty issue." A caller, claiming to be the ULFA ‘Commander-in-Chief’ Paresh Barua, told some local dailies in Guwahati over telephone on October 3 that Gogoi was just the head of a "puppet government put into place by the Centre and he had no authority to present an offer of ceasefire." "Any ceasefire offer with a written assurance of a discussion on sovereignty must have to come from the Union government. After getting such a gesture from the Centre, ULFA might consider the offer to come to the negotiation table," Barua said. The Assam Government, on September 30, had offered a conditional cease-fire provided the outfit terminated all violence and had asked the ULFA to respond within a fortnight so that a cease-fire can be declared from October 16.

This was stated in a press release e-mailed to journalists in Guwahati by NDFB spokesperson S Sanjarang. The statement said that NDFB ‘president’ D R Nabla, while addressing the cadres of the outfit on the occasion of its 18th ‘raising day’, said the NDFB is seriously considering the cease-fire offer made by Chief Minister Tarun Gogoi and will convey its decision within a few days. Nabla has appealed to all the cadres and Bodo people to prepare for talks and secure ‘freedom’ either through peaceful and democratic means or through a prolonged fight with India, the statement added.

In Guwahati, Assam, the strike completely paralysed normal life with shops and business establishments, banks and educational institutions remaining closed, according to Assam Tribune. Normal life was also affected in several other parts of Assam, including in the Dhansiri sub-division, Tezpur, Naduar, Jamugurihat, Sootea, Balipara, Darrang district, Mangaldoi, Bongaigaon and Chirang districts, Rangiya, Dhubri and Kokrajhar districts. Normal life was also reportedly affected in the States of Mizoram, Arunachal Pradesh, Nagaland and Meghalaya. However, it failed to evoke any response in the State of Tripura. Official sources in the capital Agartala said markets, shops and commercial establishments remained open throughout the State and attendance in Government offices, banks, schools and colleges remained normal.

In an e-mail sent to some local dailies in Guwahati on October 9, a 'media spokesman' of NDFB, S.Sarjarang, wanted both the Central and the Assam Governments to respond to the cease-fire offered by his outfit by October 15. The e-mail reportedly stated that the outfit might reconsider its decision with regard to the cease-fire if the Government failed to respond by that date. The NDFB also wanted the Government to stop security operations against it. However, the Assam Chief Minister Tarun Gogoi on October 9 asserted that counter-insurgency operations against NDFB would continue until it formally approached the State Government with its cease-fire offer. Also, the Chief Minister, while talking to the media in Guwahati on October 9, said that since 1991 till date, terrorists have killed 2,900 civilians and 769 security force personnel. During the same period, 2,000 terrorists have been killed. The terrorists kidnapped 1,280 people and 12,400 of them surrendered during the same period, he added.

The ceasefire declared by the National Democratic Front of Bodoland (NDFB) has been welcomed by Chief Minister Tarun Gogoi terming it as "a step in the right direction." He was also optimistic that the United Liberation Front of Asom (ULFA) would soon follow suit. Talking to the media at the capital complex in Guwahati on October 9, Gogoi, however said that the NDFB has not yet communicated with the Government and also the ceasefire formalities are yet to be initiated. "We are waiting for an official communique before we can start the ceasefire formalities," he said.
