A suspected militant was shot dead by a combined team of the Thoubal District Police and Assam Rifles during an encounter at the junction of Thoubal Khunou and YVU road in the night of April 1, reports Imphal Free Press. While the other militants managed to escape, a 9-mm pistol, a magazine with two live rounds of 9-mm ammunition and one .36 HE hand grenade with detonator were recovered from the encounter site. On further search, a demand letter of the Kangleipak Communist Party (KCP) for INR 1500000 signed by one Wanglen was recovered from the possession of the slain militant.

Telegraph reports that the Manipur Government has implemented its decision to pay salaries of its employees for the month of April 2009 through banks to cut off the supply of funds to militant outfits. Sources said on April 28 the Government has drawn up a list of individuals and business houses that are believed to be paying militants regularly. They said stern warnings would be issued to them not to abet and aid the militants. “If they don’t pay heed, then action will be taken against them,” a source said. The Principal Secretary of the Finance Department of Manipur Government, A.N. Jha, in a memorandum issued on April 18 said not only salaries but the payment of allowances, including travel and dearness allowances, provident fund and other entitlements of the employees, would be paid through bank accounts. “All salary transactions and other entitlements of employees for all departments will be conducted only through bank accounts of the employees,” the memorandum, circulated to all the departments, said. The report adds that major sources of funds for militant outfits in Manipur are Government employees, traders, contractors, suppliers and commercial vehicle owners.
