According to media reports on August 1, thousands of Nagas have left their homes in the Imphal valley out of fear of communal conflict with the dominant Meitei community in the valley, due to differences of opinion about the Naga cease-fire. They are supposed to have shifted to the hill districts of Manipur ––Ukhrul, Tamenglong and Senapati, which are Naga-dominated. Some have taken refuge in Kohima and Dimapur in Nagaland.

On August 2, Manipur remained cut-off for the sixth day from the rest of the country as a blockade was imposed on National Highway 39 and National Highway 53. It commenced on July 28. Various Naga groups like the Naga Youth Front (NYF) and the Zeliangrong Students’ Union (ZSU) are behind the blockade. These blockades are being used as a form of protest by these Naga organizations against the decision by the Union government to restrict its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland. Because of these blockades, buses and trucks are unable to come to Manipur through these national highways. According to reports, buses with hundreds of passengers and trucks carrying essential items are stranded at Moreh, Jiribam and many other places in Assam. Inspite of appeals by Manipur Governor Ved Marwah the Naga organizations have not called off the blockades.

A 9 mm pistol with a magazine, three live rounds and two fired cases, a Colt .38 revolver with one live round and two fired cases, a Kenwood radio set, headphones, incriminating documents, rubber stamps of the PLA, battery cells and jungle boots were recovered. One of the slain terrorists was a ‘sergeant major’ and secretary of the RPF's division IV, while the other was the division V publicity secretary.

It has also announced that functioning of government offices including operation of its vehicles will be boycotted from August 8, till August 14. The demands of the UCM include issuance of an official paper about revocation of the Union government’s decision on the cease-fire, amendment of Article 3 of the Constitution as was done in the case of Kashmir, immediate arrangement for protection of National Highway-39 and National Highway-53 and immediate release of its arrested leaders.

They have all been arrested during earlier during protests against the June 14-decision of the Union government to extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Manipur, Assam and Arunachal Pradesh. The UCM is an umbrella organization of six socio-political bodies in Manipur, which had spearheaded the recent protests in the State against the cease-fire territorial extension decision. Earlier, the UCM had carried out a series of protests to demand the release of the arrested persons, who were unconditionally released on August 14, following the judicial orders.

On August 22, the United Committee Manipur (UCM) began negotiations with Naga organisations on the issue of indefinite economic blockade imposed on National Highway-39 by some Naga organizations. The UCM is an umbrella organisation of six socio-political groups from Manipur. It had been formed to spearhead the recent protests in that State against the June 14-decision of the Union government to territorially extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Manipur. Following the reversal of this decision, and the announcement by the Union government, on July 27, that the cease-fire with the NSCN-IM would continue to be restricted to Nagaland, a number of Naga bodies started organising protests. These protests include blocking the National Highways linking Manipur, which has resulted in shortage of supplies of essential commodities.

Security forces busted an underground camp of the National Socialist Council of Nagaland-Issac-Muivah (NSCN-IM) and the Kanglei Yawol Kann Lup (KYKL-O) at Ngariyan near Bishenpur and arrested seven terrorists including a self-styled ‘major’, a self-styled ‘second lieutenant of the NSCN(I-M) and a woman terrorist of the KYKL-O in the night of August 24. However, 12 terrorists managed to escape to nearby jungles. The camp was busted after an encounter with the Border Security Force (BSF) and the NSCN-IM and KYKL-O terrorists. Security forces also recovered one AK 56 rifle, five magazines of different weapons, a large number of ammunition, Chinese-made hand grenade and some uniforms from the arrested terrorists. Receipts of collection of over Rs. 200,000 from different officials, public leaders and other sources were also recovered.

The KYKL justified its action by saying traditional ways were under threat from increasing "western and Indian influences". Women in Manipur wear both Indian and western dress, with the traditional sarongs, known as phanek, being worn mainly by the older generation. The imposed code prohibits women from wearing trousers or saris in public. Instead they have to don phaneks.
