Imphal Free Press reports that the Secretary Military Affairs of the Lanheiba faction of Kangleipak Communist Party - Military Council (KCP-MC) in a press release urged all non locals to leave the state. The release further states that, the decision is a part of ‘Operation Clear Cut’ of the outfit and dictates several strictures including the ban of sale of land and property to outsiders, not to employ non locals and not to rent out living quarters, not to transport non locals within and outside the state and for all non locals to close shop. After April 4 deadline, the party would use all its resources including guns and bombs to ensure that “Operation Clear-Cut” ends in success, adds Sangai Express.

Sangai Express reports that five cadres of Sunil Meitei faction of Kangleipak Communist Party - KCP- Sunil faction), including four accused in two murder cases, were arrested by Security Forces (SFs) during March 7-8 at Kha Jiri, Kamong Kabowakching and Nambol areas in Bishnupur District. The arrestees are identified as Sanabam Samananda alias Ibungo (20), Pukhrambam Romesh alias Inao (22), Yumnam Domen alias Tayai (29), Ningthoujam Idom alias Leichin alias Doma alias Chamba and Yumnam Indubala alias Abe (34). Sources said that S Samananda, P Romesh, Y Domen and N Idom were directly involved in the murder of Utlou Gram Panchayat Zilla Parishad Member, Thokchom Sanayaima Singh, on October 23, 2010 and Huidrom Subachandra on January 29, 2011. They were also involved in the abduction of Leimapokpam PHC MO Dr Wangkhem Nabachandra on December 13, 2010.

The security team also arrested a UKLF cadre identified as Thangminlen Lhungdim alias Lelen (30) of Churachandpur Tuibong Peace Ground who was there in the house to keep a watch on the abducted head mason. He appealed to the Government to initiate a joint meeting with the two umbrella groups who are under the SoO while maintaining that the Union Government has so far met the two outfits only separately in New Delhi on August 22, 2010, for the extension of the SoO. He expressed his desire for the two groups to sit across the table in the process of sorting out possible political solution.

Kanglaonline on April 2 reports that, an enraged mob killed a couple, identified as one Majibullah and Noorsana of Sora area in Thoubal District for their alleged involvement in the killing of a member of the Pallel Zilla Parishad (District level local self-Government body), Muhammad Shahabuddin (58). Shahabuddin was found shot dead near a canal of Sora Awang Leikai on March 31. Two .9 mm pistols were recovered from among the burnt remains of the house which is suspected to be used by the couple in the killing. Majibullah was a former Central Reserve Police Force (CRPF) Constable who reportedly fled from his post after stealing INR one million. He also worked in the finance section of a People’s United Liberation Front (PULF) faction till November 2010, adds Sangai Express.
