According to media reports, several thousand people, including meira paibis (members of Mothers’ Association), school children and youth volunteers took out a peace rally organised by the Joint Action Committee (JAC) at Pangei on May 3. The rallyists adopted several resolutions and urged the State government for the implementation of the memorandum of understanding signed following the Pangei Yangdong bazaar (market) shootout on April 9. The meeting, apart from resolving to work for restoration of peace and normalcy in the Pangei area and the rest of the State and for the scrapping the Armed Forces (Special Powers) Act 1958, also appealed against implementation of the Prevention of Terrorism Act in Manipur.

Report quoting sources noted that the incident occurred when large group of terrorists of Manipur People’s Liberation Front (MPLF) equipped with sophisticated weapons were intercepted by a combined group of National Socialist Council of Nagaland – Isak Muivah (NSCN-IM) and Zomi Revolutionary Army (ZRA) terrorists in a jungle near Latinkhan, 23 kilometres off Jiribam police station of Churachandpur district. Quoting villagers, the report further indicated that both groups were seen fleeing the place carrying their dead associates.

The United Committee Manipur (UCM) on May 8 expressed its concern over the renewed danger to Manipur’s territorial integrity posed by the current rounds of talks between the Union government and the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) leaders in Thailand and urged the public to be vigilant. Addressing media persons at Imphal, UCM president Sapamcha Jadumani said Prime Minister Atal Bihari Vajpayee and State Chief Minister O Ibobi Singh owed an explanation to the people of Manipur with regard to the NSCN-IM demand for unification of Ukhrul and Senapati districts of Manipur into Nagaland. The UCM leaders warned that repeated betrayals of the people of Manipur by the Union government and the attempts in collusion with the NSCN-IM for the disintegration of Manipur would have harmful consequences for the country. They also warned the Prime Minister against taking up secretly any peace negotiations, or political dialogue concerning any issue of the State of Manipur with the NSCN-IM, in a foreign land, without the knowledge and participation of the people and government of Manipur.

The Chief Minister also said his government was considering a proposal to set up a committee to monitor the ongoing peace process in Bangkok and seek a progress report of the peace talks. Apart from holding talks with the Naga leaders, Isak Chisi Swu and T. Muivah, the Chief Minister also addressed approximately 100 representatives of Non-government Organisations (NGOs) from Nagaland. Two others who were also arrested were, however, released and handed over to the police. The Joint Action Committee (JAC) formed to look into the incident has reportedly refused to collect the body. According to the residents of the houses burnt, around 200 people led by family members of the deceased came and set their houses on fire. However, the family members of the deceased, denying their involvement in the incident, said they had just participated in a rally. Senior police officials visited the spot to take stock of the situation. The JAC submitted a memorandum to the visiting police officials demanding a judicial inquiry into the incident and punishment to the killers.

In a major strike, armed terrorists in Manipur reportedly killed 11 Assam Rifles personnel on May 27, in an encounter and later escaped to the adjoining thick jungles and hill areas. Media reports quoting official sources said unidentified terrorists attacked an Assam Rifles convoy from both sides of a hilly road when the latter reached Tongsong near Sangsad village on Imphal-Ukhrul Road. A vehicle in the convoy was totally destroyed when the terrorists lobbed grenades at it. The soldiers, who included an officer, died on the spot. Sources Reports also said the terrorists looted five AK 47 rifles. A large posse of security force led by a senior official were reportedly rushed to the spot and have launched a massive combing operation to track down the fleeing terrorists.

This follows the increased threat perception following the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) demand for an extension of the ongoing cease-fire into parts of Manipur in its current peace talks with the Union government. According to media reports, nearly all national and regional political parties active in Manipur were present at the meeting which stressed the need for the State government to pay special attention to this issue and portray a unified stand against the threat to the territorial integrity of Manipur. The need for constitutional protection of the boundary of the State was also emphasised, with representatives of the Democratic People's Party (DPP) calling for an amendment of Article 3 of the Indian Constitution.

The Manipur State Cabinet on May 29, decided to extend the ‘disturbed area’ status in the State under the Armed Forces Special Powers Act 1958 (AFSPA), for another year, beginning June 1. The decision according to media reports, was based on the prevailing law and order situation in the State. The ‘disturbed area’ status was declared by the erstwhile Nipamacha government in year 2000, for a two-year period, and is valid till May 31, 2002. It was also decided that the decision would be reconsidered given an improvement in the law and order situation. The cabinet while agreeing to intensify measures to bring a solution to the problem of terrorism in the State also agreed to make proper provisions for the rehabilitation of surrendered terrorists apart from seeking a special package from the Union government towards tackling insurgency. The issue of extension of the State’s ‘disturbed area’ status was discussed extensively by the steering committee of the ruling Secular Progressive Front (SPF) based on reports submitted by various security agencies.

Assam Rifles (AR) in a press realise, on May 30, condemned the terrorist attack on 11 of its personnel as a cowardly act by the Kuki Revolutionary Army (KRA) and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), much against the popular sentiments of the villagers of Dongshum and against development in the region. The statement noted that the AR personnel, following a request by the villagers in April, for making available a bulldozer for the construction of a football ground, had taken up the task keeping in mind the absence of recreational facilities in the area. Criticising the terrorists for their cowardly act obstructing the developmental work in the region, the statement wondered if the terrorists were only interested in pursuing their destructive agenda. While the security forces claimed that four terrorists who were arrested belonged to the Kanglei Yawol Kanna Lup (KYKL), the terrorist group clarified that two of those arrested had been suspended two months back from the outfit for misusing funds, while it denied any links with the other arrested terrorists. An all-party meet led by United Committee, Manipur (UCM), which met at Imphal for the second time this week on May 31, to discuss the perceived threat to the territorial integrity of the State following peace talks between the Union government and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), reaffirmed its commitment for preserving Manipur’s territorial integrity and resolved unanimously to demand an amendment to Article 3 of the Indian Constitution to safeguard the territorial boundaries of Manipur. The meeting unanimously adopted seven resolutions Political parties represented at the meet also agreed upon the need to form a joint political forum for the protection of Manipur’s territorial integrity, and for political parties and various non governmental organisations (NGOs) to conduct a joint campaign in this respect.
