According to media reports of November 2, the proscribed Kanglei Yawol Kunna Lup (KYKL) terrorist outfit denied its cadres were involved in the recent looting of M/s Krishnadas Oil Pump in Manipur. To recollect, in the recent past, some six armed-men raided the petrol pump and looted Rs 30,000 in cash and valuables worth a similar amount. They reportedly asked the employees if they received any extortion notes served by their outfit, the KYKL. However, while denying the involvement, the outfit’s spokesman blamed the security forces (SFs) of masterminding the heist.

According to delayed reports, three security personnel of 8th Manipur Rifles (MR) were killed in indiscriminate firing inside the battalion at Leikun village in Chandel district, Manipur, on November 4. The victims have been identified as Naik Muhindro, Inaocha and Mathew. Quoting police sources, media reports added Inaocha was an ex-terrorist of the People’s Revolutionary Party of Kangleipak (PREPAK). He was rehabilitated after his surrender and later appointed in Manipur Rifles as rifleman.

Police arrested three Rongmei Naga youth belonging to the NSCN-K, in Manipur’s Jiribam sub-division, on November 5. It is suspected that they are involved in the November 4-shootout in Jiribam. According to media sources, the NSCN-K is recruiting youth from the Rongmei Naga tribe in Jiribam and Tamenglong areas of Manipur and Cachar district of Assam. Manipur Governor Ved Marwah said the insurgency problem in Manipur could be settled if the problems of tribals were addressed justly. He was speaking at a seminar, "Combating terrorism in developing countries", on November 9 in, Chennai. He also said the number of insurgents operating in the State was very small, but the problem of tackling them was a big issue as local residents support them. Marwah reportedly said, in Manipur not even one terrorist was convicted during the past 10 years, as proving the terrorists’ crime had become difficult. This, he said, pointed that the ‘system should undergo a change’.

According to media reports, two terrorists of the United Kuki Liberation Front (UKLF) were seriously injured during an encounter with Border Security Force (BSF) personnel, on November 10, in Churachandpur district, Manipur. Quoting BSF Deputy Inspector General (DIG) P. Mishra, reports added that the BSF has launched a three-pronged raid on a UKLF hideout in Teishing village. At least 50 UKLF terrorists present there offered resistance for several hours. Reports did not say how many of them were arrested or if they had fled. However, reports added that a large number of arms were recovered from the site.

Assam Rifles Director General Lieutenant General GK Duggal reportedly said, on November 13, Assam Rifles (AR), which is deployed in eight States in the Northeast region, would raise eight more battalions in the near future. According to reports, all battalions would take over the duties of other paramilitary forces deployed in different States. Duggal said there were stray incidents of internecine clashes between the two factions of the National Socialist Council of Nagaland (NSCN) in the Nagaland, besides cadres of both the outfits breaking cease-fire ground rules, on occasion. Speaking on Manipur, he said the AR would take charge in Moreh town in Chandel district and in Churachandpur district within the coming two years.

According to a delayed media report, on November 14, two Kuki National Front (military council) terrorists, identified as Saikam Kipgen, ‘president’ of the outfit and Jampu Haokip, outfit’s ‘home secretary’ were killed in an internecine clash in Manipur. As per the reports, the Kuki National Front (MC) and the Kuki National Front (President) were involved in the encounter. Two Light Machine Guns (LMGs), three M-16 rifles and one 303 rifle were recovered from them, reports added. To recollect, on April 15, 1995 both the deceased had formed a faction of the KNF and both of them supposedly top leaders, had tried to hold peace talks with the Union government through the Mizoram Chief Minister Zoramthanga.

According to media reports, a terrorist was killed in an encounter with police in Keibul Lamjao, under Moirang police station-limits, Bishnupur district, Manipur, on November 14. Quoting police sources, reports added that the encounter occurred when five unidentified terrorists fired at a police patrol party in the Keibul Lamjao area. In retaliation, police returned fire and the encounter lasted for about half an hour. While one terrorist died on the spot, the others managed to escape. However, a hand grenade was recovered from the spot, and the identity of outfit behind this shootout is yet to be ascertained, reports added.

Two of them belong to the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM) faction. One of them arrested from Mission Lane, New Checkon, with a 9mm pistol and 2 live rounds of ammunition. Quoting official sources, media reports added that the terrorists who laid the ambush belong to the Manipur People's Army (MPA), armed-wing of the United National Liberation Front (UNLF). Heavy exchange of fire took place, reports added. However, the terrorists managed to loot all the arms of the security forces, including mortar, two self loading rifles (SLRs), an AK 47 rifle, a folding carbine and some rounds of ammunition.

Even as the Union government has invited leaders of the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM) to India for the next round of peace talks, the Manipur State government has decided not to withdraw cases against the outfit and its leaders, reports said on November 30. The Congress-led government in Manipur is in no hurry to facilitate a smooth "homecoming" for both the NSCN-IM leaders––Th. Muivah and Isac Chisi Swu––reports claimed. Quoting Manipur Chief Minister O Ibobi Singh, media reports added that the State government will not lift the ban on the NSCN-IM in the State. Singh reportedly said this was because the people of the State are still "apprehensive about the peace talks between the NSCN-IM and the Union government, since there is a feeling that the Naga outfit has territorial ambitions, including the merger of some of Manipur's areas into ‘greater Nagaland’". However, both the NSCN-IM leaders are likely to travel to India in mid-December to hold parleys with the Union government, reports added.
