Concerned over the apparent appeal of Islamic State (IS) among a section of Indian society, the Centre along with states and Union Territories (UT) worked out a cohesive strategy to counter attempts at radicalisation and recruitment, The Times of India reports on August 2. Counselling of "vulnerable and radicalized" youths as well as their families and propagating "moderate" interpretations of Islam to counter the IS ideology of violent extremism will be key contours of this national blueprint. The counter-measures were on August 1 discussed by Union Home Secretary L C Goyal with the Chief Secretaries and Director General of Police (DGP) of 12 states and UTs, including Jammu and Kashmir, Maharashtra, Telangana, Andhra Pradesh, Karnataka, Uttar Pradesh, Tamil Nadu, West Bengal, Bihar, Delhi, Assam and Kerala, that have reported instances of radicalization and recruitment by IS. The immediacy with which the threat needs to be addressed was underlined in presentations by three central agencies —(Research and Analysis Wing) RAW; National Technical Research Organization (NTRO); National Investigation Agency (NIA) and Telangana. RAW conceded that even though southeast Asia is not an area of priority for IS now, one needs to closely watch the outfit in the long term. It said though the IS footprint in India is limited as compared to many western nations, a counter-plan must be readied right away to avert the potential threat. A presentation by Telangana on counter-radicalisation measures listed counselling of "vulnerable" youths and involving their parents, peers and community elders in such efforts; increasing the level of interaction with 'moderate' groups, Non-Governmental Organisations (NGOs) and civil society to track and tackle radicalization; and countering extremist ideology of IS by propagating "moderate" interpretations of Islam. A key point was the need for a "tactful" approach to youths reached by ISIS, involving counseling and efforts to bring them back into the mainstream. With the social media emerging as a preferred medium of radicalisation and recruitment among young, net-savvy Muslims, NTRO discussed monitoring of suspected terror sites and social media handles. The suggested counter-strategies included disabling of harmful content and running a counter-propaganda. The NTRO presentation also touched upon how to retrieve evidence from cyberspace. Calling for uniform standards of investigation in terror cases, the NIA stressed on guarding against implication of innocent people and ensuring that scientific evidence is key to all terror investigations.

According to sources, the terrorists are carrying a huge cache of explosives, including Research Department Explosive (RDX) and detonators. The Government has instructed all security agencies to step up vigil in the capital to avert any terror strike ahead of the Independence Day on August 15. The intelligence input on nine Pakistani terrorists sneaking into Delhi has come in the wake of the recent terror attack in Gurdaspur (Punjab) in which ten people were killed including cops. Minister of State for Finance, Jayant Sinha on August 4 said in Rajya Sabha (Upper House of Parliament) that more than 27.31 lakh pieces of Fake Indian Currency Notes (FICN), with face value of INR 1364.3 million, were seized in three years through 2014, reports Business Standard. Replying to a question in Rajya Sabha, Jayant Sinha said that in order to stay ahead of the counterfeiters, the government has recently introduced revised numbering pattern in all denominations. Besides, the Government, in consultation with the Reserve Bank of India (RBI), has initiated the process of procurement of upgraded/new security features for a fresh series of bank notes. Sinha informed that a FICN Coordination Group has been formed in the Union Ministry of Home Affairs (UMHA) to share intelligence/ information amongst different security agencies to deal with the menace of circulation of FICNs in the country. As per the details given by him on FICN, more than 15.54 lakh notes were recovered in 2012, 2013 and 2014 having face value of about INR 775.8 million. Also, 11.77 lakh notes were seized during the three years having face value of INR 588.4 million. Meanwhile, 2,091.8 crore pieces of bank notes of various denominations valuing INR 31.99 lakh crore were supplied to the RBI during 2013-14 fiscal.

Pakistan's Inter-Services Intelligence (ISI) has intensified its attempts to push terrorists into India to carry out terror strike in hinterland, official sources said on August 6, reports The Times of India. Quoting intelligence inputs, they said, there have been intensified attempts of infiltration by militants from across the border in recent past. All these attempts were being made at the behest of ISI with the objective of carrying out terror attacks in the hinterland, sources added. The intelligence inputs suggested that a new strategy was hatched by ISI to expand the area of terror strike from Jammu & Kashmir and militants were being trained for the purpose, they said. Union Home Minister (UHM) Rajnath Singh on August 6 said in Lok Sabha (Lower House of Indian Parliament) that there were five infiltration attempts from across the border and four of which were foiled and eight militants were neutralized by the Security Forces in last one month.

A group of men from the coastal Karnataka town of Bhatkal, accused of supplying explosives to the Indian Mujahideen (IM) for bomb blasts in Pune, Delhi, Bangalore, Mumbai and Hyderabad between 2010 and 2013, may have also provided the RDX (Research Department Explosive) for the February 13, 2010, Germany Bakery attack in Pune, Indian Express reports on August 10. The German Bakery blast is incidentally the only instance in recent times where the IM used RDX as an explosive. Its source has been a key unanswered question in the probe since the IM, from forensic records of nearly a dozen blasts linked to it, is known to use easily available ammonium nitrate. Police suspect RDX consignment went into the making of IEDs by key IM operative Yasin Ahmed Siddibappa for the German Bakery blast. Forensic analysis of the explosives used in that blast had revealed residual presence of high-quality RDX and ammonium nitrate. Police are looking for Jainulabudin and Sameer to provide answers on the origin of the RDX used in 2010. German Bakery blast accused Yasin Ahmed Siddibappa, however, has claimed that ammonium nitrate was used for the blast and he had received it near the Swar Gate bus stand in Pune from a person, identified as Ibrahim.

Days ahead of the Independence Day celebrations on August 15, the Union Ministry of Home Affairs (UMHA) has issued a massive security alert to all states of possible terror attacks, with special focus on Delhi, Mumbai, and the border states of Jammu & Kashmir and Gujarat, reports India Today on August 12. The UMHA warned that terror groups like Students Islamic Movement of India (SIMI), Indian Mujahideen (IM), Jaish-e-Muhammed (JeM), Tahrik-e-Furqan (TeF), Lashkar-e-Toiba (LeT) and Pasban-e-Ahle Hadis (PAH) are planning to target important installations in the country. Intelligence Bureau (IB) have intercepted several conversations where handlers from across border were heard giving directions to attack Army and other Security Forces' (SF) camps and convoys. UMHA alert also said that for the first time Pakistan’s Inter-Services Intelligence (ISI) has given the responsibility to LeT to coordinate with all other terror groups. The ‘health minister’-cum-political advisor of Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Ngamsinlung Panmei was arrested from Lodi Colony area in New Delhi on August 17 where he had gone to visit one of his contacts, reports The Sentinel. Delhi Police were looking for Panmei after getting information from Manipur Police about his presence in the National Capital. “Five mobile phones, seven SIM cards and one laptop, used for communicating with members of NSCN-K and its chairman SS Khaplang, were seized from the arrested militant,” said Deputy Commissioner of Police (Special Cell) Rajiv Ranjan. Police said Panmei, who joined the outfit in 1997, was hiding in Mahipalpur in South Delhi.

According to the dossier accessed Dawood's wife Mahajabeen holds passport number J-589103 while their son Moeen has been given passport number J-588518. India has also identified three passport issued by Pakistan to underworld don from the time he sought shelter in Pakistan. This include passport number G-866537 issued from Rawalpindi and passport number C 267185 and KC 285901 issued from Karachi (Sindh). His two brothers, Anees and Mustaqim holds Pakistani passport numbers H 144394 and KA 713357 respectively. According to India, Dawood has purchased several properties including the recent purchase of a bungalow in Cliffton in Karachi. According to agencies, the bungalow located near Ziauddin hospital has been purchased in September 2013 with an aim to provide medical treatment to the underworld don in case of any emergency. The house according to dossier is located near Shireen Jinnah colony and is close to the residence of Bilawal Zardari, son of slain former PM of Pakistan Benazir Bhutto. India has incorporated at least ten addresses of Ibrahim in Pakistan including two in Islamabad. Some of the addresses include 17 CP Bazar society, block 7-8, Amir Khan Road, Karachi; Moin Place, near Abdullah Shah Ghazi, Dargah Road, Clifton, Karachi; 6/A Khyabar Tanzeen, Phase-V, Defence House area, ISI (Inter-Services Intelligence) safe house, Margaba Road; P-6/2, street number-22,House number 29, Islamabad. Dawood has been declared as 'global terrorist' by the US treasury department on October 16, 2003. He has also included in the United Nations (UN) sanction list as an associate of al Qaida on November 3, 2003 under the UN Security Council Resolution (UNSCR) 1267 which obligates to member countries to take action against individuals in the list.

He was picked up from a nondescript rented house occupied by Mohammad Rahdar from Ansari's neighbourhood at Bettiah's Jamadar Tola. Delhi Police Deputy Commissioner of Police (DCP) (special cell) Rajiv Ranjan said "We tracked and nailed him on the request of Bihar Police. Ansari was about to shift to Goa to expand his narcotics racket," adding “Rahdar was also wanted in connection with a case of murder in Bettiah”.
