Delhi police, on January 5, arrested a hawala (illegal money transaction) operator from Lal Kuan area of North Delhi for his alleged involvement in financing the agents of Pakistan’s Inter Services Intelligence (ISI) in the country. Police sources said the hawala operator, Abdul Bari, who runs a shop in Naya Bans in Lahori Gate area, was taken into following the arrest of Pakistani national and ISI agent Dilshad from Jalpaiguri district by West Bengal Police on January 4. Dilshad had reportedly disclosed during interrogation that he had been frequently meeting Bari who used to arrange money for him through the hawala channel on instructions from Paksitan.

Indian Prime Minister Atal Behari Vajpayee and British Prime Minister Tony Blair signed a joint declaration in New Delhi, on January 6, condemning all those who support and finance terrorism. The declaration specifically equated the December 13-attack on the Indian Parliament and the October 1-attack on the State Legislature in Jammu and Kashmir with the September 11-terrorist attacks in the United States. It said, "Those responsible for these crimes must be delivered to justice…. We condemn all those who support terrorism: those that finance, train or provide support for terrorist share their guilt".

Speaking in New Delhi on January 7, he said there are similarities between India and Israel in terms of threat perceptions emanating from terrorism and since "Israel has unfortunately become an experienced country in this domain (countering terrorism), we can offer our expertise to India". He added, "The world is not divided between East and West…. The world has a new division now, the countries that harbour terrorism and the countries that fight terrorism". What is clear today (is) that you can not have high tech unless you have an upper hand, you can not have terror unless you have a dishonest government because the terror starts beginning by terrorizing their own people".

Delhi Police Commissioner Ajai Raj Sharma, while speaking to the media on January 8 said, "We arrested 42 terrorists in 2001, and most of them were Pakistani or trained in Pakistan". Three Pakistanis were caught for terrorist activities and smuggling. Five men who were arrested on charges of trying to set off bombs in the city were accused of receiving military training in Pakistan, he said. Police said that the suspect, Dilip Tribhuwandas Bharot provided, Mohammad Afzal, a conspirator in the December 13 incident and presently in custody, with Rs. 2.8 million. The police also recovered Rs 35 lakh cash from them, sources added. The four terrorists are reported to be natives of Anantnag district in Jammu and Kashmir. A court in New Delhi on January 17 allowed the Enforcement Directorate (ED) to interrogate four Lashker-e-Toiba (LeT) terrorists and a hawala (illegal finance network) dealer arrested on January 15 in connection with a plan to disrupt the Repubic Day parade of January 26. As reported earlier, the four LeT terrorists were arrested from a private hostel in South Delhi and police sources said they had been tasked to carry out bomb explosions on the Republic Day parade route during rehearsals to force cancellation of the parade on January 26.

Colin Powell, the visiting US Secretary of State said at a press conference in New Delhi on January 17 that Pakistani President Pervez Musharraf had reportedly told him on January 16 in Islamabad that a hand over of some of those on the list of terrorists wanted by India was "not ruled out", but Pakistan would like more evidence. "Musharraf did make an important statement. We will monitor the action," he said. Powell held discussions with the India’s External Affairs Minister Jaswant Singh on January 17. He is to hold consultations with the National Security Advisor Brajesh Mishra, meet Congress President Sonia Gandhi and also call on Prime Minister Atal Bihari Vajpayee on January 18. Consequent to the meeting between Powell and Jaswant Singh, India said it would send more information on the list of 20 criminals and terrorists it has asked Pakistan to extradite. Commenting on the US role in Kashmir, Powell said that the US wanted to see a dialogue between India and Pakistan and was standing by to help but it was for the two countries to resolve all issues by ‘‘direct dialogue’’.

The Islamic Council of India (ICI) has decided to launch a campaign against terrorism, Chairman of the Council and the National Minorities Development and Finance Corporation of India, Qari Mohd Mian Mazhari has said. "Islam is not only the greatest saviour of human values but the biggest opponent of massacre, destruction and bloodshed. It is therefore not only the national but the religious duty of all Muslims to raise their voice against terrorism, unitedly,'' Mazhari said in New Delhi on January 17. Commenting on the alleged misuse of some madrassas (religious seminaries) in the country, Mazhari said, "If there was any shred of evidence that any madrassas were being used for promoting anti-national activities like propagating jehad, training terrorist mind-sets, the Muslims of this country would themselves go and burn such madrassas.'' The government must produce evidence against these madrassas, he added. On the issue of intelligence reports indicating that militants were misusing some madrassas, especially in the border regions, he opined that the government must immediately conduct an inquiry and take action. He also called for the formation of a central madrassa body to regulate the syllabus and functioning of madrassas all over the country.

According to media reports, the Central Bureau of Investigation (CBI) on January 22 handed over to the US Federal Bureau of Investigation (FBI) a list of 22 terrorists, criminals and economic offenders believed to be in the United States. The list, comprising some Sikh terrorists and economic offenders wanted in India, was handed over by the CBI Director to the visiting FBI chief Robert Mueller in New Delhi. The CBI has also secured a Red Corner Notice against these persons. The CBI has also reportedly asked the FBI to give any evidence it has relating to the hijacking of Indian Airlines plane from Kathmandu to Kandahar in December 1999. On India's demand for extraditing the four hijackers of IC-814, Mueller said for extradition, "admissible evidence and overwhelming proof of guilt" had to be gathered against them. He also added that there were different kinds of judicial systems in India and the US and any evidence would have to hold good for both judicial systems.

"It’s a joke, it’s a mockery… Outlandish claims could satisfy preconceived designs of someone, but nobody with wisdom is prepared to believe in them… The whole thing smacks of a melodrama of the first order, a cooked-up matter," said Syed Anwar Mahmood. "Rather than to continue blaming ISI and Pakistan for all acts of terrorism, it is about time the Indian leadership looked inwards for answers and clues," he added. India and Iran have agreed to put in place an institutional mechanism for tackling terrorism by either constituting a new Joint Working Group (JWG) on counter terrorism or by expanding the scope of the present JWG on Drug Trafficking. At the Home Secretary-level talks in New Delhi on January 30, the two sides decided to hold the Secretary-level talks annually alternately at New Delhi and Tehran. Both sides resolved to enter into close co-operation in eradicating the scourge of global terrorism. To establish structural instruments of co-operation, it was agreed to consider conclusion of an agreement on mutual legal assistance in criminal matters and an extradition treaty. The two sides also recognised the need to firmly deal with drug trafficking and agreed to have close co-operation in combating the menace of drug trafficking and narco-terrorism.
