Mumbai Police Commissioner Hasan Gafoor confirmed on December 2 that the 10 terrorists who were involved in the multiple terrorist attacks had sailed in a merchant vessel from Karachi in Pakistan on the high seas, before boarding a hijacked fishing boat named Kuber, reports The Hindu. After being closer to Mumbai, the group left the trawler and took an inflatable rubber dinghy, and landed at Budhwar Park near Cuffe Parade. Each group carried timer-controlled improvised explosive devices (IED) and each of the terrorists was armed with a Kalashnikov assault rifle and a pistol, said the Police Commissioner. He also added that each of them carried between INR 2,000 and INR 5,000 in cash, and some foreign currency which might have been seized from the hostages. The attackers used a global positioning system (GPS) to chart their course. After reaching Mumbai, the militants used mobile phones fitted with Indian SIM cards, which were reportedly bought from Kolkata and Delhi. That helped them to communicate with their controllers through a voice-over-Internet connection, said Gafoor.

The weapons and grenades used by the 10 terrorists who attacked Mumbai on November 26 were same as the ones used in the December 2001 Parliament attack in New Delhi, claimed investigators, Indian Express reported on December 3. Investigators said that most of the grenades have their source in Pakistan and some were from the Pakistan Ordnance Factories (POF) in Wah city in the north of Pakistan’s Punjab province. This place was reportedly also the source of grenades and explosives used in the 1993 Mumbai serial blasts, the 2001 Parliament attack and attack on India embassy in Kabul in 2008. One of the grenades recovered from Mumbai, bears the name ‘EN ARGES’ in bold letters, followed by ‘Spl HG 64’ and the serial number 7-93-003. The Arges brand name belongs to Rheinmetall Waffe Munition, an Austrian company, and the grenades are manufactured by POF under license for use by the Pakistan Army. Similar grenades were recovered from terrorists involved in the 1993 Mumbai serial bomb blasts, the 2001 Parliament attack and on the three militants shot dead while trying to attack the Rashtriya Swayamsevak Sangh headquarters in Nagpur in June 2006. The automatic pistols are also manufactured in Pakistan, with one of them bearing, in bold letters, the name "Diamond" followed by the manufacturer’s name, "Nedi Frontier Arms Co." Below it are engravings which read "Peshawar Cal 30" and "7341 NFAC." The AK-47 assault rifles used by the terrorists in Mumbai were manufactured in Russia. One rifle recovered has the trademark symbol of a triangle with an arrow inside it, representing the Izhevsk factory in Izhevsk city, capital of the Udmurt Republic in western Russia, where Mikhail Kalashnikov designed the rifle.

Many people came to claim the luggage. Today, our workers, while moving the luggage saw a haversack. Since it was heavy, they got suspicious. We called the bomb squad and they defused the explosive device,” Railway Police Commissioner A.K. Sharma said. He added that the RDX was planted by the terrorists who attacked the station on November 26. Meanwhile, Joint Commissioner of Police (Crime), Rakesh Maria, said the explosives were in two sets -one of four kilogram each.

Investigations into the Mumbai terrorist attacks have revealed that Lashkar-e-Toiba (LeT) operatives based in Bangladesh were involved in organising the attacks, CNN-IBN reported. Sources said the former Bangladesh head of the LeT arranged for logistical support to the 10 Pakistan-trained terrorists who attacked Mumbai on November 26. Faisal Nayeem, deported to Pakistan in 2006 under American pressure, was the LeT's commander in Dhaka. Sources investigating the attack claim that Faisal got in touch with LeT's present Bangladesh head, Imran Mian, to arrange SIM cards for the terrorists who carried out the Mumbai attacks. During his stay in Bangladesh, Nayeem had set up an intricate network of agents which allowed him to take Indian youth to Pakistan via Bangladesh. They were trained in Pakistani terror camps and then pushed into India. Faisal told Bangladeshi investigators that he had coordinated several fidayeen (suicide squad) attacks during his stay in Bangladesh including the attack on the Rashtriya Swayamsevak Sangh headquarters in Nagpur in 2004 and a Border Security Force post in Hyderabad in 2005.

The Observer, a London based newspaper, reported on December 7 that it had established that Mohammad Ajmal Amir, the terrorist arrested during the Mumbai attacks, came from Faridkot village in the Okara district of Pakistan, according to The Hindu. The report indicated that the he is the son of Mohammed Amir Iman, contradicting Pakistani denials that its nationals were involved in the Mumbai terrorist attacks. The British newspaper said its investigation had confirmed that Ajmal Amir had lived in the village but had been away for about four years, returning once a year to meet his family. In what it described as a “crucial a piece of evidence”, about Ajmal’s native origins, it said names of his father, Mohammed Amir, and mother, Noor, appeared on the village’s electoral list along with their identity card numbers 3530121767339 and 3530157035058 respectively. “That seems to be the last piece of the jigsaw. A man called Amir and his wife, Noor, do live in Faridkot, official records show. They have a son called Ajmal,” it stated.

Security agencies investigating the multiple terrorist attacks in Mumbai said on December 9 that payments for a voice-over-Internet protocol (VOIP) service used by the terrorists were made from Karachi, reports The Hindu. Investigators have found that an unidentified individual using false identification papers, made a payment of $ 290 to the VOIP service (Vox Phone) through an office of the Western Union money-transfer in Karachi. The Mumbai Police intercepted calls made by the Lashkar-e-Toiba (LeT) terrorists who attacked Mumbai to two VOIP numbers from six Indian mobile phone numbers. The e-mail, which said the attack was intended to avenge atrocities on Muslims in India, was reportedly generated on Hindi language voice-recognition software and sent to Indian newsrooms from a Lahore-based server.

They were identified as Hafiz Arshad alias Bada Abdul Rehaman from Multan, Javed alias Abu Ali from Okara district, Shoaib alias Abu Soheb from Narowal in Sialkot, Nazeer alias Abu Umed and Nasir alias Abu Umar from Faisalabad, Babar Imran alias Abu Akasha from Multan, Abdul Rehaman alias Abdul Rehaman Chota from Arafwala in Multan Road, Fahad Ullah alias Abu Fahad from Dipalpur taluka (administrative division) in Okara and Ismail Khan alias Abu Ismail from Dera Ismail Khan district in the North-West Frontier Province, all belonging to Pakistan. The interrogation of Mohammad Ajmal Amir Iman, the only terrorist arrested during the Mumbai multiple terrorist attacks, has named those who trained the terrorists, Joint Commissioner of Police (Crime), Rakesh Maria, told journalists on December 10, reports The Hindu. While Lashkar-e-Toiba (LeT) operatives Zaki-ur-Rahman Lakhvi, Abu Hamza, Kahfa and Hafiz Saeed were among the trainers, the Police is still verifying the details of others, Maria added, saying, the names of the chieftains were yet to be identified. He also said the training was imparted under the Lashkar banner and Ajmal was "quite clear that it [the attack] was a Lashkar operation." Ajmal has delineated specific roles played by the four. Lakhvi planned the whole operation and even "bid farewell to the 10 terrorists before they left Karachi for Mumbai on November 22." The ship al-Hussaini, which carried the terrorists for some 12 nautical miles before they hijacked the trawler Kuber to come to the Mumbai coast, belonged to Lakhvi who was present during the training. Hamza, involved in the 2005 terrorist attack on the Indian Institute of Science in Bangalore, imparted "advanced training" in weapons and hand grenades, and maritime training. Hafiz provided moral support and "he spoke to them and motivated them". The fourth trainer "Kahfa was with the group right through the training." He was the "course coordinator" and "shepherded" the attackers. The three-month training was conducted somewhere in Azizabad in Karachi, informed Maria. Kahfa and Hamza showed photos of various target locations to the attackers during the training.

To check the terrorist threats from sea, the Directorate-General of Shipping (DGS) said on December 11 that the Government is planning to track smaller ships within 1,000 nautical miles using satellites, The Hindu reports. The plan comes in the wake of the November 26 Mumbai terrorist attacks in which the terrorists took the sea route from Pakistan. The facility, called Long-Range Identification and Tracking (LRIT), is to be set up at the DGS headquarters in Mumbai. It will monitor the movement of ships of under 300 tonnage. In collaboration with the Indian Space Research Organisation, the LRIT would be operational in a few months. Ships with suspicious movements would be immediately reported to the Navy or the Coast Guard.

He also added that the Police had to investigate if they were in possession of any CD, allegedly used to show target locations. Police said the interrogation of Mohammad Ajmal Amir Iman, who was arrested during the Mumbai attack, revealed that he was shown a CD with pictures of target locations. Ansari had reportedly carried out recces in Mumbai, which included the Gateway of India area and the Trident-Oberoi hotel. The Uttar Pradesh (UP) police had arrested Ansari and Sabahuddin on January 1, 2008, in a case relating to the attack on the Central Reserve Police Force camp in Rampur in UP. Sabahuddin was also involved in the attack on the Indian Institute of Science in Bangalore, capital of Karnataka, on December 29, 2005.

Top US intelligence official John Michel McConell is learnt to have expressed complete satisfaction with the strength of India's case against Pakistan based on Federal Bureau of Investigation’s (FBI) examination of call records of satellite and cellular phones used by Mumbai attackers and their Pakistan-based handlers. McConell confirmed that one of the numbers logged on the satellite phone, the terrorists used while navigating their way to Mumbai belonged to a known Lashkar-e-Toiba (LeT) terrorist identified as Abu Al Qama. The FBI is mandated to take the probe to the logical culmination, which will include charging the names of LeT leaders and their collaborators in Inter-Services Intelligence (ISI), Pakistan’s external intelligence, that come up in the probe. "We are committed to get to the bottom of this case," US officials told their Indian counterparts during their interaction spread over 48 hours.
