The Mumbai Police crime branch has identified two non-resident Indians (NRIs) as having provided part of the funds that sustained the operations of the Indian Mujahideen (IM). Both NRIs had bank accounts in the Gulf and these were being used to channel funds to IM members in Mumbai, the police said. The police have frozen both accounts and issued lookout notices against the two NRIs. The crime branch said the NRIs opened accounts in a nationalised bank about a decade ago, and absconding IM operative Riyaz Bhatkal kept withdrawing small amounts regularly in the city for terror operations. The police have identified six other accounts which were allegedly used by IM operatives. "Of the eight accounts under our scanner, two are in the name of NRIs in the Gulf. These two accounts were opened in a nationalised bank in the late ‘90s, and small amounts of money were deposited and withdrawn from them regularly by Bhatkal in the city. The amounts ranged from INR 5,000 to INR 50,000 at a time. A total of INR 27 lakh was in the accounts when we froze both on October 4; we issued the lookout notices a day later," said Joint Commissioner of Police (Crime) Rakesh Maria. The Crime Branch has also seized a cheque for INR 1 lakh in the name of Bhatkal from one of the arrested. "Riyaz Bhatkal had been given signed blank cheques for the purpose of withdrawing money from both accounts whenever he wanted. We have seized one such cheque for Rs 1 lakh issued in Bhatkal’s name from one of the other arrested accused," Maria added.

An arrested Indian Mujahideen (IM) cadre from Mumbai confessed to the Ahmedabad police while interrogation on November 16 that terrorist attacks in Indian cities are financed though hawala (informal money transfer system) transfer from abroad, reports Times of India. Amir Raza Khan, brother of Asif Raza Khan, played a key role in the hawala racket that secured funding from individuals and institutions for jihadi activities in India. According to one estimate, various institutions in India have got around INR three crore over a period of one-and-a-half years. "These funds are still lying unutilised and could trigger a future terror attack," said an unnamed police official. Amir and Mohammed Sadiq Shaikh were reportedly given responsibility for the collection of funds for India operations.

At least 101 persons, including 14 policemen and nine foreigners, were killed and over 300 persons injured in multiple terrorist attacks in Mumbai which began on November 26-night and was going on till the reports last came in. Among those killed were chief of the Anti Terrorist Squad (ATS), Hemant Karkare, Additional Commissioner of Police (east Mumbai), Ashok Kamte, and senior police officer Vijay Salaskar. The terrorists, who apparently came in by boats, struck at 10 places in south Mumbai including five-star hotels, hospitals and train stations, according to NDTV. Among the locations attacked were: Trident Hotel, Taj Hotel, Nariman House, Wadi Bunder, Cama hospital, GT hospital, VT station, Bootleggers pub, Girgaum and Metro cinema. There were also reports of a low intensity blast in Ville Parle and grenade attack in Santa Cruz. Two blasts have been reported in the Napean Sea road area of south Mumbai. There is a hostage situation in at least two locations - the Taj and the Trident hotels – when last reports came in. In the Taj Colaba, at least 100 people are believed to be trapped probably held hostage by terrorists. Some of these are Israeli and Canadian nationals. The terrorists reportedly came in by sea from Karachi in Pakistan. A boat laden with explosives was recovered later at night off the Gateway of India. Five suspected terrorists were killed in two separate incidents overnight including two at Girgaum in south Mumbai during a gun battle and two sten guns have been recovered from them, police said. While NSG and Military Commandos have reportedly entered the Taj and Trident hotels, at least 800 Army personnel have been deployed at various locations in Mumbai. "Encounter is on between police and terrorists at Taj and Trident. Our people have surrounded them and the Anti-Terrorist Squad (ATS) team has arrived at the Taj hotel," said the Director General of Police, A. N. Roy. Many foreigners have reportedly been held hostage by the terrorists. "Gunmen took 15 hostages and half of them foreigners," said an eye-witness at the Taj hotel. "Gunmen wanted anyone with British or American passport," said another eye-witness. At least four terrorists were holed up in the Taj Hotel where 40 to 50 guests were still trapped, Major R K Hooda, General Officer Commanding of Maharashtra, Goa and Gujarat, said. Speaking to NDTV, Maharashtra Deputy Chief Minister R. R. Patil said, "There is no plan for talks with the terrorists." Claiming to have some "vital leads", he expressed confidence of a breakthrough soon. Intelligence sources said that a foreign hand is fully evident in these attacks. They have also reportedly arrested a Pakistan national from Chowpatty area in the city. Police chief A. N. Roy said, "There is no indication so far of the identity of the terrorists." Two bombs were found less than 50 metres near a heap of tiles, outside the main entrance of Taj hotel, and defused in time but the third bomb which was placed near the entrance of the Oberoi Trident hotel exploded. However, the bomb disposal squad put a cover on it, substantially reducing the impact of the bomb. Reportedly each one of the bombs was containing eight kilograms of RDX. The RDX used appeared similar to the one used in the 1993 serial blasts in Mumbai, an unnamed police officer said, adding, “only the forensic tests will confirm the origin."

Ajmal Amir Kamal confessed that the group had planned to sail out on November 27. Their recruiters had even charted out the return route for them and stored it on the Global Positioning System (GPS) device which they had used to navigate on their way to the Mumbai shoreline. He also confessed that they were all trained in marine warfare along with the special course Daura-e-Shifa conducted by the Lashkar-e-Toiba (LeT). Maharashtra Police investigators said that they have evidence that operatives of the Pakistan-based Lashkar-e-Toiba (LeT) carried out the Fidayeen (suicide squad) attacks in Mumbai. An injured militant, identified as Ajmal Amir Kamal, was arrested during the fighting at the Taj Mahal hotel, is suspected to be a LeT cadre and a resident of Faridkot near Multan in Pakistan’s Punjab province. Reportedly two other citizens of Pakistan have also been arrested in Mumbai on November 27. All three of them, identified themselves as members of a LeT Fidayeen squad, the sources said. Based on the interrogation of the suspects, the investigators believe that one or more groups of the LeT left Karachi in a merchant ship early on November 26. On the same night, an estimated 12 terrorists left the ship in a small boat and travelled some 10 nautical miles to reach Mumbai’s Gateway of India. After reaching Gateway of India, the group split up into at least six groups, each focussing on a separate target - Mumbai’s Nariman House, the Chhatrapati Shivaji Terminus rail station, the Cama hospital, the Girgaum seafront, and the Taj and Trident hotels.

The only militant arrested during the multiple terrorist attacks in Mumbai, identified as Ajmal, revealed during interrogation on November 28 that boats in which they came from Karachi in Pakistan were arranged by an unidentified front man of mafia don Dawood Ibrahim, who runs several custom clearing houses in Mumbai, reports Indian Express. Dawood's gang arranged boats and quickly transferred arms, ammunition and plastic explosives to it, which took the Lashkar-e-Toiba (LeT) militants for carrying out attacks in Mumbai. Dawood Ibrahim’s gang also provided complete pictures of the Taj hotel, Oberoi-Trident hotel and the Chhabad house in which the Israelis reside. Mumbai Police and central security agencies have launched a massive manhunt for the Colaba-based businessman considered as a henchman of Dawood Ibrahim. The suspect looks after some customs clearing mechanism and also indulges in diesel smuggling for the mafia don, the sources claimed.
