A Hizb-ul-Mujahideen (HM) ‘commander’, Zakir Rashid Bhat Musa, who reportedly is the successor of slain HM ‘commander’ Burhan Wani, has threatened to attack Jammu and Kashmir (J&K) Police and their families if they don't stop harassing the families of militants in the state, Times of India reports on December 2. In the one-and-a-half minute video, Bhat warns, "Next time, think a thousand times before (attacking our families). And if you still do it, you will find the bodies of policemen in every lane and bylane of Kashmir."

Army in the evening of December 1 shot dead a ‘militant’ at Aagnoo village in the Dooru area of Anantnag District and recovered a rifle from him, reports Daily Excelsior. Sajjad Malik alias Bita Malik of Batagund in the Verinag area of Anantnag who was killed by Army was a former Sarpanch (head of Panchayat, village level local self Government institution) of Congress party who was picked up by the Police one and a half months back and was detained in Police Station Dooru. He had also been bailed by the court but was reportedly in the Police Station in some other offence. Sources said that he was arrested in 3-4 cases and was in the Police Station Dooru for over a month. He was a former militant and had left the militancy long back and was now full time ‘political worker with Congress’.Further, two main complexes at the Army unit in Nagrota in Jammu District which witnessed a fierce gunbattle and hostage-like situation on November 29, was cleared by the Army as combing operation continued for the second day on December 1 at the camp targeted by terrorists though the operation against the militants had been declared as closed after the killing of all three militants, who were believed to be Pakistanis affiliated with ‘Afzal Guru Brigade’ of Jaish-e-Mohammed (JeM) outfit. “Combing and sanitization operations resumed today [December 1] to clear the entire area of the Army Unit from unexploded bombs and other material left out by the slain militants. It will take some more time. No one has been allowed inside so far”, sources said. They said two main building complexes where the gun-battle and hostage-like situation took place have been cleared and they are totally free from blinds (unexploded shells).

A Fisheries department employee was killed in cross-fire between the Security Forces (SFs) and militants at Chansar in Kulgam District in the evening of December 2, reports Daily Excelsior. The militants, however, manage to escape. One Asadullah Kumar was posted at Chansar as Fisheries guard where he was killed. Army on a tip off cordoned of Chansar village and an encounter took place between the militants and SFs. While Kumar was killed in the cross fire, the militants manage to escape from the cordon. Meanwhile, Police on December 2 issued a statement regarding the killing of an arrested Congress worker, Sajjad Ahmad Malik in Dooru area of Anantnag District on December 1, reports Daily Excelsior. “On 1.12.2016 at about 1720 hrs an accused person namely Sajad Malik alias Bita Malik decamped with an AK rifle along with one magazine from Police Station Dooru. After firing some shots near the market, and taking advantage of the darkness he managed to escape towards Zamalgam. On way near Cherikari he fired towards an Army patrol. The fire was retaliated. In the exchange of fire Shabir Malik got killed. The deceased was a released militant and a history sheeter, who was already arrested in militancy cases in various Police Stations”, Police said.Also, the SFs on December 2 raided a house at Batipora village in the Dadsara area of Tral in Pulwama District where Hizb-ul-Mujahideen (HM) ‘commander’ Zakir Rashid used to record videos to issue threats to Policemen and mainstream politicians and launched massive manhunt against the owner of the house. The SFs conducted an operation at the Batipora village. “During the operation, house belonging to Mudasir Ahmed Gunoo, son-in-law of late Ghulam Mohi-ud-din Mir was searched where forces found material and articles used by militants,” the spokesman said. During preliminary investigation, said the police, it was also established that Zakir alias Mosa used to record videos in one of the rooms of the house raided by security forces.

Pakistani troops on December 2 violated the ceasefire by firing on forward posts along the Line of Control (LoC) in Rajouri District, leaving a Border Security Force (BSF) trooper injured, reports Daily Excelsior. “At 10 AM, a BSF constable deployed at a forward location at LoC in Bhimber Gali sector of Rajouri district sustained an injury due to single round fire (sniper fire) from Pakistan Forward Defence location”, sources said. The fresh ceasefire violation by Pakistani troops has taken place after a lull of over one week along the LoC. 11 persons, including six Army personnel, four BSF trooper and a civilian porter working with Army were injured in Pakistan shelling and firing in Nowshera, Manjakote, Balakote, Mendhar and Gurez sectors on November 23. A total of 26 people, including 14 security personnel and 12 civilians, have been killed and more than 83 suffered injuries in Pakistani shelling and firing along International Border (IB) and LoC in Jammu after surgical strikes.

Police on December 2 informed the State High Court that 34 incidents of arson at schools across Kashmir were reported since July 8, 2016, reports Daily Excelsior. At least 33 persons were arrested for their involvement in such cases. The Inspector General of Police (IGP), Kashmir, in his report informed the court, “Out of them 28 are adult and five are Juvenile. Out of 33 accused arrested in such cases, dossiers against 14 accursed persons have been submitted to concerned District Magistrates for issuance of detention warrants under PSA [Public Safety Act]. Nine warrants have been received out of which six detention warrants have been executed till date.”The Court was also informed about number of fire incidents at schools in different districts and related arrests - Srinagar (four incidents, four arrests), Ganderbal (one incident, one arrest), Baramulla (four incidents, six arrests), Kupwara (two incidents, none arrested), Handwara (two incidents, none arrested), Bandipora (four incidents, none arrested), Anantnag (seven incidents, six arrests), Kulgam (seven incidents, 10 arrests), Shopian (two incidents, three arrests). “Due to the effective mechanism put in place, 14 incidents of the school burning have been timely addressed and property has been saved. As a result of effective mechanism there has been no report of school building arson since 7.11.2016”, read the compliance report of IGP.Meanwhile, a court Baramulla District on December 2 warned an absconding All Parties Hurriyat Conference-Geealni (APHC-G) leader of ‘coercive action’ if he didn’t appear before it on December 28, reports Daily Excelsior. Judicial Magistrate, Arvind Sharma, concluded that the warrants against Abdul Gani Bhat alias Gani Guroo, resident of Baba Raza locality of Sopore, Baramulla District, accused under section 25 of Police Act were issued and the said warrants returned unexecuted. The court directed the accused Hurriyat leader, who has been actively organizing anti-India protests, to remain present before the court of law on December 28 or face ‘coercive action’ if he continues to skip the court.

A local militant was arrested by Security Forces (SFs) from Shopian District on December 5, reports Daily Excelsior.A SF official said that they arrested Bilal Ahmed Sheikh of Aglar inZainapora in the District.The official said that Police, 62-Rashtriya Rifle (RR) of Army and 14 battalion of the Central Reserve Police Force (CRPF) launched an operation after specific information and arrested him. The official said that the militant gave slip to SFs in Wurapur Village a few days ago. He said that the operation was launched when the SFs received information that militants were planning to carry out a grenade attack in Imam Sahib area when the operation was launched. During the search operation, troops noticed suspicious movement of a person in the orchards. The suspect immediately tried lobbying a grenade on the SFs with an aim to cause grievous injuries.“Troops pounced on the militant and overpowered him thereby ensuring that the grenade does not explode. During his search, two more grenades were recovered from his possession”, said the official.

In a major initiative to detect and plug all cross-border tunnels, which might have been dug by Pakistan to facilitate infiltration by the militants along the International Border (IB), the Border Security Force (BSF) has launched a massive operation along entire 198 kilometers long IB in Jammu sector spread over three Districts of Jammu, Samba and Kathua to unearth them and thwart infiltration attempts, Daily Excelsior reports on December 6. “The massive operation is being carried out using all available resources including manual, scientific and other measures through which such tunnels can be detected along the International Border from Lakhanpur to Akhnoor. The operation will take some days but it would help in detection of the tunnels,” Inspector General of BSF, Jammu Frontiers, DK Upadhyaya said. The operation was necessitated after three militants infiltrated through the tunnel on November 29 at Chamliyal in Ramgarh sector of Samba District but were immediately eliminated by the alert BSF personnel. It may be mentioned here that Security Forces have so far detected four tunnels on the International Border and Line of Control (LoC) in Jammu sector. The longest of them was detected at Chilyari in Samba-Hiranagar sector in 2012 while another tunnel was detected on LoC in Pallanwalla sector in August 2014. The third tunnel was detected in RS Pura sector in April 2016.

The roads leading towards Lal Chowk were sealed off by Police and Central Reserve Police Force (CRPF) by erecting barricades and laying concertina wires. No vehicle or pedestrian were allowed to cross these barricades that were set up from multiple sides including Court Road, Residency Road, Amira Kadal Bridge, Palladium Cinema and Abi Guzar. However, there were no restrictions in any other part of the city. Apprehending protests, large number of Police and CRPF men were deployed in Old City areas, Maisuma and Habba Kadal. Due to tight security arrangements, there was less movement of pedestrians and vehicles in these areas. In view of the call for Lal Chowk march, All Party Hurriyat Conference-Mirwaiz (APHC-M) chairman, Mirwaiz Umar Farooq and All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani were put under house arrest at their Nigeen and Hyderpora residences respectively. The Jammu Kashmir Liberation front (JKLF) chief, Yasin Malik, however, evaded arrest. This afternoon (December 5), Malik along with dozens of JKLF activists took out a protest march from the Dastgeer Sahab shrine and attempted to march towards Lal Chowk but Police deployed there stopped them and whisked away Malik and few of his supporters in a police vehicle. The other demonstrators were chased away by Police. Police said minor incidents of stone-pelting were reported from Rekka Chowk Batamaloo and Noorbagh. “The stone-pelters were dispersed by using mild force,” said a Police official. He said elsewhere the situation was peaceful and no attempt to march towards Lal Chowk was made by anyone.Meanwhile, throwing his weight behind separatists, opposition National Conference (NC) president and former Chief Minister (CM), Dr Farooq Abdullah, on December 5, asked APHC leaders to remain united and extended his support to the ongoing agitation in Kashmir valley, reports Daily Excelsior. The controversial remarks of Farooq came days after he dared India over taking back Pakistan occupied Kashmir (PoK). Addressing his party workers during a function organized to commemorate the 111th birthday of NC founder, Sheikh Mohammad Abdullah, at latter’s grave here at Hazratbal, Farooq in his direct address to the separatists said they should not think him or his party as their enemies. “I want to tell Hurriyat leaders not to go separate ways, be united and we are also standing with you. The number of alleged militants killed in Jammu and Kashmir (J&K) till November 2016 has exceeded the combined total of the past three years, the Union Minister of State for Home Affairs Hansraj Gangaram Ahir informed the Lok Sabha on December 6, Times of India reports. He said the number of such terrorists killed till November 27, 2016, was 140. The corresponding figure was 38, 52 and 46 in 2013, 2014 and 2015 respectively. 71 Security Force (SFs) personnel were killed compared to 39 in 2016 - an increase of over 82 per cent. There has also been a 100 per cent increase in injuries suffered by the SFs - 208 in 2016 as compared to 103 in 2015. However, there has been a marginal decline in the number of civilians killed, from 17 in 2015 to 14 in 2016. The number of attacks has also shot up, rising from 208 in 2015 to 305 till November 2016. Incidentally, terror-related incidents in J&K were 170 in 2013 and 222 in 2014.Pakistan had violated ceasefire 437 times along the Line of Control (LoC) and the International Border in the state till November 2016. 25 people were killed and 179 injured in these violations. Of the total ceasefire violations, 216 incidents were reported along the LoC and 221 incidents along the International Border till November 2016. The ceasefire violations in 2016 resulted in killing of 12 civilians and injuries to 80 others, apart from leaving 111 houses/structures damaged as on November 7, 2016. While eight Army personnel were killed and 74 injured till November 26 (as against six killed and 17 injured in 2015), the Border Security Force suffered five fatal and 25 non-fatal casualties till November 30, 2016. There were 405 incidents of ceasefire violations in 2015 (253 on the international border and 152 on the LoC) in which 26 people were killed and 97 others were injured, he said. He said 27,449 people living along the border in the state had to be shifted to safer places because of the ceasefire violations following the surgical strikes in September. Ahir said majority of the people have since returned to their homes from relief camps and at present, about 220 families comprising around 700 persons are in three relief camps.

The cordon was laid around the village at around 2pm. However, at around 4pm the SFs fired several tear smoke shells inside a house where they had information about presence of militants. The militants responded by firing few shots. The firing stopped thereafter. The firing again started at 7pm and it was going on at the time of reporting. At some distance from the encounter site, a stray bullet hit a person identified as Arif Ahmad Shah S/o Mohammad Khalil Shah R/o Gund Baba, Sangam. The said person later succumbed to his injuries. Three police officials were injured in the blast that was trigerred by joining the wires drawn from the IED and when the jeep, plying on the normal ‘pucca’ road, went over it, the blast severely damaged the entire front and engine portion of the four-wheeler.The Central Reserve Police Force (CRPF), mainstay for anti-LWE operations in the country, has reportedly rushed a team of its counter-IED experts to train and sensitise its troops, those of the Border security Force (BSF), Jammu and Kashmir Police and others against such blasts trigerred by the ‘command-wire’ technique. “This is for the first time…There have been IED attacks against security forces and their convoys in the past but using the command-wire technique was unheard and unseen here. Official sources said that the BSF noticed movement of four to five militants inside Pakistan territory close to the International Border in Ramgarh and subsequently fired para illuminating bombs to lit up the area. Finding the BSF jawans alert, the militants, who were trying to infiltrate into the Indian territory under the cover of dense fog and thick sarkanda growth, retreated to Pakistan. The BSF later apprehended an intruder as he kept on moving towards the Indian territory even after firing of warning shots towards him. The intruder escaped unhurt and was arrested. The arrestee was identified as Mohammad Baksh son of Feroz Din R/o village Gandiyal in Parsroor area of Sialkot District of Punjab Province in Pakistan. He had served in Pakistan army and is now a pensioner. From his possession, BSF recovered two currency notes in 500 denomination, two identity cards, one small knife and a paper with “CMA Lahore Cantt” written on it with pen.Meanwhile, according to Multi-Agency Centre (MAC) figures, 116 militants, mostly belonging to the Lashkar-e-Toiba (LeT), have infiltrated into Kashmir in 2016 till November while the number was 35 for the whole of 2015, Daily Excelsior reports on December 13. Also, sources said militant training camps are active in Pakistan occupied Kashmir (PoK) with 19 of them most active including those at Skardu, Kel, Karko, Dullu, Titwal, Chakoti, Kotli, Dehri, Barhal Mirpur and Chaprai. In these training camps, the militants are receiving rigorous training besides map reading, GPS use, weight, weapon and tactical training. They said that over 200 militants are still waiting at launch pads for infiltration before the heavy snowfall closes the mountain passes. According to official figures, 147 militants have been killed in 2016 so far while the figure for the whole of 2015 was 97. The killed include 40 of this year’s infiltrated militants. As per the official figure, this year 71 Security Force (SF) personnel were killed along the Line of Control (LoC), International Border and hinterland, in Pakistani troops firing and during gun battles with militants. The figures suggested that 76 locals joined militancy in 2016 and 16 of them were killed and surrendered leaving 60 still active. Majority of them joined after July 8 following the killing of Hizb-ul- Mujahideen (HM) ‘commander’ Burhan Wani.

The militants involved in today’s robbery are Arif Dar of Lelhar and Abu Ali. They are wanted in the bank robbery and two others who were outside acted as scouts and were guarding their colleagues”. Significantly, this is the fourth bank robbery in the State since July 9, 2016, and third since November 8, 2016. On December 8, 2016, militants had targeted a branch of the same Bank at Arihal in the same district and looted INR 133,800. The National Investigating Agency (NIA) simultaneously conducted raids at Trade Facilitation Centres (TFCs) at Chakan-Da-Bagh in Poonch District and Uri in Baramulla District on December 18, from where cross-Line of Control (LoC) trade takes place in four days of every week (Tuesday to Friday) after developing specific inputs that some of the traders were misusing barter facility to pump money to fuel militancy in Jammu and Kashmir, reports Daily Excelsior. Official sources told that the NIA teams conducted raids at Chakan-Da-Bagh and Uri simultaneously after registering a First Information Report (FIR) under Regular Case 17 of 2016 in New Delhi following very credible and specific inputs that some of the traders were getting extra goods from Pakistan occupied Kashmir (PoK) and part of the money generated from them was being pumped into the militancy in Jammu and Kashmir. “This was being done in-league with the terror networks of Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM), who have their cadre in both parts of the divided States i.e. Jammu and Kashmir and PoK,” sources said. They added that the NIA has seized entire record of 303 firms, dealing in cross-LoC trade on Poonch-Rawlakote route, which would be used to identify the traders, who had misused cross-LoC trade facility and generated funds for the anti-national activities. Entire record of the cross-LoC trade since 2009 has been seized by the NIA team, which was camping at Poonch and was expected to stay in the border district for next three-four days before taking relevant records with it to New Delhi for further investigations.

Security is on high alert along the National Highway (NH) in Jammu and Kashmir (J&K) after attack on Army convoy last week in Pampore area of Pulwama District in which three Army personnel were killed and two injured, reports Daily Excelsior. Security Forces (SFs) established check points at Gallender, Kadalbal and Sempora on NH in Pulwama District and were frisking the vehicles at these places on the highway since early morning. They had also established checkpoints at Kakapora, Dangerpora and at Khadermoh junction on Pulwama-Kakapora road to conduct surprise checks and frisking of suspicious vehicles. However, no one was arrested during the checking and frisking of the vehicles. SFs have also stepped up their hunt to track down the militants of Lashkar-e-Toiba (LeT) who attacked the Army convoy on December 17 in Pampore area of Pulwama District killing three Army men and injuring two others.

The National Investigation Agency (NIA) charge sheet in the Pathankot terror attack (January 2016) case not only provides evidence on the strike at the Indian Air Force (IAF) base but also links its perpetrator Jaish-e-Mohammed (JeM) with blasts in Tangdhar, Samba, Kathua and Rajbagh in Jammu and Kashmir (J&K) last year (2015), reports The Times of India on December 21. The main handler of the Pathankot attackers, Kashif Jan, had claimed in his Facebook messages that he had planned the attacks at Kathua and Samba on March 20-21, 2015. He was in constant touch with the Pathankot attackers over phone during the strike. Government sources said Pakistan would be informed about the charge sheet against JeM ‘chief’ Maulana Masood Azhar, his brother Abdul Rauf, Shahid Latif, Kashif and other JeM activists. NIA Director General, Sharad Kumar said, "All evidence, be it technical, oral, digital, DNA samples or field investigations, is irrefutable. It...can stand the scrutiny of any international authority"(sic).NIA claimed in its Pathankot charge sheet that it recovered documentary and digital evidence pointing to JeM's role in Samba and Rajbagh attacks too. The charge sheet said the terrorists had left two slips of paper in the Pathankot attack, which had the same message in Urdu and Hindi, "Jaish-e-Mohammad zindabad, Tangdhar se le kar Samba Kathua Rajbagh aur Delhi tak, Afzal Guru shaheed ke jan nisar tum ko milte rahenge. Three militants of Lashkar-e-Toiba (LeT) fled from cordon in Hajan area of Bandipora District in the morning of December 22 after locals pelted stones at Security Forces (SFs), reports Daily Excelsior. The militants who were hiding in the village were identified as Musaib, Maviya and Khitab, all Pakistanis, who infiltrated into Kashmir this year and are operating in this area for past few months. SFs were tracking them for last few months in the area. On a tip of about presence of three militants of LeT hiding in a house in Parray Mohalla Hajin, the SFs’ cordoned it off at around 6:30am. However, locals pelted stones on them and facilitated fleeing of the three militants. Militants also fired several rounds at the SFs before fleeing. The SFs fired tear smoke to disperse the protesters. They later called of the operation to prevent collateral damage.

A fresh batch of 200 special commandos drawn from Jammu and Kashmir (J&K) Police have been trained to take on fidayeen (suicide attackers) following a spurt in terror attacks against Security Forces (SFs) and official installations in the Kashmir Valley, reports The Times of India. The 200 commandos, who received vigorous training under experts of various agencies and former Police officers at Commando Training Centre (CTC) Lethpora in Pulwama District, were formally pressed in to service in a passing out parade attended by the Chief Minister (CM) Mehbooba Mufti last week on December 14. "The commandos are part of Anti-Fidayeen Squad of J&K Police. They used to conduct anti-terror operations under the brand name Special Operations Group (SOG)," Senior Superintendent of Police (SSP), Mehmood Chaudhary, principal of CTC Lethpora, said. The special commandos have been trained by the Army and Indo Tibetan Border Police (ITBP). In the last three years, over 2,000 commandos had been trained. They are trained to clear buildings occupied by fidayeen, floor by floor, climb steep mountains and swim through rivers. They are also equipped to use scientific aid during criminal investigations and collection of intelligence from the field as well.

An official spokesman said Mehbooba gave directions in this regard at a meeting called to review the pace of development works in south Kashmir. Sources said that local militants of LeT and Hizb-ul-Mujahideen (HM) had a meeting in the orchards to chalk out the strategy and SFs after receiving information cordoned it off but the militants managed to flee. Soon after the Friday prayers, Malik along with hundreds of people took out a protest march from Pulwama Jamia Masjid. A large contingent of Police arrived on the spot and detained Malik. The arrest of Malik triggered protests in Pulwama and youth pelted stones on Police, ensuing clashes. Clashes erupted at Murran Chowk and in adjoining localities of the Pulwama. Saying that security situation in Jammu and Kashmir (J&K) is at an ‘important crossroads’’, the Defence Ministry on December 30, said that Army along with Central Armed Police Forces (CAPFs) and Jammu and Kashmir Police (JKP) were making relentless efforts to bring back normalcy in the Kashmir valley, reports Daily Excelsior. In a detailed handout issued on the situation prevailing in J&K, Line of Control (LoC) with Pakistan and Line of Actual Control (LAC) with China, the Ministry of Defence said relentless operations by Army, both along the LoC and the hinterland with the cooperation of other Security Forces (SFs), has thwarted the designs (by Pakistan, militants and other anti-national elements) to give a fillip to proxy war being waged against India in J&K. “The Army in concert with other security forces has successfully thwarted the nexus of militants and their Over Ground Workers to create trouble in Jammu and Kashmir. Army along with para-military forces and Jammu and Kashmir Police were putting relentless efforts to bring back normalcy in the Kashmir valley,’’ the Defence Ministry said. However, it said that post-November 23 talks between Director Generals of Military Operations (DGMOs) of India and Pakistan, the incidents of ceasefire violations have seen drastic reduction on the LoC. The ceasefire violations were at the maximum post-September 29 surgical strikes by the Indian Army inside Pakistan occupied Kashmir (PoK) in which 50 militants and Pakistan army personnel were killed. “The Army operations were focused on ensuring that the terrorists didn’t succeed in their designs to cause destruction and endanger the lives of citizens,’’ an official handout of the Defence Ministry released by the Northern Command on the eve of New Year said.
