15 Police personnel, including a Sub-Inspector, were killed by the Communist Party of India-Maoist (CPI-Maoist) cadres when a patrolling party visited the forest area of Morke village in the Gadchichiroli District on February 1, Pioneer reported. The report adds that "seven to eight" Maoists were also subsequently killed during the encounter with the Police that followed the ambush. However, the Police have not recovered the bodies of slain Maoists. The Additional Director General of Police (Anti-Naxal Operations) Pankaj Gupta said, "The encounter began at IST 10.50 am. It lasted for more than one and half hours. Fifteen of our people, including a sub-inspector, were killed in the encounter. I cannot say for sure as to how many Maoists were killed in the encounter. But, my guess is that seven to eight Maoists were killed in the encounter. We have not been able to lay hands on the bodies of the Maoists. Normally in this kind of situation, what Maoists do is that they drag away the bodies once their men are killed in the encounters."

Telegraph adds that Union Home Minister clarified that States should formulate a surrender policy for Maoists, who would, however, be rehabilitated by the Centre once they want to join social mainstream. “A national policy is not the need of the hour. A policy evolved by the State, keeping the requirements of its own geographical area in mind, often proves more effective as it is in the case of Andhra Pradesh,” he said. Chidambaram also said that 145 Police Stations in the State were Naxalite (left-wing extremism) affected and over 25 blocks did not have Police Stations. Further, PTI adds that Chidambaram said he would talk to the West Bengal Government for an inter-State joint operation to curb ultra-Left extremism. "West Bengal does not agree with the hot pursuit policy. So it conducts its operation in its territory and Jharkhand conducts operations in its own area, which cannot be called a joint operation. But I have taken up the matter and will speak to the West Bengal government," Chidambaram said at a press conference at Governor’s House.

Two women cadres of the Communist Party of India-Maoist (CPI-Maoist), identified as Nagella Chandra Kala alias Swarnakka and Nallakasula Alivelumanga alias Sudha, were arrested by the Police from Tenali in the Guntur District on February 1, The Hindu reported. While Swarnakka is the commander of Maoist action team in Mahabubnagar, Sudha is the Bhopal-based central technical committee commander. Police suspect that the duo was trying to harbour some Maoists and spread activities of the outfit in coastal region of the State with Tenali as base. Police recovered some ‘soap bombs’ and electrical detonators from the two arrested cadres. After the arrest of the two commanders, the Police now are looking into the possible ploy of Maoists to spread their wings in the coastal region of the State.

PTI reports that two cadres of the Communist party of India-Maoist (CPI-Maoist) were killed and an equal number were arrested in an encounter with the joint force of Central Reserve Police Force (CRPF) and State Armed Police personnel at Madhupur village in the Salboni area of West Midnapore District on September 2. District Superintendent of Police (SP) Manoj Verma said the encounter is continuing and eight more joint force companies (800 personnel) have been sent to the area to flush out the Maoists. The encounter occurred when the troops reached Madhupur in the morning and was fired on by the Maoists from near the banks of a nearby canal. There was no casualty among the Security Force personnel who have recovered the bodies of the two Maoists identified as squad leaders, Verma said. Three guns and a large quantity of ammunition were recovered from the slain and arrested Maoists, he added.

Residents of Hesalpidi village in the Ranchi District on February 2 lynched three Communist Party of India-Maoist (CPI-Maoist) cadres who were trying to abduct a contractor, reports IANS. According to the report, the Maoists in the night of February 1 had made a failed attempt to abduct one Sanjay Mahto, a contractor involved in constructing a panchayat (village-level self-government institution) building from the village. Mahto however, managed to escape and informed the villagers, a Police official said. Later, hundreds of villagers surrounded the Maoists to prevent them from escaping. However, the Maoists in their bid to escape opened fire on the villagers injuring two of them. Angry villagers then lynched three Maoists to death and later informed the police about the incident.

At a review meeting on February 5 of the Director General of Police (DGP) of four left-wing extremist affected States - Chhattisgarh, Orissa, Andhra Pradesh and Maharashtra - which was chaired by the Special Secretary (Internal Security) Raman Srivastava, the Union Government asked these States to work out their estimates of the Central forces reinforcements needed to undertake the planned and time co-ordinated assault on the extremists, Economic Times reported. The other affected States of Jharkhand, Bihar, Uttar Pradesh and West Bengal will also give their inputs in this regard, added the report. A questionnaire has been circulated to all States seeking information on various counts like the strength of their respective Police force, need for additional weapons, extent of Central forces engaged in anti-Maoist operations, geographical details of Maoist-infested pockets and other requirements of men and material for fighting the extremists. The States would, in the coming days, map the Maoist pocket boroughs and, based upon it, indicate the number of additional Central forces they would require to simultaneously launch operations. At the review meeting, Srivastava offered all help to the four States in fighting the Naxalites, including more Border Security Force deployment as well as helicopters. Among the States, Maharashtra and Orissa reportedly asked for more forces for fighting the Maoists.

Officials said the Union Ministry of Finance and the Planning Commission had indicated to the Road Transport and Highways Ministry that around INR 5 billion would be made available in the vote-on-account to construct roads in the seven extremist-affected States — Andhra Pradesh, Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh and Maharashtra. The Bench said, "...arming common men will create a dangerous situation... unless legal powers are vested, you can't arm people. Common men are under dilemma whether to support the Government or Naxalites." Times of India quoting the Police sources on February 7 reports that the six Communist Party of India-Maoist (CPI-Maoist) affected States — Chhattisgarh, Jharkhand, Orissa, Madhya Pradesh, Bihar and Maharashtra — are developing special forces on the lines of the anti-Maoist Greyhounds personnel of Andhra Pradesh to tackle Maoist violence. According to the Director General of Police (DGP) of Chhattisgarh, Vishwa Ranjan, Chhattisgarh would become the first among the six States to raise a 13,000-strong crack commando force to tackle extremist violence. He also said the existing Chhattisgarh Armed Forces, with its headquarters at Amleshwar in Durg, has been converted into Chhattisgarh Commando Battalion. The battalion will be deployed in rural and forested areas to check the Maoists. The Anti-Terror Squad (ATS) which is going to be raised by the State Government on the lines of Maharashtra and Uttar Pradesh to counter terror attacks in urban areas would also be geared up for taking on Maoist violence in urban areas. A senior Police officer told ‘‘Young and active boys will be recruited and trained by experts imparting training to commandos of National Security Guard and personnel of Border Security Force and Indo-Tibetan Border Police. Search for a suitable office for the new unit is on and a final decision will be taken soon.’’ While 400 personnel would be picked up from the third battalion of Chhattisgarh Armed Forces, another 600 would be recruited. The DGP said the first batch of Chhattisgrh ATS would come into force after a rigorous training of 90 days. About 700 specially trained commandos would remain as a standby to face any terror attack.

The Additional Director General of Police, Neelmani, said, "When an 18-member Police team led by Ram reached the village, Maoist guerillas suddenly attacked and shot them dead. The incident happened in a remote area. Therefore, the final figure can only be available once the top Police officials reach the spot with reinforcements. An intensive operation has been launched against Maoists in Districts bordering neighboring Jharkhand." There is no report of civilian being killed, he added. Addressing the State Legislative Assembly on February 10, the State Home Minister, Nankuram Kanwar, said that about 480 people have been killed in 1,190 incidents of violence involving the Communist Party of India-Maoist (CPI-Maoist) between April 2007 and January 15, 2009 in Chhattisgarh, PTI reported. "277 civilians, 49 SPOs (Special Police Officers) and 154 Policemen were killed in incidents of CPI-Maoist violence during the period," Kanwar said. During the current financial year till January 15, 2009, there had been 556 Maoist related violence in the State, in which 54 Policemen have been killed, he added. In a written reply to a question, he said there had been 450 incidents in Bijapur, 72 in Bastar, 174 in Narayanpur, 262 in Dantewada, 160 in Kanker, 29 in Rajnandgaon, 22 in Balrampur, six each in Raipur and Durg Districts, four in Surajpur, two in Koriya and one in Jashpur District.

On February 11, three cadres of the former Maoist Communist Centre (MCC), presently known as Communist Party of India-Maoist (CPI-Maoist), identified as Vyas Kahar, Naresh Paswan and Yugal Mochi, were sentenced to death while three others, identified as Tyagi Mahto, Vijay Yadav and Madhusudan Sharma, were acquitted by a TADA (Terrorist and Disruptive Activities (Prevention) Act, 1987) court in Gaya for the massacre of 35 persons at Bara village in the Gaya District, Bihar Times reported. The MCC’s armed cadres brought the 35 persons of Bara village to the bank of a nearby canal, tied their hands and slit their throats on February 12, 1992. Earlier on 2001, a TADA court had sentenced four MCC cadres to death in the same case.

The Jharkhand Government announced a rehabilitation package for surrendered cadres of the Communist Party of India-Maoist (CPI-Maoist) in the State on February 13, reports ANI. Addressing the media, State Secretary P. K. Jajodia said a zonal committee member on his surrender will get INR 500000, a sub-zonal committee member INR 300000 and an area commander will be benefited by INR 200000. The surrendered cadres will also get insurance, medical benefits, housing, vocational training and security-related jobs, besides a host of other benefits, he added. Each Maoist would get four decimal of the land and INR 50000 separately for construction of dwellings. Surrenders could be made before a Minister, Legislator, Deputy Commissioner or Police in the rank of Inspector General or Deputy Inspector General or Superintendent of Police. Those surrendering weapons would get more benefits, he added.

Two villagers, identified as Sagar Yadav and Bandhan Ram, were assaulted for having given land to the BSNL to erect mobile towers. According to the Union Minister of State for Home Affairs, Sriprakash Jaisawal, there were 1,591 incidents in 2008 against 1,565 in 2007. At least 1,509 incidents were reported in 2006. “However the level of violence in different (Maoist hit) States has fluctuated from time to time depending upon the counter measures taken by them,” Jaisawal said, adding, “In the recent past Maoist violence has been relatively concentrated in Bihar, Chhattisgarh, Jharkhand and Orissa.” He also said the Government has decided to establish 20 Counter Insurgency and Anti-Terrorism schools, mostly in areas affected by the Maoist insurgency.

The Hindu quoting sources of the Ministry for Home Affairs (MHA) on February 22 reported that Chhattisgarh, Jharkhand, Bihar and Orissa together accounts for about 86 per cent of incidents related to the Communist Party of India-Maoist (CPI-Maoist) violence and casualties, including both civilian and Security Force (SF) personnel, in the country. In the 1,591 incidents in 2008, the number being slightly higher than those in the previous year, 231 SF personnel and 490 civilians were killed, MHA sources said. Chhattisgarh accounted for the highest number of 620 incidents, followed by 484 incidents in Jharkhand, 164 in Bihar and 103 in Orissa. In Chhattisgarh, 85 SF personnel and 157 civilians lost their lives in Maoist violence in 2008, while in Jharkhand the corresponding figures were 38 Policemen and 169 civilians. Bihar accounted for the deaths of 21 SF personnel and 52 civilians and for Orissa the respective figures were 73 SF personnel and 28 civilians. Figures available till first week of February 2009 show that 53 incidents of Maoist violence have already taken place in Chhattisgarh, followed by 48 in Jharkhand, 17 in Bihar and 10 in Orissa. Maharashtra has accounted for 15 incidents, including the one in Gadchiroli on February 1, in which 15 Policemen were killed. Further, the four worst-affected States, extremist violence has been reported from Andhra Pradesh, Madhya Pradesh, Maharashtra, Uttar Pradesh and West Bengal, the sources said. The total casualties of SFs in 2008 were 231, which was five less than the toll in 2007. Likewise, 490 civilians were killed in the extremist attacks in 2008, compared to 460 the previous year. While 199 extremists were killed in Police operations last year, the figure for 2007 was 141, added the report.

PTI quoting the sources of the Union Ministry for Home Affairs on February 24 reported that Union Government’s policies for rehabilitation of militants in Jammu and Kashmir, North Eastern and left-wing extremists (LWE) affected States have resulted in surrender of more than 1,500 LWE and militants in 2008. In a written reply to the Lok Sabha (lower house of the Parliament) Minister of State for Home Affairs Sriprakash Jaiswal said, out of 1,550 Naxalites (left-wing extremists) and militants who surrendered in 2008, a maximum of 724 were from Assam. Among a total of 710 surrendered LWE and militants, 38 surrendered in Jammu and Kashmir, 325 in Tripura, 197 in Andhra Pradesh and 150 in Maharashtra, Jaiswal added. The Minister further said that over 2,000 left-wing extremists have surrendered across the country in the past three years with Andhra Pradesh, alone recording surrender of 651 extremists between 2006 and 2008, Times of India reported. Though the worst extremist affected State Chhattisgarh topped the list with the surrender of as many as 901 Communist Party of India–Maoist (CPI-Maoist) in a single year in 2006, Andhra Pradesh remained the most consistent during 2006-08. It recorded 282 surrenders in 2006, 162 in 2007 and 197 in 2008.

According to Police sources, Satyendra, the Songanga-Vindhyachal ‘zonal commander’ of the outfit and in-charge of Rohtas, Bhojpur, Kaimur and Buxar Districts, was wanted in several cases of violence, including the 2005 Jehanabad jailbreak, the killing of Police personnel in encounters and landmine blasts. The deceased constables were identified as N.B.N. Ansari and S.R. Majhi. The incident occurred when the 3302 Subarnarekha Express (Tatanagar to Dhanbad) entered Barabhum station at around 2.20 pm (IST). The constables were returning in the brake-van at the rear of the train after escorting a cash consignment to Tatanagar. The assailants, who apparently knew the constables were in it, went up to the coach and opened fire at them.

About 50 armed cadres of the former People's War Group, presently known as the Communist Party of India-Maoist (CPI-Maoist), held a ‘Jan Adalat’ (people's court) in the Banke Bazaar area of Gaya District, Times Now reported on February 27. The ‘Jan Adalat’ was held in the presence of the heads of five village panchayats (village level self-government), who hailed the 'effort' of the Maoists by raising pro-extremist slogans. The Maoists also called for a boycott of the Lok Sabha (lower house of the Parliament) elections and also paid a tribute to around 14,000 Maoists cadres who were killed in parts of Andhra Pradesh, Telangana, Uttaranchal, Nepal and Bihar. In order to boost major infrastructure development in eight left-wing extremist affected States - Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttar Pradesh - the Cabinet Committee on Economic Affairs (CCEA) in its meeting on February 26 approved projects worth INR 73 billion for the construction of 7,471 kilometers of roads in 33 identified Districts where violence was reported from more than 20 percent of the Police Stations in 2007-08, Times of India reported. "A comprehensive road development programme in these Districts has been drawn up. The Planning Commission has been requested to make as much funds available as possible in 2009-10," said the Union Minister for Home Affairs P. Chidambaram after the CCEA meeting. The roads to be constructed in these States will include 1,320 Kilometers of National Highways, 4,560 Kilometers of State highways and District roads and 1,591 Kilometers of rural roads. Depending upon the availability of funds, road works would be prioritized by the Union Ministry of Home Affairs in consultation with the concerned States, Chidambaram added.
