The Maoists resorted to barricading of roads by felling trees in the forest pockets of Khammam District as part of the two-day shutdown call given by them in the North Telangana Districts opposing the opencast mining by the Singareni collieries in the coal belt, large scale submergence by the Polavaram project and illegal damming in the upper stretches of Godavari River by the Government of Maharashtra. The shutdown, also backed by the Janashakti faction of the Communist party of India-Marxist-Leninist (CPI-M-L Janashakti), however, evoked no response in the tribal pockets while life remained normal in the coal bet too. Superintendent of Police Anil Kumar said the elements who were involved in barricading the forest routes have been identified. He said some Maoists had come from across the inter-State border for creating the obstacles to the vehicular traffic in the forest pocket. By and large life was reportedly normal in Bhadrachalam, Palvancha and Kothagudem divisions.

Two villagers were killed by the Communist Party of India-Maoist (CPI-Maoist) cadres in the Rajnandgaon District on September 1, accusing them of being Police informers, Police said, according to IANS. Some 50 extremists, including several women, came to Bijepar village and killed the two villagers, in their late 20s, in front of the other people, Superintendent of Police Praveer Das said. Some villagers who tried to intervene were assaulted, he said, adding that Police have launched a drive in the forested stretches around the village to arrest the Maoists.

About 60-armed cadres of the Communist Party of India-Maoist (CPI-Maoist) attacked the base office of SPML Road Construction Company under Chandramandi outpost of Chakai Police station, about 40 kilometers from the headquarters of Jamui District, at around 11.30 pm and abducted eight of its security guards in Jamui District in the night of September 2, reported Times of India. Two of the guards, however, managed to escape during an encounter that later took place between the extremists and Police. The Maoists raided the SPML plant at Hariondhi village and damaged pay loaders and three trucks, the Additional Director General (Headquarters) Neelmani said. The Maoists also set ablaze six vans and damaged the store where construction materials were kept. Neelmani said though Special Task Force personnel, assisted by district-armed policemen, engaged the Maoists in an encounter for some time, the extremists managed to escape into the thick forest lining the Jamui-Chakai Road. During the exchange of fire between Police and Maoists that went on for about half an hour, two of the abducted guards managed to slip away. The other six were taken away by the Maoists, who threatened the company with dire consequences if it did not pay levy. The non-payment of levy demanded by the Maoists from the private firm owner was allegedly the reason for the attack, the officer added. Meanwhile, sources said SPML has suffered losses worth INR 2 crore in the Maoist attack. PTI reports that over 400 Maoists were involved in the attack.

Bihar is likely to become the fourth State to have its own anti-terrorist squad (ATS), the blueprint for which has already been prepared, reports Telegraph. “The Bihar ATS will be armed with modern and latest weapon system after the home department approves it,” said an unnamed senior official. The Bihar ATS — to be headed by an officer of inspector-general rank — will have two deputy inspectors-general and four superintendents of police, says the blueprint. The ATS will have more than two dozen “operational units” within itself to deal with emergency situations. The squad will be raised from the existing personnel of Bihar Military Police and be specially trained to deal with sudden strikes. Currently, Bihar has a Special Task Force which deals with cases of organised crime and Maoist insurgency. Only Maharashtra, Uttar Pradesh and Andhra Pradesh have an ATS.

Bodies of four villagers killed by the Communist Party of India-Maoist (CPI-Maoist) cadres were recovered from a forest in the Aaded village of Bijapur District on September 4, reports PTI. The extremists had attacked Kandulnar, Gudipal and Aaded villages in the District on September 2 and had abducted four villagers, Anganpally Lakshmayya, Vasamchandru, Anganpally Buccha and Anganpally Jeetu, the Superintendent of Police Avinash Mohanty said. Villagers found their bodies in the forest and later reportedly informed the Police. While Buccha and Jeetu were shot dead, other bodies were found with throats slit. “Police had arrested two top Maoists from this area two months ago. The rebels suspected that the four were responsible for tipping the police off which led to the arrests,” said Avinash Mohanty, adds Times of India.

The Chhattisgarh Government on September 2 placed a demand for grant of INR 94.22 crore from the Central Government to develop educational facilities in the Communist Party of India-Maoist (CPI-Maoist)-affected areas, ANI reports. According to State Government sources, Chief Minister Raman Singh put the demand before the Union Tribal Affairs Minister Kantilal Bhuria. He also submitted details of assistance anticipated by the State Government to Bhuria, sources added. Singh informed Bhuria that Chhattisgarh needed central assistance mainly for construction of some 218 ashram schools (residential schools where all needs of the students will be looked after by the State Government), sources further added. Maoists have reportedly attacked many of the ashram schools in the Bastar region in the past claiming that they blow up the school complexes because they provided shelter to the forces involved in anti-Maoist operations. State Government is also reportedly looking for assistance to the programmes of job-oriented training to the unemployed tribal youths and constructing houses for the tribals.

Police sources said the Maoists killed Ramdhani Ganju suspecting him to be a Police informer. The incident occurred when Ganju was attending a function in his village on the occasion of Karma Puja (religious worship). Approximately 100 armed Maoists held Ganju captive and took him to a nearby community building and later chopped off his neck. The Maoists also left behind pamphlets at the spot which said, "Jo mukhbiri karega, uska yehi halat hoga (Police informers would be dealt in a similar manner)." At least 700 rounds of bullets were fired from automatic and semi-automatic weapons during the encounter that continued for nearly three hours. Superintendent of Police (SP), Anup T. Mathew, confirmed the incident saying the Police forced the Maoists to retreat. “The rebels had opened fire from the hilly terrain side and wanted to damage the picket, which hinders their subversive activities. We killed at least two rebels,” Mathew said. He said the purpose of the attack was to divert the attention of the police who have intensified operations in other parts of Bundu.

He was allegedly taken away by Maoists (then Naxalites) in 1993 from his village to help them find way. Since then he had not been sent back. After sometime, he had been trained as militia member and in the use of arms. A Police statement, quoting Naresh, said he was threatened that the Police would kill him if he went back to his village. In August 2005, he was promoted as dalam member and was given a .303 rifle. He was the security guard for the Andhra Orissa Border (AOB) East Division secretary Jagadish. He has been acting as ‘deputy commander’ of the Gurthedu LGS since February 2007 in which position he continued till July 2009. He was also East Division ‘A’ section ‘deputy commander’. Citing health reasons, he quit the dalam after informing the leaders.

An immediate grant of INR 150, 000, monthly stipends during training and even monetary incentives for surrender of weapons are all there for the asking for the banned Naxals (left wing extremists) under a surrender-cum-rehabilitation policy approved by the Union Government on September 7, according to Times of India. An immediate grant of INR 150, 000 shall be kept in a bank in the name of surrendered extremist as a fixed deposit which may be withdrawn by him or her after completion of three years, subject to good behaviour to be certified by the authorities designated for this purpose by the States concerned. This money can also be utilised as collateral security/margin money against loans to be availed of by the surrendered extremist from any bank for self-employment. Persons eligible under the scheme may be imparted training in a trade/vocation of their liking or befitting their aptitude. They shall be paid a monthly stipend of INR 2,000 each for a maximum period of 36 months. However, if the surrendered extremist secures any employment in Government or any gainful self-employment, the monthly stipend will be discontinued. The Ministry of Home Affairs (MHA) has also offered money incentives for surrender of weapons which include INR 15,000 for depositing one AK 47 or AK 56 or AK 74 Rifle. INR 25,000 will be given for each RPG/Sniper rifle, INR 3,000 for one Pistol/Revolver, INR 1,000 for a rocket, INR 3,000 for a Remote Control Device, INR 1,000 for IED, INR 3,000 for one mine, INR 20,000 for a SAM Missile and INR 10,000 for a Satellite Phone. The guidelines are applicable to those Naxals who surrender with or without arms. The policy for the Naxal-hit States announced was evolved by the MHA as part of a multi-pronged strategy to bring the extremists back into the mainstream in the backdrop of rising Naxal violence.

The JPC cadres started firing as soon as they spotted the Police, triggering a two-hour long gun-battle before the Naxalites tried to flee. The police, however, chased and arrested three of them. Three rifles and some ammunition were seized from their possession, Senior Superintendent of Police Praveen Kumar said. Over 150 bullets were fired by both the sides, he added and claimed that some of the Naxalites had suffered bullet wounds, but they managed to escape. “One of the three arrested Naxalites, identified as Raj Kumar Ganju, is a big catch for the police,” he added further. According to intelligence inputs, about 80 armed extremists were taking shelter at Pawadapahar, which is strategically located and is also considered a safe haven for Naxalites. Talking to Telegraph, the intelligence sources said that the Naxalite squads already have teams operating in Ghurabandha. “Two armed squads, led by Putu Munda and Kanhu Munda, operate in Ghurabandha. The strength of both squads is not more than 18. But those gathered at Pawadapahar are about 80 in number,” said a source. Intelligence reportedly alerted the District police about their presence. A week ago, the Police neutralised a training camp by conducting a special operation at Karlabera forest, under the jurisdiction of the Ghurabandha Police station. The Police team, led by East Singhbhum District Superintendent of Police Naveen Kumar Singh, had a fierce encounter with the extremists, who had set up five watch-towers and thatched houses to live in. The spot where the Naxalites have gathered is about two kilometres to the north-west of Karlabera. Some suspect that the extremists may have also sneaked into Pawadapahar from the Gorumahisani Police station area of bordering Mayurbhanj District in the State of Orissa. “Several maybe new recruits. But their frequent visits have made the area more sensitive,” said the intelligence source, who, claimed to have intimated the Police about heightened Naxalite activities in the Ghatshila sub-division and also in the Dalma region.

Sinku, an ‘area commander’ of the Ghurabandha region in the Ghatshila sub-division of the East Singhbhum District, was arrested from the same Police station area on June 26, 2006. On being interrogated, the Maoist revealed the address of a hideout in Dumaria. Police had raided the place and recovered two rifles, including a self-loading one. A case was registered against him under the arms act at the Dumaria Police station on the basis of an FIR lodged by then officer-in-charge Manoj Kumar Gupta. Sinku, a Kumardubi resident, had told the Police that he visited the steel city a number of times with his comrades. He also divulged secrets about the outfit’s operations in Ghatshila. Sinku, considered a hard-core extremist, was involved in many subversive activities in and around Ghatshila. In 2008, a Jamshedpur fast-track court had sentenced him to 10 years’ RI after he was found guilty of a murder attempt on the village headman of Kasiabera village. The Maoists have called for a 24-hour shut-down in the District to demand release of 30 people, who were arrested on August 29 on the suspicion that they were Maoists. The extremists blasted railway tracks at around seven places between Bimlagarh and Patangi, Police said. They also blew up an abandoned Police station building at Kalta, another building where a CRPF camp was functioning earlier, a community centre and office building of the CITU, Police said, adding they also set ablaze a truck. Train services between Rourkela and Barsuan have been completely disrupted due to the blasts. The route is used mainly for transportation of raw materials to Rourkela Steel Plant (RSP). Train services on the route had been disrupted for the last three days due to ongoing agitation by tribals demanding release of the 30 people branded as Maoists. So far there was no report about any casualty in the attacks carried out by the Maoists.

The exchange of fire started at 1.30 am (IST) and lasted around 15 minutes, after which the Maoists fled towards Jharkhand. However, there were no casualties in the encounter. Few hours earlier, around 11.30 pm (IST) on September 10, the same Maoist group in military fatigue raided the house of a local leader of ruling Communist Party of India-Marxist (CPI-M), Badan Paramanik, in Burudih village in the same District. Badan, whose name figures on the Maoist hitlist, has been staying away from home for some time. Failing to find him, the Maoists assaulted his son Goutam and wife Sabitri outside their home and warned that all of them would be killed if Badan did not quit the party immediately. They set ablaze to a haystack in the house before leaving. Further, the Maoists then went to the house of Chunnu Gorai, a well-heeled farmer, at the other end of the village and asked him to hand over his licensed gun. "As I refused to do so, they threatened to blow up my house using landmines. My wife then urged me to hand over the gun and I did so. Chidambaram said on September 14 while underlining that Maoist violence in the country was on the rise, reports IANS. "In a bid to expand its influence it (Communist Party of India-Maoist) has been seeking alliance with secessionists and northeast insurgents... it is also lending support to their secessionist demands," Chidambaram said while inaugurating a three-day conference of Directors General and Inspectors General of Police organised by the Intelligence Bureau in New Delhi. Besides a marked increase in the violence spurred by the Maoists, the "greater sophistication" in the attacks to inflict greater damage was also of concern. "(The) Communist Party of India-Maoist besides targeting police, police informers and inimical forces is laying greater emphasis on targeting infrastructure like roads, bridges," Chidambaram said. The Home Minister spelt out the priority areas in the next five years -- a modern police act, mega city policing, upgradation of forensic science laboratory and prison reforms. The Telegraph quoted Chidambaram as saying, “The CPI (Maoist) has been keenly seeking ideological resonance and tactical understanding with Northeast insurgents and have begun to lend support to their secessionist ideology and demands.” The Home Minister said that the left wing extremism purports to be a radical form of communism and today, various groups adhering to this outdated ideology have their pockets of influence in 20 states across the country, adds Indian Express. "Over 2,000 Police station areas in 223 Districts in these States are partially or substantially affected by the menace," he added. Chidambaram said violence, the most visible aspect of Naxal menace, has been consistently witnessed in about 200 Police station areas of around 90 Districts in 13 States of these States. "Last year, a total of 1,591 incidents of Naxalite violence resulting in 721 killings were reported from 299 Police station areas of 87 Districts of 13 States," the Home Minister said adding this year 1,405 incidents of Naxal violence resulting in 580 killings have already been reported (upto August 27) from 355 Police stations in 78 districts in 11 states. He said the CPI-Maoist has also improved upon its military wares and operational tactics. Besides targeting the Police, alleged Police informers and so-called class enemies, it is laying greater emphasis on attacking economic and development infrastructure such as roads, bridges, railways, power and telecommunication networks, he said. "With increasing sophistication in fabrication and deployment of Improvised Explosive Devices (IEDs), it has inflicted more casualties on the Security Forces," he said. As many as 80 Security Force personnel were killed in 53 landmine-based attacks by the CPI-Maoists in 2008, 123 Security Force personnel have lost their lives so far in 61 landmine-based Maoist actions this year. Altogether, 231 Security Force personnel were killed in Naxal violence in 2008 while 250 Security Force personnel have lost their lives this year, he said.

Unveiling his vision of a “new-age” Policeman who was more professional, better-motivated, suitably empowered and well-trained, the PM said such a Policeman would place greater emphasis on technology for investigation and other tasks, adds The Hindu. “Emphasis should be on capacity building from the Police station level itself, so that the Police is better equipped.” The Central and State Governments should take quick action to strengthen policing at the grass roots. The country needed a far higher number of Policemen to improve the present low ratio of 145 Policemen per lakh people. As a first move, urgent steps should be taken to fill the large number of vacancies at various levels, he said. “Each police station should aim at being self-sufficient and needs to be given the required resources in terms of anti-riot gear, better weapons, the nucleus of a mobile forensic unit and be connected to a networked criminal database management system.” The Prime Minister wanted every city to have a modern Police control room with digitised maps and said this could be done only by modernising the force. The Maoists had branded the five farmers as Police informers two years ago and ordered them not to cultivate the land located near the Sone river, Superintendent of Police Saket Kumar Singh said. Since then, the farmers, who together own about 10 acres of land, did not dare to visit their land for fear of Maoist attack, sources in the Husseinabad Police station said. However, they could not resist resuming ploughing following last week's rains in the face of severe drought in Jharkhand, the sources added.

Violent backlashes in Singur, Nandigram and Lalgarh areas of West Bengal since 2007 over land acquisition by the State Government for private sector projects apparently led to the change in Government thinking. An expert group, headed by Chief Secretary K. M. Chandrasekhar, made it clear that land in the Naxal-affected areas could be acquired by the Government only for public welfare and national security. “The proposals need to be further revised to minimise displacement of people and secure the rights of the displaced,” the group said in its report. Although most of Naxal-affected districts are tribal-dominated areas, the present law does not restrict the Government from acquiring land for private investment.

Operation Green Hunt, on for the last 48 hours, has so far claimed six COBRA personnel, including Assistant Commandant Manoranjan Singh whose body was recovered on September 18. “After a massive search operation, Security personnel spotted the bodies of five missing COBRA personnel in the dense forests of Palachalam,” Inspector-General of Police (headquarters) R. K. Vij told. Among those killed were Assistant Commandant Rakesh Chaurasia, Sub-Inspector, a Head Constable and two Constables. With the death of six of its personnel in Operation Green Hunt, this would be first time that the Central Reserve Police Forces’s (CRPF) COBRA had suffered casualties while combing the forests of Chhattisgarh ever since the special unit was raised in August 2008 to fight CPI-Maoist militants. Along with the State Police, the COBRA personnel had launched a major offensive against Maoists by storming their hideout in Palachalam forests under Kisteram Police Station of Dantewada District. The extremists freed the employees of Subhash Project Marketing Limited (SPML) from different places in Patna, Jamui and Bhagalpur, on September 18, Deputy Inspector General of Police (Munger range) Amit Kumar said adding no arrests have been made so far. According to sources, the abducted employees were released after the Kolkata-based firm SPML met the extortion demand of the Naxalites. Kumar, however, denied such reports. As reported earlier, six security guards, D. N. Pandey, Sarvadeo Roy, Manish Kumar, Manbharan Singh, Hirman Paswan and Narayan Prasad, were abducted by over 400 extremists from SPML's plant at Hariondhi village in Jamui District on September 1. The PLFI cadres stopped the trucks carrying coal tar and iron equipment and set them ablaze, Superintendent of Police (SP) Jatin Narwal said. The extremists set ablaze the trucks for ‘violating’ the outfit's 24-hour shut down call in Palamu division beginning August 19-midnight demanding the release of their ‘sub-zonal commander’ Laxmanji. Police sources said the PLFI cadres had stopped the truck drivers at midnight and asked them to follow their diktat. Jharkhand Police spokesman Inspector General of Police S. N. Pradhan said the drivers didn't listen and hence their trucks were set on fire. "According to our information, the PLFI members had warned the drivers not to ply their vehicles on Saturday night. The first in a series of advertisements appeared in all national dailies on September 20 which carried seven photographs of innocent women, men and children who were killed by Naxals over the past three years. In a bid to silence criticism regarding the authenticity and credibility of these photographs, all the victims have been identified and their villages and dates of killings have also been mentioned. The advertisements carry the tagline “Naxals are nothing, but cold-blooded murderers.” “These ads are an attempt to show to the newspaper readers who are more aware than others that Naxals are not wedded to any lofty ideology but carry out such killings in a routine manner to instil fear among people and terrorise them,” Home Ministry spokesperson Onkar Kedia said. “More such advertisements will be issued in all regional newspapers in the days to come. Senior officials of the Home Ministry have also previewed 25-minute-long films made on Naxalism and tribals and as part of the new strategy, these will be exhibited by the national network of Doordarshan and other electronic media,” the spokesperson said. The advertisements also mark a departure from the Government’s stand that Naxals were “misguided elements” who needed to be lured back into national mainstream. The advertisements were issued after Union Home Minister P. According to Times of India, scores of armed cadres and militia of Communist Party of India-Maoist (CPI-Maoist) attacked a party office of the ruling Communist Party of India-Marxist (CPI-M) at Enayetpur, 15 kilometres from Midnapore near Lalgarh in West Midnapore District in the afternoon of September 21 triggering a gun battle that has so far left at least 15 people dead. Most of the dead are believed to be CPI-M workers. The Maoist gunmen are reportedly led by Koteswar Rao alias Kishan and Bikash. According to sources, about 200 CPI-M supporters had assembled at the Enayetpur party office over the last three weeks, apparently to stop the Maoist advance towards Midnapore town. Many of them had also taken shelter there, with the Maoists killing CPM men almost every day. On September 21, many of them had left to celebrate Eid festival. Only 50-odd CPI-M cadres held fort at the party office. In the afternoon, a 10,000-strong group of tribals, many of them carrying firearms, started marching towards the office, led by Kishan and Bikash. At 5pm (IST), the Maoist assault party started surrounding the building.

A newly floated armed extremist outfit, Shashtra Kranti Committee (SKC), raided a railway construction site in the Chatra District in the night of September 23 and set ablaze equipments worth more than a crore, reports Telegraph. A Calcutta (West Bengal)-based firm, Khazana Construction Company, has been entrusted with the task of laying railway tracks at Kahalari Pilara in the Simaria area of the District. Around 10pm (IST), a group of six gun-wielding men surrounded the site and asked employees to cease work. When the manager Hem Yadav protested, they overpowered him and tied his hands. Five workers were held at gunpoint. The extremists then emptied the petrol tank of a machine at the construction site and set ablaze several other equipments worth INR 1.25 crore. Before Escaping, they issued a warning and said no construction work should be carried on at the site without the permission of the SKC. The Superintendent of Police (SP) Narendra Kumar Singh said, “We have registered a complaint on the basis of company manager Hem Yadav’s statement. Raids are on to nab the culprits.” Villagers, meanwhile, said that the newly formed SKC had recently launched a poster campaign in Simaria. The messages warned local residents against paying levy to other extremist organisations operating in the area. The Hindu, however, quoted Police sources as saying that suspected Naxalites set ablaze several vehicles of a construction company on the border of Chatra and Hazaribagh Districts. Though the Police could not locate the dead bodies of the slain extremists as they were carried away by their fellow cadres, they arrested two Maoists. None was injured from the Police side, the report added.Chhattisgarh Police sources told Express Buzz over the phone that 600 Police personnel, including the State Task Force and Special Police Officers from Dantewada, set off for the Maoist stronghold of Isulnar village in Bijapur two days ago on specific information about the presence of at least 200 Maoists (a company of the Maoists besides local militia). While combing, a Police party came under heavy fire from the Maoists. The other Police teams soon joined the shootout and a heavy firing ensued. "We fired around 2,000 rounds in reply to an almost equal number of rounds fired by the enemy," Police sources said, adding, that both sides maintained a distance of about 150 metres. They said they could see the Maoists carrying away the bodies of the dead. "We saw nine bodies being carried away but the number of deaths on their side could be more," sources added. The Police suspect that among those killed could be a section commander. The report added that the Maoists used two-inch mortars which are normally available with the Police or paramilitary forces.In addition, two Maoists, identified as Kursam Budru (35) and Kursum Mura (30), were arrested from the encounter site. Even as the gun battle was on, the extremists planted improvised explosive devices along the route which the Police later defused and recovered. Though the encounter came to an end by the evening of September 25, the Police treaded cautiously anticipating landmine attacks. "We found 50 kg explosives near Isulnar village," sources said, describing the two arrested extremist as hardcore who did not reveal anything before the Police.

Dhirua, who was involved in attacks on an inspection bungle and forest buildings, was arrested from Soharapata village, Panda said, adding the Maoist had also given shelter to another Maoist leader Sushil Sayaan, who was arrested recently from the District. Some Maoist literature, leaflets and other publicity materials were seized from Dhirua. Threes extremists were arrested from Tamrana forest under Tamar Police station area on the outskirts of the state capital Ranchi after a nightlong joint operation by the Security Forces. They were identified as Mahadeo Munda, the chief of Krantikari Kisan Committee, and his two aides Shanker Munda and Umesh Munda. The three were part of an 18-member Naxalite squad present in the forest. The other extremists reportedly manage to escape. They are members of Ram Mohan Singh Munda squad, Police said. Two firearms, seven rounds of live cartridges, 25 kilograms of power gel, a high-end explosive used for preparation of land mines and 10 detonators were recovered from the three extremists. On their information, Police found a land mine at a point between Lugtu and Taimara. Senior superintendent of Police, Ranchi, Praveen Kumar said that Mahadeo was one of the oldest and most experienced Naxalite leaders active in the Chalkad area of the District, which covers the forest range of Tamar, Arki and Bundu. “Mahadeo had trained dreaded Maoist leaders of the district, Kundan Pahan and Kishore Munda. He had joined the outfit in 1992 and has led several operations against police. He also played a key role in Naxalite attacks in the district,” Kumar added. In addition, three more extremists were arrested from Mahuatand village in the Gomia block, 70 kilometres from Bokaro steel city. They were identified as Kanchan Mahto, Reva Mahto and Maanjhu Mahto. "Maoists have established people control in areas like Lalgarh, Goaltor, Shalboni, Belpahari, Balrampore, Sorega among others," he said. He mentioned that they now plan to "levy taxes" on any big companies operating or coming up in these areas. "Generally we levy between eight to 10 per cent taxes on the big companies operating in areas controlled by the Maoist government," Kishan revealed on the phone. Kishan claimed that in its protracted war against the State, the Maoists have established themselves strongly in at least 50 per cent of the Districts in Orissa, 60 per cent of the Districts in Chhattisgarh, 25 per cent in Bihar, 10 per cent in Maharashtra and 25 per cent in Andhra Pradesh. "There is no proposal to involve the Army in the anti-Naxal operations," said Chidambaram, who was in Ranchi to review the security situation in Jharkhand. He said it was a matter of concern that Jharkhand had become the "epicentre of left-wing extremism" along with Chhattisgarh. "Left-wing extremism is the gravest challenge to our way of life, our republic and our democracy," he said. "Our policy on left-wing extremism is very clear. There is no place for violence or so-called armed struggle for liberation in a republican, democratic form of government. They believe in armed liberation struggle. We reject that argument. So long any one indulges in violence, the State has to oppose and fight the group," he added. He said the Centre had made it clear at the recent Chief Ministers’ Conference in New Delhi that the so-called armed liberation struggle was unacceptable, and the Police would act against it. The Home Minister also said that Naxalites penetration into civil society is a serious impediment to anti-Naxal operations, adds Times of India. "But his would not stop the Government from taking action against the Maoists,'' he added. In reply to queries of media persons, Chidambaram said action would be taken against any politician found sheltering or patronising Naxalites. Naming Jharkhand and Chhattisgarh as the epicentres of Maoist activities, he said the menace, however, was restricted to six or seven Districts in Orissa. "Jharkhand and Chhattisgarh are a major cause of concern in this regard even though the Governments have been able to rein in ultra-leftists to a great extent,'' he said, and added the Centre will provide full support, including adequate companies of para-military forces, to these States to fight the Naxalites. Chidambaram also said that fight against left-wing extremism would be a "long-drawn" fight. "It is a long drawn fight against Naxals (Maoists). The centre is totally supporting Chhattisgarh in its efforts to counter left wing extremism," he told reporters.

The victim’s brother sustained injuries in the shoulder when the Maoists fired at them in their ancestral village where the two siblings had gone to celebrate Durga Puja (religious festival). While Tansen, son of the BJP MP and tribal leader Baliram Kashyap, succumbed to his head injuries sustained in the attack in the Pairaguda village, his bother Dinesh was wounded in the shoulder, said Inspector-General of Police R. K. Vij. He said the two brothers had gone to their ancestral village for Durga Puja celebrations whey they were attacked by four assailants on bicycles, who managed to escape. It is suspected that the attack was carried out by the quick action group of the Maoists. The Hindu reports that Chhatradhar Mahato, convener of the Communist Party of India-Maoist (CPI-Maoist)-backed People’s Committee against Police Atrocities (PCPA), was arrested in an operation conducted by the State Police at Birkar village near Lalgarh in West Midnapore District on September 26. He was arrested by Policemen who posed as journalists, according to eye witness accounts. Immediately after Mahato’s arrest, a landmine went off near Kantapahari (seven kilometres from Lalgarh) and another failed to explode at Kumarbandh. However, Superintendent Police (SP) Manoj Verma said none was injured in the incident. Eight persons were arrested in connection with the incidents, four of them suspected to be Maoists. The Maoists, meanwhile, have called for a 24-hour all-India shut down on October 3. Kishan, Polit Bureau member of the CPI-Maoist, threatened, “Unless Chhatradhar Mahato is released unconditionally, the entire Jangalmahal in five States [West Bengal, Jharkhand, Madhya Pradesh, Chhattisgarh and Bihar] will be up in flames.”

The two constables were abducted when they were returning to their camp in Lalgarh aboard a public bus. The PCPA members later claimed that the duo had been abducted in protest against the arrest of Mahato. They also demanded his immediate release. “There is no doubt that Mahato is an important leader for the Maoists. They abducted two constables last night and demanded the release of Mahato. Moreover, the Maoists have called a bandh in protest against Mahato’s arrest,” said Manoj Verma, West Midnapore SP. "We were tipped off regarding Jaga's movement and he was arrested near Sudhakonda forests. We recovered a grenade from his possession," said Superintendent of Police (SP), Malkangiri, Satyabrata Bhoi. According to Bhoi, Jaga was on the Police wanted list since long for his involvement in a series of Maoist-related acts of violence, including the murder of Somnath Madkami, the Samdrudha Odisha candidate from Malkangiri Assembly seat, across Malkangiri over the last few months. "During interrogation, Jaga admitted to his involvement in the killing of Madkami. He has also confessed to the killing of a civilian on the suspicion of police informer at MV 79 in June. This apart, he was involved in several Naxal-related incidents in the district," the SP said. Police said Jaga belongs to the Motu Dalam (squad) of the CPI-Maoist.

Naxal affected Andhra Pradesh, Bihar, Chhattisgarh, Orissa, Jharkhand, Maharashtra and West Bengal were given INR 372.37 crore while militancy-infested Jammu and Kashmir, Assam, Nagaland and Manipur were given INR 255.42 crore during 2008-09 under the Modernisation of Police Force scheme. The highest – INR 109.65 crore - has been given to Jammu and Kashmir. INR 83.83 crore has been given to Andhra Pradesh, INR 75.86 to Maharashtra, INR 69.85 crore to Jharkhand, INR 68.11 crore to Assam, INR 41 crore to Bihar and INR 26.54 crore to Chhattisgarh. The Centre also released INR 42.54 crore to Orissa, INR 38.42 crore to Nagaland, INR 39.23 crore to Manipur and INR 32.18 crore to West Bengal. Under the Government's Modernisation of Police Force scheme, the Home Ministry gives financial assistance to State Governments for procurement of weapons, purchase of vehicles, construction of residential and non-residential buildings and procurement of security/ surveillance/ communication or forensic science equipments.

Four People's Liberation Front of India (PLFI), earlier known as Jharkhand Liberation Tigers (JLT), cadres were arrested in the night of September 28 from the Semara forest, which falls under Palkot Police station of Gumla District, around 145 kilometres from State capital Ranchi. The arrestees include Pahindra Gope, ‘sub-zonal commander’ of the group. Police also seized one double barrel gun, two country made pistols and live cartridges from the possession of the arrestees. Speaking to The Hindu over telephone from Dharampur near Lalgarh, senior PCPA leader Asit Mahato said: “We have treaded the peaceful path of democratic movement for long. But when the State government has chosen the violent way, we will not sit back. Times of India reports that suspected Communist Party of India-Maoist (CPI-Maoist) cadres on September 30 abducted a Police inspector (special branch) posted in the Khunti District. Inspector Francis Induwar was abducted when he had gone to a local market at around 5.30pm (IST) to make house-hold purchases. The abductors, four in number, forcefully took the inspector with them, Police said. "The abductors were carrying weapons which prevented the officer or people present at the market to resist," said a Police officer. Deputy Inspector General of Police (Ranchi Zone) R. K. Mallick said, "We suspected that the inspector was abducted by Maoists." The Khunti District Superintendent of Police, Jatin Marwal, who confirmed the incident, said six extremists, some of them posing as villagers, were involved in the operation, adds Telegraph. “We gathered from eyewitnesses that the rebels, who were carrying no weapons, surrounded him instantaneously. They then caught hold of him and dragged him away from the market place,” Marwal said.
