Four left-wing extremists—Naxalites—of the Praja Pratighatana group, including a woman, were killed in an encounter with police near Kanegudem village, Warangal district, on May 1. Official sources said the encounter took place when a police party, on a combing operation, spotted some Naxalites on the outskirts of the village and asked them to surrender. The Naxalites ignored the warning and opened fire at the police, who retaliated killing four Naxals on the spot. Four kitbags, a rifle and literature of Praja Pratighatna were recovered from the encounter site.

Repeated threats from Naxalites of the People’s War Group (PWG) have forced several lower-level leaders of the ruling Telugu Desam Party (TDP) and the Bharatiya Janata Party (BJP) to resign from their party posts in Kamareddy division, Nizamabad district. According to media reports, there is a panic due to the killing of Tadwai mandal (administrative unit) TDP president, Baddham Narsa Reddy, and Linapet BJP leader Sivakumar by Naxalites of the PWG, on March 15 and April 27 respectively. Reports said the BJP Kamareddy town president Arkela Prabhakar, vice-president C Ramesh, BJP municipal floor leader M Krishna Goud, TDP mandal in-charge Samala Shankar and several others submitted their resignation.

Police sources said approximately 12 Naxalites entered the residence of Shaik Subhani and killed him while he was asleep. The Naxalites also left behind letter in which they stated Subhani was a member of a gang, which raped and murdered a minor girl in February 2000. The same group of Naxalites went to another house in the colony and dragged K Nagarjuna in to the nearby fields and later killed him. In another letter, Naxalites said Nagarjuna had been acting as a police informer for the last five years.

The central organizer of the Talakonda dalam (squad), Chittoor district, of left-wing extremists—Naxalites of the People’s War Group (PWG) - Bhupathi alias Kishta, was killed in an encounter in the Batrapalli forest area of Talupula mandal (administrative unit), Anantpur district, on May 2. According to police sources, five other Naxalites escaped during the encounter. The encounter occurred when a police team, on a combing operation, came across six armed Naxalites. The Naxal leader, who was carrying a reward of Rupees two lakh on his head, was killed when the police opened retaliatory fire.

The slain Naxalite was identified as a ‘commander’ of the Palnati Rythanga Committee. The encounter occurred when a special police party was conducting combing operations in the area when a Naxalite, on being spotted, opened fire. Police retaliated, killing the Naxalite on the spot. The government has sounded a high alert in the districts and security of government installations, railway tracks and flyovers has been beefed up. Meanwhile, in order to prevent the misuse of Prevention of Terrorism Act (POTA), the State government announced on May 4 that only Deputy Commissioners of districts and Superintendents of Police would decide whether a person could be booked under the anti-terror law. Till now, officers-in-charge of around 312 police stations in the State were empowered to use POTA.

Speaking to media persons after a day’s tour to the Naxalite-affected Dantewada district on May 8, he said, "Violence has no place in democracy. It cannot be an answer to any problem. So, we are ready to hold talks with the Naxalites and bring them back to the mainstream." He said his government was open to a meaningful dialogue with the Naxalite groups, "but so long as the Naxalites did not stop violence, the government will not hold any talks". This is the second time when the Chief Minister has taken the initiative to invite both banned outfits—the People's War Group (PWG) and the Maoist Communist Centre (MCC)—for talks. In the year 2002, Jogi had asked his Andhra Pradesh counterpart, N Chandrababu Naidu, to include Chhattisgarh in the talks with the PWG. According to media reports, in the last two years, more than 120 persons, including 51 police personnel, have died in Naxalite violence in Chhattisgarh.

Two left-wing extremists—Naxalites—of the Praja Pratighatana group were killed in an encounter at Anadugula hamlet in Chityal mandal (administrative unit), Warangal district, on May 30. The encounter occurred when a police party, on a tip off, raided the hideout of Naxalites and asked them to surrender. The Naxalites opened fire at the police party. The latter returned the fire killing two Naxalites on the spot. A rifle, a 8 mm revolver and some Naxalite literature were recovered from the encounter site.

According to reports, a 10-member dalam (squad), including four women, attacked the house of the leader who is a contractor too and blasted his house after forcing the inmates out. Media reports said that three armed Naxalites went to the house of the Sarpanch and asked her husband, Pothuganti Bhaskar, to follow them. After taking Bhaskar near a bus stand in the village, the Naxalites shot him dead suspecting him to be a police informer.
