Odisha and Chhattisgarh Police have chalked out a strategy to launch a joint operation against the Communist Party of India-Maoist (CPI-Maoist) in the interstate border areas. Additional Director General (ADG) anti-Maoist operation and Inspector General, Durg range, of Chhattisgarh held wide-ranging discussions for two days with their Odisha counterparts and other key officials on the matter in Bhubaneswar a few days ago, said sources. Both sides agreed on the need for undertaking joint operations in view of the extremists having opened a new front to cause violence in areas adjoining both states. "We did not feel this need earlier as Odisha's border with Chhattisgarh did not witness much Maoist activities," said a senior Odisha Police official. "So far we had engaged all our resources in other areas, including Malkangiri and Rayagada Districts bordering Andhra Pradesh, where the rebels had been wreaking havoc for years. But now that the Maoists have started creating trouble on the state's western side, we have started deploying Central and state forces to contain them. We have already deployed forces in strategic areas. More deployment is on the cards," the official said.

Union Government on June 6 approved the use of MI17 Russian choppers for Communist Party of India-Maoist (CPI-Maoist)-hit areas in Chhattisgarh, Maharashtra, Andhra Pradesh, Orissa, West Bengal, Jharkhand, Bihar, Madhya Pradesh and Uttar Pradesh. The choppers will be made available to the State Governments within three months. The choppers will be used for evacuation of casualties, search and rescue operations, movement of troops and surveillance. They will be allowed to fly at a minimum altitude of 3,000 feet and have an airlift capability of 20 fully equipped armed security personnel. Further, the helicopters, capable of day and night flying, will be able to fly 400 kilometres without refuelling.

The road transport ministry is finalising a proposal to develop 1,100 kilometres of road corridor along the Andhra Pradesh border linking it with Maharashtra, Orissa and Chhattisgarh. The latest plan to expand the road network tops up a 2009 project worth INR 73 billion to build 5,477 km of two-lane roads in the 33 Left Wing Extremist (LWE) hit Districts across eight States. "Areas along the Andhra, Chhattisgarh, Maharashtra and Orissa border are worst-hit by the Naxal [LWE] menace. The road network will bring development there, a part of the Centre's strategy to wean away the Naxalite support," said an official involved with the project. The two-lane corridor will cost approximately INR 25 billion.

Government sources said a meeting to draw up the blueprint for such Police “forts” would be held this week. According to the tentative blueprint, 85 of these nearly 400 police stations will come up in Bihar, followed by 75 each in Chhattisgarh and Jharkhand, 70 in Odisha, 40 in Andhra Pradesh, 18 in West Bengal, 15 in Uttar Pradesh and 12 in Madhya Pradesh.

Chidambaram, Chhattisgarh Chief Minister Raman Singh will press his Odisha counterpart Naveen Patnaik to deploy enough forces in Nuapada District to facilitate joint Police operations alongside Mahasamund. The National Technical Research Organisation (NTRO), established after the 1999 Kargil war especially to gather intelligence, will start flying unmanned aerial vehicles (UAVs) or drones over CPI-Maoist strongholds such as Dantewada in Chhattisgarh and Gadchiroli in Maharashtra next month, Government sources told Hindustan Times. The sources said ground stations to launch the drones from have been identified and the NTRO will soon post its personnel at these stations. The drones will be used for surveillance only as they cannot fire missiles. The drones will not only help track movements of Maoists but also keep an eye on SFs conducting operations and area domination exercises in the Maoist strongholds, the sources said.

In two separate statements issued ON June 26, CPI-Maoist central committee spokesman Abhay said the President’s call to Maoists to come forward for peace talks came at a time when a battalion-strong Army have already been sent in with the intention to involve them in the so-called operation green hunt. Such a proposal for talks comes when Governments and corporates have entered into memoranda of understanding (MOUs) to exploit vast mineral wealth in the region and security forces are unleashing terror and committing atrocities on the poor in tribal areas,” he alleged, adding that Maoist leader Azad ― who had initiated a process for peace talks with the Government ― was killed in a fake encounter. Maoists appealed to the people to impress upon the President to call off ongoing operations and withdraw the paramilitary forces from the tribal areas. They also want the Army training centre scrapped, as well as all MOUs and the land acquisition process. “If the governments accept these demands, Maoists will stop the counter violence,” the Maoist spokesman said.

However, better connectivity, roads and infrastructure in Raigarh [compared to Bastar] will make it difficult to expand [Maoist] operations here.” He said the Maoists had been working on the “corridor” for some time now. Pillai on June 30 conceded that Abujhmaad was “liberated zone” and totally under Communist Party of India-Maoist (CPI-Maoist) control, but argued that this area too would eventually be taken over by Government forces, reports Telegraph. It’s just a matter of time before the Maoists’ top leadership is “captured or eliminated” and the rest pushed back into Abujhmaad, Pillai said. He accepted that over the past few years, the Maoists had been able to consolidate their gains in Chhattisgarh, Jharkhand and Orissa while expanding to Bihar. “Even though there has been some increase (in Maoist-held areas), as we build up our forces over the next few years... the Maoists will find themselves on the run. As I have said, it is a long haul. It will take five to seven years,” Pillai told Telegraph. For all that, the Maoists have carved out a corridor connecting various “liberated” or “guerrilla” zones, allowing them a continuous passage from Khammam in Andhra to Jharkhand via south Chhattisgarh’s Bijapur district and the Orissa-Chhattisgarh border. Sources have said the rebels have taken over several areas in Orissa’s Nuapada and Bolangir. But Pillai said, “Nuapada? No one (from the forces) was there. In another year’s time we will take back all these areas. The so-called liberated areas were with them because there was a vacuum and they filled it.... We will fill it back once we enter; we will build up roads, communication. They will go away from there and enter Abujhmaad and we will finally take Abujhmaad too.”
