Chief Minister Naveen Patnaik on August 2 said that the State Government has requested the Centre to send extra forces to help tackle the Communist Party of India-Maoist (CPI-Maoist) as it lacks adequate number of forces to deal with them. "It is a fact that adequate police force is not available in the state," Patnaik said in the assembly while replying to a written question. The State Government had requested the Centre to provide additional forces to curb the menace of Naxalism [Left Wing Extremism], he said, adding the State has been waiting for arrival of more than 1500 central additional para-military personnel. Pointing out that nine battalions of central para-military force comprising Border Security Force (BSF) (5 battalions) and Central Reserve Police Force (CRPF) were deployed in the State, Patnaik said that about 201 platoons of State Police were engaged in anti-naxalite operations. The State Government had been imparting anti-extremist training to newly-recruited Orissa police personnel and specialised anti-extremist training was given to police personnel engaged in anti-Naxalite duties, he said.

The posters bear messages asking people to observe a bandh from August 7 to 16. Maoist posters were mostly seen in three blocks of Kotagarh, Daringbadi and Raikia in the District, the Police said. The Maoists have also blocked the village road near Kahamguda village and five points near Gugurmaha, Ora and Marlang.

A former supporter of the Communist Party of India-Maoist (CPI-Maoist) Mandangi Subarao (42) of Kondabaredi village under Ramanaguda Police committed suicide by hanging himself in the office building of the anti-Naxal [Left Wing Extremism] cell in Rayagada in the morning of August 11. Mandangi was a hardcore Maoist supporter earlier; he had contested the local body elections and was leading life as a contractor. According to Rayagada Superintendent of Police (SP) Anup Krishna, Mandangi was a key element in the anti-Naxal operations as he remained in regular touch with local Police and used to provide precise information about Naxalites' movement. For that, he had been under constant threat of Maoists. In the last week of July, a group of Maoists led by Naxal leader Suresh had abducted him and taken him to their secret hideout in jungles near Vardha. He had faced torture at the hands of Maoists who had also threatened to kill him, it was reported. The mental pressure might have driven him to suicide, Police said. He committed suicide while his room-mate had gone out. Police registered a case.

Around 40 armed cadres of Communist Party of India-Maoist (CPI-Maoist) rounded up the inhabitants for a session of their propaganda and blew up the office of the Gram Panchayat (village level local self Government institution) and a warehouse attached to it at Malabharam village under the Motu Police Station in Malkangiri District on August 12. The Maoists also left posters at the spot of the blast through which they claimed that they damaged the buildings as they were being used as camps of security personnel during the anti-Maoist operations in remote areas. No one was injured in the incident.

30 armed cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up the newly constructed hostel building of the residential Sevashram School at Manyamkonda in Malkangiri District on august 14 to threaten students and teachers not to hoist tricolour or observe Independence Day. Maoists also stuck up a black banner at the spot. Maoists had given call to observe Independence Day as black day. Maoist cadres and their supporters secretly hoisted black flags in some remote areas. Such black flags were found at Sahada, Dukuma and Kachapaku villages of Bisamkatak block in the District. A black flag was also hoisted at Hanumala village of Lamtaput block in Koraput District.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) killed a school teacher identified as Ghasi Kendruka (35) in Narayan Patna block of Koraput District on August 15. He was opposing the Maoists and the violent activities of Narayan Patna based Chasi Mulia Adivasi Sangh (CMAS). According to Police sources, over 30 Maoists reached Kendruka's house at Gotiguda village under Narayan Patna Police Station limits in the midnight of August 15 and dragged him out of the house to the nearby mango orchard where his throat was slit. During the killing the Maoists shouted anti-Government slogans and branded Kendruka a Police informer. They also left leaflets at the spot claiming responsibility for the killing.

Combined forces battling the Communist Party of India-Maoist (CPI-Maoist) in seven States are not having much success, Union Home Ministry statistics for 2008, 2009 and the first six months of 2010 show. Combined forces men are running anti-Maoist operations in Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh, Bihar, Jharkhand and West Bengal. Compared to previous years, the performance of the combined forces has slipped in 2010. In the first six months alone, 209 Security personnel have been felled by Maoists. In 2009, a total of 317 soldiers were killed and 231 were killed in 2008. However, fewer Maoists died at the hands of Security Forces (SFs). Between January and June, just 97 ultras were killed in encounters. A total of 217 Maoists died in 2009 and 199 in 2008. The high number of civilians killed by Maoists in these three years also goes to show how badly the combined forces have done. During the first six months of 2010, the number of civilians killed by ultra-reds stand at 325, whereas 591 and 490 were killed during the whole of 2008 and 2009. Very few Maoists surrendered this year too, which is another cause for worry. In 2008, 400 Maoists gave up arms and expressed their wish to join the mainstream. This number fell to just 150 in 2009 and to 134 between January and June 2010. The only silver lining was that the paramilitary were successful in destroying many Maoist training camps, the home ministry report shows. In 2008, there were 199 training camps. In 2009, Maoists set up 18 more camps, but the forces destroyed many and today, only 97 camps are known to exist.

The Maoists had forcibly abducted around 12 persons from Tentulipodar and neighbouring Dingapai village. Sikunu was killed while all the others were released. In a letter written in Telugu and left at the spot, the Maoists claimed that they had killed him suspecting him to be a Police informer. Meleka was an active supporter of the Chasi Mulia Adivasi Sangh (CMAS) in the area but had recently detached himself from the violent activities of the CMAS.
