A tribal organisation called Naxal Hinsa Prapidita Manch has raised its voice against the Maoist killing of innocent civilians in Koraput District on February 2,reportsThe Pioneer. They lodged their protest in a huge rally against the Maoists in Narayanpatna block of the District. The forum consisting of more than 2,000 tribals took out the rally and appealed to the Maoists to refrain from violence. “As the Maoists are against development and are killing our innocent people, they must not be our well-wishers. So we want them to leave our area,” said Suresh Sirika, leader of the forum. The forum submitted a memorandum to the Chief Minister (CM) through the Block Development Officer (BDO) Narayanpatna and Sub-Divisional Police Officer (SDPO) Laxmipur.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed a Dangoria Kondh (tribal) youth identified as Shyamo Kadraka (22) of Nirgundi village under Kalyansinghpur Police limits in Rayagada District after trial in a kangaroo court on January 4, reports The Times of India. Maoists killed Shyamo suspecting him to be a ‘police informer’. His body was found hanging from a tree, on the outskirts of the village. Villagers retrieved the body and cremated it. Shyamo had been warned of dire consequence by Maoists in December, 2015.

Kandhamal Superintendent of Police (SP) Kunwar Vishal Singh said when the Special Operation Group (SOG), District Voluntary Force (DVF) and Central Reserve Police Force (CRPF) personnel involved in a joint anti-Maoist operation in the area asked the Maoists hiding in the forest to surrender they opened fire at the security personnel.

More than 200 Dongria Kondhs (tribals) under the banner of Niyamgiri Suraksha Samiti (Niyamgiri Defence Committee) on February 7 locked Munikhol gram panchayat (village level local self government institution) office in Muniguda block protesting Police action against them, reports The New Indian Express. They submitted a memorandum to Chief Minister Naveen Patnaik through Muniguda Block Development Authority (BDO) Rajib Behera. In the memorandum, they alleged that the District Police and Central Reserve Police Force (CRPF) troopers are torturing innocent tribals in the name of Maoists at Niyamgiri. “When we are organising any developmental meeting in the hill area, the Security Forces are attacking us suspecting us to be Maoist supporters,” they alleged.

Security Force (SF) personnel and Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire in Gundia Reserve Forest area of Kalahandi District on February 8, leading to the recovery of Maoist literature and some other items from their camp, reports The New Indian Express. However, Odisha State Committee ‘secretary’ of the CPI-Maoist Balakrishna alias Modem alias Manoj, who was leading nearly 25 cadres and operating a camp in the area, managed to escape. He carries a reward of INR 2.5 million on his head, said Kalahandi Superintendent of Police (SP) Brijesh Ray. The SP further said after getting intelligence input about armed Maoists moving in Manaska, Panchkul, Kankaruan and Baghnakhi villages in the reserve forest under Bhawanipatna Sadar blocks, three groups of Special Operation group (SOG) were engaged in combing operation in the area from February 6. On February 8, when the Maoists opened fire, the SOG troopers retaliated following which the Maoists escaped into the forest.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed during an exchange of fire between the Security Force (SF) personnel and the Maoists in a forest in Kalahandi District on February 11, The New Indian Express. The combing team comprising Special Operation Group (SOG) and District Voluntary Force (DVF) also recovered arms from the spot. Kalahandi Superintendent of Police (SP) Brijesh Rai said on receiving intelligence information about movement of Maoists in Kanamanjur Reserve Forest, an intense combing operation was launched. The encounter, that took place near Supel on the bank of river Sagada between 3.30 pm and 4 pm, lasted for about 25 minutes. The Maoists fled into the forest leaving behind the body of the woman cadre, who is yet to be identified, the SP added. It is suspected that the Maoists belong to Bansadhara Ghumsar Nagavali division, which is led by Divisional Commander Nikhil. The items seized by the combing team include 13 haversacks, .303 rifle with magazine and ammunition, two detonators with flexible wire, transistor, knife, solar plate, battery charger, Maoist literature and household articles. Nine SOG and DVF personnel received minor bullet injuries, the SP said.

Five Communist Party of India-Maoist (CPI-Maoist) cadres involved in several offensives surrendered in Malkangiri District on February 12, reports The Times of India. "We joined the CPI (Maoist) being motivated by the Red revolution. When we realised that the Maoists did nothing for the poor and tribals, we decided to return to the mainstream," said a surrendered Maoist. Police said the surrendered Maoists joined the Maoist organization between 2008 and 2010 and were working for the Kalimela ‘area committee’ of the Malkangiri division. The surrendered Maoist cadres have been identified as Bhima Kunjami, Malla Kunjami, Mukra Madhi, Sukra Sodi and Muka Madkami.

In a joint operation, the Odisha Police, Telangana Police, Central Intelligence Bureau and Tactical Wing of Odisha Special Operation Group arrested five suspected Students Islamic Movement of India (SIMI) cadres, including a woman member, from Quereshi Mohalla area in Rourkela in Sundergarh District on February 16-night, reports Deccan Chronicle. The arrested cadres were identified as Mehboob alias Guddu (27), Amzad Khan alias Dowd (27), Zakir Khan alias Sadik (32), Mahammed Salik alias Sallu (32) and Nazma, mother of Maheboob, all hailing from Khandawa District in Madhya Pradesh. According Odisha Intelligence Bureau (IB) Director General Arun Sarangi, the arrested cadres belonged to the banned SIMI. A huge cache of arms and ammunitions, including three pistols, seven guns and 11 rounds of live cartridges, were also recovered from the arrested persons. An intense exchange of fire between the Security Forces (SFs) and the accused went on for three hours before the cadres were captured, sources said. The Police have also taken into custody the landlady of the house where the accused were staying for four months.According to Arun Sarangi, the arrested SIMI rebels were involved in at least 17 explosions in Odisha, Telangana, Uttar Pradesh, Maharashtra and Tamil Nadu. Besides, they were also carrying out anti-social activities in Bihar and Jharkhand. In 2013, all the terrorists had escaped from Khandwa Jail in Madhya Pradesh and were hiding in Rourkela since then. After the jailbreak, the terrorists killed two Police personnel during a bank loot incident in Telangana. They decamped with INR 48 lakh from the bank. The extremists also killed a Policeman in Madhya Pradesh. They were also involved in several train robbery cases and a bank loot incident in Sundargarh District of Odisha.

Sambalpur Superintendent of Police (SP) Akhileswar Singh said local Police and Sambalpur unit of Central Reserve Police Force (CRPF) and District Voluntary Force (DVF) were conducting a joint combing operation in the areas on Angul-Sambalpur border following information about movement of about 20 Maoists at Badbil under Rairakhol Police Limits on February 14 night. The next evening, security personnel spotted some Maoists near Udul in Angul District and asked them to surrender. Instead, the Maoists opened fire and Security Force (SF) personnel retaliated. The encounter lasted for about 30 minutes before Maoists escaped into the forest under the cover of darkness. Thereafter the security personnel seized an axe, knives, computer keyboard, Maoist literature, four SLR empty cases, medicines, ear phone, torch, cooking utensils and solar panel from the spot. The SP also revealed that a member of ‘Central Committee’ Mishir Besra, who carries a cash award of INR 2.5 million on his head, was believed to be present in the group. "As of now, I would say the situation is fluid but if the drive (operations and development together) continues as it is at the present, then I think it (Naxal violence) is going to take a turn for the better only. He also said "But, you cannot wish away the problem (Naxal violence) till the area under their control is taken back totally. This is being considered the first successful operation in the region in the last three years and a major success for Odisha Police as Maoists are trying to create a corridor through Rayagada-Kandhamal-Kalahandi districts to connect Chhattisgarh. About 40 members were present in the camp and in the exchange of fire, a middle-aged cadre was killed. Sources said the group was being commanded by Bauri Bandhu Sethi alias Sukhdev alias Bunty who was present at the camp. Bunty heads Bansdhara-Ghumsar Division of CPI-Maoist and operates a group of about 46 cadres.
