India declared nine persons including Gurpatwant Singh Pannu, the US-based legal adviser of the banned pro-Khalistan organisation, Sikhs For Justice (SFJ), as terrorists under the Unlawful Activities (Prevention) Act (UAPA) for their involvement in acts of terror and pushing Khalistan movement on July 1, reports The Tribune. The other individuals include – Wadhawa Singh Babbar, Lakhbir Singh, Ranjeet Singh, Paramjit Singh, Bhupinder Singh Bhinda, Gurmeet Singh Bagga, Hardeep Singh Nijjar and Paramjit Singh. The SFJ is the brain behind the “Khalistan 2020 referendum” and Pannu has been seen actively running a campaign against India and motivating Sikh youth from Punjab to join militancy. Among others designated as terrorists by the Union Ministry of Home Affairs (UMHA) are – Paramjit Singh of Babbar Khalsa International (BKI), Hardeep Singh Nijjar of Khalistan Tiger Force (KTF) and Gurmit Singh Bagga of Khalistan Zindabad Force (KZF). “These individuals are involved in various acts of terrorism from foreign soil. They have been trying to revive militancy in Punjab,” the UMHA said in a statement.

A day after Gurpatwant Singh Pannu, the US-based legal adviser of the banned pro-Khalistan organisation, Sikhs For Justice (SFJ) was declared a designated terrorist by the Union Ministry of Home Affairs (UMHA) under the Unlawful Activities (Prevention) Act, the Punjab Police on July 2 registered two separate FIRs, in Amritsar and Kapurthala District, against him and his associates, including an active SFJ member, Joginder Singh Gujjar alias Goga, who reportedly came to India from Italy in February this year, reports The Tribune. The first FIR is registered based on the complaint of Dalit Suraksha Sena (DSS) against Gurpatwant Pannu and his associates, at Police Station B/Division, Police Commissionerate Amritsar for burning the Indian Constitution and Indian national flag, and instigating others to do so too, which had hurt the sentiments of the entire Scheduled Caste (SC) community in the country. The second FIR, registered at Police Station Bhulath, Kapurthala District, is based on reliable inputs of entry of Joginder Singh Gujjar alias Goga in India in February 2020, a Police spokesperson said, adding that Pannu and his associates have been charged with seditious and secessionist activities in the case.

As the US-based banned pro-Khalistan organisation, Sikhs For Justice (SFJ) has declared July 4 as the inaugural day for registration of referendum on Khalistan, Punjab Police have stepped up vigil in and around the Golden Temple in Amritsar District, reports Hindustan Times on July 3. An official of Punjab Police intelligence wing said the Centre has issued directions to the security agencies to keep a close eye on the Golden Temple premises in the wake of the call given by the SFJ’s legal adviser – Gurpatwant Singh Pannu, who is among the nine people declared terrorist by the Union Ministry of Home Affairs (UMHA) under the Unlawful Activities (Prevention) Act on July 1.

The banned US-based pro-Khalistan outfit Sikh For Justice (SFJ) on July 4, launched its much-publicised online voter registration for ‘Referendum 2020’ for people in Punjab through a Russian portal, reports Outlook. The Union Ministry of Home Affairs (UMHA) had in July 2019, banned the SFJ for advocating Referendum 2020, an online campaign to demand Khalistan, which seeks a separate homeland for the Sikhs. As per the report, the SFJ launched the Referendum 2020 voter registration through the Russian website – www.punjabfree.ru, appealing to the people in Punjab and aged 18 or above from any religion as well as the Sikhs living anywhere else in India to register their votes for participation in the non-governmental ‘Punjab Independence Referendum’. Detailed information regarding the registration process was put up in English and Punjabi languages on the Russia-based website, which mentions three steps for registration of votes and the sign-up to receive updates about the Referendum 2020. Also, the SFJ has a ground-level plan to ensure that the voter registration form for Referendum 2020 reaches every household in Punjab, despite the Indian government's crackdown on the pro-Khalistan activists. The Indian government has been in touch with the authorities concerned as to ascertain how the SFJ used Russian cyberspace to launch the voter registration for Referendum 2020.

The Central Government on July 5, said that it has blocked nearly 40 websites that were being run and operated by the US-based pro-Khalistan outfit Sikh For Justice (SFJ), which has been declared as an ‘unlawful organisation’ under the Unlawful Activities (Prevention) Act- UAPA, 1967, reports The Tribune. The spokesperson of the Union Ministry of Home Affairs (UMHA) said the action has been taken following the banned outfit launched a campaign for registering supporters for its cause – ‘referendum 2020’. The official said, “On the recommendation of the UMHA, the Ministry of Electronics and Information Technology (MeitY) has issued the orders under section 69 A of the IT Act, 2000, for blocking 40 websites of SFJ”. According to sources in the MeitY, the SFJ’s Facebook page has already been blocked in India. They said a notice was also served to SFJ by the ministry, which said that it had been “reported to the department that the URL http://sikhsforjustice.org contained objectionable content”.

Even as the Government of India continues its sustained crackdown on the US-based pro-Khalistan outfit Sikhs for Justice (SFJ), the organisation continues to reach out to Indians, particularly opinion-makers like journalists and lawyers with pre-recorded, international calls to push its secessionist agenda and propagate its Sikh ‘Referendum 2020’ campaign, reports The Times of India on July 7. As per the report, many journalists in Delhi have lately been receiving calls originating mostly from numbers in the US, seeking their support for SFJ's Khalistan cause and ‘Referendum 2020’, under which popular vote is being solicited in support of Punjab’s secession from India. The messages that are played out every time one accepts the international call – that may show Michigan or Georgia or any other location in the US as the point of origin of the call, contain anti-India statements and invoke radical Sikh feelings to push their ‘Khalistan’ agenda. An intelligence officer said the calls on behalf of SFJ were being made as part of global propaganda run by its leader Gurpatwant Singh Pannun. The officer said, “the idea is to contact lawyers and journalists to ensure publicity for their agenda. It is possible that they have accessed their numbers from the public domain; such as PIB website or e-directory of lawyers. The numbers are mostly internet-generated and since the calls are made from different numbers, it becomes difficult to track or block them. If at all, the US authorities can be persuaded to help track down these numbers and take requisite action.”

Security Forces (SFs) arrested three persons in two separate incidents in Ferozepur and Sangrur Districts of Punjab on July 6, reports The Tribune. In the first incident, personnel of the Crime Investigation Agency (CIA) and 29th Battalion of Border Security Force (BSF) in a joint operation recovered 7.14 kilograms heroin worth INR 350 million near Border Out-Post (BOP) Dona Telu Mall in Ferozepur sector of Ferozepur District. A pistol, two magazines, 10 live rounds and two Pakistani SIM cards were also seized. The SFs have filed a case against a person identified as Bittu, a resident of Palla Begha village in this connection. In the second incident, the anti-narcotic cell arrested three persons and recovered 1.4 kilograms of heroin from them at Joliyan village in Sangrur District. The Senior Superintendent of Police (SSP) Sandeep Garg said, “Our team arrested Amrik Singh, his wife Harpal Kaur, and Sarbjit Singh from the said village and confiscated 1.4 kilograms heroin from their possession. The market value of the seized contraband is in crores. Further investigations are underway.”

The details emerged as two men — Bhagat Singh Brar and his business partner Parvkar Singh Dulai — challenged being blocked from travelling by air. As per supporting case documents filed by Canadian security agencies, including Public Safety Canada, the Royal Canadian Mounted Police and Canadian Security Intelligence Service, Brar was “promoting extremism, including the radicalisation of youth, with the aim of achieving Khalistan independence; and attack planning and facilitation, including weapons procurement, to conduct attacks in India.” On the other hand, Dulai was described as a “facilitator of terrorist-related activities and has shown an ongoing pattern of involvement within the Khalistani extremist milieu”. The report further said that Brar visited Pakistan in 2015 and collaborated with one Gurjeet Singh Cheema to plan an attack in India. The case documents alleged that Brar collected donations for gurdwaras and “is suspected to have been diverting major part of the funds for anti-India activities”. He was also linked to Pakistan’s Inter-Services Intelligence (ISI). Dulai has been described as a very vocal supporter of Khalistan. Also, Brar again visited Pakistan in 2018 to meet his father who happens to be Lakhbir Singh Rode, nephew of Jarnail Singh Bhindranwale and founder of the banned International Sikh Youth Federation (ISYF).

Earlier on July 3, the Haryana Police registered an FIR against Pannu on charges of sedition and secessionism at Bhondsi Police Station in Gurugram District. The Superintendent of Police (SP) of Kurukshetra District, Astha Modi said, “recently, automated phone calls and audio messages against India came to our notice here. Those were in the voice of Pannu and he claimed to have initiated a voter registration process for his secessionist movement from Gurdwara Patshahi Chhevin, Kurukshetra from July 11 onwards. We called up the gurdwara management, which refuted his claim and released a video message for the people clarifying its position.” The SP also said that accused Pannu is indulging in unlawful activities aimed at threatening the sovereignty, unity and territorial integrity of India by trying to incite the public and spread hatred among the communities.

The Director General of Police (DGP), Dinkar Gupta said the gangsters were allegedly involved in smuggling weapons from across the border into India. “A bulletproof jacket and a .455 bore pistol provided by gangster Gopi Ghanshampuriya, two Glock 09 mm pistols with four live cartridges, one pump action 12 bore rifle, one .32 bore revolver, one .30 bore pistol and live cartridges were recovered from them,” said the DGP. The arrest comes a week after a Border Security Force (BSF) trooper along with three other accused were arrested on July 12 in connection with the same case. The Director General of Police (DGP) Dinkar Gupta said, the total number of persons arrested in the case so far now stands at eight. Giving details of the latest arrests, the DGP said that Ramandeep Singh, an Indian Army soldier, was arrested from Bareilly District of Uttar Pradesh, where he was currently posted. The arrest was made on the basis of disclosures made by BSF Constable, Sumit Kumar, who was arrested earlier. “Ramandeep’s three accomplices — Taranjot Singh alias Tanna, Jagjit Singh alias Laddi, and Satinder Singh alias Kaala — have also been arrested and are being brought on production warrants. Another INR 1 million has been recovered from Kaala as drug money, taking the total amount of such money seized in the case to Rs 4.23 million,” said the DGP.

Punjab Police arrested a Constable of the Border Security Force (BSF), identified as, Rajendra Prashad and two local smugglers, Surmail Singh and Gurjant Singh, for cross-border smuggling of drugs and weapons, reports Hindustan Times on August 2. According to Director General of Police (DGP) Dinkar Gupta, acting on a tip-off, a Jalandhar Rural Police team, on July 26, arrested Surmail Singh and Gurjant Singh, who were travelling in a car from Delhi. The Police had recovered 25 gm of heroin from them. On questioning, the duo led to the recovery of a .30 Bore Pistol (Made in China) with 5 live rounds and INR 2.45 million as well as 35 gm of heroin. During further questioning, the duo also revealed that they were working with a cross-border smuggler, Satnam Singh alias Satta, a resident of Taran Tarn District who was closely linked with Pakistan-based smugglers for smuggling of drugs and weapons from Pakistan. They also disclosed that BSF Constable, Rajendra Prashad, posted at a border outpost at Chhina village in Tarn Taran District was a part of the smuggling racket, following which he was arrested. The DGP said out of INR 2.45 million, INR 1.5 million was recovered from the residence of Satnam Singh, INR 500,000 from the BSF constable and INR 450,000 lakh from Gurjant Singh.

The US-based banned pro-Khalistan group Sikhs For Justice (SFJ) has planned to hold voter registration camps for its secessionist agenda ‘Referendum 2020’ on August 15, 2020, in front of Indian embassies in seven countries, including the US and the UK, reports IANS on July 29. As per the report, SFJ is learnt to have plans for similar camps in Canada, Italy, Germany, France, Australia, and New Zealand when Indian embassies there will be celebrating India’s Independence Day on August 15. Following this, the Indian security agencies have warned embassies in these countries to be on alert.

The Punjab Government on July 29, told the Punjab and Haryana High Court that it is blocking all websites that are being launched by the US-based banned secessionist group Sikh for Justice (SFJ), reports Hindustan Times on July 30. As per the report, the State responded to a fresh application filed by one Bikramjit Singh Bajwa, a Mohali resident, who had demanded that necessary steps be taken against the SFJ, which, he said, has suddenly become very active furthering the cause of separate state for Sikhs. Earlier, the High Court had disposed of his plea on July 3, on the assurance of necessary action by Punjab as well as the Centre. On July 29, too, the plea was disposed of both the parties promising prompt action against the banned group.

India praised Canada for disavowing the Punjab ‘Referendum 2020’ campaign of the secessionist group Sikhs for Justice (SFJ), reports Hindustan Times on July 31. India believes that in clearly disavowing the referendum the Canadian Government has set a precedent that should be emulated by other countries, particularly in the West. A senior Government official said, “Canada taking a lead is a good start, to put pressure on others to follow suit.” Also, a spokesperson for Global Affairs Canada, the country’s Foreign Ministry, stated in an email that “Canada respects the sovereignty, unity and territorial integrity of India, and the Government of Canada will not recognize the referendum.”

Following Canada’s lead, the United Kingdom (UK) has dismissed the ‘Referendum 2020’ campaign of the US-based banned pro-Khalistan group Sikhs for Justice (SFJ), reports The Times of India on August 1. As per the report, the British government has dismissed calls by radical Khalistanis for a Punjab Referendum 2020 on whether Punjab should become an independent country, saying “Punjab is part of India”. A spokesperson for the British High Commission in Delhi said, “This is a matter for the government and people of India, not foreign countries or overseas organisations. While we support the right of anyone to voice their opinion, the UK government is not involved in any way with this unofficial and non-binding referendum. We consider the Indian Punjab to be a part of India.”
