Anti-Terrorism Court (ATC) sent the two Police officers arrested in former Prime Minister (PM) Benazir Bhutto assassination case to Adiyala jail on February 1 after the Federal Investigation Agency (FIA) did not seek their further custody, states Dawn. The FIA’s joint investigation team submitted before ATC-III that the physical custody of former Rawalpindi City Police Officer (CPO) Saud Aziz and Superintendent of Police (SP) Khurram Shahzad was no longer required because it had completed its investigation. The two arrested officers had not cooperated with the investigators during the 24-day custody and they could not obtain the cell phone sets which were in the Policemen’s use when the former PM was killed outside Liaquat Bagh area of Rawalpindi on December 27, 2007. The two Police officers are accused of hastily hosing down the crime scene, stopping Bhutto’s post-mortem and removing personnel from the security detail of the PM.

Meanwhile, a Frontier Corps (FC) trooper was shot dead and five others, including a woman, were injured in a gun battle between assailants and FC forces in a small village of Turbat in Kech District. A vehicle of FC was on routine patrol in Dasht Gokdan area, some five kilometres from Turbat town, when two armed assailants riding a motorbike opened indiscriminate fire on them. Resultantly, a trooper died on the spot while two other personnel received bullet injuries. The two assailants were arrested after an exchange of fire and were taken into custody by Police. FC personnel seized seven pistols, two repeaters and more than 100 bullets during the arrest.

The first incident took place at the Adezai area in Matani region, where a blast damaged a room in a girls’ primary school. The second blast also occurred at a girls’ school located in the Mariamzai area. It caused damage to the school building.

18 militants and three Security Forces (SFs) were killed as fierce fighting continued in Mohmand Agency in Federally Administered Tribal areas (FATA) on February 2, reported Dawn. Clashes started after the militants attacked Anargi security post with heavy weapons, killing three SF personnel and injuring four others. 18 militants were killed and several others were wounded after SFs opened fire in retaliation. The Mohmand chapter of the Tehreek-e-Taliban Pakistan (TTP) spokesman Sajjad Mohmand said over phone that only seven militants were killed and three were injured. He claimed killing 17 SFs and injuring four in the clash.

Al Qaeda is attempting to procure nuclear material and recruit rogue scientists in order to build a radioactive “dirty bomb”, reports Daily Times on February 2 quoting leaked documents published in Telegraph. The cables, released by the WikiLeaks website, showed that security chiefs informed NATO in January 2009 that al Qaeda was planning a programme of “dirty radioactive Improvised Explosive Devices (IEDs)”. The documents also revealed that al Qaeda papers found in 2007 convinced security officials that “greater advances” had been made in bio-terrorism. Also laid bare in the diplomatic cables are the attempts made to smuggle volatile materials as rogue organisations seek to get their hands on weapons-grade fuel. A freight train on the Kazakhstan-Russia border was found to be carrying weapons-grade material while a “small-time” dealer in Lisbon tried to sell radioactive plates stolen from Chernobyl in Ukraine.

A time bomb was planted in the CNG kit of a vehicle, he told reporters at the site of the attack, adding that artillery shells were also used in the device to increase intensity of the blast. The Joint Investigation Team (JIT) found that Musharraf knew that then TTP ‘chief’ Baitullah Mehsud was plotting the assassination of Benazir Bhutto, but withheld the information. The challan submitted by the Federal Investigation Agency (FIA) in Rawalpindi's Anti-Terrorism Court (ATC) contained 12 charges against Musharraf. His name was added to the list of accused in the Benazir Bhutto assassination case following a statement of former Rawalpindi City Police Officer Saud Aziz, who claimed that Musharraf had given the order to change Benazir's security in-charge and the murder scene was immediately washed on Musharraf's orders. The militants have demanded PKR 50 million and the release of some of their jailed militants in return for Colonel Imam’s freedom, adds Express Tribune. It is reported that the militants are not executing Colonel Imam because of his close links with Afghan Taliban ‘chief’ Mullah Omar. Colonel Imam, along with another former ISI official Squadron Leader Khawaja Khalid and British journalist Asad Qureshi, was captured by TTP while travelling in the NWA on March 26, 2010, on the suspicion of spying for American Central Intelligence Agency (CIA) to guide drone attacks in the region. Qureshi was released in September 2010 after paying a ransom of PKR 20 million, while Khawaja was executed by his captors.

The United State’s (US) President Barack Obama administration has proposed to Congress a total of USD 3.1 billion in the 2012 budget for US economic and security assistance and diplomatic operations in Pakistan, according to a senior American official, reports Daily Times. The administration’s spendings for Pakistan are broken up into two parts, the “enduring core part” – meaning long-term assistance programmes – and the Overseas Contingency Operations (OCO), an unnamed administration official said at a briefing on President Barack Obama’s budget proposals for the fiscal year 2012, beginning October 1, 2011. As part of the long-term economic and security assistance, Obama is seeking USD1.9 billion in the year 2012. The amount will also cover the cost of American aid operations and diplomatic presence. Of the USD 1.9 billion, about USD 1.5 billion is annual money to be allocated under the Kerry-Lugar-Berman five-year aid measure. It also includes USD 350 million in foreign military financing programmes, which is part of the five-year agreement between the two countries. Some USAID operating expenses are also included in that number. Under the Kerry-Lugar-Berman initiative, the US spends money on a variety of programmes, including development of democracy and wide-ranging infrastructure projects to assist Pakistan’s economic progress. On the extraordinary, OCO side of the budget, the administration has proposed USD 1.2 billion, which includes some money for the American operational expenditures, about USD 146 million. Under the OCO, USD 1.1 billion is to be devoted to the Pakistan Counterinsurgency Capability Fund, which is a programme that the two countries have worked jointly with the departments of defence and the State.

The New York Times report said that Davis “was part of a covert, CIA-led team of operatives conducting surveillance on militant groups deep inside the country, according to American Government officials.” This contradicts the United States (US) claim that Davis was a member of the ‘technical and administrative staff’ of its diplomatic mission in Pakistan. Davis was arrested on January 27 after allegedly shooting dead two young motorcyclists at a crowded bus stop in the Lahore District of Punjab. A senior official in the Punjab Police claimed, “His (Davis) close ties with the TTP were revealed during the investigations”. “Davis was instrumental in recruiting young people from Punjab for the Taliban to fuel the bloody insurgency.” Call records of the cell phones recovered from Davis have established his links with 33 Pakistanis, including 27 militants from the TTP and Lashkar-e-Jhangvi (LeJ) sectarian outfit.

The Central Intelligence Agency (CIA) drones killed at least 581 terrorists in Pakistan in 2010, but only two were noteworthy enough to appear on a US list of most-wanted terrorists, Daily Times quoting The Washington Post reported February 21. The Washington Post reported that the CIA carried out a record 118 drone strikes over the last year, costing more than USD one million apiece. The CIA is increasingly killing “mere foot soldiers”, a senior Pakistani official said, adding that the issue has come up in discussions in Washington involving President Asif Ali Zardari. A Washington think-tank, New America Foundation, reported that US drone strikes soared from 33 in 2008 to 118 in 2010. The increase cost US taxpayers USD 118 million and managed to kill 581 militants. The New America Foundation, however, concluded that 12 “militant leaders” were killed by drone strikes in 2010, compared with 10 in 2008. “Even so, the data suggest that the ratio of senior terrorism suspects being killed is declining at a substantial rate” while the number of strikes multiplied, The Washington Post observed. Even by the Foundation’s more generous estimates, the newspaper noted, the CIA’s drone campaign, covertly authorised by Islamabad, hit foot-soldier types 94 per cent of the time. Meanwhile, former President Pervez Musharraf had cut a secret deal with the US in 2006, allowing clandestine CIA operations in his country. This was done to make the Americans believe that Islamabad was not secretly helping the Taliban insurgents. Under the agreement, the CIA was allowed to acquire the services of private security firms, including Blackwater (Xe Worldwide) and DynCorp to conduct surveillance on the Taliban and al Qaeda. Quoting New York Times, Express Tribune states that even before his arrest, Davis’s CIA affiliation was known to Pakistani authorities. It added that his visa, presented to the Ministry of Foreign Affairs in late 2009, describes his job as a “regional affairs officer,” a common job description for officials working with the agency. “Davis’s job was to trail links of the Taliban and al Qaeda in different parts of Pakistan. But, instead, investigators found that he had developed close links with the TTP,” added a source. The pressure on the Pakistan Government to release Davis has been steadily intensifying. There have been a flurry of private phone calls to Pakistan from Leon E Panetta, the CIA director, and Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, all intended to persuade the Pakistanis to release the secret operative.

Small factions of Jundullah, Harkat-ul-Jehad-al-Islami (HuJI) and the Lashkar-e-Jhangvi (LeJ) have joined hands to carry out terrorist attacks. The Federal Interior Ministry has informed all the Provincial Governments about the threats and has asked them to take precautionary measures. The cell’s communiqué said that these groups are led by Hafiz Laiqullah (Jundullah), Hafiz Khursheed Bahadur (HuJI) and Abdullah alias Sher Alam Muavia (LeJ). According to reports, Hafiz Laiqullah is a resident of Karachi (Sindh) and commands a group of 13 militants. Bahadur lives in Muzaffarabad (PoK) and claims to enjoy the support of 11 cadres while Abdullah is from Bahawalpur ( Punjab) and leads seven members. The activists of these groups had been part of the Lashkar-e-Islami (LI) and the Sirajuddin Haqqani group and would now like to be known as leaders of their own groups, report the communiqué. The militant leaders are believed to have recently met at Khair-ul-Madaris in Multan (Punjab) and then at the residence of Qari Habibullah in Ziaul Haq Colony in Karachi in Sindh. Federal Minister of Interior Rehman Malik on February 23 informed the National Assembly (NA) that a new strategy was being evolved to tackle the issue of terrorism in a more effective manner, Daily Times. Under the new mechanism, which would be introduced within a few days, there would be a proper check on foreign scholarships offered to students here, visits of Pakistani artists to other countries and particulars of representatives of foreign companies and non-governmental organisations operating in Pakistan, he said while speaking on floor of the House. It would be mandatory for all foreign companies operating in Pakistan to submit an affidavit containing details of their employees and activities, he added. He said that all these security measures are to be made legitimate and the ministry would start implementing them within a week. Malik said that the leaders of banned organisations, like Ayman al-Zawahiri of Ikhwan-Ul-Muslimeen in Egypt, are fighting in this region, adding that Tehreek-e-Taliban Pakistan (TTP) and Lashkar-e-Jhangvi (LeJ) are also involved in terrorist activities in the region, and when he warned them, they fixed PKR 500 million as his head money. India on February 23 said involvement of ‘state actors' in Pakistan with terrorist outfits has come to light on a number of occasions, including in the November 26, 2008 Mumbai terror attacks (also known as 26/11), and terror infrastructure continues to exist in that country, Times of India reports. "Inputs from central security agencies and through various open sources confirm that terrorist infrastructure continues to exist in Pakistan and Pakistan-occupied Kashmir by way of numerous training camps, communication centres and launching pads," Minister of State for Home Gurudas Kamat told Rajya Sabha (Upper House of Parliament) in reply to a question. Kamat, in his written response, said: "The involvement of state actors with these terrorist outfits has come to light on a number of occasions and also in 26/11 terrorist attacks in Mumbai." He said the Government continues to be alert to these threats and has re-calibrated its measures to combat terrorism by way of reviewing threat perceptions and a number of important decisions and measures have been taken. These steps include augmenting the strength of Central Para Military Forces, effective border management through border fencing, flood lighting, deployment of surveillance equipment, legally enabling deployment of Central Industrial Security Force (CISF) in joint venture and private industrial undertakings, establishment of National Security Guard hubs at Chennai, Kolkata, Hyderabad and Mumbai and tighter immigration control. Replying to another question, Kamat said India has consistently emphasised to Pakistan the need to implement its solemn commitments, including those given at the highest level, that it would not permit the territory under its control to be used to support terrorism against India in any manner.

India had proposed two sets of dates -- March 21-22 and March 28-29. According to Chagai Assistant Commissioner, Tufail Baloch, a group of unidentified assailants had planted an explosive device on the railway track near Dadder Landi area, some five kilometres from Dalbandin railway station, and detonated it when the Istanbul-bound ECO freight train passed through the area. The blast damaged four sections of the train and blew up four-feet-long section of the track. However, no loss of life is reported in the blast.

Prime Minster (PM) Yousaf Raza Gilani on February 28 alleged that there was solid evidence that foreign elements and powers were involved in aggravating the situation in Balochistan, reports Daily Times. Delivering policy statement in the National Assembly on the law and order situation in Balochistan, the PM said, “We have started the process (of compensation for Baloch people) and coming generations will complete it.” He said leaders like Haribyar and Brahmdagh had taken political asylum in Europe and one Allah Nazar was promoting extremism and giving instructions to the miscreants. He said war in Afghanistan had provided an opportunity to the Baloch youth to get military training in neighbouring countries, which was fuelling terrorism in the province. He also said that target killing of settlers in Balochistan could not be overlooked, as it had further aggravated law and order situation. He said solid proofs had been found that organisations like Balochistan Liberation Army (BLA) were involved in target killings. Acknowledging that a sense of deprivation prevails in Balochistan, the PM said that the Government had presented the Aghaz-e-Haqooq-e-Balochistan (beginning of the rights of Balochistan) package to address these concerns. Long inter-tribal feuds and mutual differences cannot be ruled out when causes to worsening security situation and discouraging developmental schemes in Balochistan were counted, he said. Gilani also said the Federal Government had recruited 6,000 Baloch youth in police and allocated PKR 5.15 billion in this regard and PKR 3.4 billion had been spent till December 2010. He said that 10,000 to 15,000 youth from Balochistan would be trained under the National Internship Programme besides giving them relaxation in education and age.
