The U.S. State Department said on June 2 that the number of terrorist attacks around the world declined last year for the first time since 2012, and that such attacks were becoming more decentralised and diffuse, reports The News. Terrorist attacks fell by 13 percent compared with 2014, while fatalities caused by terrorist activity declined by 14 percent, the agency said in its report on global terrorism, which tracks trends in political violence. The State Department's acting coordinator for counterterrorism, Justin Siberell, said the drop was due to fewer attacks in Iraq, Pakistan and Nigeria.More than 55 percent of attacks attributed to terrorists last year occurred in five countries: Iraq, Pakistan, India, Afghanistan and Nigeria, he said. Terrorist attacks and deaths increased in Afghanistan, Bangladesh, Egypt, the Philippines, Syria and Turkey, according to Siberell. "The global terrorist threat continued to evolve rapidly in 2015, becoming increasingly decentralized and diffuse," the report said. "Although terrorist attacks took place in 92 countries in 2015, they were heavily concentrated geographically, as they have been for the past several years." Data compiled by the University of Maryland for the State Department showed there were 11,774 terrorist attacks worldwide during the year, in which more than 28,300 people died and roughly 35,300 others were wounded.

National Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz while addressing a press conference at the Foreign Office in Islamabad on June 9 said that the United States (US) was a “selfish friend” that always curried favor with Pakistan when self-interest pressed it and left it in the lurch after having its interests served, reports The News. He said that the growing US-India proximity was a cause of worry for Pakistan. He said if the US could not bring peace in war-torn Afghanistan, why it was expecting Pakistan to do this difficult job within the shortest-possible time.He termed the May 21, 2016 drone strike in Balochistan unfortunate, saying that the incident had damaged Pakistan’s relationship with the US. “The drone strike killing the Afghan Taliban leader Mulla Mansour has not only violated our sovereignty but also damaged the level of trust with the United States,” the Adviser said.About the visit of Indian Prime Minister Narendra Modi to the US and his efforts for India’s inclusion in the Nuclear Suppliers Group (NSG), Sartaj said the US tilt towards India would disturb the strategic balance in the region. “We have been constantly reminding the United States to be mindful of maintaining a security balance for peace in the region,” he added.

During the weekly press briefing in Islamabad on June 16, the Foreign Office (FO) spokesman Nafees Zakaria said that border management was part of Pakistan’s strategy to counter terrorism and the border with Afghanistan would be fenced off while more gates will be constructed, reports The News. “Other than Torkham, gates would also be installed at other border crossings and there would be no going back in this regard,” Zakaria said.He said that in future there should be no communication gap between Islamabad and Afghanistan and all issues should be resolved through dialogue, especially since the Afghans were being misguided. Without naming those behind misguiding the Afghans, the spokesman said, “Afghans are being misguided by those not interested to see peace in Afghanistan. We have a very special relationship with Afghanistan and we want to resolve all our issues through dialogue. The objective of this dialogue is that there should be no communication gap in future.”Meanwhile, the National Adviser to Prime Minister on Foreign Affairs Sartaj Aziz on June 16 said told the National Assembly that Pakistan is not breaching any agreement by constructing a gate on Torkham border and will go on with the project to make effective border management possible, reports Dawn. In his policy statement, Aziz claimed that Pakistan had informed the Afghan authorities about its intention to build the gate and the construction work had started back in November 2014. "When Afghan authorities expressed their reservations, we took them into confidence and told them that the gate is constructed inside Pakistani territory," said the Adviser. He said such border management steps will also help both countries in their combined efforts to combat terrorism as "unregulated movement allows infiltration of terrorists and smugglers", adding that all the other border crossings with Afghanistan will also be regulated in near future.

Ruling out Washington’s interference in Afghanistan and Pakistan Torkham border dispute, the State Department spokesman John Kirby said on June 17, “We are obviously very concerned by the border clashes, particularly around the Torkham crossing. But that aside, we still want to see the reconciliation process move forward,” Kirby said.“We have not taken a mediation role, and we have talked about this before. This is an Afghan-led process. We obviously support it and we want to see it succeed. We have expressed that support privately and publicly,” Kirby said, adding, “But this is President Ghani’s initiative; he’s taking it on. We know he wants to get it back on track and we fully support him in that effort, but this is not for the United States mediating between Afghanistan and Pakistan.”

The continued existence of terrorist safe havens in Pakistan and its inability to take action against them affect the United States (US)-Pakistan bilateral ties, including security assistance, the Pentagon said in its six-monthly report on Afghanistan sent to the Congress on June 17, reports The Indian Express. According to the report, “The US continues to be clear with Pakistan about steps it should take to improve the security environment and deny safe haven to terrorist and extremist groups”. “These conversations continue to affect not only US dialogue with Pakistan on security and stability in Afghanistan but also during discussion of other issues in the US-Pakistan bilateral relationship such as security assistance,” the Pentagon report read.US Defense Secretary Ashton Carter has not given certification that Pakistan has taken action against the Haqqani Network. As a result, the Pentagon has withheld USD 300 million in Coalition Support Fund to Pakistan for the current fiscal year ending September 30, 2016. The Pentagon in a blunt message to Pakistan said the Afghanistan-Pakistan border region remained a sanctuary for various groups. “These include the Taliban, al Qaeda, al Qaeda in Indian Subcontinent (AQIS), the Haqqani Network, Lashkar-e Taiba (LeT), Tehreek-e-Taliban Pakistan (TTP), Islamic State-Khorasan, and the Islamic Movement of Uzbekistan (IMU). This sanctuary and these groups remain a security challenge for both countries and pose a threat to regional stability and security,” said the report.

There have been 626 search and strike operations in Peshawar District alone in the first half of 2016, The Express Tribune reported on June 20. This is a tactic devised to curb urban violence in the post-military operation scenario. In background briefings, security officials reveal that the spiral of threat from militants is concentrated in the three main districts of Peshawar, Mardan and Dera Ismail Khan as far as urban areas are concerned. At the same time, it is stressed that innovative measures, which are pre-emptive rather than preventive, are needed to tackle with the matter. The search, strike and combing operations are part of a larger plan not just keep the militancy at bay, but clamp down on criminal groups which facilitate terrorism in one way or another. There are 31 checkpoints in the city that keep a watch on all vehicles and passers-by.Official statistics of the Khyber Pakhtunkhwa Police show that 258 proclaimed offenders were arrested within the jurisdiction of 32 Police Stations. More than 15,000 arms and ammunition were also seized across the city since January 1. These operations were categorized into three different types, explains SSP Operations Abbas Majeed Marwat. He said a total of 118 were conducted jointly with the Army, 124 were intelligence-based operations and more than 365 were conducted solely by the Police. Around 4,000 places, including houses, hotels and hostels, were searched. These resulted in the arrest of 3,287 suspects.

The blast damaged the house but did not result in any casualty. There were reports that another explosive device that did not go off was later defused by the bomb disposal unit.Meanwhile, the KP Government on June 26 made a drastic cut in the funds for minorities, allocating a whopping PKR 300 million for the Darul Uloom Haqqania, reports The News. In the last year’s budgetary allocation made for the Department of Auqaf and Minority Affairs, 52.70% was earmarked for the welfare of minorities in the Annual Development Programme in contrast with 23.49% this year, an examination of the budget documents and discussion with relevant officials reveal. While a disproportionate increase has been registered in funds for Auqaf and a major chunk went to the Darul Uloom Haqqania, the funds reserved for textbooks and fees for deserving students in Christian institutions like convent schools have been reduced. The cuts in allocations for medical grants and dowry fund for minority members are separate from this. This reduction has occurred in the absence of any Minister holding the portfolio of Minority Affairs. Suran Singh, murdered in April 2016, was the last in-charge of this Ministry.
