A weak and inconsistent prosecution due to lack of professional investigating officers (IOs) has resulted in a whopping 86.05 per cent acquittal rate by Anti-Terrorism Courts (ATCs) in Sindh, Dawn reported on June 1 quoting Counter Terrorism Department (CTD) data. Data compiled by CTD suggested that during the first four months of 2018, a total of 2,774 cases were disposed of by the ATCs across the province. Out of them, accused persons were acquitted in 2,387 cases while they were found guilty in 387 cases. The acquittal rate stands at 86.05 per cent and the conviction rate is a mere 13.95 per cent. Such a low acquittal rate disappointed the Police hierarchy, notably the CTD which exclusively deals in terrorism cases. “Investigation is not being done in professional manner on scientific lines and prosecution is not strong and consistent,” said Additional Inspector General Dr Sanaullah Abbasi, the chief of Sindh CTD.

Meanwhile, at least four people, including two activists of the Pashtun Tahafuz Movement (PTM), were killed and dozens of others injured in a militant attack in Wana town of South Waziristan Agency on June 3, reports Dawn. Sources said that the militants targeted a PTM rally that was organised to welcome one of the movement’s leaders, Ali Wazir. PTM leader Mohsin Dawar confirmed the incident, saying the militants opened indiscriminate fire at the rally, killing and injuring a number of PTM supporters.

Mumbai terror attack mastermind Hafiz Saeed’s organisation Jama’at-ud-Dawa (JuD) will contest the July 25 general elections on the platform of Allaha-u-Akbar Tehreek (AAT) as the group's Milli Muslim League is yet to be registered as a political party, a senior member of the outfit said on June 3, reports Times of India. JuD, the frontal organisation of Lashkar-e-Taiba (LeT), launched its political front Milli Muslim League, but it has not been yet registered by the Election Commission of Pakistan (ECP). With general elections approaching, the group has decided to contest on the platform of the "dormant" political entity Allaha-u-Akbar Tehreek (AAT), which was registered in the ECP. "It was a kind of dormant party registered by a citizen Ehsan. There are several such parties registered with the ECP and such an arrangement is made ahead of the general elections if any mainstream party or organisation faces any issue or complication," a member of the JuD said. "Since the Milli Muslim League (MML) fails to get registered with the ECP it is going for this arrangement (contesting the upcoming polls on AAT platform)," he added. MML President Saifullah Khalid will make a formal announcement regarding this shortly, he added further.

Security Forces (SFs) repulsed terrorist attacks from across the Pak-Afghan border, killing six militants in Bajaur Agency of Federally Administered Tribal Areas (FATA) on June 3, reports Dawn. Inter-Services Public Relations (ISPR) said the attacks targeted border posts and border fencing parties. SF personnel have foiled seven infiltration attempts in the Bajaur area alone during the last 24 hours, it added. "Four security personnel and a soldier of the Pakistan Air Force, deployed at an observation post, got injured during the exchange of fire," read an ISPR press release. "Taking advantage of ungoverned spaces and [with] facilitation [from] inside Afghanistan, terrorists are resorting to such attacks to prevent fencing and construction of border posts," it added.

Separately, three Baloch Liberation Army (BLA) militants were killed in a gun battle with Security Forces (SFs) in a far flung area of Kohlu District on June 4, reports Dawn. The shootout began when personnel of Frontier Corps (FC) cordoned off a place following a tip-off that militants were hiding there. The suspected militants opened fired on the security men when they were searching the area. However, the personnel retaliated and the heavy exchange of fire continued for at least two hours. The militant hideout was destroyed in the operation.

The Counter-Terrorism Department (CTD) on June 4 claimed to have arrested an ‘important commander’ of the Tehreek-e-Taliban Pakistan (TTP), Rehmat Ali Shah, from the City Railway Colony area of Saddar Town in Karachi, the provincial capital of Sindh, reports Dawn. CTD Senior Superintendent of Police (SSP) (Investigation) Junaid Ahmed Shaikh said Rehmat Ali Shah was allegedly involved in attacks on Security Forces and generating funds for terror. During an initial probe, the arrested TTP suspect ‘confessed’ to his involvement in several acts of terrorism. The suspect with 10 to 15 other TTP militants attacked a Police post with a bomb in the Buner District of Khyber Pakhtunkhwa (KP) in 2009. He with 40 to 50 TTP militants attacked and captured an FC camp in Buner District in the same year, which remained under their control for one month before it was vacated after the army operation there. Rehmat was also involved in killing one person in Buner over suspicion of being an ‘informer’. Besides, he had been generating funds for the banned outfits of TTP and Lashkar-i-Jhangvi (LeJ) in Karachi since 2009.

The Director General (DG) of Inter-Services Public Relations (ISPR) Major General Asif Ghafoor on June 4 said that Pakistan Army would be compelled to retaliate if India targeted civilian population, reports The News. “DG MO has given an undertaking to his Indian counterpart about respecting the 2003 ceasefire agreement and Pakistan army is committed to uphold it. But we will give a befitting response if Indian army hits our civilian population,” Asif Ghafoor briefed media at GHQ. “India should decide how it wants to proceed. We are two nuclear powers and there is no space for war,” he said. “Our priority is to respect the ceasefire agreement, we will not respond to the first bullet fired by Indian at us. But if civilians are targeted, we will be forced to retaliate,” he said. “We request the Indian army and media to defuse tense situation,” he said.

Three Frontier Corps (FC) personnel were killed and two others injured in a suicide bombing at a check-post on the Quetta-Karachi highway in the Khud-Cocha area of Mastung District of Balochistan on June 4, reports Dawn. According to official sources, the suicide bomber blew himself up near the FC Aziz check-post in the Khud-Cocha area of Mastung. “A young man wearing an explosive-laden jacket tried to enter the FC check-post and when he was challenged by security personnel, he blew himself up near the check-post,” security officials said. “As a result of the explosion, three FC personnel were killed on the spot and two others were injured,” sources added. The deceased were identified as Subedar Munir Jan, Sepoy Ahmed Jan and Pervez Ahmed. Sepoy Nasir and Sepoy Irshad were injured in the blast.

One Pakistan Rangers (Sindh) personnel was killed and two others suffered injuries during a shootout with suspected Mohajir Qaumi Movement - Haqiqi (MQM-Haqiqi) militants in Zaman Town area of Korangi in Karachi, the provincial capital of Sindh, on June 6, reports Dawn. According to a statement issued by Pakistan Rangers, the shootout occurred when suspected militants opened fire on the security officials during a targeted operation conducted in Zaman Town area. During the exchange of fire with suspected militants, three Rangers officials suffered bullet wounds and were rushed to a military hospital, however, one official succumbed to his injuries. The dead soldier has been identified as Havaldar Ilyas, while sepoys Ibrahim and Ameer are being treated for injuries. The Rangers spokesperson said that the targeted operation was carried out to arrest a suspect named Shafiq alias Kala associated with MQM- Haqiqi.

The Pakistan Government is working on a draft bill to permanently ban Mumbai attack mastermind Hafiz Saeed-led Jamaat-ud-Dawa (JuD) as well as other groups and individuals on the watch list of the Federal Ministry of Interior, Dawn reported on April 9. The bill will replace the presidential ordinance that banned outfits and people already on the watch list of the Interior Ministry. Citing its sources in the Law Ministry, Dawn reported that the proposed draft bill to amend the Anti-Terrorism Act (ATA), 1997 was likely to be tabled in the upcoming session of the National Assembly scheduled to commence on April 9. The Law Ministry was involved in the process for the purpose of vetting the proposed draft bill, the sources said, adding that the military establishment was also on board. The Government decided to prepare a draft bill to amend the ATA as part of its damage-control campaign after the Financial Action Task Force (FATF) approved a nomination proposal tabled jointly by the US, the UK, France and Germany to place Pakistan on the international watchdog's money-laundering and terror-financing grey list in February.

JuD, the frontal organisation of Lashkar-e-Taiba (LeT), launched its political front Milli Muslim League (MML), but it has not been yet registered with the Election Commission of Pakistan (ECP). With general elections approaching, the group decided to contest on the platform of a "dormant" political entity Allaha-u-Akbar Tehreek (AAT) registered with the ECP. The JuD activists and sympathisers have taken the nomination papers from the ECP and are fielding their candidates on the platform of the AAT. The ISPR termed the killing of Mullah Fazlullah "a positive development", adding that the TTP leader's death "gives relief to scores of Pakistani families who fell victims to TTP terror including the APS massacre". According to Radio Pakistan, the TTP chief was leaving a militant centre, known as Pachai Markaz, just before midnight after attending a dinner party along with several key commanders when he was killed. Ikramullah, one of Pakistan's most-wanted Tehreek-e-Taliban Pakistan (TTP) militants and named as the second suicide bomber of a cell that assassinated former Prime Minister Benazir Bhutto in 2007 has appeared in a Taliban video denying his involvement, Times of India reported on June 26 quoting BBC. Bhutto (54), was assassinated in a bomb-and-gun attack on her car in Rawalpindi on December 27, 2007, as she left an election rally. Ikramullah, who was then about 16 years old, is believed to have been a back-up TTP suicide bomber, who was meant to detonate his explosive vest if the first attacker did not succeed. But officials say he walked away after the other bomber blew himself up. In his first public statement on the case, Ikramullah appears in a video produced by a splinter group of the TTP which was obtained by the BBC. It is believed to have been filmed in eastern Afghanistan, where the terrorists are based. Sitting next to Sheheryar, the group’s commander, Ikramullah repeatedly stated in the video that he was neither “involved” nor “aware of” the plot to kill Bhutto. Sheharyar, however, claimed that the TTP were not involved in the attack, and blamed it on the country’s then military ruler Pervez Musharraf and intelligence services. “Attempts to link Ikramullah to the killing of Benazir is the work of the infidel media and apostates,” Sheharyar said.

CTD Senior Superintendent of Police (SSP) Junaid Ahmed Shaikh said that the Police arrested Dr Abdul Rehman, an orthopedic surgeon at the Ruth Pfau Civil Hospital Karachi, and Mufti Malik Rizwan in Gulshan-i-Iqbal when they were collecting donations in a mosque. “The held suspects were generating funds for the banned TTP,” he claimed. “They had got militancy training from Afghanistan.” He said Rehman was a qualified doctor and an “active” TTP worker. He had completed his MBBS from a medical university in Bahawalpur and later he specialised in orthopedics. “He has remained involved in secretly treating wounded terrorists and was arrested after constant monitoring,” the SSP added.

National Counter-Terrorism Authority (NACTA) on June 28 lifted a ban on a Sunni extremist outfit Ahle Sunnat Wal Jamaat (ASWJ) and unblocked assets of its chief Maulana Ahmed Ludhianvi, in a surprise decision hours before the country was placed on the 'grey list' by the Financial Action Task Force (FATF) for failing to curb anti-terror financing, reports Times of India. NACTA notification was issued on the recommendations of the Punjab Province Home Department. Ludhianvi is the chief of ASWJ, formerly known as Sipah-e-Sahaba Pakistan (SSP). He became the group's chief after the killing of his predecessor Ali Sher Haidri in a 2009 ambush. In 1990s, the Sipah-e-Sahaba was actively involved in a number of high profile attacks on scholars, mosques and gatherings of the minority Shia community. The group was banned by the former President General Pervez Musharraf in 2002. The group reemerged under the name of ASWJ. The removal of the ban on the group comes as a surprise amid international pressure on Pakistan to dismantle terror sanctuaries on its soil. Interestingly, the decision was made the same day Pakistan had committed to an ambitious 26-point action plan spanning a period of 15 months to avoid being blacklisted by the FATF.

This was stated by Chinese Foreign Ministry’s spokesperson Lu Kang during a regular briefing in Beijing. Responding to a question regarding the listing of Pakistan on the Global Funding Terrorism Watch List by the FATF meeting, he said Pakistan’s efforts in combating terrorism, under its very difficult conditions, have recognized not only in China but also many other countries of the international community. On June 20, President of India Ram Nath Kovind approved imposition of Governor’s rule in IoK after the ruling Bharatiya Janata Party (BJP) pulled out of its alliance with the Peoples Democratic Party (PDP). Delivering his Friday sermon, Saeed said the BJP Government would not succeed in crushing the freedom movement by using the tactics of suppression. The United States (US) said on June 30 that the Taliban’s failure to engage in talks to end Afghanistan’s nearly 17-year conflict was ‘unacceptable’ and called on Pakistan to exert more pressure on the militants, reports The Express Tribune. US envoy Alice Wells made the remarks during a visit to Kabul on June 30, two weeks after an unprecedented ceasefire triggered spontaneous street celebrations involving Taliban militants and Security Forces (SFs). “I think it (the ceasefire reaction) creates this impulse for everyone to renew their efforts to find a negotiated political solution,” Wells, the principal deputy assistant secretary for the State Department’s Bureau of South and Central Asian Affairs, told reporters in remarks embargoed until Sunday. “Increasingly I think it’s becoming simply unacceptable for the Taliban not to negotiate.” The Taliban have so far ignored President Ashraf Ghani’s offer of peace negotiations. Instead, they have insisted on direct talks with the United States, which Washington has repeatedly refused. One of the Taliban’s key demands for engaging in talks is the complete withdrawal of foreign troops from Afghanistan. Wells said that since the Afghan Government and United States were willing to start talking without preconditions, the onus was now on the Taliban to respond. “Right now it’s the Taliban leaders… who aren’t residing in Afghanistan, who are the obstacle to a negotiated political settlement,” Wells said. Wells, who is due to hold talks in Pakistan on July 2, said Islamabad needed to do more to squeeze the Taliban and get them to the negotiating table. “Pakistan has an important role to play… but we have not yet seen that sustained and decisive action on the part of Islamabad,” she said. “It’s going to be very hard for us to achieve our objectives… if Pakistan isn’t working with us.”
