A jirga (tribal council) representing Afghan Taliban ‘chief’ Mullah Muhammad Omar reached North Waziristan on May 1 to negotiate the safe release of former Inter-Services Intelligence (ISI) official Colonel Imam, as a tribal peace committee secured the body of another former ISI official Khalid Khawaja, who was found dead on April 30, a pro-Taliban Pakistan Muslim League-Nawaz (PML-N) leader and family members said, reports Daily Times. Kohat-based PML-N leader Javed Paracha revealed a jirga sent by Afghan Taliban leader Mullah Omar had “reached Miranshah” to “secure the release of Colonel Imam” without any preconditions. There was no independent confirmation of Paracha’s claims though. However, the pro-Mullah Omar Haqqani network is very influential in North Waziristan and if the pro-Haqqani local Taliban pressurise the “Asian Tigers”, they would have to release Colonel Imam – described as “very close” to Mullah Omar.

At least 15 militants killed when the jet fighters heavily bombed militant hideouts during Operation Khwakh Ba De Sham (I will see u) in Orakzai Agency of Federally Administered Tribal Areas (FATA) on May 1, reports Daily Times. The jet fighters pounded Taliban hideouts in Kasha and Shakihan areas in Lower Orakzai, killing 11 militants while destroying three hideouts. Seven persons including three Taliban militants were killed and 16 people, including seven Security Forces (SFs), were injured in a suicide blast and a retaliatory clash between SFs and Taliban at a commercial plaza in Mingora city of Swat in Khyber Pakhtunkhwa on May 1, reports Daily Times. Operation Rah-e-Rast (path to truth) in-charge Major General Ashfaq Nadeem told Daily Times, four Taliban had also been killed. He said one of the Taliban blew himself up, while the remaining three were killed during a gunfight with SF. He said seven SF personnel had also been injured. Malakand Deputy Inspector General Qazi Jamilur Rehman confirmed that three civilians were killed when a suicide bomber blew himself up in a commercial plaza. However, according to locals, SFs first surrounded five suicide bombers at the city’s Green Chowk. They said one bomber blew himself up in the plaza, a second was killed by the SFs, while a third managed to flee. They said the SFs arrested the remaining two suicide bombers.

Sources said helicopter gunships shelled Taliban (TTP) hideouts in Kool area of Upper Orakzai, killing eight Taliban militants and injuring 25 others, while three hideouts were also destroyed. Security Forces (SFs) shot dead a young would-be bomber heading towards military vehicles in Bilalabad area near Khar town in Bajaur Agency, reports The News. The sources said that two vehicles of the SFs were being driven from Mamond tehsil (revenue unit) to Bajaur’s headquarters, Khar, when a suspicious man in his early 20s tried to approach the vehicles. However, the soldiers sprayed him with bullets before he could attack them, the sources added. In the firing, the bomber was blown up without harming the SFs or anyone else.

A United States estimates show Central Intelligence Agency (CIA) drone strikes in Pakistan’s tribal areas over the last two years have killed more than 500 militants — a fraction of whom are considered top-tier leaders — and fewer than 30 civilians, US officials said on May 3, according to Daily Times. The number of so-called combatant and non-combatant casualties in the US Government tally is sharply lower than some Pakistani press accounts, which have estimated civilian deaths alone at more than 600. Disclosing a partial tally of drone strikes since the summer of 2008, when the programme was ramped up under former president George W Bush, could help the US intelligence community counter protests from Pakistan and human rights groups about the civilian death toll. Tallies by Reuters and other organizations suggest the death toll since mid-2008 was significantly higher than 500. A Reuter’s count showed nearly 850 people killed in at least 110 strikes since 2008. Of those killed by the drones, roughly 14 are considered by experts to be top-tier leaders of al Qaeda, the Taliban (TTP) or other militant groups, while another two dozen are deemed high-to-mid level leaders. “Just because they’re not big names doesn’t mean they don’t kill. Mehsud threatened to retaliate against the United States within a month for the killing of al-Qaeda militant leaders, in the nine-minute video allegedly made on April 4, after his supposed death on January 14. “The time is very near when our fedayeen (suicide bomber) will attack the American States in the major cities,” said Mehsud, who was seen flanked by two armed and masked men in the video released by the SITE and Intelcenter monitoring groups. The man who took over leadership of the Tehreek-e-Taliban Pakistan group in August 2009, poured scorn on reports of his death, describing them as an “open lie and propaganda by the kuffar (non-believers)”. “InshaAllah (God willing) very soon in some days or a month's time, the Muslim Ummah (world) will see the fruits of most successful attacks of our fedayeen in USA,” Mehsud said. He said the probe sought information on “overseas” terrorist outfits. A second official said the camp was in Waziristan, where the Tehreek-e-Taliban Pakistan (TTP) operates with near impunity. The tape, which has Mir divulging dirt on Khawaja, ostensibly to someone who is going to cross examine him, was first posted by the ‘Let Us Build Pakistan’ blog, and picked up by other online publications, including Café Pyala. It is still unclear who made the tape, with online speculation suggesting that it could be the militants themselves, or even intelligence agencies who released the recording. Whatever the source may be, it is clear that one of the voices on the tape is of Hamid Mir. In the tape, the person on the other end asks Mir for information on Khalid Khawaja. The content of the conversation suggests that this call was made before Khawaja’s execution earlier this month. Mir goes on to detail what he knows about Khawaja’s background, linking him to the Central Intelligence Agency (CIA). At one point, the voice on the other end claims to have abducted Khawaja. A report in Maclean cited an unnamed LeT commander as saying that Shahzad, during his visit to Pakistan in 2006, had visited the LeT’s main base of operations in Dulai, a village situated 25 kilometres away from Muzaffarabad, the capital of PoK. "He was an eager recruit. Very intelligent but also very intense, and driven to make his mark for the sake of Islam," the magazine quoted the LeT commander, as describing Shahzad. The LeT commander, however, denied any direct involvement of his outfit with New York bombing plot. "Shahzad came to us for training. He stayed with us for three months and we provided him with the basics. Then he went back to the U.S," the commander claimed. "After six months, we tried to contact him, but we received no response, not from emails or by telephone. We thought, well, okay, so maybe he’s had a change of heart. We have thousands of recruits who come to us for training. It doesn’t affect us if one of them is lost,’ the magazine quoted the militant leader, as saying. Recalling Shahzad’s attitude during his terror training, the LeT commander said one thing which was most noticeable in him was that he had a strong desire for glory. Police said Maulana Merajuddin and his father Maulana Sirajuddin were on their way home from a mosque after offering the Fajr (morning) prayers when unidentified assailants opened fire at them, causing head injuries to Merajuddin. He succumbed to his injuries while being shifted to a hospital. Maulana Merajuddin gained fame at the end of 2004 when he started mediation between the authorities and the local Taliban. Maldives Government spokesman Mohamed Zuhair said 15 representatives of the Afghan Government and seven Taliban militants met and would meet again over the weekend. However, officials in Kabul said they did not believe any active members of the Taliban were present although some former members of the movement were. Instead, the meeting included members of Hizb-e-Islami, a Taliban-allied insurgent group led by former Prime Minister Gulbuddin Hekmatyar, which sent a delegation to Kabul in March to discuss peace with President Hamid Karzai’s Government. Salman Ashraf Khan studied hotel management in Florida and computer science in Houston, returning to Pakistan in 2001 to take over the family business. ''How can a man who is so much involved in this business be accused of such an activity, which only a wild animal can think about?'' Rana Ashraf Khan said in a telephone interview. ''He might have differences about whatever has been going on in our region for the last 10 or 11 years. Details about the six were released late on May 21, though officials have not said when they were detained. Five were picked up in Islamabad and one is co-owner of a swish catering company that the US embassy said was suspected of ties to terrorist groups. The intelligence official, part of the team questioning the men, cited the two suspects as saying they did not do anything wrong and “proudly” describing Shahzad as their friend. The remarks came in a news conference announcing the arrest of seven people suspected of organising the May 19 suicide attack, in which a suicide bomber drove a minivan full of explosives into a convoy of armoured SUV’s. The sources said the Government and military authorities had made it clear to Hafiz Gul Bahadur and his men to choose between the military operation or expulsion of Mahsud and Punjabi Taliban from North Waziristan. The sources said a committee was later formed which held extensive talks with the Mahsud Taliban to apprise them about the potential danger for the people of North Waziristan due to their presence there. The Taliban Jirga of North Waziristan informed the Mahsud militant commanders about their peace accord with the Government and told them they would not like it to be violated. Hakimullah Mahsud and his deputy Waliur Rahman were reported to have accepted Hafiz Gul Bahadur’s request and decided to leave North Waziristan. “Most of them went to Shaktoi and Makeen in South Waziristan where they had their sanctuaries in the forest-covered mountains. In summer, militants can easily survive in the mountains but the Security Forces might face tough resistance there,” said a Taliban source.

His remarks followed last week’s statement in Geneva by a senior UN official, who said Pakistan was facing a humanitarian funding crisis. “Food and health, clean water supplies and sanitation are at risk because of inadequate funding,” said Martin Mogwanja, UN humanitarian coordinator for Pakistan. In February, the UN appealed for $537 million in emergency funding. To date, it has only received 141 million dollars, or 26 per cent. In light of the budget shortfall, Mogwanja said services will be cut. “Making cuts is very, very difficult because the community we’re trying to serve is a community of IDPs (internally displaced persons) who have left behind everything and who have nothing where they have been displaced,” Mogwanja said. “Survival is the most pressing priority.” Since April of 2009, anti-militant military operations have caused almost 3.5 million Pakistanis to flee their homes, according to the UN. Of that number, nearly 2 million have returned to their communities. That leaves 1.5 million still in need.

Official sources said unidentified men had planted an explosive device in a rickshaw, which was parked on the main intersection of the Airport Road. Two people including the rickshaw driver and a passenger died on the spot and 15 others, including three women and seven children who were on their way to a wedding in a passenger van, were injured. Police officer Mohammad Riaz said that it was possible that the passenger in the rickshaw, who died in the blast, was carrying the bomb, which exploded prematurely. Sources said that the interior minister gave a detailed briefing to the participants on the country’s law and order situation particularly the situation in Balochistan. According to Interior Ministry spokesman, the interior minister said that Government is serious in development and prosperity of Balochistan and for uplift of the Baloch people. 'Aghaze Huqooq-i-Balochistan' package is a proof of Government’s commitment towards the prosperity of Balochistan, he said. The Minister said the Federal Government is working along with the Provincial Government for improving the security situation in the province and all necessary measures would be taken in this regard. However, Maulana Faqir Muhammad, the ‘chief’ of the Taliban (TTP) in Bajaur Agency, denied that Fazlullah had been killed in a gun battle. The US has put Pakistan "on a clock" to launch a new intelligence and counterterrorist offensive against the group, which the White House alleges was behind the Times Square bombing attempt, according to the official. White House national security adviser James Jones and CIA Director Leon Panetta delivered that message to Islamabad, said the official, speaking on condition of anonymity because of the sensitivity of the matter. The high-ranking US delegation presented the Pakistanis with evidence they believe proves that Pakistani-American Faisal Shahzad was trained and funded by the TTP. Shahzad is accused of attempting to ignite what turned out to be a poorly constructed car bomb in Times Square. The evidence also showed that two TTP members escorted Shahzad to a training base in the lawless tribal area of Waziristan, where he received some instruction in how to build explosives, the US official said.

A federal jury convicted Adnan Babar Mirza of two conspiracy counts and seven firearms violations after a three-day trial held in Houston. He faces up to five years in prison on each conspiracy count and 10 years on the weapons counts when he is sentenced on September 10, 2009. Mirza, who remains in federal custody, was one of four men arrested in 2006 for alleged participation in paramilitary training exercises at campsites around the Houston area so they could engage in a “holy war”. Mirza’s attorney, David Adler, told jurors that Mirza went on camping trips but denied they involved paramilitary training exercises. Prosecutor Jim McAlister told jurors that the activities of Mirza and the other three men came to authorities’ attention after another of their friends, James Coates, decided, “things were getting out of hand” and became an FBI informant. Mirza claimed Coates was the one who was militant and promoted violence. An undercover officer taped conversations with Mirza and the other men in which they allegedly talked about ambushing US soldiers and triggering a bomb with a cell phone, according to court documents. FBI Special Agent John McKinley, the prosecution’s first witness, told jurors that Mirza can be heard on the taped conversations talking about sending money to support Taliban families. Prosecutors have said Mirza collected about $900 for Taliban fighters and their families. Mullen, appearing on Fox News Sunday programme, said he was pleased with the increase in Pakistani military success against militants along the Afghan border. The top US military officer, who has travelled extensively to Pakistan, said his focus is on supporting the ally in the fight against militant groups and that US is working to strengthen its relationship with the country. “My focus more than anything else is in support of them,” he stated, when asked if Washington is putting Islamabad or the militant groups operating along the border on notice about taking unilateral action in the event of an attack originating from the area. “Clearly, I mean, we’re very concerned about that part of the world. The Government will eliminate militants from all parts of the country, including southern Punjab, as they have started sneaking into other parts of the country from there and measures are being taken to deal with them, Interior Minister Rehman Malik said on May 30, hinting at a new strategy against militants, reports Daily Times. He was talking to reporters after visiting the Ahmadi community’s worship place in Model Town of Lahore. Minorities’ Minister Shahbaz Bhatti also accompanied him. Answering questions, Malik said 29 religious organisations had been banned and two top groups, the Lashkar-e-Jhangvi (LeJ) and the Jaish-e-Mohammed (JeM), had become a part of the Tehreek-e-Taliban Pakistan (TTP). The minister said more than 44 percent of the country’s madrassas were present in South Punjab. He said they had short-listed names of 1,764 suspects, of which 726 were from South Punjab. He also said a meeting of all Provincial Home Ministers and Inspectors General of Police had been scheduled for the next week to devise a plan against terrorists. Malik said all intelligence and security agencies would work together with Police during operations against terrorists in the future. “The Inter-Services Intelligence and the Federal Investigation Agency may also be asked to help police if need be,” he said while talking to reporters at the Services Hospital where he had gone to inquire after those injured in the Model Town and Garhi Shahu attacks.

Fighter jets bombed militant hideouts in Ghuz Garh, Ghalju, Tali, Tore Kandi and Kasha areas, killing 20 Taliban (TTP) militants and injuring 13 others. At least five people, including a woman, were killed when at least four unidentified militants stormed various wards of Jinnah Hospital in Lahore in Punjab in the night of May 31, reports Daily Times. Reports said the attack was an attempt to free a militant, Muaz, who was under treatment at the hospital after being arrested following May 28’s attacks on an Ahmedis’ prayer facility in Model Town’s C-block. The militants, who were in Police uniform, entered the emergency ward of Jinnah Hospital after killing two security guards and two Police officials manning the main gate. The assailants then entered the emergency ward from three sides firing indiscriminately. The attackers also took several patients, doctors and paramedics hostage. They also disrupted the hospital’s electricity supply system by firing at the power controls. They attempted to get their accomplice released but failed, killing the security personnel guarding Muaz before escaping. Meanwhile, Police contingents also arrived at the hospital, retaliatory fire was started from the militants hiding on various floors of the hospital’s emergency ward. Subsequently, commandos from the Elite Force and armoured vehicles were called in to deal with the situation. Police launched a clearance operation and reportedly arrested two of the terrorists in injured condition.

In a statement issued by the United Nations in Geneva following deadly bombings of May 28 on two places of worship of the Ahmedis in Lahore, the three said the authorities had failed to head off the attacks despite many signs that they were coming. “Members of this (Ahmadi) religious community have faced continuous threats, discrimination and violent attacks in Pakistan,” said the experts, who included human rights lawyer Asma Jahangir. The fact that Ahmedis were officially declared non-Muslims and had been subjected to restrictions and institutionalised discrimination “emboldens opinion makers who wish to fuel hatred and perpetrators of attacks against religious minorities,” the statement declared.
