Police sources said the FC personnel had been deployed to protect Chinese engineers working on the 18 megawatt hydropower project at Nalter. Three officials of the political administration were reportedly shot dead and one Khasadar (personnel of the Levy force) and two other persons were wounded on September 5 in the Miranshah town of North Waziristan. The incident occurred near the Razmak bus-stand when a patrol tried to disarm four armed tribesmen, according to Dawn. North Waziristan Agency’s Political Agent, Tariq Hayat, later announced at a press conference that the security control of Miranshah had been handed over to paramilitary troops who had been ordered to ‘shoot to kill’ any person found carrying weapons in the city. Hayat added that two of the killers, Gul Badshah and Sher Badshah of the Borakhel Wazir sub-tribe, had been arrested.

According to Daily Times, Mufti Mohammad Sabir, a terrorist affiliated to the Harkat-ul-Jehadi-e-Islami (HuJI), was arrested on September 8 for allegedly planting explosives in a car that was used for the May 8, 2002-suicide attack which killed nine French naval technicians and five Pakistanis outside the Sheraton Hotel in Karachi. "We cordoned off a bus terminal in eastern Karachi after intelligence information that a terrorist was about to enter the city for some terror attacks," said Karachi police chief Tariq Jamil. Police seized a pistol, one pound of explosives, two rocket shells, bomb-making material and 250 bullets from his possession.

According to Daily Times, two persons were killed and another sustained injuries during sectarian violence in the Gilgit city of Northern Areas in the Pakistan occupied Kashmir (PoK) on September 8. Pakistan People’s Party Parliamentarians leader and Gilgit Polo Association President, Ramzan Ali Danish, was shot dead on the Airport Road in Gilgit at approximately 7:30pm (PST). In a separate incident, another civilian, Mujeeb, was killed at his residence in the Hassan Market area at about 8:00pm. Further, unidentified assailants shot at and wounded Amir Jan. Elsewhere in the city, three bomb explosions were reported although no one was injured.

A woman bystander was killed and her son sustained injuries in a firing incident involving a vehicle that refused to stop at a military checkpoint in North Waziristan on September 9, according to The News. The three occupants of the car were subsequently arrested. Military sources claimed that they were terrorists who failed to stop despite being waved by the soldiers, broke the barrier and attempted to escape. These sources added that the woman was killed in the cross-firing when the three occupants of the car fired on troops manning the Eisha checkpoint and the latter retaliated. The troops also claimed to have recovered a pistol and a Kalashnikov rifle from the possession of those arrested.

According to The Nation, the Lahore Police foiled a possible terrorist attack by arresting three terrorists from the Lorry Adda Area on September 9. The police also recovered 30 electric detonators, two walkie-talkie sets, some explosive material and an unspecified number of timer devices and hand grenades minutes before the terrorists were to carry out an attack at the busy Lorry Adda locality. The terrorists were identified as Rana Nukhaiz, Amir Iqbal and Asif Saeed, suspected to be part of the outlawed Lashkar-e-Jhangvi (LeJ). "These terrorists having direct links with some defunct religious organisations, are well-trained and experts in producing poisonous gases from chemicals", said police officer Chaudhry Shafqaat Ahmed.

The Chinese-made remote-piloted vehicle was used by the terrorists to spy on army movements and positions in the region, disclosed Hussain. He said the small aircraft had a wide-angle camera underneath its belly to take pictures of targets on the ground. He also showed to journalists sophisticated radio equipment used to transmit instructions to ‘fighters’ in Afghanistan in Darri and Arabic. There were also maps and handwritten notes in Russian, for terrorists from Central Asian republics, passports, including one of a Jordanian national, and a suicide jacket with shoulder straps and trigger hooks, according to Dawn. Representatives of Madrassas (seminaries) in a meeting with Prime Minister Shaukat Aziz on September 23 announced to register their institutions with the Government by December 31. Speaking on behalf of the Ittehad-e-Tanzeemat-e-Madaris-Deenia, a confederacy of seminaries, Mufti Muneeb-ur-Rehman said the matter has been amicably settled and there would be no problem in the registration. "This is not a success or defeat of anyone, but is the success of Pakistan, of religion Islam and a step forward to settle issues amicably without any confrontation and therein lies our national interest," he said. He added that there were around 13,000 seminaries across the country providing education at places where there are no government schools and that all of them would register by December 31. However, Qazi Abdul Rashid, president of the Wafaq-ul-Madaris-ul-Arabia (another confederacy) for Punjab province, said the seminaries would register if the National Assembly and all four provincial assemblies approved the order handed down by President Pervez Musharraf. However, the Interior Minister Aftab Ahmed Khan Sherpao reportedly said he had no information about the arrest and identification of the arrested. Choto was arrested from Motorway near Islamabad while three more LeJ terrorists were arrested from a house in Rawalpindi, according to The News. Choto was on the list of 21 ‘most wanted’ terrorists given to President Pervez Musharraf on July 3, 2004 when he visited Karachi to review the security arrangements following an attack on the Karachi corps commander. At least 40 terrorists and five soldiers were reportedly killed in clashes between security forces (SFs) and the former in the Khatey Kali area of North Waziristan on September 29. The clashes erupted after troops laid a siege to houses in the area after receiving information about the presence of foreign terrorists in the area. The troops soon came under fire from the terrorists who attacked an army convoy which was heading towards Datakhel from Miranshah, headquarters of North Waziristan. According to Dawn, helicopter gun-ships fired rockets on suspected terrorist hideouts following the clashes and that a large number of families were seen leaving the area and moving to safe locations. Sources said that the army also used medium-range artillery and fired shells to dismantle pockets of resistance. Maj. Gen Shaukat Sultan, Army spokesperson, told Daily Times that security forces (SFs) had cordoned off the Khatey Kali area after terrorists attacked paramilitary personnel and soldiers. He also said they had arrested former Taliban ‘commander’ Maulvi Jalaluddin Haqqani’s nephew Ahmed on terrorism charges. Meanwhile, a Jirga (tribal council) was negotiating a temporary truce to let both sides retrieve the dead bodies. Gen Shaukat while confirming that the Jirga was meeting said, "We prefer the militants surrender peacefully and also to ensure that women and children are allowed to leave the cordoned area. The duo was arrested from a house in Rawalpindi hours after the September 24 arrest of Choto. "Information gleaned from Choto led us to the timely arrest of the two men just as they were preparing to launch the attacks," the official told AFP. Federal Interior Minister Aftab Sherpao disclosed on September 30 the deaths of 11 soldiers during two days of fighting in North Waziristan even as helicopter gun-ships continued to bomb villages to flush out terrorists who have been offering stiff resistance to the troops, according to The News. Exact casualty figures were not available due to fighting still continuing in the area. In an interview to BBC Urdu service, Sherpao said six soldiers were killed on September 29 while another five, including an Army Major, died the following day. The minister estimated that 25 to 30 terrorists were also killed in the fighting. The village of Khattay Killay, scene of most of the fighting, has reportedly been evacuated completely due to the intense exchange of gun-fire and the constant threat to life and property.
