Two persons of Pakistani nationality were shot dead by NATO forces in the Bibi Jan area of Helmand Province in Afghanistan which shares a border with the Chagai District of Balochistan on December 1, reports The Express Tribune. Balochistan Levies confirmed the incident saying that the two were shot dead in Helmand while on their way to visit relatives in the Brabcha area of Helmand. According to a spokesperson of the Frontier Corps, the incident of firing took place inside Afghanistan territory.

Pakistan Army on December 5 engaged its 245 operational companies including regular troops and paramilitary wings to maintain law and order during Ashura and the remaining days of the Islamic month of Muharram in security volatile districts and tribal region across Pakistan, The Nation. The operational companies include 122 from the regular Army while those of 123 from the Frontier Corps, Frontier Constabulary and Rangers, Army’s three paramilitary offshoots. As many as 38 Districts have been marked as security sensitive in various parts of the country where the military has deployed troops at brigades and platoons level on the directives of the Government of Pakistan. These Districts include those of 21 in Punjab, six in Gilgit-Baltistan, five each in Sindh and Khyber Pakhtunkhwa and one in Balochistan.

A Hindu trader, identified as Dr Ashok Kumar, was abducted along with his driver and two labourers in Ferozabad area, some 30 kilometres away from Khuzdar District. According to Police, Dr Ashok Kumar was on his way to Naal from Khuzdar in his pickup when a group of armed assailants intercepted him and abducted the all four people at gunpoint. The two labourers, identified as, Muhammad Azam, and Muhammad Yamin, who were later released in Wadh area. The driver, Azad Khan, and Dr Ashok Kumar are still in the captivity of abductors.

As many as 32 oil tankers and 10 containers, carrying fuel and military hardware for NATO forces in Afghanistan, were parked in a terminal on the Airport Road when a group of unidentified militants fired two rockets, followed by intense firing. No casualties have been reported yet. According to official sources, as many as 119 oil tankers and 111 containers carrying fuel and military hardware for NATO forces are parked in different terminals of Quetta for the past 13 days since Pakistan suspended the supply.

At least seven aircraft landed at the Shamsi air base in Balochistan on December 6 to airlift personnel and equipment out of Pakistan, Daily Times reported. “Seven aircraft have landed here since morning,” a local confirmed, adding, “They also set several containers on fire today and we saw its thick flames rising.” “They are evacuating the base, evacuation is in the process,” confirmed an unnamed senior Pakistani Government official in Islamabad. According to sources in the Washuk District, American officials were likely to vacate the airbase on December 8 (today). The United States is evacuating the Shamsi air base following orders from the Pakistan military incensed by a NATO raid on the border that left 24 soldiers dead, officials said. The deadline for the removal of all US personnel and equipment from the base was set for December 11.

Balochistan Government has decided to send back all trucks and tankers carrying oil and goods meant for the NATO troops in Afghanistan back to Karachi for security reasons. A Provincial Government official said that necessary arrangements had been made to send NATO containers and oil tankers under tight security back to Karachi in a couple of days. “Full security will be provided to the convoys of NATO oil tankers and containers from Chaman to Karachi via Khuzdar and Nasirabad districts,” he said. “Over 350 oil tankers and containers are parked at different terminals in Quetta and Chaman,” Balochistan Home Secretary Nasibullah Khan Bazai said.

According to sources, the United States troops deployed at the base are collecting their equipment. “Seven US planes have landed at Shamsi airbase over the past four days and loaded with military equipment and belongings of troops for shifting them to Bagram airbase in Afghanistan,” the sources added. “Most of the US soldiers and other officials have gone to Afghanistan in the past four days,” the sources added further. However, some US army personnel and technical staff were still at the base, removing radars and other sensitive equipment installed on nearby mountains. The evacuation process is expected to be completed in 24 hours. Earlier on December 10, Frontier Corps personnel arrived in Washuk to take control of the Shamsi airbase, reports Dawn.

Frontier Corps Inspector General Major General Ubaidullah Khattak claimed that 90 percent of the Baloch missing persons were involved in criminal activities and had been killed by their own organisations. Addressing a press conference at Frontier Corps Headquarters in Quetta, he said that the Frontier Corps was present in various Districts of Balochistan to maintain law and order. The issue of Balochistan is purely political and it cannot be resolved by force. “If tribal elders and members of civil society ensure peace in the province, then the Frontier Corps will be withdrawn,” he added. Khattak denied the allegations that his force was involved in enforced disappearances of Baloch youth and political activists. Defending the Frontier Corps existence, the Frontier Corps Chief said there had been decline in violence during this year as 1,328 incidents took place while there were 1,425 incidents of violence in 2010.

If steps were not taken immediately to halt the extra-judicial killing of Baloch nationalists and to engage them in a dialogue, then "Balochistan will not remain with you", said Sardar Ataullah Mengal, a senior leader of the Balochistan National Party (BNP). In unusually blunt remarks, Mengal said the violence and killings by SFs had taken "Balochistan to the point of no return" and steps have to be taken to engage youths "who have been driven into the mountains by the army". The bodies of over 200 Baloch activists have been found across the province since 2010. Rights groups have alleged the activists were victims of extra-judicial killings by SFs. However, the Army and Intelligence Agencies have denied these charges. "We love Balochistan and it is a precious part of Pakistan," Mengal said, adding, Those responsible for rights violations and excesses in Balochistan should be held accountable.

Baqar Shah was the witness of the May 17, 2011 Kharotabad incident where five Chechens and Russians were killed by the Police and Frontier Corps. According to initial reports, he received five bullets, all in his head and chest, making the incident instantly fatal. Earlier, a group of armed men tried to abduct him from a roadside, which he resisted. He identified them as Policemen and he used to deal with them on and off while handling medico-legal cases. Senator Haji Lashkari Raisani said “He was receiving threats after compiling post mortem reports.”

At least 14 persons, including women and children, were killed and 35 others got injured in a powerful explosion near the residence of tribal elder Shafiq Mengal, son of former acting Chief Minister and Federal Minister Naseer Mengal on Arbab Karam Khan Road in a suicide attack in Quetta on December 30, reported Daily Times. Baloch Liberation Army (BLA) claimed responsibility for the explosion, saying that it was its first suicide attack. Quetta Police Chief Eshan Mehboob said that Shafiq Mengal and his family were unhurt in the blast.

Five abductors were killed and two Levies personnel got injured during an armed clash in an attempt to rescue four abducted health workers from Malazi and Hailkalzai Basic Health Unit in Pishin District. Those abducted were identified as lady doctor Shenaz, technician Muhammad Asad and workers Noor Shah and Mohabbat Khan. After the Security personnel were informed about the incident the Levies personnel chased the abductors near Barshore and opened fire on them, killing five abductors and arresting another after the armed clash. One Balochistan Levies official said, “The abductors belonged to Waziristan Agency in Federally Administered tribal Areas (FATA) and were taking the hostages to Waziristan via Zhob route”.

On December 30, Jama’at-e-Islami (JeI) leader Asadullah Bhutto, fearing that Balochistan is on the brink of no return, called for “an end to the unannounced military operation and the role of the [Intelligence] Agencies in the province,” reported Express Tribune. The party asked for military leaders, including former President General Pervez Musharraf, to be held accountable in a court of law for the human rights violations in Balochistan. When asked if the situation in Balochistan was bad, JeI Balochistan Chapter leader, Abdul Mateen Akhunzada remarked, “It is not just bad, it has gone far beyond that.” The “makruh and condemnable role” of Security Agencies operating in Balochistan is not the way to developing an understanding, said Akhunzada. Baloch leader, Sardar Ataullah Mengal spoke about the targeted killings of Punjabi settlers in the province. The “protectors of the country” – the Pakistan Army – has become an army for Punjab only, Mengal added. “If a Punjabi is killed, dozens of Baloch youth are taken away by the agencies illegally. People wait for years to hear about their whereabouts and then receive the bullet-riddled bodies of their loved ones. How can there not be a reaction?” He also questioned why the military does not react in a similar manner when people are killed in Karachi. JeI Sindh Chapter leader Mohammad Hussain Mehanti questioned the Chief of Army Staff, General Ashfaq Parvez Kayani, for not fulfilling his promise to withdraw troops from Balochistan.
