The Supreme Court (SC) said on April 6 there was no difference between a human being and animals in Balochistan where mutilated bodies were found on a daily basis, reports Daily Times. “I think I should stay in Quetta for a month,” said Chief Justice Iftikhar Muhammad Chaudhry, as a three-member SC bench resumed the hearing of a case concerning the poor security and human rights situation in Balochistan. Following the chief justice’s directive, Quetta Police produced four of seven ‘missing’ people of the Marri tribe in the court. The seven people were picked up during a raid in Quetta’s Sariab Mill area on March 1 and had been listed ‘missing’ since then. Police, who had earlier been declining having information about the missing persons, produced four of seven people. The four were Hazar Khan, Mazar Khan, Malik Sher and Javed Marri. Justice Chaudhry suspended New Sariab SHO Noor Baksh Mengal for his false statement about the missing persons and directed Police to arrest him. The Chief Justice said he would also suspend the Balochistan IGP if the remaining three missing persons were not produced before the court by April 9. Frontier Corps (FC) Inspector General Major General Ubaidullah Khan Khattak also appeared before the court and rejected charges against his force.

The continuous spilling of blood in sectarian killings in Quetta, the provincial capital of Balochistan, and Gilgit-Baltistan (GB) is a result of failure to address religious intolerance in society, the Human Rights Commission of Pakistan (HRCP) said on April 11, reports Daily Times. In a meeting, the commission said, “HRCP is alarmed by the continuing sectarian bloodshed in Pakistan, particularly in Quetta and GB. The killings demonstrate a disturbing pattern and appear to be part of a well-planned sequence. It has been stated that miscreants from Afghanistan have been involved. That may be one problem, but it certainly is not the only one. The mindless bloodshed that we witness day in and day out is rooted in religious intolerance cultivated by the state.” It also said, “The people are paying the price of indifference with their lives. Rather than wasting time on addressing mere symptoms, the root cause of the problem must be identified and addressed. Instead of living in denial, we must now identify the policies that strengthen extremism and promote faith-based hatred in society. These constitute the single biggest threat to Pakistan.”

Balochistan Chief Minister Nawab Aslam Raisani during a meeting in Quetta on April 15 which reviewed the law and order situation in the province decided to launch a targeted operation against terrorists involved in sectarian and other killings, reports Dawn. The meeting decided that a free hand would be given to the Police and other law-enforcement personnel to deal sternly with the terrorists. The meeting approved both short- and long-term security plans prepared for Quetta by the officials concerned. It also resolved that a committee comprising members of the Provincial Assembly would monitor the implementation of the security plans. Home Secretary Nasibullah Bazai told the meeting that under a security plan Quetta was proposed to be divided into 20 zones. More check posts would be established in and around Quetta.

"So far, we have arrested over 100 suspects, who are being interrogated by a Special Investigation Team to extract information about the perpetrators of target killings, which have claimed about 27 lives during the last 13 days," official sources said. Mohammad Amin Shahidi, Deputy General Secretary of Wahdatul Muslimeen, a Shia organisation, informed the committee that more than 650 Shias in Quetta and 450 in Dera Ismail Khan were targeted and killed recently. He claimed that not a single person was arrested for the killings, adding that few people who were arrested in the aforementioned cases were released on bail. Shahidi said such incidents of lawlessness, hardships in getting justice created frustration among the Shia community, adding that the country’s law and order situation would further deteriorate if the desperate Shias took up arms. The NAHRC was also told that some ‘hidden forces’ were responsible for the killings of Shias in different parts of the country. The committee members agreed that there was no sectarian clash between the Shias and the Sunnis, observing that clerics of both sides agreed to restore peace in Gilgit-Baltistan, Dera Ismail Khan (Khyber Pakhtunkhwa) and Quetta (Balochistan). However, the committee said the law enforcement agencies, Police and intelligence agencies had completely failed to control such incidents and identify the culprits.

According to sources, a Police patrol signalled a vehicle to stop for checking but its driver tried to speed away. Police chased the vehicle and found it in a nearby garden where a shootout took place. Two suspected terrorists were killed and Constable Riaz Ahmed was injured. The Deputy Inspector General (DIG) said Police had seized two pistols, hand-grenades, four 9mm rifles, a large number of bullets, fake number-plates and four Computerised National Identity Cards (CNICs). He claimed the suspects were target killers, adds Daily Times. “They wanted to target some people in Quetta but police’s timely action foiled their attempt,” he added. “We firmly believe they are target killers who had been on some mission. They belong to some extremist group involved in sectarian violence.”
