Non-vaccination of children in the Federally Administered Tribal Areas (FATA) could spoil the anti-polio initiative in Khyber Pakhtunkhwa (KP), Dawn reports on April 4. The immunisation of children through Sehat Ka Insaf programme can’t protect children against poliovirus for long as far as children in FATA would stay without oral polio vaccine (OPV). Two new cases, one each from North Waziristan Agency and Bannu, were recorded on April 2, bringing the total number of nationwide cases to 41. This also worried the authorities in KP, who are carrying out immunisation campaigns. According to the National Institute of Health, Islamabad, Pakistan had recorded only six polio cases till this date in 2013 against 41 this year, which reflects an increase of 900 per cent. Children in KP will remain at risk of polio despite immunisation till the Government makes arrangements to administer OPV to children in North Waziristan and Khyber Agency. The rapid increase in polio cases in 2014 poses a serious challenge to the health authorities and the UN agencies engaged in immunisation campaigns. Of the country’s total tally so far this year (2014), FATA has 33 polio cases, KP six and Sindh one.

A meeting of the Tehreek-e-Taliban Pakistan’s (TPP) Shura (council) was held at an undisclosed place in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on April 11 to decide about extending or ending the ceasefire as United States (US) drones conducted low altitude flights in parts of the tribal region, reported Dawn. At the beginning of peace talks with the Government, the TPP had announced a month-long ceasefire on March 1, 2014. Later, it extended it for 10 days until April 10, 2014, to give peace talks a chance. But no important development has taken place during the 10-day period. According to sources, the Taliban were not satisfied with the negotiations and that some TTP ‘commanders' had reservations over what they perceived as the Government’s ‘non-serious’ attitude to the dialogue. They are said to be insisting on calling off ceasefire. The TTP have presented two conditions for further progress. The first is an immediate release of non-combatant prisoners and the second calls for declaration of a “peace zone” for talks in tribal area where militants can freely move about. Meanwhile, locals said that drones kept hovering over the sky in different areas of Ghulam Khan, Dattakhel, Shawal, Miranshah, Mir Ali and Razmak tehsils (revenue units) of the Agency on April 11. They said that the drones first appeared early in the morning and continued to operate till late in the night.

At least 10 militants were killed in the ongoing infighting in the Tehreek-e-Taliban Pakistan (TTP) in Shawal tehsil (revenue unit) of Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on April 11, reports The Express Tribune. A local security official said that fighting erupted in the night of April 11 when militants belonging to Wali-ur-Rahman Group ambushed a vehicle carrying members of the Hakimullah Group close to the border of North and South Waziristan. All those inside were killed, while the attackers fled the scene. The official confirmed that the dead militants belonged to the Hakimullah Group, which is led by Shehryar Mehsud. According to independent sources, at least 43 militants from both factions have been killed in clashes which erupted on April 6, 2014 in South Waziristan Agency and later escalated to neighbouring North Waziristan Agency and Tank District of Khyber Pakhtunkhwa.

Three Haqqani Network militants were killed and two wounded when a vehicle hit a roadside bomb in the Dattakhel area of North Waziristan Agency on April 11, reports The Express Tribune. A local security official said that the dead belonged to the Haqqani Network and were en route to Dattakhel in a four-wheeler when an Improvised Explosive Device (IED) exploded. A source identified one of the dead victims as Sher Amanullah, a ‘commander’ of the Haqqani Network based in North Waziristan Agency.

The Shura (council) of the Tehreek-e-Taliban Pakistan (TTP) on April 14 met at an unknown location in North Waziristan Agency of Federally Administered Tribal Areas (FATA) to discuss the fate of the peace talks and the extension in ceasefire, reports Dawn. According to sources, key Taliban leaders, including peace committee head Qari Shakeel and Azam Tariq, attended the meeting while the TTP’s 'deputy Ameer' (chief) Khalid Haqqani chaired it. The key issues being discussed during the meeting were the extension of ceasefire and the exchange of non-combatants. Apart from these, infighting among two rival TTP factions was also on the agenda. In a statement issued on April 13, 2014, TTP ‘spokesman’ Shahidullah Shahid said that the differences and clashes between the two groups had been blown out of proportion in the media, adding that these were not of much importance. He had also said that the various groups of the TTP were united and on one page when it came to talks with the Government. However, independent as well as intelligence sources said that the delay over the ceasefire issue was due to internal strife within TTP ranks.

A pamphlet attributed to the Afghan Taliban and distributed in parts of North Waziristan Agency on April 14 confirmed serious differences among the TTP factions and the infighting which has left a number of militants killed on both sides, reports Dawn. The Pashto language Pamphlet, with letter head of Afghan Taliban’s ‘chief’ Mullah Umar, has not only mentioned the conflict among the Mehsud Taliban groups which forms major part of TTP but also appealed to the local tribesmen to pray and resolve the conflict. The pamphlet also appealed to the Taliban groups to play their role in defusing the tension and stopping the infighting between Hakimullah Mehsud group led by Sheryar Mehsud and Khan Said Sajna group, affiliated earlier to Wali-ur-Rehman Mehsud group. The authenticity of the letter, however, could not be verified from the Afghan Taliban.

A Security Force (SF) official was injured when an Improvised Explosive Device (IED) exploded on Ghulam Khan Road near Saidgee checkpost near Miranshah, the headquarters of North Waziristan Agency of Federally Administered Tribal Areas (FATA) on April 15, reports Dawn. Security personnel cordoned off the area and started looking for the suspects. The search continued for about 30 minutes during helicopter gunships attacked suspected militant hideouts. No group claimed responsibility for the blast which took place at a time when the Shura (Council) of the Tehreek-e-Taliban Pakistan (TTP) was meeting to decide the future of peace talks. A Taliban leader said it appeared that some unscrupulous elements were trying to create a misunderstanding between the SFs and the Taliban to derail the peace process.

Federal Government handed over control of KP Province's polio drive to the Army, The News reported on April 18. The campaign has been handed over to the Army per the directive of Prime Minister Mian Muhammad Nawaz Sharif. Previously, medics, the KP Government and KP Police handled the effort. Representatives of the World Health Organisation, the Federal Government and KP met to co-ordinate details of the campaign at Army General Headquarters. They focused on the security of polio teams in troubled areas Further, the recurring polio cases in North Waziristan and no vaccination there since 2012 has prompted the Pakistan Army to extend a helping hand to the Government in eradication of the deadly poliovirus from North and South Waziristan agencies and Bara tehsil of Khyber Agency, reports Dawn. The Army personnel will provide security to health workers to ensure administration of oral polio vaccine to children in the militancy-stricken areas of the Federally Administered Tribal Areas.

As the Government team prepares for another meeting with the Tehreek-e-Taliban Pakistan (TTP), many of the foreign militants based in and around North Waziristan Agency (NWA) of Federally Administered Tribal Areas (FATA) feel they are facing an uncertain future and are not only seeking assurances from their hosts but are also weighing options for moving out to others places, like Afghanistan and Syria, to continue their ‘jihad’, Dawn reports on April 25. This emerged during a series of interviews conducted by Dawn correspondent mainly around NWA, on getting exclusive access to various groups and to some of the most wanted fugitives in the country. “Most of us do not think that the talks would succeed. But if there is give and take from both sides then we fear the Government would try to isolate us. Our hosts did take us into confidence before the talks started, but we feel the government would put them in a tight spot and their options may be limited,” said Azzaam, a senior member of the Islamic Movement of Uzbekistan (IMU). But some of the foreign militants also see the developments as an opportunity. “Jihad is not restricted to a single land. We have the flexibility to move around. At the moment most brothers realise that one of the noblest jihadi fronts is Syria,” said Sheikh Abdul Salam, a Saudi national based in NWA.

According to unnamed Tehreek-e-Taliban Pakistan (TTP) sources, many TTP militants, fearing that a military offensive will finally be launched, have vacated the areas surrounding Mir Ali and Miranshah towns of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) and shifted towards the border with Afghanistan and into the Afghan Provinces where anti-Pakistan elements are strong, reports Daily Times. “Around 6,000 militants, including locals, Uzbeks, Tajiks, Chechen and Turkmens, shifted towards the border with Afghanistan and into the Afghan provinces of Paktia, Paktika, Khost, Nuristan and Kunar,” sources said, adding that nearly 400 fighters have left for jihad in Syria. “While focusing on shifting to safe havens on the border and beyond, the Taliban fighters have also restricted their movement in main towns of NWA. About 4,000 militants, most of them locals, still reside in Mir Ali and Miranshah towns and its suburbs,” sources revealed. The unnamed sources also said that expectations of the militant leaders of talks succeeding are too low. Although the ‘commanders’ of the TTP have not formally refused to call off the dialogue, but they are convinced that it would lead nowhere, and finally a military operation will be imposed on them, the sources said.
