Lieutenant General Asif Yasin Malik on June 1 ruled out an imminent offensive in North Waziristan, contradicting a newspaper report that Pakistan had agreed to assault North Waziristan following pressure from the United States, reports Daily Times. Speaking at a news conference in Mohmand Agency, Lt Gen Asif Yasin Malik, commander of the 11th Corps based in Peshawar, said there was no change in his forces’ posture in the last weeks. “I have no such plans as far as I am concerned,” he told reporters. “We will undertake operations when we want to do it, when it is militarily and otherwise in the national interest to undertake such operations.” “I do not operate on press reports. I get orders from my high command,” he said in response to a question. When asked about the Haqqani network, Malik said, “We are misusing the word ‘network’. It does not become a network if four people sit together somewhere.” In addition, the Government has decided not to carry out an army operation in North Waziristan, the Senate’s Standing Committee on Foreign Affairs was told in its June 1’s meeting. “No such plan has been devised to launch an offensive in North Waziristan,” said the committee’s chairman Senator Salim Saifullah Khan quoting Minister of State for Foreign Affairs Hina Rabbani Khar. But, there was immense pressure on Pakistan from the United States for action against foreign elements present inside the country, said Saifullah. Talking to reporters after the meeting, he said “the committee has proposed that action should be taken against foreign elements if they are present in the Tribal Areas”.

The Government, he said, was not taking dictation from anybody, “but it will take action when its writ is challenged [in North Waziristan]”. “We will decide if there is any need for [an operation in North Waziristan.] We will not meddle unnecessarily,” the premier said. In addition, Prime Minister Yousaf Raza Gilani said the Government was ready to hold dialogue with militants on condition that these elements surrendered themselves to the political agents of their areas, reports Daily Times. Speaking in a live programme “Prime Minister Online”, the prime minister said, “But if they (militants) will challenge writ of the Government, target innocent people and attack cities, public property, installations, Police stations and railways, the Government will take action against them.”

Pakistan Government will "think whether there is any need" for a military operation in North Waziristan and not take dictation from anyone on launching a campaign against militants in North Waziristan whenever its writ is challenged, Prime Minister Yousuf Raza Gilani said on June 2, reports Indian Express. Asked about reports that a military operation is imminent in North Waziristan tribal agency, he said: "We will think whether there is any need for it. We will not interfere in the matter unnecessarily." Later, responding to a question, Gilani said United States (US) drone attacks are unacceptable as they are "against Pakistan's sovereignty, public opinion and the spirit of resolutions passed by Parliament". These attacks are counter-productive as they affect Pakistan's strategy to separate tribesmen from militants.

US missile strikes hit a militant training facility and a suspected vehicle in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on June 8, killing 24 militants, reports Daily Times. At least 20 terrorists were killed when US drone aircraft fired four missiles at a fortress-like terrorist training camp in Zawai Narai area of Shawal tehsil (revenue unit). Sources said that the compound in Shawal tehsil, which lies along the border that separates South and North Waziristan Agency, was run by militants of Hafiz Gul Bahadur, whose loyalists attack in Afghanistan, and was targeted by five US missiles at around 12pm. Shortly afterwards, two more missiles were fired at a vehicle suspected to be carrying militants in a village in South Waziristan about three kilometres away from the site of the first strike. Four militants were killed in the strike on the vehicle.

Jamiat Ulema-e-Islam (Fazl) Chief Maulana Fazlur Rehman on June 12 said that the Pakistan Army will face deadly suicide attacks if it undertakes operations in North Waziristan, reports Times of India. "If Pakistani forces enter North Waziristan, they will face deadly suicide attacks," Maulana Fazlur told reporters in an interaction. The US has been pressuring Pakistan Army to undertake operations in North Waziristan Agency where the Haqqani network carrying out attacks on coalition forces in adjacent Afghanistan is based. Pakistan has been resisting, saying it will itself decide when to carry out any operation in the area. Maulana Fazlur warned the conflict in Afghanistan is spreading into Pakistan and could soon engulf the country, unless steps are taken to halt the spread of violence through a negotiated settlement.

The military is planning to enlist pro-Government tribal elders in a fresh campaign it has devised to flush out al Qaeda militants and its affiliates from North Waziristan, unnamed army officials said. The move is aimed at deflecting growing US pressure for a full-scale offensive against the Haqqani Network. Under the plan, local tribesmen have been urged to form lashkars (tribal militia), to take out ‘hard-core al Qaeda elements and their affiliates’. The idea was not only discussed in the recently held meeting of the corps commanders but was also taken up during discussions between Army chief General Ashfaq Parvez Kayani and CIA chief Leon Panetta. “This strategy has achieved significant results in South Waziristan Agency and now it’s time to apply it in the North,” said the official, who spoke on the condition of anonymity. “We are encouraging pro-Pakistan tribesmen to take on al Qaeda operatives. Tajik, Uzbek and Chechen fighters have found sanctuaries in North Waziristan,” he added. “We will facilitate them (tribesmen) to form tribal lashkars to achieve that goal.”

Hundreds of Islamic scholars in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on June 21 declared suicide bombings unlawful and asked all foreign militants hiding in the area to stop such attacks, reports Indian Express. About 300 religious scholars unanimously agreed on the move to declare suicide attacks as “haram” or forbidden by Islam and condemned all forms of terrorist activities in North Waziristan Agency. The meeting of the prominent 'Ulema' of North Waziristan Agency was held in the Madrassa Nizamia religious school at Eidak, a town in Mir Ali area. The school is a leading and respected institution in North Waziristan. The scholars strongly condemned all those involved in recruiting and training suicide bombers. The meeting warned all foreigners to stop their violent activities as they can only live in North Waziristan peacefully according to local customs.

A senior Tehreek-e-Taliban Pakistan (TTP) ‘commander’, Shakir, who helped train and deploy suicide bombers was shot dead by unidentified assailants at the Qutab Khel area on Bannu- Miranshah road near Miranshah, the headquarter of North Waziristan Agency, in Federally Administered Tribal Agency at around 4:00 pm on June 28, reports The Express Tribune. Sources said that Shakir, a resident of South Waziristan, was riding a motorcycle when unidentified assailants in a vehicle with tinted windows sprayed bullets on him. Shakir was a close aide of TTP’s chief trainer of suicide bombers Qari Hussain and had also served as his spokesperson for some time. Fidayeen-e-Islam, a branch within the TTP, was responsible for training of suicide bombers and was headed by Qari Hussain, famously known as 'Ustad-e-Fedayeen'. According to the Associated Press, Shakir once claimed to a local newspaper that his group had trained more than 1,000 suicide bombers at camps in North Waziristan. Shakir’s name hit headlines last month for issuing threats to Chief Justice of Pakistan (CJP) Iftikhar Mohammad Chaudhry. He had reportedly threatened the CJP with ‘dire consequences’ if he accepted the conviction of the TTP activists who were awarded death sentence by the Lahore High Court for attacking former President Pervez Musharraf.

A Senior United States (US) military officer on June 28 said that Pakistani leaders show no sign of cracking down the Haqqani militants operating from sanctuaries near the Afghan border, despite repeated US requests, reports Indian Express. The US has long demanded Pakistan go after the Haqqani Network in North Waziristan Agency of Federally Administered Tribal Areas (FATA) that has staged attacks on NATO-led forces in Afghanistan. But top officers indicated they did not expect any improvement in Islamabad's cooperation and that Pakistan lacked the will and the resources to move against Haqqani militants. US vice-admiral and the in charge of Special Operations Command, William Mc Raven said, "it is both a capacity issue for the Pakistanis and I think potentially a willingness issue," adding, “The situation in northwest tribal areas is difficult for them to deal with." Lieutenant General John Allen, named as the next commander in Afghanistan, suggested Pakistan was keeping its options open by allowing Haqqani fighters to operate within its borders
