After having been accused by Afghanistan of pushing a power-sharing formula involving the Taliban, the Foreign Office (FO) on July 1 defended Pakistan’s role in Afghanistan and said it always tried to make a positive contribution, reports Dawn. “Pakistan wants to see a peaceful, united, prosperous and stable Afghanistan. To that end Pakistan has been making constructive contributions,” FO spokesman Aizaz Chaudhry said. During a meeting with Afghan Ambassador to Pakistan Umer Daudzai Foreign Affairs and National Security Adviser Sartaj Aziz had proposed a power-sharing formula involving the Taliban and other stakeholders in Afghanistan for ending the war there. The proposal did not go down well with the Afghan Government which was already critical of Pakistan’s involvement with the Taliban.

Hundreds of protesters pelted stones and smashed the windows of vehicles of convoy of Pakistan People’s Party (PPP) chairman Bilawal Bhutto Zardari who has been leading a political rally in Bihar Colony of Lyari Town in Karachi, the provincial capital of Sindh, on July 1, reports The News. At least two PPP workers have been injured in the attack. Bilawal’s convoy remains stuck in the area for half an hour as Police and PPP worker are unable to diffuse the situation. “Under a planned conspiracy, attempts are being made to defame Lyari,” a PPP candidate said. Yousaf Baloch, a central PPP leader, said that the protest was being held by his party's old opponents.

Pakistan Rangers (Sindh) on July 1 rounded up 10 suspects from different parts of Karachi reports The News. A statement issued said that Rangers arrested a suspected target killer affiliated with Lyari gangster from Kharadar area. The accused identified as Muhammad Shahid alias Roold is suspected of involvement in target killings and extortion. Four men allegedly involved in street crimes were arrested from Bilal Colony in a joint operation by Rangers and Police. They were identified as Naveed alias Jamrood, Danish alias Marar, Salman alias Kuku and Yousaf Khan. Rangers also arrested five alleged drug peddlers from the area of Rizvia including Muhammad Akram, Ghulam Rasool alias Ghulami, Shakeel Mazher, Muhammad Rizwan alias Arshad and Numan. Illegal weapons, ammunition and stolen property were also recovered from their possession.

Chief of Army Staff (COAS) General Qamar Javed Bajwa, on July 2, confirmed death sentences of 12 ‘hardcore terrorists’, according to the Inter-Services Public Relations (ISPR), reports Daily Times. The army chief also ratified prison terms awarded to six other convicts, the ISPR said in a statement, adding the convicts were involved in attacks on civilians, armed forces and law enforcement agencies. These terrorists were also involved in an attack on central Imambargah in Parachinar, Kurram Agency, the statement read. The terrorists were also involved in killing of 34 people including 26 civilians, eight armed forces and frontier constabulary personnel, as well as injuring 133 others. Arms and explosives were also recovered from their possession. Meanwhile, six others were awarded life imprisonment. A civilian, Ehsan Ullah, also tried by special military court, was found not guilty and was acquitted.

The Chief of Army Staff (CoAS) General Qamar Javaid Bajwa on July 2 confirmed the death sentences of 12 hardcore terrorists, reports The Nation. According to the Inter-Services Public Relations (ISPR) statement, the terrorists were involved in heinous offences related to terrorism including the killing of innocent civilians, attacking Law Enforcement Agencies and Armed Forces of Pakistan. These terrorists also include those who planned and executed an attack on Markazi Imambargah in Parachinar town of Kurram District in Khyber Pakhtunkhwa. On the whole, the terrorists were involved in the killing of 34 persons including 26 civilians, eight Armed Forces, Frontier Constabulary personnel and injuring 133 others.

A senior Tehreek-e-Taliban Pakistan (TTP) leader Omar Rehman, also known as Ustad Fateh, was killed on July 3 when United States (US) drone targeted a compound n Shultan District of Kunar Province in Afghanistan, reports Daily Times. Sources said Omar Rehman was scheduled to visit the house of a TTP leader Ahmad Swati, when the US drone fired two missiles on the building at 10am. There was no independent confirmation of the report. A source of the Taliban splinter group Jamaat-ul-Ahrar (JuA) also confirmed the drone attack but did not say whether or not it killed the Taliban leader. Fateh, a bomb-making expert, was among the few strong candidates to replace Fazlullah but the TTP leaders elected Mufti Noor Wali alias Abu Mansoor Asim. He was among the senior Taliban commanders, who had dodged thousands of troops in Swat to escape, and later appeared in Afghanistan. He was also associated with Jaish-e-Mohammad and was once arrested in connection with an attack on former President General Pervez Musharraf in 2003.

At least 10 persons were injured in a blast at the election office of a Pakistan Tehreek-i-Insaf (PTI) candidate in Razmak tehsil (revenue unit) of North Waziristan District in Khyber Pakhtunkhwa on July 3, reports Dawn. “A huge explosion happened when I was inaugurating my election office in Razmak city,” Malik Aurangzeb Khan, PTI's candidate from NA-48 in the region bordering Afghanistan. “At least 10 people were injured in the blast,” he said, adding that he could not confirm the nature of the explosion.

TTP spokesperson Ehsanullah Ehsan announced that the TTP would take revenge, blaming Pakistani authorities for sharing information with the American Central Intelligence Agency (CIA) on presence of militant leaders.He said that “the political Government was unable to demonstrate its authority or took any bold and independent decisions”. “We would not like to talk to a Government which is unable to exercise powers against the will of security establishment which is still wielding power and calling shots,” he alleged, adding, “We have not only learnt militancy but we also have attained sufficient political tricks and know well how and when should we sit on the negotiation table”. It was second strike in NWA in two days targeting the Haqqani Network. The TTP claimed that none of the Taliban leaders was killed in the attack which claimed 18 lives. TTP had earlier withdrawn their talk offer after May 29, 2013, missiles attack in South Waziristan Agency (SWA) of FATA in which TTP’s ‘deputy chief’ Waliur Rehman Mehsud was killed. Meanwhile, TTP said that its militants have increased attacks on Security Forces (SFs) to avenge the killing of the Wali-ur-Rehman Mehsud, reports The Express Tribune. TTP spokesperson claimed responsibility for the attack on a check post on July 2 that killed six Frontier Constabulary personnel in Urmar area of Frontier Region (FR) Peshawar, as part of their plan to take revenge. He also claimed injuring 10 more FC personnel but avoided comments on reports that several security men are missing. “We will keep on targeting the security forces during the revenge attacks,” he added.

The blast took place when Haroon Bilour, who was contesting elections from PK-78 constituency, arrived at the site where the ANP workers had gathered for a corner meeting. Bilour suffered serious injuries and was shifted to the hospital where he succumbed to his wounds. Peshawar Capital City Police Officer (CCPO) Qazi Jameel said that more than 30 people were injured in the explosion. Mohammad Khurasani, the spokesperson of Tehreek-i-Taliban Pakistan (TTP) claimed responsibility of the blast. The decisions to ensure effective implementation of the currency regulation regimes and plug administrative lacunas were taken during a meeting held in Q-Block – the seat of the Finance Ministry. The cross-border movement of currency by the UN-designated groups like the Haqqani network, Taliban and criminals were among the four key areas of concerns that became the base for placing Pakistan on the grey list maintained by the FATF. The monitoring report by the International Cooperation Review Group of the Asia Pacific Group listed the cross-border smuggling of the currency as one of four key areas of concerns. The report stated that “terrorist groups operating in Pakistan are able to continue financing themselves with little difficulty”. However, Pakistan denies the allegations.

Among those slain was the candidate for Province Balochistan – 35 (PB -35 (Mastung) Siraj Raisani, whose elder brother Nawab Aslam Raisani had served as the Balochistan Chief Minister (CM) from 2008 to 2013. Provincial Information Minister Malik Khuram Shehzad confirmed the attack was a suicide blast and added that the bomber detonated in the middle of a compound where the political meeting was taking place. Most of the victims were resident of Kanak and Dringarh who had invited Raisani to announce their support for him. “Siraj was attending the corner meeting in Dringarh, was about to step on to the stage to address party workers when the suicide bomber, disguised as a political worker blew himself up,” Mastung District Collector (DC) Qaim Lashari said. According to the bomb disposal squad (BDS), up to 15kg of explosive material was used causing a large number of victims as the corner meeting was packed with people. Islamic State (IS) claimed the responsibility of the attack. Officials said that a truck carrying fresh vegetables and steel scrap had arrived at the border point from Afghanistan and was parked at the customs terminal for customs clearance. The customs staff during examination spotted some arms packed in gunny bags concealed in hidden cavities of the vehicle. Officials said that upon opening of the bags, they found 305 repeater guns which they immediately seized. Rehman said that the commission had received complaints which were contrary to the spirit of elections.“We have serious doubts that elections will be free and fair. Police in Sialkot and Daska registered cases against at least 198 PML-N workers on July 17 after they took out a rally to welcome convicted former PM Nawaz Sharif and his daughter Maryam Nawaz upon their return from London on July 13, reports Dawn. Sialkot Saddar Police booked 175 PML-N workers under Sections 188, 290 and 291 of the Pakistan Penal Code (PPC) on the basis of a report filed by Sub-Inspector Maqsood Ahmed. Daska Saddar Police registered cases against 23 PML-N workers, including Rana Raza, Hashim Butt, and Naeem Butt, the PML-N general secretary in Daska. These men have also been booked for taking out a rally on the Daska-Sialkot Road. Police said that the booked PML-N workers indulged in hate speech against law enforcement agencies when they were halted by them in a bid to maintain the law and order situation there.

KP Inspector General (IG) Mohammad Tahir in an exclusive interview with Dawn on July 19 said that despite the Police department submitting a PKR 369 million election budget proposal to the Provincial Government, only PKR 169m had been released, an amount they believe is insufficient to provide adequate security for the election exercise. IG Mohammad Tahir said that of the 12,069 polling stations in the province, 3,174 had been declared 'highly sensitive', while 4,539 had been accorded 'sensitive' status. He further said that almost 52,000 Police personnel will perform duties on election day. In addition to patrolling, personnel will be deployed at 'highly sensitive' and 'sensitive' polling stations to ensure security and maintain law and order, he added further.

Speaking at the special session of the Senate Standing Committee on Interior, DG ISPR clarified that the Army personnel are only following the Election Commission of Pakistan's instructions. "There were some rumours that army personnel had been issued 'different' orders — this is completely baseless," he said. "We do not have any link with the elections; we are only working on the election commission's directives to improve the law and order situation. We do not have a direct role in polls." Major General Ghafoor then elaborated the election duty assigned to army personnel, saying: "The armed forces have always lent support to civil institutions. The Mastung bombing which took place on July 13 during a corner meeting organised by Mir Siraj Raisani — a Balochistan Awami Party (BAP) candidate for PB-35 (Mastung) — claimed the lives of 149 persons while injuring another 186. DIG Goraya said that the man behind the suicide bombing has been identified as Hafeez Nawaz. He was a resident of Mirpur Sakro, 33 kilometres away from Thatta town of same District in Sindh. The bomber's brother and sister had reportedly moved to Afghanistan two years ago. Convoy of Ali Musa Gilani, son of former Prime Minister Yousaf Raza Gilani, was attacked by unidentified assailants in Mehmoodabad area of Multan city in same District of Punjab on July 20, reports Daily Times. The incident reportedly occurred when the convoy was passing by the house of Union Council Chairman Ejaz Dogar, who belongs to the Pakistan Tehreek-e-Insaf (PTI). All the people remained safe during the firing incident. Punjab Inspector General of Police (IGP) Dr Syed Kaleem Imam said two of the alleged assailants have been arrested and further investigation is underway. Details about the number of polling staff and security personnel - working on July 25 – have been released by the Election Commission of Pakistan (ECP) on July 20, reports The Nation. According to the ECP, 1.6 million electoral staff is set to be deployed on election day. ECP also explained that 449,465 Policemen would be deployed on election day, out of which 202,100 will be posted in Punjab; while 100,500 Policemen will be stationed in Sindh. In Khyber Pakhtunkhwa (KP), 87,269 Policemen will be on duty, according to the ECP. Moreover, 300,071 Army personnel will also have deployed across the country. The notification further states that there will two Army members posted inside the polling station, while two will be posted outside. From the ECP staff, there will be 85,307 presiding officers on duty — one at every polling station — with 510,356 assistant presiding officers and 255,178 polling officers on duty. In Punjab and Islamabad, there will be 48,610 presiding officers with 281,062 assistant presiding officers and 140,534 polling officers on duty. In Sindh, there will be 17,747 presiding officers while there will be 122,204 assistant presiding officers and 61,102 polling officers on duty. KP and the tribal areas will have the services of 14,530 presiding officers, while there will be 83,692 assistant presiding officers and 41,846 polling officers. On the other hand, Balochistan will have 4,420 presiding officers on duty who will be assisted by 23,398 assistant presiding officers and 11,699 polling officers. Joining them will be 131District returning officers (DRO) posted around the country with 272 returning officers (RO) and 600 assistants returning officers (ARO) for National Assembly. Meanwhile, there will be 577 ROs and 1,140 AROs deployed for provincial assembly elections. Overall there will be 2,720 DROs and ROs stationed on duty for the general election.

HRCP chief IA Rehman along with other human rights activists stated and shared the fact-finding survey on curb on freedom of expression in Pakistan. They urged protect the right of television channel and news publication owners to function with dignity and in peace. It stated that the system of issuing ‘press advice’ or press-advice-like ‘instructions’ on the part of state agencies must cease immediately. The USD 50-billion worth China-Pakistan Economic Corridor (CPEC) is understood to have hit a roadblock with many of its projects getting stuck due to a financial crisis at the country's National Highway Authority (NHA), Dawn reported on July 24. The CPEC is the flagship project of China's ambitious Belt and Road Initiative (BRI) and includes a maze of roads and port projects. Once completed, it aims to connect China's largest province Xinjiang with Gwadar port in Balochistan, allowing Beijing access to the Arabian Sea. The contractors have stopped work on several projects of the CPEC after their cheques worth over PKR five billion bounced a couple of days ago. The report said this is the first time that CPEC projects faced such a situation due to financial reasons. Affected projects include Hakla-Dera Ismail Khan, Western Route of CPEC and all sections of Karachi-Lahore Motorway (KLM), report said. "Not only the CPEC projects but local industries related to construction and a large workforce of engineers and labourers have also been hit by the situation," Dawn quoted sources as saying. They said seven packages of Hakla-DIK measuring 400 km roads all projects of KLM have been affected. NHA spokesman Kashif Zaman said the authority issued cheques of PKR five billion on June 29 to the firms against the sanction by the Government. "Cheques worth Rs 1.5 billion were cleared by the same day and the remaining cheques that were deposited the next day could not be cleared," he said. Zaman said the matter had been taken up with the Government and hopefully it would be resolved soon.

Activists of banned outfits have adopted new methods of reconnaissance, transportation of arms and explosives, and carrying out terror acts, Counter-Terrorism Department (CTD) Senior Superintendent of Police (SSP) Junaid Ahmed Shaikh said on July 26, reports Dawn. “The militants now work as drivers, cleaners, guards, cobblers and even garbage collectors in order to conduct reconnaissance and transport arms and explosives,” said SSP Junaid Ahmed Shaikh. The militants have adopted these professions in order to avoid suspicion of area people or law enforcers, added the officer. The CTD has written a letter to Police Stations in the metropolis to keep a vigilant eye on drivers and cleaners of trucks and dumpers, security guards, cobblers and garbage collectors. This emerged during interrogation of three held suspects belonging to the banned Tehreek-i-Taliban Pakistan (TTP) — Mohammed Ilyas, Asmatullah and Noor Wali — whose arrests were shown by the CTD on July 24.

Pakistan Muslim League-Nawaz (PML-N) currently has a total of 63 seats in the Parliament while Pakistan People’s Party (PPP) has 42 seats. The alliance of the religious parties, Muttahida Majis-e-Amal (MMA) were able to get 10 seats in the NA. However, the secular nationalist parties, Balochistan Nationalist Party (BNP) and Muttahida Qaumi Movement (MQM) were able to bag only two seats each. Sindh’s Grand Democratic Alliance (GDA) which was dubbed as a “puppet” alliance by the PPP, after all the commotion has only managed to win 2 seats in the NA. The Awami Muslim League (AML) led by the much controversial Sheikh Rasheed and Pakistan Tehreek-i-Insaniat were also only able to win one seat each. Attended by leaders of various parties, the MPC was chaired by Pakistan Muslim League-Nawaz (PML-N) president Shahbaz Sharif and Muttahida Majlis-i-Amal (MMA) president Maulana Fazlur Rehman. It was held at the Islamabad residence of MMA leader Mian Aslam. "The All Parties Conference has completely rejected the July 25, 2018 elections with consensus," announced Rehman while addressing the media after the PML-N-hosted conference concluded. "We do not consider this election to be the mandate of the public, but a theft of people's mandate." In a reference to the Pakistan Tehreek-i-Insaf (PTI), he said the leaders in attendance do not accept "the majority of those claiming to have won the majority". Rehman said the elected candidates of the parties whose leaders attended the MPC will not take oath. However, he hastened to add that Shahbaz Sharif had requested to be allowed to consult his party over the move first. Meanwhile, the Free and Fair Election Network (FAFEN) said on July 27 that “despite issues with the Result Transmission System (RTS) set in place by the Election Commission of Pakistan (ECP) … Fafen acknowledges significant improvements in the quality of critical electoral processes in the election cycle”, reports Dawn. In a preliminary report released, the network said that more than half of Pakistan’s registered voters went to the polls on July 25, 2018. According to the FAFEN, voter turnout remained 53.3 per cent and the highest turnout of voters was in Punjab, where 59 per cent of registered voters went to the polls in 127 National Assembly constituencies. In Islamabad the turnout was 58.2 per cent, 47.7 per cent was observed in 52 in Sindh, 43.6 per cent in KP and Fata and 39.6 per cent in Balochistan. The network also observed that male turnout was 58.3 per cent, more than 10 per cent higher than the female turnout that remained 47 per cent. The FAFEN said that it deployed a total of 19,683 observers — 13,819 men and 5,846 women — “to oversee voting and counting processes at 72,089 polling stations in the 270 National Assembly constituencies”. The network says that “the election day was better managed and the scale of procedural irregularities during the voting process was relatively low".

Two Police constables were shot dead in Prowa tehsil (revue unit) of Dera Ismail Khan Districton July 31, reports Dawn.Officials said that the constables, identified as Ghulam Abbas and Muhammad Bashir, were riding a motorcycle in an area in the jurisdiction of Prowa Police Station when unidentified assailants open fire on them. They both received bullet injuries and died on the spot.

Two tribal elders Malik Salam Khan and Malik Niaz Khan were shot dead in incident of target killing in Miramshahtown of North Waziristan District in Khyber Pakhtunkhwa on July 31, reports Dawn. Family sources said that Malik Salam Khan and Malik Niaz Khan were going from Tappi Village to Miramshah when their vehicle came under fire.Witnesses said that Malik Salam died on the spot while Malik Niaz was taken to the district headquarters hospital in Miramshah where he died during treatment.
