A Division Bench of the Lahore High Court (LHC), Multan Bench, on February 3 rejected the appeals of two Tehreek-e-Taliban Pakistan (TTP) convicts, identified as Behram Khan alias Sufi Baba and Omar Fidai, who were involved in the bomb blast at Darbar Hazrat Sakhi Sarwar in Dera Ghazi Khan District on April 3, 2011, reports The News. The appellants had filed separate appeals against the Anti Terrorism Court’s (ATC) decision to award death sentence on 105 counts to Behram Khan besides life imprisonment on three counts and 10-year jail on 73 counts. The court had also fined him PKR 129.6 million. Omar Fidai had been awarded life imprisonment on 106 counts and fined PR 129.6 million.

Hearing an appeal against the conviction of slain Punjab Governor Salman Taseer's killer Mumtaz Qadri, a Division Bench of the Islamabad High Court (IHC) on February 3 observed that the case could not be shifted to a military court, as it was an appeal and not trial, reported The News. Qadri had assassinated Taseer on January 4, 2011 in the Kohsar Market, Islamabad, for opposing the blasphemy laws. The legal counsel for Mumtaz Qadri, Khawaja Mohammad Sharif, requested the Court for an early disposal of the case, saying that there were some media reports that the case could be shifted to a military court. “We are the appellate forum, and as per the constitutional amendment, cases can only be transferred from the trial courts,” said Justice Siddiqui.

The Anti-Terrorist Court (ATC) No-I, Rawalpindi, Judge Pervez Ismail Joya while addressing Benazir Bhutto murder case on February 3 ordered Federal Investigation Agency (FIA) to produce Muhammad Ismail, an Inter-Services Intelligence (ISI) official in court who recorded all telephonic conversations of the then TTP leader Baitullah Mehsud and terrorists on December 27, 2007, reports The News. While the National Action Plan (NAP) is being implemented across the country since December 17, 2014, Islamabad Police, in association with Law Enforcement agencies, have so far arrested 1,999 people and booked them in 1,610 cases in connection with four recently promulgated ordinances in provincial capital Lahore, reports Dawn. However, 1,163 cases in four categories are pending with the courts. According to details, Police conducted 744 joint search (combing) operations in 1,050 localities, registered cases against 91 people and quizzed 93,421 others from December 17, 2014 to February 2, 2015. 52 cases have been registered under Foreign Act, Arms Act and Control of Narcotic Substance Act during the period. Official statistics further show Police arrested 688 people and registered 555 cases against them under the Punjab Sound Systems (Regulation) Ordinance 2015 with 458 cases pending with courts; held 865 people in 601 cases under the Punjab Information of Temporary Resident Ordinance 2015 with 471 cases pending with courts; and apprehended 446 people in 449 cases under the Punjab Arms (Amendments) Ordinance 2015 from January 9, 2015 to February 2, 2015 with 244 cases pending with courts.

While addressing a press conference at the Punjab Assembly on February 13 the Provincial Home Minister Colonel (retired) Shuja Khanzada said that of the estimated 12,000 madrassas in Punjab, nearly half of them are unregistered, reported Dawn. He said that over 170 teams were working to document unregistered seminaries, in collaboration between the Counter-Terrorism Department and the Punjab Information Technology Board. The government initiates a registration campaign along with biometric registration of Afghans in the Province. “About 2,000 madrassas were registered in the Province over the past few days,” he added. He said that “1, 000 systems will be commissioned in the next few days, and data will be directly transferred to the national database.” The government is working on bringing changes in the curriculum as well, Khanzada added. Out of the 1,400 foreign students present in Punjab, the Home Minister said visas of 498 students had expired, and their cases will be taken up with the Federal Ministry of Interior and the Foreign Office, and that these students may be deported soon. Further on the question of military courts he said that as many as 40 high profile cases have been referred to military courts by the Punjab Government, which are due to become functional within a month’s time. “Military courts would become operational soon,” he said, adding that he expected they will be functional within this month.

A senior Pakistan Institute of Medical Sciences (PIMS) doctor, Dr Shahid Nawaz, succumbed to his injuries after being shot in the head outside the VIP ward of the Institute in Islamabad on February 14, reports The Express Tribune. He was the head of the hospital’s cardiology unit. The two attackers escaped from the hospital unhindered. It was the second targeted attack at the hospital in three weeks. Earlier on January 23, 2015, a nursing student was shot on the premises.

According to details, the polio vaccination members, including a lady health visitor Razia Batool and vaccinator Naseem Abbas, knocked at the door of one Ubaid to administer anti-polio drops to his children. Tehreek-e-Taliban Pakistan-Jama'at-ul-Ahrar (TTP-JuA) 'spokesperson' Ehsanullah Ehsan claimed responsibility for the attack. Inspector General (IG) Punjab Police Mushtaq Sukhera said that the target of the attack was Police Lines. He added, "Ever since operation Zarb-e-Azb began the army has been taking action against militants... and this was perhaps in reaction to that."

At least four Shias were killed and six others were injured when a suicide bomber blew himself up during evening prayers at the mosque in Qasr-e-Sakina Imambargah (Shia place of commemoration) located on Kurri Road in New Shakrial area of Rawalpindi District on February 18, reported Daily Times. The suicide attack was followed by gun and grenade attack. The blast occurred when suicide bomber blew himself up after security officials stopped him from entering the Imambargah. Jundullah, a splinter group of Tehreek-e-Taliban Pakistan (TTP), claimed responsibility for the attack. Speaking from an unknown location, the ‘spokesman’ of the group Fagad said that the blast was a reaction to operation Zarb-e-Azb in North Waziristan Agency. Majlis Wahdat-e-Muslimeen (MWM) leader Asghar Askari criticised the Government and alleged that it was colluding with militants. "This is the fourth attack [on the Shia community]; this Government is a murderous and terrorist Government. We have been lifting bodies due to them," he said, adding that the Punjab Government has given support to these terrorists. In an appeal to Army chief General Raheel Sharif he said, "Zarb-e-Azb should be spread to the whole of Punjab." Meanwhile, the initial investigative report of the February 17, 2015 Police Line blast in Lahore District submitted by Inspector General (IG) Punjab Mushtaq Sukhera and Punjab Home Minister Shuja Khanzada to Punjab Chief Minister Shahbaz Sharif on February 18, revealed that “the bomber intended to attack a police van or a top police official”, reports The Express Tribune. As per the investigative report, the bomber and his accomplices inspected the site of the blast hours before the explosion. The Provincial Police Chief confirmed the Police Lines was the intended target. “The bomber wanted to enter the Police Lines but exploded prematurely,” IG Mushtaq said.

Ali Gilani was abducted on May 2, 2013 during an election rally in Multan District. Shahbaz Taseer was abducted on August 26, 2011 from Lahore District. Khanzada said the Government was doing its best to secure the safe release of both Gilani and Taseer. He informed the House that 95 per cent of cases of abduction for ransom were being conducted by suspects from Khyber Pakhtunkhwa.

He added that a list of these students has been sent to the Federal Government. “It’s a high-time to end terrorism. It’s now or never.
