Following the incident, as at least 35 more persons were killed and more than 125 were injured in incidents of violence that broke out in various areas in response to the killing. Around three-dozen vehicles and several shops were set ablaze, while massive traffic jams were witnessed at almost all major thoroughfares of the city. Liaquatabad Town Superintendent of Police (SP) Waqar Mallan told Daily Times that Police recovered empty shells of a 9mm pistol and an SMG from the crime scene. The SP added that the culprits arrived at the mosque on two motorcycles and a white-coloured car.

Interior Minister Rehman Malik said that a joint committee comprising officials from the Inter-Services Intelligence (ISI), the Intelligence Bureau (IB), the Federal Investigation Agency (FIA), Rangers and Police had been constituted to restore peace in Karachi, where target killings claimed scores of lives. Rehman Malik said to reporters at the Parliament House that in October 2009 a terrorist named Muhammad Shakeel aka Shakeel Barmi and Iqbal Doctor was arrested, who confessed to have planned an attack on Raza Haider earlier. “We had informed him (Raza Haider) to be vigilant, provided him four persons for security and urged him to avoid public places,” Malik said. He added that Barmi revealed that he had gone to South Waziristan Agency where he met TTP suicide attack mastermind Qari Hussain, who promised to provide him with two suicide bombers to accomplish his nefarious designs. The minister said another accomplice of Barmi was nabbed two months back who substantiated the fact that it was a network. Rehman Malik accused Sipah-e-Sahaba Pakistan (SSP) and TTP of involvement in the killing of Raza Haider, describing the killing of Raza Haider as an ulterior motive of the group to create a rift between Awami National Party (ANP) and MQM.

Suspicion falls on terrorists of banned outfits, who have executed killings recently on sectarian grounds,” said Raja Umar Khattab, an officer of the Special Investigation Unit. Police backed by Rangers picked up some 100 suspects from different city areas in connection with the assassination of MQM lawmaker Syed Raza Haider. The 100 suspects also included 20 men who were arrested in connection with their alleged association with the banned outfit LeJ as investigators suspected their involvement in the murder of Haider. However, the probe team investigating the murder stated that the incident was a case of sectarian killing.

The Police on August 3 arrested several suspects for alleged links to the Lashkar-e-Jhangvi (LeJ) as investigators suspected their involvement in the murder of Mohajir Quami Movement (MQM) Member of Provincial Assembly (MPA) Raza Haider, reports Daily Times. Investigators probing Haider’s murder case suspected LeJ’s involvement with reference to the confessions of five alleged LeJ activists who were arrested by the Crime Investigation Department (CID) on October 28, 2009 from the Orangi Town locality. CID officials said during interrogation these men including their leader Shakeel Burmi had confessed of monitoring the movement of various MQM leaders including Raza Haider, Manzar Imam, Liaquatabad Town Nazim Osama Qadri, Haider Abbas Rizvi and some police officials. Sources said, “Keeping in view these confessions, we have started the investigation to probe the case and in this regard, we have detained around 18 suspects from Orangi Town and its surrounding areas,” and added, “We might get some useful leads from them.” CID (Operations) SSP Fayyaz Khan said that the investigations have revealed the involvement of the same group in the killing of the MPA. The group led by Abid Mehsud and Fazal Mehsud has been involved in various terror activities in Karachi and linked to the Tehreek-e-Taliban Pakistan (TTP) dispatching cadres from Waziristan in different cities to carry out their mission, he added. The officer said, “Their group members were killed in a house at Baldia Town when they were planning for a terror activity in the city and accidentally the explosives blew up.” He added, “Some more members of this group were killed in Baldia Town, when a CID team raided the house to recover NATO supplier Shaukat Afridi. LeJ Karachi commander Raheemullah was also nabbed in the operation.”

The Karachi Police and the Intelligence Bureau is investigating the role of a top leader of the Tehreek-e-Taliban Pakistan (TTP), Qari Muhammad Zafar alias Ustad-e-Fidayeen, in the assassination of MQM leader Raza Haider on August 2. Zafar, who is on the US State Department’s “wanted-list”, has head money of $ five million and he is also believed to be behind the bombing at the US Consulate on March 2, 2006. An investigator who has followed Qari Zafar told Daily Times, “So important is Qari Zafar to the TTP that they faked his death so he could work in peace – he runs Hakeemullah Mehsud’s Karachi Chapter and has hundreds of operatives working for him in the city”. On February 24 2010, a US drone targeted a vehicle and a compound run by the Haqqanis at Dargi Mandi near North Waziristan, and claimed that Qari Zafar had been killed in the attack. As it turned out, the TTP faked Zafar’s death and the TTP leader is also believed to be behind the Ashura procession attack and the Nishtar Park bombing in Karachi. Zafar is a senior leader of the Fidayeen-e-Islam, an alliance between the TTP and anti-Shia Lashkar-e-Jhangvi and Jaish-e-Muhammad. The group was based in South Waziristan and has moved to North Waziristan only recently. Sources say that the LeJ is being single-handedly led by Zafar, who has become a trusted member of al Qaeda thanks to Qari Hussain Mehsud – a close aide of Hakeemullah Mehsud. “The worst part is that Zafar is a Karachiite of Pashtun origin, so he knows the ball game,” one investigator told Daily Times.

Law enforcement agencies have decided to use satellite imaging and real-time intelligence for the first time to pin-point the outfits involved in firing from roof-tops and other hide-outs in troubled areas of the city. Federal Interior Minister Rehman Malik presided over a high-level meeting in which security planners chalked out a comprehensive plan to restore peace in the city, as tension prevails in ethnic dominated areas. The security agencies decided to reinforce paramilitary forces in the troubled areas of Orangi to control extremist elements, while the FC was called to support the Rangers. Malik said “none of the terrorists would be spared and made it clear that the local leadership involved in any criminal or targeted killing incident would be arrested without discrimination.”

The strategy chalked out to halt the bloodshed in Orangi Town of Karachi in Sindh failed, while people accused Security Forces (SFs) for fuelling ethnic violence, Daily Times reported on August 8. Orangi Town with a population of over two million suffered the most in the turmoil as law enforcers were unable to restore the law and order and even failed to reopen all three routes including Banaras, Metrovil and Kati Pahari, connecting the town with the rest of the city. The decision for deploying the Frontier Constabulary (FC) in Orangi Town was termed discriminatory by the inhabitants, who said that forces already deployed were reluctant to take action against the criminal posts on the hilltops surrounding the town. Shaukat Hussain, a resident said armed assailants roaming across Qasba, Aligarh and other areas of Orangi Town were fearlessly intercepting and tortured people if found from a rival ethnic group. Angry residents of the area question the sanity of the removal of pickets and said, “The law enforcement agencies need to form the pickets again. We do not know why each time these pickets are removed despite the information that many terrorists including the Taliban could be present on these hills. Is it meant that the government wants to fan ethnic violence by giving them leverage over the people living in the foothills, as the majority of the law enforcers posted belong to only one particular ethnicity?”

A Shia person, Zakir Hussain (24), was shot dead by unidentified assailants riding a motorcycle in sectarian attack near the Madni Mosque in the Tariq Road area of Karachi in Sindh on August 11, according to Daily Times. The deceased hailed from Gilgit and worked at an Iranian tea store, Ferozabad Station House Officer (SHO) Rao Zaheer said, adding that he had come to Karachi four years ago. Two Shia men have been shot dead in targeted killings within 24 hours and in the remits of the same police station, raising fears that the city could witness a spree of ‘sectarian’ targeted killings.

August 13 reported that there is a massive conspiracy to destabilise Karachi, Pakistan’s only economic hub by jihadi (holy warrior) outfits which only recently decided to regroup and reorganise themselves to launch a series of high-profile killings and bomb blasts. Previously, Daily Times reported that the assassination of an MQM legislator, Raza Haider, was the work of Qari Zafar of the Tehreek-e-Taliban Pakistan (TTP) which resulted in killing of more than 95 persons in various targeted killings and organised attacks in Karachi. Al-Qaeda presence in Karachi was confirmed which was upset with the counter-terrorism moves by the Government. Only recently, a drone attack killed one of their top commanders and number three, Mustafa Abu al-Yazid aka al-Masri. Interestingly, for a precision attack on a certain target anywhere, a SIM-like chip has to be fixed at the spot for the missile from the drone to hit the target, which could only be possible if someone fixed that chip. Central Intelligence Agency (CIA) operational panel rallies up which leads to the conclusion that Inter Services Intelligence (ISI) who already has a vast network of operatives and assets inside Federally Administered Tribal Areas (FATA) is closely working with its American counterpart to "hound and destroy" at least, al-Qaeda in Pakistan.

The "Quetta Shura" which consists of the top leadership of the Afghan Taliban, headed by Mulla Omar, from an unknown place in Pakistan and whose at least nine out of 18 leaders had been arrested to this date, has cut ties with al Qaeda, leaving al Qaeda and Arab militants inside Pakistan no choice other than to join the TTP. According to various counter-terrorism officials who spoke to Daily Times confirmed that "there’s a plan which was revealed by the recently-captured terrorists to launch a 26/11 Mumbai style fidayeen attack similar to ones happening in Lahore inside Karachi". Another plan which is being discussed is to target the second-tier leadership of the Muttahida Qaumi Movement (MQM), the Awami National Party (ANP), the Sunni Tehreek and the Pakistan Peoples Party (PPP) at the same time to create "fitnaa" (anarchy) which is so much embedded in al-Qaeda’s ideology to provoke sentiments.

Sources reported that more than 300 hardliners and their mentors from various parts of the country have gathered across the provincial metropolis, acquiring houses in Afghan and Pashtun populated localities, sources told Daily Times, adding that several high-profile hardliners are also hiding in posh localities across the city. Intelligence personnel have informed Police high-ups that more than 100 individuals belonging to six different terrorist outfits entered the city and set up their residences in the past few months. “Due to the floods, a large number of hardliners also migrated to the provincial metropolis from Khyber Pakhtunkhwa, Sindh and from southern Punjab,” the sources said. The intelligence reports said that there are numerous Afghan nationals living across Islamabad, posing themselves as “Pakistani Pakhtoon” and “surprisingly” most of them also have Computerised National Identity Cards (CNICs). “These Afghan nationals facilitate terrorists through their contacts and widespread business, and allow no one except Afghans to enter their inner circle,” the intelligence reports added. The intelligence reports declared the scrap market in Misri Shah in Lahore as the safest hub for hardliners across the provincial metropolis.

With the country reeling from the devastation of the worst floods in its history, President Asif Zardari warned on August 16 that if the political leadership failed to lead the nation, extremists and militants could step in to fill the vacuum, reports Dawn. Speaking at a dinner hosted in honour of the editors of prominent national dailies at the Presidency, Asif Zardari said the political leadership should not be afraid of leading the nation even if in doing so they attract criticism. Though the challenge thrown up by the natural calamity is unprecedented, the President voiced confidence that the whole nation along with all political groupings could rise together to overcome it. Briefing editors on the catastrophe, the president said that 71 Districts throughout the country had been hit by floods, including 24 in Khyber-Pakhtunkhwa, 19 in Sindh, eight in Punjab, seven in Azad Kashmir, seven in Gilgit-Baltistan and six in Balochistan. Close to 1,400 people have been killed, over 720,000 houses destroyed and over 1.2 million people adversely affected. Khyber-Pakhtunkhwa has suffered the most followed by Punjab and Sindh. Referring to United Nations (UN) Chief Ban Ki-Moon’s visit, Zardari said that the UN chief has himself witnessed the extent of damage to life, property and infrastructure during a tour of the flood affected areas. “He assured us of all-out support on behalf of the UN to cope with the catastrophe,” he added.
