Liberation Tigers of Tamil Eelam (LTTE) in an alleged statement on December 1 denied that they had any link to the assassination of India's former Prime Minister Rajiv Gandhi in May 1991, reports Colombo Page. In the statement, LTTE had allegedly claimed that they didn't have anything to do with former PM Rajiv Gandhi's assassination and had no intentions of conspiring or attacking India. The alleged letter from LTTE has been signed by their Political Wing representative Kurburan Guruswami and Legal Wing representative Lathan Chandralingam. The statement has claimed "The LTTE never intended to demolish the leadership of India nor attack India. We never turned our guns toward any person or leader who was not part of Sri Lanka. We never planned any attack against any non-Sri Lankan leader. We never developed any action against any national leader of India. Sri Lankan government along with other countries conspired against and linked us to Rajiv's assassination."

Prime Minister Mahinda Rajapaksa in a lengthy statement issued on December 2 said that the only way to restore stability to a destabilized democracy will be through a general election, reports Colombo Page. Rajapaksa said according to the country's constitution, sovereign power is vested with the people, not the parliament and emphasized that this power is being implemented through universal suffrage. Explaining the powers vested in President Maithripala Sirisena by the constitution to dissolve parliament, PM Rajapaksa noted that in the gazette notification dated 09 November 2018 issued by the President in accordance with the provisions of the Constitution and the Parliamentary Elections Act, dates had been fixed to call for nominations from the 19th to the 26th November, to hold the poll on the 5th January 2019, and for the new Parliament to meet for the first time on the January 17.

Sri Lanka's Court of Appeal, on December 3, issued an interim order restraining Prime Minister (PM), Mahinda Rajapaksa and the Cabinet of the purported Government from functioning until the petition is heard on 12th December, reports Colombo Page.Two judge-bench of Chairman of the Appeals Court Preethi Padman Surasena and Justice Arjun Obeysekera issued the verdict after considering submissions on the Quo Warranto Writ filed by 122 Members of Parliament, challenging the authority of Mahinda Rajapaksa to hold office as Prime Minister. The court has issued notices to respondents to appear before the court on 12 December 2018.In issuing the interim order, the Court said irreversible damage could be caused if persons not entitled to do so sit as PM and cabinet of Ministers. Parliamentarians of United National Party (UNP), Janatha Vimukthi Peramuna (JVP, People's Liberation Front) and Tamil National Alliance (TNA)on 23 November filed a Writ of Quo Warranto in the Court of Appeal challenging Mahinda Rajapaksa on continuing to hold the office of Prime Minister after a no confidence motion had been passed in Parliament against him. Mahinda Rajapaksa and 48 others have been cited as respondents in the case.

Sri Lanka's controversially-appointed Prime Minister Mahinda Rajapaksa on December 4 filed a petition in Supreme Court (SC) against the Appeal Court's interim injunction that restrained him and his cabinet from functioning in the respective posts, reports Colombo Page. The appeal seeks an order to allow the functioning of the Cabinet until the conclusion of the hearing of the petition filed on the dissolution of Parliament. The petition cites 122 parliamentarians of the United National Party (UNP), TNA, JVP, SLMC and ACMC, who filed the petition in the Court of Appeal, as respondents. The Court of Appeal on December 3 issued an interim order restraining Mahinda Rajapaksa and the Cabinet of the purported Government appointed by President Maithripala Sirisena last month from functioning until the petition is heard on December 12. Parliamentarians of UNP, JVP and TNA on November 23 filed a Writ of Quo Warranto in the Court of Appeal challenging Mahinda Rajapaksa on continuing to hold the office of Prime Minister after a no confidence motion had been passed in Parliament against him. Mahinda Rajapaksa in his petition told the apex court that the restraining order issued by the Court of Appeal is in violation of the constitution and pointed out that the Court of Appeal has no jurisdiction to issue such orders.

Speaker Karu Jayasuriya on December 5 adjourned the Parliament until 1:00 p.m. of December 12, reports Colombo Page. The majority party of Sri Lanka Parliament, United National Party (UNP) decided not to proceed with a motion that was entered in the Order Book and supposed to be taken for vote when the Parliament convened in the morning. The motion signed by 7 UNP parliamentarians proposes to the President to take further actions in terms of Article 48 (2) of the Constitution in accordance with the decisions made by the Parliament during the recent past, including the no-confidence motions against Mahinda Rajapaksa and his purported cabinet. JVP MP Vijitha Herath said there was no point in proceeding with another no-confidence against Mahinda Rajapaksa after the Court of Appeal on Monday upheld that the November 14 no-trust resolution against Rajapaksa was valid. Accordingly, the JVP decided to hold the adjournment debate in Parliament. Following the adjournment debate, the Speaker adjourned the Parliament. Although the leaders of all parties representing the Parliament had been invited to participate in the meeting, the leaders of the United People's Freedom Alliance (UPFA) did not participate.

President Maithripala Sirisena on December 6 in a statement said he is committed to bring changes to certain provisions of 19th Amendment which has resulted in political issues, reports Colombo Page. The President's statement follows the call by his Prime Minister appointee Mahinda Rajapaksa's party, Sri Lanka Podujana Peramuna (SLPP) for abolishing the 19th Amendment, which was brought by the National Unity Government (NUG) under Sirisena and ousted Prime Minister Ranil Wickremesinghe to curtail the powers of executive and grant more powers to the legislature. The amendment has given the Sri Lankan society a host of positive results, including the establishment of Independent Commissions and the strengthening of the democratic institution. It is a real victory for the people of Sri Lanka who value democracy and it is essential for our motherland to be taken to the modern era. Therefore, if there are procedural weaknesses in the 19th amendment, it must be amended. The President is committed to further strengthening its core values and democratic substance. The announcement states that the amendments related to the issues that are politically problematic will be instituted by parliamentary procedures.

President Maithripala Sirisena has openly admitted that his Prime Minister appointee Mahinda Rajapaksa has attempted to bribe parliamentarians to show majority in the House and said that the current crisis is a result of his failure to gather 113 MPs, reports Colombo Page on December 8. In an interview with Daily Mirror, President Sirisena said he believes that Mahinda Rajapaksa couldn't show majority because MPs demanded millions as high as SLR 500 million to crossover. "I heard some bargained themselves for sums as high as Rs 500 million. Mr. Mahinda Rajapaksa could not gather the majority because of such high price tags quoted by the MPs, if not for that, he could have gotten the majority. United People's Freedom Alliance (UPFA), the party backing the Sirisena-Rajapaksa government boycotted the parliamentary sittings. The verdict was delivered by a seven-judge bench headed by the Chief Justice, seven weeks after President Maithripala Sirisena plunged the country into an unprecedented political crisis. President Sirisena set off the crisis when he sacked the Prime Minister Ranil Wickremesinghe and appointed Mahinda Rajapaksa to the post on October 26 and formed a new cabinet. A three-judge bench on November 13 issued an interim order staying operation of the Gazette proclamation issued by the President dissolving the Parliament until December 7. According to a senior military official this extent of private and state land had been released until November 25, 2018. Since 2009, the military has occupied 25202.88 acres of land from Jaffna, 25948.49 acres in Kilinochchi, 11911.18 acres in Mullaitivu, 2302.30 acres in Mannar, 7331.47 acres in Vavuniya, 1859.65 acres in Trincomalee, 1592.29 acres in Batticaloa, and 8375.58 acres in Ampara. Among the released lands are 22496.09 acres in Jaffna district, 24396.29 acres in Kilinochchi, 7126.69 acres in Mullaitivu, 885.74 acres in Mannar, 6250.24 acres in Vavuniya, 98.18 acres in Trincomalee, 1040.54 acres in Batticaloa, and 7460.82 acres in Ampara. Security Forces Headquarters-Jaffna (SFHQ-J) in Jaffna is scheduled to release another 263.55 acres of land before December 31 in a manner that will not be a threat to the national security, according to military sources. The UNP managed to get the Vote on Account passed in Parliament with 102 votes to six. The main Opposition United People’s Freedom Alliance (UPFA) was absent at the time of voting. The Tamil National Alliance (TNA) voted for it along with the UNP. However, 15 MPs belonging to the UNP as the governing party were absent during the vote. In the event of a defeat of the annual budget or the Vote on Account, the Cabinet stands dissolved. The Government passed this Vote on Account outlining its expenditure for the first quarter of the next year. The Government is planning to present a fully-fledged budget in April.

The CC recommended these two names out of those submitted by the President on October 25.Instead of appointing them, the President has referred two other names - K.K. Wickremesinghe and Deepali Wijesundara – to the CC for approval to be appointed as the Supreme Court judges. Meanwhile, the President had refrained from appointing Judge K.P. Fernando to the Court of Appeal despite being recommended by the CC.The CC which met on December 21 decided to stick to its recommendations despite the President’s refusal to appoint them and it refused to consider another nominee by the President to the post of the President of the Court of Appeal.The CC is ten-member body chaired by Speaker Karu Jayasuriya.
