In his confessional statement to Police, ULFA-I militant Lakhyajit Moran alias Moina alias Tushar who was arrested in Tinsukia District on October 16, said the outfit is attempting to win back public support. Moran is now in judicial custody.

The NIA has initiated the process to gather relevant information to seek the extradition of Dr Abhijit Asom, ‘chairman’ of the Independent faction of United Liberation Front of Asom (ULFA-I), who is believed to be living in the United Kingdom (UK), reports The Assam Tribune on November 4. Highly placed official sources said that all the relevant information about the ULFA-I ‘chairman’ would have to be gathered before seeking his extradition and the process of doing that has started. Sources said that the first step would be to get the real identity of the ULFA-I ‘chairman’ with enough documentary evidence. Sources said that according to information available with the security agencies, a UK-based Assamese doctor, Dr Mukul Hazarika is the ULFA-I ‘chairman’ Dr Abhijit Asom. But that has to be established with adequate documentary evidence before seeking his extradition from the UK. However, ULFA-I has always been claiming that Dr Mukul Hazarika and Dr Abhijit Asom are two different persons.

Assam Chief Minister Tarun Gogoi on November 6 said that Islamic militants and Maoists are active in the state but his Government was keeping a strict vigil on their activities, reports Business Standard. "Islamic outfits, Maoists and all other insurgent organisations are trying to create trouble in the state but we are vigilant," Gogoi said. He asserted that containing insurgency was the "single-most achievement of my three terms in office but there are several forces trying to destabilise the state and its development". Gogoi claimed that militant groups like IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and Independent faction of United Liberation Front of Asom (ULFA-I) have been considerably weakened with most of its top leaders either eliminated or captured. "The outfits, earlier active in the state, have been thoroughly marginalised and now they are trying to merge together and organise themselves," he said.

Assam Director General of Police Khagen Sarma on November 7 said that jihadis are posing serious threat to the north eastern region, reports The Shillong Times. “Jihadis are posing serious threat to the north east. As fundamentalist groups are more dangerous than other outfits we have been monitoring the matter very seriously and taking every possible initiative to combat the threat,” Sarma said. He also urged Independent faction of United Liberation Front of Asom (ULFA-I) ‘commander-in-chief’ Paresh Baruah to come forward to join the mainstream as there is no example in the world where war or terrorism has resulted in anything positive. “Baruah’s process will not solve any problem of the region and he should come forward for talks,” he added.

the ULFA-I on November 7 sought China's 'friendship' to help attain 'sovereignty' in Assam for the first time, reports The Times of India. ULFA-I ‘chairman’, Abhizeet Asom, who the National Investigation Agency (NIA) believes to be a London-based general practitioner named Mukul Hazarika, said in a statement on November 7, "China is our next-door neighbour. Despite Indian occupation of Nan Zang (south Tibet), China is trying to maintain status quo for the sake of peaceful coexistence. At the same time, it remains ambivalent on the plight of indigenous Assam, except occasional voicing by Chinese citizen in support of Assam's legitimate claim in print," the militant leader said. Referring to the 1962 India-China war, the ULFA-I leader said the People's Liberation Army had not set foot on Assam soil and he is amazed at China's respect for Assam. "Since then, I have been observing China closely and, in my best judgment, I have not seen any enmity towards Assam yet. In absence of enmity, building friendship should be easy. But, without taking a first step, there won't be any progress. The watershed moment has arrived for indigenous Assam to prompt us to build that friendship with China with confidence. We sincerely hope that China will put forward the hand of friendship towards Assam without hesitation." The militant leader said his outfit had taken note of the fifth All India Tibet Support Group meeting in the state on November 2 and 3. However, the NIA has summoned the ULFA-I ‘chairman’ in September, 2015 and will soon approach the British Government for information on Hazarika.

The ‘commander-in-chief’ of the Independent faction of United Liberation Front of Asom (ULFA-I), Paresh Baruah on November 18 said that “he, too, would join the ongoing peace process provided 'Assam's sovereignty' is on the agenda”, reports The Times of India. Speaking from an undisclosed location, Baruah said, "We are not concerned with the outcome of the talks the pro-talks faction is having with the Indian government. Our objective remains the same and is known to the people of Assam. I cannot betray my organization. We will come only if the government spells out in clear terms that sovereignty will be discussed." Baruah refused to comment on arrested ULFA chief Anup Chetia switching sides, saying that the ‘general secretary’ has not yet expressed his decision. "He is in custody of the Indian government and till he is set free, he can never think and speak independently." Baruah also said, "After spending 17 years in jail in Bangladesh, Chetia was an international subject and now he is caught in a political tangle in India." However, the report adds that, Chetia is expected to join the next round of peace talks with the Centre and the State Government in New Delhi on November 24.

In a statement issued on the occasion of the banned outfit's 'protest day', it said, "Therefore, the indigenous Assam must be alert of duplicity prevailing in accepting the guest into your home and then letting that guest take over your home and you ending up under the open sky. Assam belongs to her legitimate indigenous people. If the indigenous Assam has to survive, there is no alternative than to expel permanently all the outsiders whatever their creed or nationality be." The ULFA-I added that Indian policy-makers have put in place a nefarious design to turn the indigenous population into a minority and then wipe out all non-tribal and tribal locals to accommodate people of Bangladeshi origin. The outfit criticized the Centre's recent notification granting shelter to non-Muslim migrants from Bangladesh and Pakistan. The outfit said the Assam Accord had sold out the state. "When handful of immature student leaders decided to sign the Assam Accord with the yearning of getting a permanent solution and safeguarding the future of Assam, in making a place for themselves in the mainstream Indian political scene, they simply sold Assam and her people the second time after the 1947 sellout," said the statement signed by ULFA-I ‘chairman’ Dr. Abhijit Asom.

Suspected militants belonging to Independent faction of United Liberation Front of Asom (ULFA-I) fired indiscriminately upon the workers of a stone quarry at Namrup in Dibrugarh District, leaving two Hindi speaking persons seriously injured on November 30, reports The New Indian Express. The attack brought back memories of past attacks on people speaking Hindi and evoked widespread outrage across the State. According to official sources, a group of five masked militants swooped down on the quarry and fired indiscriminately using sophisticated weapons. Two of the workers, Gopal Shah and Sanjay Bharti, who sustained grievous injuries, were rushed to Hospital in Dibrugarh. Their condition was stated to be critical. The attackers fled after the incident. In an email sent to media houses on December 1, ULFA-I claimed responsibility for the attack, adds The Telegraph. Arunudoy Asom, a leader of the outfit warned "Indians" to cooperate with them or quit Assam. It blamed the "lack of cooperation by certain business institutions established by Indians for occurrence of such unfortunate incidents.”Time and again we have been calling upon these foreign economic migrants and Indian people who are continuing commercial activities in Western South East Asia (WESEA) either to cooperate with the liberation struggle of the sons of the soil or to quit Asom," the statement said. "Their defiance has forced us to these extremes," the statement added. However, Security Forces (SFs) also suspect that the outfit carried out the attack with the help of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants. The site is 10km from Tirap District of Arunachal Pradesh, known to be an NSCN-K stronghold.
