Assam Police are pressing for help from neighbouring Bhutan and Myanmar to arrest top leaders of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), reports The Times of India. The ‘chairman’ of NDFB-IKS IK Songbijit, is suspected to have fled to Myanmar, his close associate G Bidai and other top leaders are believed to be in Bhutan. Sources said Bidai, the mastermind of December 23 massacre was last seen somewhere near Thimphu in Bhutan. Minister of state for Home affairs Kiren Rijiju recently said in Parliament that till February 28 this year, 214 cadres of NDFB-IKS have been arrested. Earlier, Security Forces had claimed that the outfit has a total strength of about 270 members. The Security Source further added that "Due to intensified operations against the outfit in Sonitpur, Udalguri and Kokrajhar Districts, NDFB-IKS militants are now trying to seek refuge in Golaghat District in Assam and Dimapur in Nagaland.

The two-month deadline given by the Central Government to the Police and Security Forces to “finish off” the NDFB-IKS has expired, but the Union Ministry of Home Affairs (UMHA) has made it clear that there would be no relaxing of the operations till the top leaders of the outfit fall in the security net, reports The Assam Tribune on March 8. . “It may seem that the operations have slowed down, but it is not a fact. The forces on the ground are still operating in the areas where the militants can be hiding and on its part, the Centre is closely monitoring the situation. All the forces are sending weekly reports on their achievements to the MHA. The MHA has twice reviewed the performance of the forces and such reviews would continue,” sources added.

Security Forces (SFs) arrested five militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) from three different areas in Gohpur subdivision of Sonitpur District on March 11, reports The Shillong Times. He said the militants were taking shelter at three different places, Tenga Bari, Balijan and Kokila, under Gohpur Police Station. The militants were identified as Goydl Goyari, Casakro Brahma, Jimmy Basumatary, Edison Narjari and Tomil Narjari. SFs also recovered two pistols, four magazines and two grenades from the arrested militants.

Government of India (GoI) is unlikely to extend cease-fire (CF) with the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) as it finds the top leaders of the outfit did not care about Nagas in India, provides shelter to anti-Indian insurgent groups in its domain and also “happily settled in Myanmar”, reported Nagaland Post on March 13. The year-long cease-fire agreement with the NSCN-K is scheduled to expire on April 29, 2015. Sources said that the Union Government has been “extremely unhappy” over the inordinate delay in reaching a final settlement to the 17-year long marathon peace talks with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). It was in this context, that the Union Ministry of Home Affairs (MHA) was likely to reject any more extension of cease-fire agreement with NSCN-K. GoI also believed to be upset over a report that other insurgent groups such as Peoples liberation Army (PLA), IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), Independent faction of United Liberation Front of Asom (ULFA-I) and National Liberation Front of Tripura (NLFT) leader Biswamohan were “getting shelter and allowed to roam freely in the Khaplang domain in Myanmar.” A senior intelligence official stated that in India they roam freely under garb of cease-fire agreement and at the same time hobnob with anti-Indian terrorists in Myanmar. This dubious role can’t be allowed any more. This Government means business and it will not allow any such misadventure.” Apex student’s body of the Lotha community, Kyong Students’ Union (KSU), has apprised the Deputy Commissioner, Wokha, to devise a pro-active and pragmatic policy with regard to Inner Line Permit (ILP) to control influx of illegal immigrants in the District, reports Nagaland Post on March 13.

Extortion demands in the northern part of Sonitpur District by different armed groups, including Bodo and Adivasi militant groups, remains rampant in spite of the ongoing Counter-insurgency operations in the District, reports The Assam Tribune on March 22. Militant formations like IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), All Adivasi National Liberation army (AANLA), Adivasi Cobra Military of Assam (ACMA), Birsa Commando Force (BCF), etc remain active in the area. Recently, the chairman of the Eastern Zone chapter of the All India MES (Army) Contractors’ Association, Rajesh Singh and a forest official, Gopal Deka, received two demand notes for huge amounts of money by the AANLA militants under the ‘leadership’ of one Dipen Nayak, adds the report. Rajesh Singh further alleged that many of them had to oblige as the police and the AANLA militants have a nexus.

Hussain informed the House that eight militant organizations are active in the state as on date – IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) , Independent faction of United Liberation Front of Asom (ULFA-I), Karbi People’s Liberation Tigers (KPLT), Kamatapur Liberation organisation (KLO), Harkat-ul Mujahideen (HuM-Assam unit), Muslim United Liberation Tigers of Assam (MULTA), Communist Party of India-Maoist (CPI-Maoist) and Jama'atul Mujahideen Bangladesh (JMB) As many as 13 militant groups have declared Suspension of Operation which include Pro Talks Faction of NDFB (NDFB-PTF), Ranjan Daimary faction of NDFB (NDFB-RD), Pro Talks Faction of ULFA (ULFA-PTF), All Adivasi National Liberation army (AANLA) etc. Among the eight active organizations, NDFB-IKS has about 250-270 cadres, followed by ULFA-I with 240 cadres and MULTA with 140 cadres. The remaining five outfits have cadre strength ranging from 70 to 20. As many as 6082 violent incidents have been perpetrated by these eight active outfits in the state since 1991 to present, of which ULFA has carried out highest 3632 incidents, followed by NDFB with 2231 incidents. As many as 2059 arms have been recovered from these eight outfits since 1991, of which 1376 belonged to ULFA and 561 to NDFB. No arms belonging to JMB have been recovered yet. Hussain further informed that as many as 19, 939 leaders and cadres of these eight outfits have been arrested since 1991 till date, with the ULFA accounting for the highest number (14982) of arrests, followed by NDFB’s 4059. No cadre or leader of HuM has been arrested yet.

The DGP pointed out that the department had taken the allegation made by the Member of Legislative Assembly (MLA) Padma Hazarika seriously and the officer in charge of Chariduar Police Station in Sonitpur District had already been removed from his post. The DGP also said that IK Songbijit faction of NDFB (NDFB-IKS) ultras might try to disrupt forthcoming polls in Bodoland Territorial Autonomous Council (BTC). The opposition MLA informed that the militants of the NDFB-RD which is now in truce mode with the Government of India, have demanded ‘monthly tax’ from villagers from Bogijulee village under Chariduar Police Station which prompted the villagers to lay siege to the same Police Station on March 22, 2015.

Government has extended Armed Forces Special Powers Act (AFSPA) to almost the entire State of Arunachal Pradesh, citing a serious law and order situation in all Districts of the State which border Assam, reports The Sangai Express. As per a new notification issued by Union Home Ministry (UMHA) on March 27 by its Joint Secretary Shambu Singh, all Districts of Arunachal Pradesh bordering the State of Assam have been declared as "disturbed area" under Section 3 of AFSPA for next one year. The new notification says IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) have now set up their General Headquarters and training camp in Taga, Myanmar and is reportedly contemplating to find out a new route for arms transshipment from Myanmar via Changlang District. The notification also adds that there is presence of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Khaplang faction of NSCN (NSCN-K), Independent faction of United Liberation Front of Asom (ULFA-I), Kamtapur Liberation Organisation (KLO), Manipur Peoples Liberation Front (MPLF) along the Assam-Arunachal border and Kanglei Yawol Kanna Lup (KYKL), United Liberation Front of Asom (ULFA) , People’s Liberation Army (PLA) and Kangleipak Communist Party (KCP) are helping NDFB-IKS, ULFA-I and KLO movement of men, material, infiltration and exfilaration. The notification further adds that "The left-wing extremism is silently trying to infiltrate into the State as it is found to be mostly active in areas of Dhemaji and Tinsukia Districts in Assam bordering with the Lower Dibang and Lohit District of Arunachal Pradesh."

Assam is the worst sufferer of human casualties in terror attacks among all Indian states. In 2014, Assam accounted for 168 deaths in 246 insurgency incidents. As many as 144 deaths were at the hands of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS). A security official stated that "The focus on the northeast, though emphasized by this government, has been far behind both the emotional and physical investments the Centre has made in Left Wing Extremism (LWE) and J&K over the years. It took massacre of over 80 people in Assam last year for government to launch an offensive against NDFB-IKS In a matter of weeks the outfit has been significantly weakened. No one is asking what stopped the Government from doing so earlier." Of the 40 deaths recorded due to insurgency in the state in 2013, 16 were in NDFB-IKS attacks. Comparatively United Liberation Front of Assam (ULFA) claimed just three lives while Karbi People's Liberation Tigers (KPLT) killed 12. According to Government Data, in the last three years (up to February 28, 2015) insurgent outfits in Assam have killed 242 people including 14 security personnel.

Wangtin participated in the Cease Fire meeting with the Government of India (GoI) representatives in Dimapur, reports The Assam Tribune. In a statement NSCN-K stated that ‘chairman and president’ of NSCN-K has expelled ‘kilonser’ (minister) Wangtin Naga and ‘kilonser’ Tikhak from both the ‘party’ and the ‘government’. The Telegraph further adds that sources state that the "expelled" leaders accused of toeing the "Indian government's" line, are likely to enter into a ceasefire agreement with GoI under a different name shortly. The outfit may represent "eastern Nagaland". Also GoI will now talk only to rebels who are on the Indian side. The new faction will ostensibly be led by Wangtin Naga. GoI also intends to "seal" the border with Myanmar to prevent hit-and-run attacks by NSCN-K. NSCN-K’s Khaplang's rival factions may help Security Forces (SFs) in this and this may have a larger implication as there are routes in Nagaland dominated by NSCN-K which were used by other groups for transit such as Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of National Socialist Council of Nagaland (NDFB-IKS) and valley-based groups of Manipur. Khaplang has sheltered all these groups in Myanmar where he holds sway over a huge territory where Yangon hardly has any administration. The ‘military commander’ of NSCN-K Niki Sumi, is with Khaplang.

Two of the extremists Brim Basumatary alias Belashi and Superior Basumatary alias Maniraj were involved in the massacre of over 80 Adivasis, Biswanath Chariali Police District Superintendent of Police (SP) M D Ray said. Over 250 militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) have been apprehended, and four killed, in an operation launched by the Unified Command (UC) after the Adivasi massacre in the State on December 23, 2014, reports Times of India. The forces have also recovered huge cache of arms and ammunition. State Agriculture Minister Rakibul Hussain, on behalf of Chief Minister Tarun Gogoi, informed the house in a written reply that the UC has seized 78 assorted weapons belonging to NDFB-IKS, which include 13 AK-56 rifles, five AK-47 rifles, an SLR, an M16 rifle, a Chinese rifle, an M22 rifle, a .303 rifle, an AK semi-automatic rifle, three HK33 rifles and an INSAS rifle. The findings also include two M20 pistol, 16 7.65 mm pistols, four 7.62 pistols, two .22 pistols, one Mark 30 pistol, nine 9mm pistols, three 65 mm pistols and seven handmade guns. Hussain said three of the NDFB-IKS cadres have been nabbed in Kerala and another three in Nagaland. "At present, there are just a few NDFB-IKS militants at large and the search is on, inside and outside the state," the Minister added. The UC is also simultaneously searching for illegal weapons in the Bodo areas and has recovered 21 such assorted weapons, 168 rounds of ammunition, six grenades, seven detonators and two crude bombs from cadres of various other outfits in and around Bodoland Territorial Area District (BTAD).
