Chhattisgarh Chief Minister (CM) Vishnu Deo Sai stated on March 3 that the 'double-engine' government of Chhattisgarh will vigorously combat the Communist Party of India-Maoist (CPI-Maoist) in the state and eliminate the insurgents, amidst a recent surge in Maoist attacks in Bastar division of the state, reports The Times of India. The Chief Minister, during his address to the media in Jashpur, said, "Through infrastructure development initiatives such as roads, water, electricity, and connectivity, we are transforming villages once under the sway of Maoism, with the goal of permanently eradicating the insurgency. Maoists oppose the government's welfare schemes and hinder development efforts in Bastar. The state government is establishing base camps in remote Maoist-affected areas of Bastar to extend development initiatives. Although these proactive measures have drawn opposition from the Maoists, the state government remains steadfast in its commitment to eradicate them."

Six Communist Party of India-Maoist (CPI-Maoist) cadres, including a woman cadre with a reward of INR 100,000 on her head, were arrested from two places in Bijapur District of Chhattisgarh on March 3, reports Outlook. Woman Maoist Ram Bai was arrested from a forest near Jarpalli village under Pamed Police Station limits by the local Police, 204 battalion of Commando Battalion for Resolute Action (CoBRA), and 151 battalion of CRPF, Bijapur Superintendent of Police (SP) Jitendra Kumar Yadav said. "The team was out on an anti-Naxal operation in the Jarpalli and Aempur areas. Ram Bai is the president of the Maoist front organisation Kamlapur Krantikari Adivasi Mahila Sangathan (KAMS) and has a reward of Rs 1 lakh on her head. We seized the cooker bomb, detonating cord, and pamphlets related to the Maoists' tactical counter offensive campaign (TCOC) from her," the SP said. Five Maoists were arrested in a separate operation from Jangla, Yadav said. "Hadma Madkami, Ramesh Awalam alias Bojja, Kumaru Lekam alias Mahru, Maddaram Podiyam, and Bomda Kuhrami were apprehended from the forest of Kotrapal when a team of District Reserve Guard and local police were out on road opening and area domination activities," he said. Two cooker bombs, two tiffin bombs, two detonators, etc. were seized from the ultras, who confessed they planned to plant an Improvised Explosive Device (IED) to target Security Forces (SFs), the SP informed.

The National Investigation Agency (NIA) took over the probe into approximately eight cases of violence associated with the Communist Party of India-Maoist (CPI-Maoist), including the January ambush on a Central Reserve Police Force (CRPF) camp in Bijapur District, an Improvised Explosive Device (IED) blast in Kanker, and the killing of Bharatiya Janata Party (BJP) leader Ratan Dubey in Narayanpur District of Chhattisgarh, reports Hindustan Times on March 8. A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with security personnel, and a Bastar Fighters trooper suffered serious injuries in an Improvised Explosive Device (IED) explosion in Bijapur District of Chhattisgarh on March 11, reports The Indian Express. An encounter took place between Maoists and Security Forces (SFs) in a forest area between Purangel village under Kirandul Police Station limits and Peediya village under Gangalur Police Station limits, which is a border area, around 8 a.m. During search operations, an unidentified body of a Maoist was found. While conducting search operations around 2.30 pm near Mutavendi camp pass, constable Ramu Korsa of the Bastar Fighters accidentally stepped on a pressure IED connection, triggering a blast. He sustained injuries to his legs and is said to be in a stable condition.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sudhakar alias Undam (55), wanted in more than 100 cases, including murder and abduction, and carrying a reward of INR 800,000, was arrested in Bijapur District of Chhattisgarh on March 12, reports The Week. Sudhakar, who was active as a ‘divisional committee member (DCM)’ of Maoists, was arrested in a forest between Gundam and Puvarti villages during an operation by security personnel on Tuesday (March 12), an official said. Warrants in at least 108 Maoist-related cases, including murder, attempts to murder, and abductions, were pending against him at different Police Stations in Bijapur District, the official said. A native of Gaganpalli village in Basaguda area, Sudhakar joined the outlawed CPI-Maoist as a PLGA (People's Liberation Guerilla Army) member in 1996 and then served in various capacities. He led the supply team of the ‘West Bastar Division’ of Maoists between 2006 and 2008, he said.

A 44-year-old woman sustained a gunshot injury during a gunfight between Security Forces and cadres of the Communist Party of India-Maoist (CPI-Maoist) in the forests near Bodga village in Bijapur District of Chhattisgarh on March 13, reports Hindustan Times. “The operation, involving the police’s District Reserve Guard (DRG) and Special Task Force (STF), was launched following inputs about the presence of members of the Bhairamgarh area committee of Naxalites in the area,” a senior police officer said. The officer said during the search operations after the gunfight ended, security personnel spotted a tribal woman identified as Rahe Oyam (44) lying injured. It is suspected that she sustained bullet injuries in the gunfight.

Sodhi Sukka (45) and his wife Sodhi Sukki (37), who were active in the Kistaram area committee of Maoists, turned themselves in before senior Police officials, citing disappointment with the “hollow” and “inhuman” Maoist ideology, Sukma Superintendent of Police (SP) Kiran G Chavan said. “Sukka was inducted into the outlawed outfit in 2001 and has worked in various capacities. He was the head of Dandakaranya Adivasi Kisan Mazdoor Sangthan (DAKMS), a frontal wing of the CPI-Maoist in the Kistaram area committee of Maoists,” the official said. He was allegedly involved in incidents of murder, Improvised Explosive Device (IED) blasts targeting Security Forces (SFs) and attacks on security personnel, he said. Committee ‘spokesperson’ Vikalp, in a statement released to the media, said the Maoists were always ready for ‘peace talks’ for the welfare of the suppressed sections and to establish peace. He made it clear that if the government creates an amicable environment, they will come forward for peace talks. He stated that Chhattisgarh Deputy Chief Minister Vijay Sharma was issuing statements on the government’s keenness to hold ‘peace talks’ with Maoists. But he could not come clear on the DSZC’s concerns and the measures conducive for ‘peace talks’. Vikalp wanted the government to stop alleged fake encounters, militarisation of tribal hamlets to confine armed forces to barracks for six months and to establish new Police camps in the villages for the talks to happen. He also asked intellectuals, journalist community, labour, women and people’s organisations and other concerned sections to put pressure on Chhattisgarh government to create a harmonious situation for the ‘peace talks’. An eighteen-year-old youth injured in an Improvised Explosive Device (IED) blast planted by Communist Party of India-Maoist (CPI-Maoist) cadres on March 11, who was held hostage by Maoists in forests for 17 days, was released in the Bijapur district of Chhattisgarh on March 31, reports The Times of India. According to Bijapur police, the victim, Guddu Lekam, from village Kachilwar, mistakenly stepped on a pressure IED bomb planted by Maoists to target Security Forces (SFs). Guddu had gone to neighbouring Telangana state, and while returning, he got injured near Naimed on the night of March 11. While he lay injured on the ground alone, he was spotted by Maoists, who took him to the forest and held him hostage, giving him some indigenous treatment. He remained in the confinement for 17 days, the Police said, adding that he somehow sent a word to his family about his condition and location. The worried family members went to the forests of Itawar and convinced the Maoists for his release.
