Social media accounts linked to known supporters of Islamic State (IS) have claimed that another Indian has died fighting for the jihadi group in its stronghold of Raqqa in Syria, reports The Indian Express on April 9. One such Twitter handle - @mukminSharia - identified the Indian on April 7 as Abdul Rahman. Another handle - @magnetgas16 - claimed that he (Abdul Rahman) was the third Indian to die fighting for the group. IS supporters have also posted a photograph, purportedly of Rahman standing alone on a rocky hillside. “2 Indian in IS Performed martyrdom operation 1 is abu Abdullah Al hindi and 2nd Abu Uthman al hindi. 3rd was killed. May ALLAH accept them # IS,” tweeted @magnetgas16, at 10.24 pm on April 7. Security agencies believe that this handle is being operated by one of the four youths from Thane (Maharashtra) who went to Iraq last year to fight for IS. One of them, Areeb Majeed, returned to India in November 2014.

India on April 10 urged the speedy conclusion of an extradition treaty and the setting of a joint working group to deal with the challenges posed by terrorism and extremism with Morocco, according to livemint.com. Anil Wadhwa, Secretary (east) of the Ministry of External Affairs (MEA), sought closer cooperation through pacts like Mutual Legal Assistance in Criminal Matters. “The creeping forward march of terrorist outfits like the Islamic State [IS] in the Maghreb and Sahel regions cannot be arrested and reversed with a merely security approach,” Wadhwa said. “It is important to recognize that the Islamic State seeks to capture the hearts and minds of the vulnerable sections of the population which makes it imperative for us to pose an ideological challenge by emphasising plurality and diversity, religious tolerance and moderation—values that both India and Morocco subscribe to,” Wadhwa said.

Mumbai Police is probing an e-mail threat to Reserve Bank of India (RBI) Governor Raghuram Rajan, allegedly made by an unidentified person with possible links to the terror outfit Islamic State (IS), Hindustan Times reports on April 16. Rajan received the e-mail in his official account from a gmail ID 'isis583848' last month. The email account "was being accessed from 10 different countries" including Australia, Italy, US, Nigeria, Poland, Germany, Hong Kong and Ukraine. Mumbai Police Commissioner Rakesh Maria, who confirmed the development, said, "We have received a complaint that a threat email was sent to the RBI governor. The e-mail also contained the name of ISIS. We are not taking this lightly and all efforts are being made to trace the culprits."

On April 15, five people from Madhya Pradesh arrested from the town of Ratlam were part of an Islamic State (IS) -linked jihad cell planning strikes in India, reports Indian Express. Imran Khan Muhammad Sharif, the leader of the five accused is alleged to have been recruited online by an Indian jihadist he knew as “Yusuf” — code, investigators say, for Karnataka-born Muhammad Shafi Armar, a fugitive Indian Mujahideen (IM) operative now leading group of Indians fighting with the IS. In voice-over-internet and chat conversations recovered by investigators, police allege, Khan sought help from Armar on how to build explosive devices, procure weapons, and select targets for attack. He was advised, Police say, to record each operation — in line with standard IS online propaganda tactics. Fuller details on the conversations, sources close to the investigation said, are expected to become available after the Central Forensic Science Laboratory completes analysis of Khan’s computer. Khan’s passport shows he made five subsequent visits to Dubai, and one to Saudi Arabia, after terminating his studies in search, his family says, of work. However, none of the visits seem to have yielded offers of durable employment. In testimony to Police, Khan said he had joined Ahl al-Suffah (men of the platform), an Islamic proselytising and charity group, in 2012. Led by local resident Amjad Khan, Ahl al-Suffah became active after the pre-election communal riots in Muzaffarnagar (Uttar Pradesh), working to distribute relief among Muslim victims of the violence. Muhammad Shafi Armar’s brother, Muhammad Sultan Armar, was killed in combat near the Syrian town of Kobane in March, fighting with IS forces attempting to take the city from Kurdish control. However, investigators claim Imran Khan managed to persuade four other members of Ahl al-Suffah to join him: Wasim Khan, Mohammad Rizwan, Anwar and Mazhar. Imran Khan, Police allege, made his first contact with “Yusuf”, while trawling pro-IS Facebook pages run by IS supporters in India, as well as Islamist discussions forums. In August, 2014 Sultan Armar had appeared online in a video released by the breakaway IM faction, Tawhid-ul-Ansar, calling on Muslims to join it at training camps in the Pakistan-Afghanistan borderlands. Later, Indian jihadists in Tawhid al-Ansar made their way to Syria, where they formed a group called Ansar-ul-Tawhid fil’Bilad al-Sham The Times of India adds that the IS linked terror module was being persuaded by its Syria-based handlers to target Bharatiya Janata Party (BJP) and Rashtriya Swayamsevak Sangh (RSS) leaders, apart from Police officers, outside Madhya Pradesh. Sources in the intelligence agencies said the five-member group had, on the instructions of one Yusuf-Al-Hindi, acquired two pistols and learnt how to assemble Improvised Explosive Devices (IEDs) from locally available explosives.

On April 15, the office of Director General of Police (DGP) and Chennai Press Club have received a letter allegedly sent by terror outfit Islamic State (IS) threatening to "shoot" at least ten Rashtriya Swayamsevak Sangh (RSS) activists in the state and carry out bomb blasts in the city next week, prompting Police to launch a probe, dnaindia.com. A stencilled letter in red ink claiming to be from the "IS" said that "identified 50 RSS active terrorists are in Chennai. We swear to shoot at least 10 of them and repeat Kovai blasts by April 24 - ISIS." "We yesterday received a letter by post which even did not have a stamp on it and it contained the ISIS threat. It was forwarded to police authorities," Joint Secretary of the Chennai Press Club Bharathi Tamizhan stated.

External Affairs Minister Sushma Swaraj called for a unified action at conquering the Islamic State (IS) as she addressed the Asian African Summit at Jakarta (Indonesia) on April 22, reports Indian Today. The Minister said that the terror group had emerged as a cause of "grave concern". On the threat of terrorism, she said the rise of extremist violence and terrorism was "one of the most disturbing security phenomena and several parts of our two continents are victim to a medley of terrorist groups". She further added, "The ISIS has emerged as a cause of grave concern in the last year. We must be resolute in countering this scourge that challenges our civilisation". She also said maritime security was a matter of concern. She stated, "As we embark upon the concept of 'Blue Economy' as a new pillar of development, it becomes even more important to secure our seas."

A high level probe conducted by the National Investigation Agency (NIA) and State Police forces against Islamic State (IS) or Islamic State of Iraq and Syria (ISIS) activists has not revealed any information on foreign funding to them, reports The Times of India on April 24. Union Minister of State for Home Haribhai Parthibhai Chaudhary has informed Rajya Sabha (upper house of the Parliament of India) that a total of four pro-ISIS activists, including two from Maharashtra and one each from Karnataka and Andhra Pradesh were arrested last year (2014). Chaudhary said the centre is closely monitoring the situation and has directed the intelligence and security agencies to identify such elements and keep them under surveillance. The Indian security establishment has alerted the Government about the activities of Islamic State (IS) in the Af-Pak region, named as the Wilayat Khurasan-WK (Khurasan Province) by the terror group, The Times of India reports on April 30. The alert was about the possible linkages of top WK leaders with the Pakistani establishment. India's external intelligence agency R&AW (Research and Analysis Wing) has, in a recent report to the Prime Minister's Office (PMO), pointed out how WK's military leader Asmatullah Muawiya, formerly linked to Tehreek-e-Taliban Pakistan (TTP) and al Qaeda, had made peace with the Pakistan Army last year (2014) and threatened India "in the recent times". The agency also noted that a former Guantanamo Bay detainee, who was shifted to Pakistan's custody in 2008, Abdul Rahim Muslim Dost, had been appointed as WK's religious head and a judge. He is a key member of a salafi group of Kunar, the Jamaat ul Dawa al Quran, which has links with Lashker-e-Taiba (LeT) elements in the tribal areas of Af-Pak region. According to the intelligence agencies, IS was differentiating between the developments in Af-Pak and the Middle East and North Africa. "It is pertinent to recall that while announcing Wilayats across the Middle East and North Africa, the IS had not named any groups or leaders, but it did so for the WK...while it asked the wilayats in the Middle East and North Africa to carry out jihad locally, it called on the soldiers of WK to join the jihad in Syria and Iraq," said the RAW report.
