In deeply embarrassing disclosures for Pakistan, its chief investigator of the 26/11 Mumbai terror attack (2008) has stated that the mayhem was planned and launched from this country and that the operation was directed from an ops room in Karachi (Pakistan), reports The Economic Times on August 5. Tariq Khosa, a top police officer who was made Director General of the Federal Investigation Agency (FIA) weeks after the 26/11 Mumbai terror attack, has written a revealing article in Dawn newspaper giving graphic details of the plot and its investigation, thereby confirming what India has been saying for long. Khosa, who has held top posts in the Pakistan Government and Interpol besides initiating criminal investigation into former Prime Minister Benazir Bhutto's assassination in 2007, wrote that "Pakistan has to deal with the Mumbai mayhem, planned and launched from its soil. This requires facing the truth and admitting mistakes." He also demanded that Pakistan's state security apparatus should ensure that the perpetrators and masterminds of the "ghastly terror attacks" are brought to justice. Noting that the case has lingered on for far too long, Khosa said dilatory tactics by the defendants, frequent change of trial judges and assassination of the case prosecutor as well as retracting from original testimony by some key witnesses have been serious setbacks for the prosecutors. The Asian Age adds that in his article in Dawn, Khosa stated, “The following facts are pertinent. First, Ajmal Kasab was a Pakistani national, whose place of residence and initial schooling as well as his joining a banned militant organisation was established by the investigators. Second, the Lashkar-e-Toiba (LeT) terrorists were imparted training near Thatta, Sindh and launched by sea from there. The training camp was identified and secured by the investigators. The casings of the explosive devices used in Mumbai were recovered from this training camp and duly matched. Third, the fishing trawler used by the terrorists for hijacking an Indian trawler in which they sailed to Mumbai, was brought back to harbour, then painted and concealed. It was recovered by the investigators and connected to the accused. Fourth, the engine of the dinghy abandoned by the terrorists near Mumbai harbour contained a patent number through which the investigators traced its import from Japan to Lahore and then to a Karachi sports shop from where a LeT-linked militant purchased it along with the dinghy. The money trail was followed and linked to the accused who was arrested. Fifth, the ops room in Karachi, from where the operation was directed, was also identified and secured by the investigators. The communications through Voice over Internet Protocol were unearthed. Sixth, the alleged commander and his deputies were identified and arrested. Seventh, a couple of foreign-based financiers and facilitators were arrested and brought to face trial.” However, India feels that its stand is vindicated in the disclosures made by the Pakistani chief investigator of the 26/11 Mumbai attacks (2008) in a newspaper column that the terror strike was planned and launched from Pakistani soil, reports The Asian Age. Government sources said that “We have always insisted that the 2008 terror attack were planned, financed and carried out by people from Pakistan. Also, it is our view that 99 per cent of the evidence in the Mumbai case is in Pakistan.” They added that prosecutors in Pakistan had enough evidence against the perpetrators of the deadly attacks and that if they had revealed it the outcome of the trial would have been different, a reference to the fact that those responsible for it, including Zakiur Rehman Lakhvi, are roaming free in Pakistan.

The special court on August 6 allowed a plea by the National Investigation Agency (NIA) to conduct the trial of the alleged 26/11 (November 26, 2008) Mumbai (Maharashtra) attack mastermind Abu Jundal through video conferencing, reports Indian Express. In its plea seeking trial through video conferencing, the NIA stated that the Maharashtra government feared that the suspected Lashkar-e-Taiba (LeT) operative could either be killed or abducted while being brought to the Delhi court. Jundal is currently lodged at Mumbai’s Arthur Road Jail. “After applying the findings/observations of the High Court, I am of the considered view that the application of NIA deserves to be allowed. I, therefore, allow the application of NIA under Section 273 of the CrPC for commencing the trial through video conferencing,” District Judge Amar Nath said. The special court also directed the Superintendent of the Arthur Road Prison to make arrangements for the trial by video conferencing.

Days ahead of the Independence Day celebrations on August 15, the Union Ministry of Home Affairs (UMHA) has issued a massive security alert to all states of possible terror attacks, with special focus on Delhi, Mumbai, and the border states of Jammu & Kashmir and Gujarat, reports India Today on August 12. The UMHA warned that terror groups like Students Islamic Movement of India (SIMI), Indian Mujahideen (IM), Jaish-e-Muhammed (JeM), Tahrik-e-Furqan (TeF), Lashkar-e-Toiba (LeT) and Pasban-e-Ahle Hadis (PAH) are planning to target important installations in the country. Intelligence Bureau (IB) have intercepted several conversations where handlers from across border were heard giving directions to attack Army and other Security Forces' (SF) camps and convoys. UMHA alert also said that for the first time Pakistan’s Inter-Services Intelligence (ISI) has given the responsibility to LeT to coordinate with all other terror groups. Recently, there has been a spate of terror attacks by LeT trained militants in Jammu and Kashmir and Punjab.

Lashkar-e-Taiba (LeT) plans to target Air India flights on Kabul-Delhi-Kabul sector as they are used by senior officers of Indian government, according to an intelligence input ahead of India's Independence Day, The Times of India reports on August 13. Another recent intelligence input warns that Pakistan based terror groups are plotting to strike in Gujarat or Mumbai around September-October, 2015. An intelligence warning in April, 2015 said LeT plans attack by 8 to 10 Pakistan terrorists, who may come via sea route or Jammu and Kashmir, at a railway station or a hotel.

Indian Prime Minister Narendra Modi and UAE's Crown Prince Sheikh Mohamed bin Zayed AI Nahyan agreed to cooperate against terrorism, radicalism and organized crime, The Times of India reports on August 18. If followed through, it could deny the likes of Dawood Ibrahim, Lashkar-e-Taiba (LeT) and other terror groups from using the Emirates as a springboard against India. India and the UAE agreed to "enhance cooperation in counter-terrorism operations, intelligence sharing" and control of flow of terror funds. In a breakthrough agreement, both countries will "control, regulate and share information on flow of funds that could have a bearing on radicalization activities and cooperate in interdicting illegal flows and take action against concerned individuals and organizations". More important, a joint statement said the two nations "oppose terrorism in all forms and manifestations ... calling on all states to reject and abandon the use of terrorism against other countries, dismantle terrorism infrastructures where they exist, and bring perpetrators of terrorism to justice".

India had prepared a list of 22 lapses in Pakistan's investigation into the November 26, 2008 (26/11) terror attack in Mumbai (Maharashtra), and would have confronted Pakistan's National Security Advisor (NSA) Sartaj Aziz with it had the talks gone ahead as scheduled, Mumbai Mirror reports on August 27. The dossier says a lot of evidence was ignored and many were kept out of the investigations. The Indian government claims the conspiracy to attack Mumbai was hatched way back in 2005, while Pakistan has only investigated the 2007-2008 period. "They could have examined (David) Headley's wife Faiza Qutalah to get evidence against (Hafiz) Saeed," the dossier says. Qutalah, Headley's third wife whom he divorced just after the attacks, claims to have met Hafiz Saeed and was the first one to depose before the US Federal Bureau of Investigation (FBI). The dossier again raises the question as to why the roles of Pakistani Army officers Major Iqbal and Major Sameer were not investigated. Importantly, the dossier claims Pakistani authorities have completely omitted investigations into the role of trainers including Abdul Rehman Makki, a Lashkar-e-Taiba (LeT) operative in-charge of training. Makki is Saeed's brother-in-law. "The role of ISI [Inter-Services Intelligence] has been conveniently left out," the Indian dossier says. The dossier also raises questions into the role and whereabouts of those who facilitated the Mumbai attack by arranging for logistic support from Lahore to Karachi. The temporary Control Room in Karachi has also not been looked into, Indian authorities claim. The interrogation of attack mastermind Zaki-Ur-Rehman Lakhvi was also perfunctory, the dossier says, and exhaustive details of accomplices and associates were never sought. The list of suspects supplied by India was ignored and sources of the arms and explosives used in the attack haven't been disclosed. The India also complains that the investigations have been indifferent about Headley's activities in Pakistan. "Headley was intermittently given fake Indian currency by Major Iqbal for use in India. This aspect has not been covered by FIA," the dossier says.

As many as 10 Indian are currently engaged in the Islamic State (IS) "war" in Syria/Iraq, according to an assessment shared by India with Australia at a meeting of their joint working group on counter-terrorism in Delhi on August 27, reports The Times of India. The figure of 10 Indians now with IS is higher than the assessment put forth at a meeting of Chief Secretaries and Police Chiefs of 12 states convened by the Union Ministry of Home Affairs (UMHA) earlier this month. At this meeting, called to discuss the IS' appeal among a section of Indian youth and ways to counter it, the participants were told that 13 Indians had joined IS so far. Of this, seven were believed to be located in IS territory, while six had been killed. During the counter-terror talks with Australia, India is said to have raised Pakistan's continuing terror activities against India and its failure to dismantle the terror infrastructure on its soil. Senior officials of the ministry of external affairs are said to have shared how terror outfits active in the Af-Pak region were now taking up legitimate business such as leather goods exports, travel agencies, flour mills etc, to camouflage their operations and funding. ISI [Inter-Services Intelligence] is controlling most of the terror outfits, particularly LeT. The joint working group also discussed international presence of Sikh radical groups, particularly their attempts to "take over" gurudwaras in US, UK, Germany and Canada, all having a notable Sikh diaspora. India is said to have raised the emerging nexus between radical Sikh outfits and jihadi groups.
