The National Investigation Agency (NIA) on September 1 arrested another over-ground operative of Lashkar-e-Toiba (LeT) identified as Showkat Ahmed Bhat, who had arranged transportation for the four Pakistani terrorists including captured Mohammad Naved Yakub within Kashmir soon after they infiltrated from Pakistan occupied Kashmir (PoK), reports Times of India. During their two-month stay in the Valley, Bhat assisted the four LeT trained Pakistani terrorists in travelling from one place to another. Officials suspect that he was directed by Abu Qasim to arrange the travel, as desired by LeT bosses based in Pakistan.

The India government has finalized a robust policy for flying such objects, amidst revelations by several terrorists and investigations carried out by intelligence agencies on possible use of unmanned aerial vehicles (UAVs)/unmanned aircraft systems (UASs) for terrorist attacks, The Times of India reports on September 5. The new guidelines for the UAVs/UASs including paragliders, hot air balloons, remote-controlled flying devices, microlight aircrafts etc will be out soon, said sources. The threat from paragliders is borne by the interrogation of terrorists including Lashkar-e-Taiba's Syed Zabiuddin Ansari alias Abu Jundal, Indian Mujahideen's (IM) Syed Ismael Afaque Lanka and Khalistani militant leader Jagtar Singh Tara. Jundal, revealed that LeT provides aerial training to select cadres. Independent inputs confirm Inter-Services Intelligence's (ISI's) role as well in training LeT cadres in parachute jumping. It is learnt that LeT is trying to procure equipment for paragliding from companies in China and UAE, besides falling back on in-house Pakistani companies to purchase the technology to build drones. In December 2014, intelligence inputs had indicated that LeT had paragliders ready to operate at two weeks' notice. The agencies, in investigations carried out in Spain, learnt that a motorized paraglider with a capacity to carry two persons was to be procured for PKR 10,00,000. The equipment could carry a payload of 150 kilogram and cover a distance of nearly 70 kilometre. Tara tasked one Gajinder Singh to receive the paragliding equipment in Pakistan. Spanish authorities confirmed that Spain resident Muhammad Umar Gondal had purchased a para-motor from a paraglider store in Costa de Sol area, mentioning an address in Sargodha, Pakistan, in the invoice. Gondal took the paraglider to Pakistan on June 30, 2014, when he claimed VAT refund on it. As per the plan, the paraglider was to be launched from Narowal area of Pakistan's Punjab during dusk time, with the intention of dropping the consignment into Indian territory. The paraglider would then make a return sortie, with the propeller fan switched off at a safe distance to avoid alerting the border agencies.

Two days after he said that terrorist organisation Islamic State (IS) was not big challenge to India, Union Home Minister (UHM) Rajnath Singh told a Russian delegation that “the threat of IS was a matter of serious concern”, reports The Hindu on September 8. This was conveyed during a meeting between a Russian delegation headed by Interior Minister Vladimir Kolokoltsev and an Indian team headed by Rajnath Singh. A statement issued by the Union Ministry of Home Affairs (UMHA) said, “Union Home Minister said that the threat of Islamic State of Iraq and the Levant (ISIL) is a matter of serious concern and there is need for close cooperation and exchange of information between the two countries and monitoring the activity of ISIL particularly in the field of media to counter the extensive media propaganda by the ISIL and the Cyber Space to combat close Jihadi chat and online recruitment.” Home Minister also asked Russia to tell Pakistan to rein in terrorist groups operating from its soil and support New Delhi in its effort to isolate Islamabad in international forums on the issue of terror. The Indian side told the visiting Russian delegation that terrorist groups like Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), which have been targeting India, operate from Pakistan’s soil and Moscow should ask Islamabad during their bilateral meetings to dismantle all such groups, official sources said. The Indian delegation also told the Russian side to help New Delhi isolate Islamabad in the United Nations (UN) and other international forums on the issue of terror.

A Special MCOCA (Maharashtra Control of Organised Crime Act Court) on September 10 convicted 12 persons of hatching a criminal conspiracy and subsequently executing a series of bombings on Mumbai’s (Maharashtra) local trains on July 11 2006 (7/11), which claimed 189 lives and injured over 800 people, reports The Hindu. The 12 convicts, including key conspirators Faisal Shaikh and Asif Khan Bashir Khan alias Junaid, were chiefly found guilty of being members of terrorist organisation under section 20 of the Unlawful Activities (Prevention) Act- UAPA and of being part of an organised crime syndicate under MCOCA, among other sections. Of the total 13 accused arrested and charge sheeted by the Maharashtra Anti-Terrorism Squad (ATS), one person Abdul Wahid Din Mohammad Shaikh was acquitted of all the charges after nine years in jail. They were also found guilty of criminal conspiracy (section 120B) to commit offences related to waging war against the Government of India (sections 121A, 122) under the Indian Penal Code. Five of the convicts, namely Kamal Ansari, Lashkar-e-Taiba’s (LeT) 'Mumbai chief' Faisal, SIMI (Students Islamic Movement of India) cadre Ehtesham Siddiqui, Naveed and Junaid were planters of bombs at Jogeshwari, Mira Road, Bandra and Borivali. They were found guilty of murder, attempt to murder, causing hurt and criminal conspiracy. Some of accused were separately convicted and acquitted under few other individual sections of UAPA, MCOCA, Indian Penal Code (IPC), Explosive Substances Act, Explosives Act, Railways Act and Prevention of Damage to Public Property Act.

An India-US joint declaration on combating terrorism issued at the end of the first India-US Strategic and Commercial Dialogue on September 22 renewed a call to Pakistan to bring perpetrators of 26/11 (November 26, 2008) Mumbai (Maharashtra) terror attacks to justice. India's External Affairs Minister Sushma Swaraj and US Secretary of State John Kerry, who led the dialogue, "reiterated the threat posed by entities such as al-Qaida and its affiliates, Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM), D Company, and the Haqqani Network, and other regional groups that seek to undermine stability in South Asia." Pakistan's Inter-Services Intelligence (ISI) has mobilized terrorists belonging to groups like Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM) and Hizbul Mujahideen (HM) as well as Sikh militants associated with Babbar Khalsa International (BKI) and Khalistan Zindabad Force (KZF) remnants based on its soil, for possible joint strikes in Punjab, Jammu and Kashmir, Delhi or other parts of India, The Times of India reports on September 28. According to intelligence reports, ISI officials, who held a meeting with terrorists from jihadi and Sikh radical outfits in Pakistan recently, have already issued funds for the purported strikes. Around 15-20 terrorists hailing from Pakistan occupied Kashmir (PoK) and elsewhere in Pakistan are being imparted training in use of arms and ammunition at camps across the border, with the help of LeT founder and Jamaat-ud-Dawah 'chief' Hafiz Mohammad Saeed.
