Eight terrorists were killed when SFs conducted a massive combing operation in the Handwara forests of Kupwara district on December 1. Of these, two, identified as a Lashkar-e-Toiba (LeT) ‘commader’ and his bodyguard, were killed in an encounter at Zab Giripora. Another five, identified as Hizb-ul-Mujahideen (HM) terrorists, were killed at Wagat. The eighth, identified as an HM ‘batttalion commader’ was killed in Palpora. SF sources said that the combing operations were continuing.

A three-member suicide squad, fidayeen of the Lashkar-e-Toiba (LeT) attacked a security force (SF) camp at Handwara in Kupwara district on December 4. SF sources said that the fidayeen, who attempted to storm the camp in a car, failed and assumed positions outside the gate of the camp firing at the sentry. Two SF personnel and the three fidayeen, who were Pakistani nationals, were killed in the ensuing encounter. Two SF personnel and two civilians were injured. In another incident on the same day in the same district, unidentified terrorists attacked the residence of a ruling National Conference (NC) activist at Badarhar. The NC activist was killed and his wife sustained injuries in the attack.

A security force (SF) personnel was killed and seven others injured when two suicide terrorists, fidayeen of the Lashkar-e-Toiba (LeT) attacked an SF convoy at Azad Gunj near Baramulla town on December 8. As the fidayeen, identified later as Pakistani mercenaries, attempted to escape, another SF group which spotted them, engaged and killed them. News reports said that the convoy that was attacked, however, over-reacted and began random firing in which five civilians and a police personnel were killed while 40 civilians were injured. News reports said that the convoy, which failed to identify the fidayeen, fired on different targets all along the route to Baramulla town. Local administration officials said that a magisterial inquiry has been ordered into the incident. There was no clarification from security forces on the incident.

One more civilian died of injuries sustained during an incident on December 8 in Baramulla town. As reported earlier, an army convoy, which was attacked by a group of suicide terrorists, fidayeen of the Lashkar-e-Toiba (LeT) on the outskirts of the town had allegedly resorted to indiscriminate firing in which five civilians and a policeman were killed. The two fidayeen were intercepted and killed by another SF unit in the area. An inquiry has been ordered into the allegations.

The Hizb-ul-Mujahideen (HM), in a statement on December 12, has accused some Pakistan based terrorist outfits of having killed HM cadre. The statement alleges that ‘terrorist’ elements were active in the Lashker-e-Toiba (LeT), JeM, HUJI, Harkat-ul-Mujahideen (HuM) and the Al-Badar, and are involved in abducting, torturing and killing HM members and civilians. The statement calls upon the leaders of these outfits to correct their rank and file and warns that if "… they fail to do so, Hizbul Mujahideen has a capacity and strength to give a befitting answer". The statement was issued in the name of the HM ‘Divisional Commander’ Abu Ubaidah.

A news report on December 17, citing SF sources said that since 1999, suicide terrorists, fidayeen of several outfits launched 42 attacks in Jammu and Kashmir and killed 143 SF personnel and 53 civilians. These sources added that 99 per cent of these attacks were foiled by SF personnel and 44 fidayeen have been killed while repulsing these attacks. The Lashkar-e-Toiba (LeT) has been the main outfit using this tactic and its squads accounted for 35 such attacks. The Al Badr has carried out three suicide attacks, while the Jaish-e-Mohammed (JeM), and Jamait-ul-Mujahideen (JuM) have carried out two such attacks. Providing a district wise break-up of these attacks, the report said that 10 attacks were carried out in Srinagar, eight in Kupwara, six in Poonch, four each in Doda and Baramulla, three in Budgam, two each in Anantnag and Pulwama and one in Jammu.

Bush after he ordered the freezing of its assets. In a letter faxed and e-mailed to the US President, with a copy to Secretary of State Colin Powell, the JKLF Chairman, Amanullah Khan, claimed that Kashmiris were surprised to hear him say that LeT was a Kashmiri-based terrorist organization which it was not. The letter also said that "India itself had forced the Kashmiris to resort to the armed freedom struggle since their 40-year long peaceful movement had failed to persuade New Delhi to fulfil its declarations, made on national and international level to let Kashmiris exercise their inherent, inalienable and nationally- recognized right to self-determination." The letter added that Jammu and Kashmir "should be made an independent country with a democratic, federal and secular system of government, having friendly relations with both India and Pakistan."

Two Lashkar-e-Toiba (LeT) terrorists, including ‘district commander’ Saifullah Askari alias Owais, were killed in an encounter in Lawaypora village of Bandipore, north Kashmir, on December 24. According to a tip-off, Saifullah Askari was present in the area along with his body-guard, Mirza alias Abu Ali. Some arms and ammunition were also recovered from the site of the encounter. While police sources indicated that Saifullah was LeT’s ‘district commander’ for Bandipore, a Defence spokesperson maintained that he was the outfit’s ‘deputy chief of operations’ in the Kashmir valley. Saifullah was in the news earlier this month when security forces had interrogated nine women from three Bandipore villages on the allegation that they had active links with the Lashkar commander. Two women were later booked under law as Saifullah’s wireless set was recovered from one of them. Furthermore, the LeT had issued a press statement last week stating that Saifullah was being ‘demobilised’ and sent back to the base camp as he had exceeded his brief by establishing contact with women.

The IGP said, "We have been raiding suspected hideouts of Baba and Tariq but so far no success has been achieved, but that they would be in the net soon." Kumar said approximately 450 to 500 terrorists belonging to the Pakistan-based Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) terrorist outfits were active in the Kashmir Valley. India on December 26 asserted that the steps announced by Pakistan against the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) were not adequate and much more was needed to be done. Ministry of External Affairs spokesperson Nirupama Rao, while speaking to the media, said the LeT was saying that it was moving towards Kashmir. "It clearly shows they have not abandoned their ways and not decided to abstain from further acts of terrorism against India", she said, adding that Pakistan’s assertion "does not seem to go far enough to address our (India’s) concerns". Speaking on the same issue, External Affairs Minister Jaswant Singh, said, "I must make it clear that a kind of trickery, that is simply changing names, shifting headquarters from one part of Pakistan to another or to indulge in cosmetic seizure of assets is really to make a mockery of the gravity of the situation and the enormity of the issues that we confront". Singh was speaking to the media after a meeting of the Cabinet Committee on Security (CCS) Affairs, on December 26. The CCS is set to meet once again today, December 27.

The United States on December 26 formally categorised the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) on the State Department's list of officially designated terrorist organisations. US Secretary of State Colin Powell said in Washington that he had added the two Pakistan-based outfits to the State Department's terrorism blacklist. Powell said he was designating the LeT and the JeM as foreign terrorist organisations under US law. He said in a statement that the move was "another important step in our campaign to eliminate the scourge of terrorism." He added, "These groups, which claim to be supporting the people of Kashmir have conducted numerous terrorist attacks in India and Pakistan." He further said, "The United States looks forward to working with the governments of both India and Pakistan to shut these groups down." The designation of both groups as terrorist outfits makes it illegal for supporters in the United States to provide them with material support and requires US financial institutions to block their assets. US authorities are also authorised to deny visas to group members. Another outfit active in Jammu and Kashmir, the Harkat-ul-Mujahideen (HuM), is already on the US list of designated terrorist outfits.
