The Amir of Lashkar-e-Toiba (LeT), Hafiz Saeed, addressing press personnel on March 2, in Lahore, said the ban on the terrorist outfit by Britain would not affect its operations in Jammu and Kashmir. He termed the ban and the declaration that Lashkar was a terrorist organization as a conspiracy against Pakistan and Islam. According to him, "The unjust, illegal and anti-Islam decision had been taken by Britain under the influence of Indian and Israeli propaganda without considering our stand point or giving us a chance to explain our position". He also added that his outfit could prove that it was not a terrorist outfit at any international forum, including the International Court of Justice (ICJ).

Commenting on the Indian cease-fire, Syed Salahuddin, also the Chief of Hizb-ul-Mujahideen (HuM) said, "What, for example, is the justification of increased casualties suffered by Indian forces if really there is a cease-fire, especially if the Hizb has shown restraint. In fact, we are doing the most damage but India has chosen to blame these activities only on Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). It wants to fool the international community by claiming that not all but only a small faction of the militants is against peace and that the rest of the Kashmiris are pro-peace." He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. Again, one group [in the Hurriyat] feels that India is using cease-fire only to gain time while the other group says that diplomacy demands that the Indian offer should be responded to." Asked which group of the Hurriyat he agreed with, Syed Salahuddin said that he personally supported the one led by Syed Ali Shah Geelani who thought that India was using cease-fire only as a pretext.

Four security force personnel were killed when two fidayeen (suicide terrorists) of the Lashkar-e-Toiba (LeT) stormed an army camp in Barmulla on March 4. The two terrorists were killed during the attack in which three security force personnel sustained injuries. A spokesman of the outfit later called a news paper office and claimed that the two were Pakistani mercenaries while other associates who helped them gain entry into the camp managed to escape.

Consequent to an encounter, the attacking terrorist was killed and the security forces (SF) were also attempting to ascertain his identity. One civilian was injured during the encounter. In the same district, one civilian was killed and three police personnel injured when unidentified terrorists attacked a patrol party with grenades. Two security force (SF) personnel sustained injuries during the encounter that ensued when SF personnel raided a hideout after receiving information that a conclave of the Lashkar was on. Official sources, meanwhile, said security force personnel busted a hideout of the LeT terrorists at Kalali village, in the Manjakote area, on March 20, and recovered some arms, ammunition and incriminating documents, including letter-heads of the outfit. However, no terrorist was present in the hideout during the raid. Another hideout of unidentified terrorists was unearthed by security force personnel in the Thanda Pani area at Kalakote. A third hideout of terrorists was destroyed by security force personnel in the Garang forests of Khet area. A huge cache of arms and ammunition have been recovered from these hide-outs.

In Srinagar, a civilian reported to be aiding SF personnel in counter-insurgency operations, was killed by unidentified terrorists at Hamambal. A ‘local commander’ of the Lashkar-e-Toiba (LeT) was killed during an encounter with security forces (SF) at Dewathar Singhpura in Doda district. In the same district, the bodies of two civilians were recovered from Chill. No details were available. In a similar incident, the body of an SF personnel was also recovered in the district from Ramban. In the district’s fourth incident, two civilians were injured after being trapped in the cross-fire during an encounter between some terrorists and SF personnel at Dedpal.
