Unidentified militants killed a man—Mohammad Ashraf Mir and injured his wife—Saima on the night of May 4, at Harwan area of Sopore town in Baramulla District; while a massive search operation against a group of militants that killed three civilians has been extended to Rafiabad forest area in Baramulla Districts, reports Daily Excelsior. Both were rushed to Sub District Hospital in Sopore where Ashraf Mir was declared brought dead. The initial investigation revealed that Lashkar-e-Taiba (LeT) is responsible for this attack, said Senior Superintendent of Police (SSP) Javed Iqbal.

Spilling the beans on Pakistan-based terror group Jaish-e-Mohammed (JeM)’s activities, its Srinagar-based operative Ashiq Baba has claimed that the deadly attack on Pulwama Police-Lines in 2017 in which eight Security Force (SFs) personnel died was led by JeM Kashmir terrorist Mufti Waqas, reports The Times of India. The details of JeM’s actions form part of Baba’s interrogation after his detention for his alleged role in the attack on the Army base at Nagrota. His apprehension, said sources, is proving to be a mine of information as he had been to JeM camps in Pakistan and met top leaders close to JeM chief Maulana Masood Azhar and can provide a description of activities and jihadi leaders he met. The Pulwama attack marked the increasingly prominent role JeM has been playing. Three JeM attackers, wearing Indian combat uniforms, had struck in the early hours on August 26, 2017 in the camp which also had families of personnel.A highly wanted terrorist, Waqas, was killed in an encounter with SFs in early March 2018. He was also responsible for the February 11, 2018 attack at Sunjuwan Army Camp, in which a junior commissioned officer (JCO) was killed. The accounts of Ashiq Baba, who travelled to Pakistan several times between 2015 and 2017 to meet JeM leaders including its ‘emir’ Maulana Masood Azhar’s brother Abdul Rauf and Maulana Mufti Asghar, are helping the security forces fill gaps in information about JeM’s operations and planning. Baba had travelled to JeM’s Bahawalpur headquarters after obtaining Pakistani visas on All Parties Hurriyat Conference-Geelani (APHC-G) leader Syed Ali Shah Geelani’s recommendation, said sources. Baba is being questioned by National Investigation Agency (NIA).Baba is understood to have claimed that one Abdulla is specifically in charge of launching Pakistani terrorists into India from the Kashmir side of the border. He has claimed that JeM is running a terror training camp in Manshera in Khyber Pakhtunkhwa (KP) Province, close to those of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), buttressing the assessment that the three anti-India terror groups work in close coordination, under the watchful eye of the Pakistan military and Inter Services Intelligence (ISI), in planning attacks on Indian civilian and security targets. Sources said Baba has played an “important link in JeM sending several groups of attackers to Kashmir over the years. He is among very few people in the valley, who were in direct touch with the top leadership of Jaish”. Intelligence reports said that JeM sent several attackers in different batches to India in 2017 and they were specifically directed to carry out spectacular attacks on the camps of SFs. “For receiving these highly trained terrorists from Pakistani, providing logistical help, identifying the targets and dropping them at attack sites, Ashiq Baba received huge amount as reward from Gulf countries,” said a source.

Jammu and Kashmir Police on June 15 arrested a suspect in connection with the killing of senior journalist Shujaat Bukhari and two of his Personal Security Officers (PSOs) while three main suspects are still at large, reports Daily Excelsior. Inspector General of Police (IGP) Kashmir, Swayam Prakash Pani said that the suspect has been identified as Zubair Qadri. The IGP said that Qadri was seen in the video stealing the pistol of the PSO, who was shot dead along with Bukhari. “The pistol has since been recovered and he is being questioned about his presence at the scene of the crime. So far, he has not been able to give any convincing answers,” he said. Earlier, Police on June 15 released the video of a bearded man who was apparently trying to help the injured in Bukhari’s car after attackers fired a volley of automatic gunfire at him. This man was picking up a pistol from the site after which he escaped. “Police had formed a Special Investigation Team (SIT) under Deputy Inspector General V K Virdi to probe the killing of the editor of Rising Kashmir yesterday”, he said. Pani also described the killing of the journalist as a ‘terror attack’. “The identity of the other three attackers was being ascertained”, he said. Police sources suspected Lashkar-e-Toiba (LeT) hand behind the killing of Bukhari and said the group was led by Naveed Jutt alias Abu Hazulla, the LeT ‘commander’, who escaped from Police custody early this year. However, the LeT in a statement issued in Srinagar strongly condemned the killing and instead blamed ‘Indian Agencies’ for the same. Earlier, Police released picture of three men on a Motorcycle who, they say, are the suspects, who killed Bukhari and his security guards.

Pakistan-based terror outfit Lashkar-e-Toiba (LeT) has scaled up its propaganda in the Kashmir Valley by launching its online magazine and stating that the year 2018 will be ‘tough for Indian army and other occupational forces in Kashmir’, reports Hindustan Times on June 23. The first issue of LeT’s Kashmir-specific online magazine ‘Wyeth’ carried an interview of terror outfit’s spokesperson Dr Abdullah Ghaznawi and other propaganda material like a list of attacks in 2017 where its cadres were involved. In the magazine, the terror outfit said that it was helping the ‘common man’s struggle’ in Kashmir. To a question on the LeT being a ‘proxy’ of the Pakistan army, Ghaznawi said, “LeT is the common man’s struggle. It represents true aspirations of J&K people”.

Security establishment sources in Jammu and Kashmir said that major operations were now underway to target 21 ‘most wanted terrorists’, 11 from Hizb-ul-Mujahideen (HM), seven from Lashkar-e-Toiba (LeT), two from Jaish-e-Mohammed (JeM) and one from Ansar Ghazwat-ul-Hind (AGH), reports The Times of India on June 23. "The focus of intelligence-gathering and counter-insurgency operations is mainly on these 21 terrorists, six of whom are placed in the highest category of 'A++' based on the number of people they have killed, their control over areas, their propaganda impact and longevity," said a source. "If these 21 can be eliminated, matters will considerably cool down and throw the terrorists' ranks into disarray... it takes time for the next set of terror leadership to come up and establish itself. Once a terrorist is categorised as A++, carrying a reward of Rs 12 lakh, his days are generally numbered, the reverse count for his elimination begins," he added.The six A++ terrorists in the list comprise four from HM - Riyaz Ahmad Naikoo (chief operational commander in the Kashmir Valley), Altaf Ahmad Dar (division commander in south Kashmir), Umar Majeed Ganai (a resident of Hawoora in Kulgam) and Zeenat-ul-Islam (Sugan in Shopian). A top Lashkar-e-Toiba (LeT) ‘commander’ was among two militants killed and another surrendered during an encounter while a civilian was killed and over a dozen injured during clashes near the encounter site at Qoimoh area of Kulgam District on June 24, reports Daily Excelsior. A Police spokesman said that as a joint patrol party approached towards the suspected house, a group of militants hiding inside fired indiscriminately on the Security Forces (SFs) and the troops retaliated leading to an encounter. “In the encounter, the two terrorists hiding inside the house were successfully eliminated by the security forces. On the basis of the materials recovered, it is understood that the killed terrorist is Shakoor Dar, the divisional commander of LeT while the second terrorist was a Pakistani known as Haider”, the spokesman said. One of the militant who surrendered was identified as Shakir Ahmad, who had joined LeT two months back. The Police spokesman also said that in the encounter one civilian, identified as Yawar Dar sustained injuries in cross firing and later succumbed to his injuries. Over a dozen persons were also injured during clashes that broke out near the encounter site at Chadder area of Qoimoh.

Two of the militants are locals, while the third is a Pakistani national, the Police said. The Pakistani national was identified as Lashkar-e-Toiba (LeT) ‘commander’ Naveed Jatt who managed to escape from Police custody on February 6 from the Shri Maharaja Hari Singh (SMHS) hospital in Srinagar. The two locals are believed to be from one of the villages in South Kashmir. Police were trying to corroborate the evidence from the ground, they said.The details about the plans to kill Bukhari surfaced during an investigation in one of the recent encounters at Kulgam during which Police officials got evidence to suggest that Jatt was in the middle of the motorcycle on which three militants were seen on the CCTV footage minutes before gunning down the journalist on June 14, they said. They said a Pakistan-based blogger, a resident of Srinagar and now settled there, has also been identified. The annual report of the UN Secretary General on Children and Armed Conflict, covering the January-December 2017 period, said globally, over 10,000 children were killed or maimed in conflict last year (2017) while more than 8,000 were recruited or used as combatants. The report covers 20 countries, including war-torn Syria, Afghanistan and Yemen and also the situation in India, the Philippines and Nigeria.On the situation in India, the report of UN Secretary General Antonio Guterres said children continued to be affected by incidents of violence between armed groups and the Government forces, particularly in Chhattisgarh, Jharkhand and during tensions in Jammu and Kashmir. Noting ‘grave violations’, it said three incidents of recruitment and use of children by the two terror outfits were reported in Jammu and Kashmir during clashes with the SFs. “One case was attributed to Jaish-e-Mohammed and two to Hizb-ul-Mujahideen,” the report said, adding that ‘unverified’ reports also indicate use of children as informants and spies by the SFs.In March 2018, a 15-year-old boy was killed during clashes between the SFs and Lashkar-e-Toiba (LeT) terrorists in Padgampora village of Pulwama District of Jammu and Kashmir. Guterres asked the Indian Government to put in place measures to hold perpetrators of child recruitment and use to account and engage with the UN to end and prevent violations against children. “Increased tensions in Jammu and Kashmir reportedly also led to closure of school for varying periods, including in Rajouri (65) and Poonch (76) districts,” it said.

Inspector General of Police (IGP), Kashmir, SP Pani, said that the conspiracy to kill Bukhari was hatched in Pakistan by Sajjad Gul and was executed by three LeT militants, including their ‘commander’ Naved Jutt. The IGP said, “From day one we maintained that the killing of prominent journalist Shujaat Bukhari and two policemen is a terror act. The investigation was carried out by the Special Investigation Team, which was headed by the DIG rank of officers- DIG CKR, SSP Srinagar and a team of officers. These teams of officers preferred and tried to understand the entire chain of conspiracy. There are four important individuals whom we have identified”.“The first accused is Sajad Gul, now based in Pakistan. He is from Srinagar. The second accused is Azad Ahmad Malik from Anantnag and a known LeT operative who was active since 2016. The third accused is wanted by the law by the name of Muzaffar Ahmad. He is from Kulgam District, an important LeT operative involved in the attack. The fourth accused is Naveed Jutt who escaped from the custody and is now active in South Kashmir”, he said. Pani said that the malicious campaign launched against Shujaat Bukhari prior to his killing was part of the conspiracy”. “There are two parts in the investigation-conspiracy and execution. As far as the first part is concerned, there was a campaign in social media platforms. Those malicious campaigns which were intimidated in at times and five or six posts came and those posts were in public domain. Apart from that there was a facebook page ‘Kadwa Sach’ and a twitter handle Ahmad Khalid. Now the investigation has revealed and we have tangible evidence to establish that these were from Pakistan. The evidence that we have with cooperation of the service providers, we have evidence that they belonged to Pakistan and they are part of the LeT conspiracy”, he said.The IGP said that they have issued a look out notice to arrest Sajjad Gul. “The LeT conspiracy comes in picture because of the person called Sajad Gul. He is an individual who is now in Pakistan and he was earlier in the State. As per our investigation, he was arrested by the Delhi Police sometime in 2003, then he was also arrested in Kashmir by the Srinagar Police that was in the year 2016 by police station Parimpora for the terror cases. He obtained a passport and left country in March 2017. So at present we have gone for the look-out notice for cooperation to apprehend him as he is one persons who actually created those blogs”, he added.
