At least five Communist Party of India-Maoist (CPI-Maoist) cadres are suspected to have been killed in an anti-Maoist operation, involving Greyhound personnel of Andhra Pradesh Police, Odisha’s Special Operations Group (SOG) and Odisha State Police in Malkangiri District on January 4, reports The Indian Express. Inspector General (IG) of Police, South-Western Range Yashwant Jethwa however said officially the deaths cannot be confirmed as the teams have not recovered anybody. “The operation is still on. There were three encounters in the last 24 hours. We have got information that there have been five casualties from the Maoist side. We can confirm about any casualties only after our teams return from the spot,” said Jethwa, adding that there was no casualty from the police side. He further said the teams recovered several bags and grenades from the spot. Police officials said the operation started following intelligence information that the Maoists led by ‘central committee’ member of the party Ramakrishna alias RK were running training camps at Vejingi and Pingapuram in the cut-off areas. However, Police officials could not confirm if Ramakrishna managed to escape. They, however, said RK was probably addressing a plenary session in the area.

Suspense over the death toll of CPI-Maoist cadres in an encounter with Greyhounds of Andhra Pradesh Police and Odisha Special Operations Group (SOG) in Koraput District on January 5 continues, reports The Hindu. Bodies were not recovered and the death toll varies from five to seven. However, the Greyhounds have reportedly noticed arrangements like three-tier security, food material, etc. for a gathering of 200 to 300 at Mukkupali and Donkapodar on the outskirts of Bejjanji village where they faced firing from the Maoists. The security arrangements indicated presence of some top most leaders of the party. The top leaders have left the area after attending the meeting before the Police reached the area following a tip off. A used insulin injection syringe found in the area gave a strong indication that Uday, ‘secretary’ of Malkangiri ‘area committee’ was present.

Maoist literatures, 500 bags of rice and grenades have been recovered from the encounter site. Two suspected Maoist militia members have been arrested by Police in Chitrakonda area of Malkangiri District while they were crossing the river. One of them has received bullet injury and investigation is on. The blood stains found on the spot indicate the killing or injury of Maoists during exchange of fire, he added.

The exchange of fire between the Communist Party of India-Maoist (CPI-Maoist) and Security Forces (SFs) and the suspected killing of five Maoists belonging to the Andhra Odisha Special Zonal Committee (AOBSZC) at Bejingi forest in Malkangiri District of Odisha on January 5 is turning out to be a mysterious affair, reports The Hindu. Even a day after the exchange of fire, the Police were neither able to confirm the actual number of casualties nor recover any of the bodies to substantiate their claim. Visakhapatnam District Superintendent of Police (SP) Koya Praveen said a Greyhounds squad was able to recover only five kit bags, one grenade and a bundle of 200 newspapers from one of the camp sites. It was a joint operation of the Greyhounds and the Special Operation Group (SOG) of Odisha. A senior officer from the Visakhapatnam Police said that the claim of gunning down the Maoists was made by the SOG. According to Police sources, over 200 members of AOBSZC were camping in the dense forest at Malkangiri since November last week to December 22, for the annual plenary. The Police reportedly had information that CPI-Maoist ‘central committee member’ and in-charge of AOBSZC, Ramakrishna alias RK was also present at the camp.

Krishna Kumari Panda, mother of Odisha Maobadi Party (OMP) Chief Sabyasachi Panda, on January 7 alleged that her son was being framed in the killing of Swami Laxmanananda Saraswati, reports The New Indian Express. Deposing before Justice AS Naidu Commission of Enquiry into the 2008 killing of the seer and the riots that gripped Kandhamal District in the aftermath, Krishna said the person who had owned up to the murder in a TV interview was not her son. Panda, the then State ‘secretary’ of the Communist Party of India-Maoist (CPI-Maoist), had claimed to have masterminded and carried out the killing of Saraswati at Jalaspeta Ashram.

Chief Minister Naveen Patnaik on January 8 complimented the Odisha Police for achieving ‘zero casualties’ in 2014 while dealing with Leftwing extreme violence, reports The Hindu. On the other hand, at least six Communist Party of India-Maoist (CPI-Maoist) cadres have died in the State in the year during exchange of gunfire between the Police and extremists. Speaking at the valedictory session of the two-day annual Senior Police Officers’ Conference on the day, Patnaik, who also is the State Home Minister, said Maoist activities last year were brought under control except in the Districts of Malkangiri, Koraput, Nuapada, Raygada, Nabarangpur, Kalahandi, Kandhamal, Balangir and Baragarh. “These Districts should be in our focus. All possible steps should be taken to counter the Leftwing extremist activities in these areas,” Patnaik said adding that there has been progressive improvement in the overall Naxal (Left Wing Extremist) scenario in the State with respect to frequency of violence, organisational activities, recruitment and mass mobilising by the extremists.

The Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on January 12 reviewed operation of the para¬military forces in Naxal-[Left-Wing Extremism (LWE)]-hit southern Districts of Odisha, reports The Economic Times. Mishra reached the CRPF camp at Chandrapur in Rayagada District and met some of the personnel engaged in the anti-Communist Party of India-Maoist (CPI-Maoist) operation. CRPF DG Mishra said there would be a change of strategies to counter the Maoist threat in Odisha. “As part of the strategy, it has been decided that CRPF camps would be withdrawn from the areas where the Maoist activities have declined and redeployed in areas where the red rebels are more active,” Mishra said briefing newsmen in Bhubaneswar, reports odishasuntimes.com. Barring Kandhamal, Kalahandi, Sunabeda and Nuapada areas, Naxal activities in the State are now negligible, he said. “CRPF would take up special measures in the four Maoist-prone areas in the state with special focus on Nuapada district and Sunabeda in Koraput district,” Mishra added. He also informed that CRPF camps would be withdrawn from Mayurbhanj, Keonjhar and Ganjam Districts where the Maoist activities have come down drastically. He said "Our top priority is to ensure zero casualty of our men in the fight against extremists. Detailed discussions were held regarding strategies to be adopted for our operations with intelligence inputs revealing functioning of Maoist camps along Odisha-Chhattisgarh border," He also held a meeting at the camp of the CRPF's 127 battalion situated at Gajalbadi in Ganjam District.

Joseph and Sipren are natives of Sanbalichor under K.Balang Police Station, while Panalal is a native of Tirlakuch under Gurundia Police Station in the District. All the three cadres had joined the Maoist organisation in the year 2009. Joseph was involved in a murder case and landmine blast while Sipren and Panalal were also involved in many acts of violence. Panalal also cooked food for party members, Additional Superintendent of Police (ASP), Rourkela Subhash Chandra Jamadar said.
