A hardcore Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Mesha Muschaski, who was carrying INR 100000 reward on his head, surrendered before Malkangiri District Collector D. Prasantkumar Reddy and Superintendent of Police (SP) Mitrabhanu Mohapatra in Malkangiri District, reports The Hindu on September 2. Along with him, around 125 Maoist ‘supporters’ also promised to part ways with the Maoists and lead normal life. Mesha was associated with Podia ‘dalam’ (armed squad) of the Maoist organisation for the past five years. The other Maoist supporters were members of the ‘Jan Militia’, (people’s militia). They were providing logistic and other support to the Maoists. Yesterday (September 1, 2015) South Asia Terrorism Portal (SATP) had reported about the surrender of 119 militia members in Odisha.

A high level meeting chaired by Minister of State for Home Affairs Haribhai Parathibhai Chaudhary and attended by Union Home Secretary Rajiv Mehrishi besides others held in New Delhi on September 2 discussed how to enhance cooperation among Police forces and Central Paramilitary Forces tackling the Communist Party of India-Maoist (CPI-Maoist), reports The Business Standard. Close coordination between Central and State forces, construction of rural infrastructure in Maoist-hit areas are among the host of issues discussed threadbare at the high-level meeting. The meeting was also attended by top civil and Police officials of five Maoist-hit states -- Chhattisgarh, Odisha, Jharkhand, Bihar and Maharashtra.

Communist Party of India-Maoist (CPI-Maoist) cadres shot dead the son of the Sarpanch (elected head of village Panchayat, village-level local self government institution) of Madkapadar panchayat under Khairput Police limits in Malkangiri District in the night of September 5 suspecting him to be a Police informer, reports The New Indian Express. Sources said a group of about 20 armed Maoists and their supporters stormed Madkapadar village around midnight and took away Dambru Sisha (35), son of Sarpanch Sukhdei Sisha, from his house at gun-point to nearby forest. They reportedly held a ‘people’s court’ before killing him, sources here said. Sisha’s body was found in a pool of blood on the outskirts of the village next morning.

Four Communist Party of India-Maoist (CPI-Maoist) militia members and 40 supporters of them from Mathili Police Station area surrendered before Police in Malkangiri District on September 8, reports The Hindu. The surrendered Maoist supporters were from remote Gumkaguda and Intekguda villages of the region. The four Maoist militias, who surrendered were identified as Budra Sodhi, Soma Madhi, Adma Beti and Mangudu Kartami. Two village committee members of Maoists named Ganga Madhi and Tula Kartami were among them. Eighteen women Maoist supporters were also among these surrendered. Meanwhile, other media houses including NDTV said 150 Maoist supporters surrendered in Malkangiri District.

Director General of Police (DGP) Odisha Sanjeev Marik after reviewing the Maoist situation in Berhampur of Ganjam District on September 9 has said that less than 100 Odia Maoist cadres are currently operating in the state, reports The Times of India. He further said "About 400 active Maoist cadres are present in Odisha of which the Odia cadres would be less than 100. Most of the rebels are from Andhra Pradesh. We have brought Maoist activities under control in the past two-three years." At present, over 60,000 police personnel, including 98 companies of central paramilitary forces (CRPF and BSF) have been deployed for anti-Maoist operations in the state.

The CP-Maoist has failed to recruit localites of Odisha into its violent fold, claimed State Director General of Police (DGP) Sanjiv Marik on September 9, reports The Hindu. He said this while on a visit to Berhampur in Ganjam District on September 9 to review the Maoist problem. According to him, majority of Maoists active in Odisha as well as their leaders in the State were from outside Odisha. According to him, out of total active Maoist cadres in Odisha, only 10 per cent are from the State. “In south Odisha, the Naxalite organisation has some Odia cadres in Malkangiri, Koraput and Nabarangpur districts. Around 80 per cent of Maoist cadres in south Odisha districts is from adjoining Andhra Pradesh,” he said. Similarly in several other Maoist-infested districts, most active cadres are from Chhattisgarh. On vacancies in the police administration, he said his department faces vacancy of around 60 per cent, which would be filled up soon.

129 Communist Party of India-Maoist (CPI-Maoist) supporters including 35 women, 18 militia members and six village committee members of Terubai village under Podia Police limits in Malkangiri District surrendered before Malkangiri Superintendent of Police (SP) Mitrabhanu Mahapatra and 202 Commando Battalion for Resolute Action (CoBRA) Deputy Commandant Anand Panwar at the District Police office on September 10, reports The New Indian Express. “We have suffered a lot at the hands of the Maoists who always exploited and tortured us despite our logistic support. We want to live a normal life,” they said while surrendering and added that they want the benefits of the Government welfare schemes to reach the village. Addition District Magistrate (ADM) Reghumani Gamang assured them that the district administration will extend all support to them. “The continuous surrender spree reveals that the Maoist support base is fast eroding in the district and the misguided youths are eager to join the mainstream,” the SP said.

With Left Wing Extremism (LEW) receding considerably in Odisha barring three districts, the State Government on September 15 decided to prepare a separate strategy to deal with the changed situation, reports The Economic Times. This was decided at the Unified Command meeting presided over by Chief Secretary G.C. Pati in Bhubaneswar which was also attended by the Development Commissioner, Secretaries of the Home and Finance Department, Odisha Director General of Police (DGP) Sanjeev Marik besides Inspector Generals (IG) of Border Security Force (BSF) and Central Reserve Police Force (CRPF). The meeting resolved to undertake socio-development works in the worst-hit regions including the cut-off area in Malkangiri District while intensifying anti-Maoist operations at the same time, a senior government official said. He added adequate stress is being given on intelligence gathering network and proper coordination between local Police and Central Para-Military Force. Endorsing the view, DGP Sanjeev Marik also said though Maoist situation remained grim in the districts of Malkangiri, Koraput and Nuapada, their activities have been reduced to a great extent in other parts of the state. However, what has posed a new challenge for security personnel here is the Maoists' bid to create a new corridor passing through Boudh, Kandhamal and Nayagarh district. Since the Maoists feel the heat in neighbouring Chhattisgarh, they try to create a separate corridor, Marik said. While the Maoists from Chhattisgarh are trying to infiltrate into Odisha through the jungle routes in Nuapada, Kalahandi, Boudh and Nayagarh districts, the ultras from Andhra Pradesh side wanted to revive their network in southern parts of the state, he said.

Over 500 people in four villages surrendered to Police in less than three weeks. In a letter to mediapersons on September 15, secretary of the Maoists' Malkangiri division committee Poonam Chandra urged the locals to cooperate with them on the bandh. "Police are misleading villagers by using priests, traditional healers and quacks against us. The surrender of villagers is staged and managed by security personnel to weaken the Maoist movement," the letter said. Police have dismissed the Maoists allegations as baseless and said villagers are withdrawing support of their own will.

The total haul included seven live grenades, four single barrel muzzle loading rifles, motor, weighing machine, recoil springs for use in manufacturing of guns, huge quantity of tools for use in manufacturing of guns, explosives and splinter, gelatine, cortex and electric wire, explosive powder, detonators, tiffin cases and batteries were seized. Besides, four tiffin bombs each weighing 5 kg, four pressure mines and Maoist uniforms and literature were also recovered. Sources said that the unit was being run by the technical unit of the Andhra Odisha Border Special Zonal Committee (AOBSZC), led by Ram Krishna alias RK. The technical team of AOBSZC and Kalimela area committee was being led by Damodar alias Bellam Narayan Swamy, a Special Zonal Committee member and Mettur Joga Rao, alias Tech Shankar. The Maoist supporters were from seven remote villages of Materu panchayat (village level local self government institution) under Podia block of the District. The supporters marched to the Malkangiri District Police Headquarters in a group to surrender before Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra. Since August 31, there has been a rise in the number of surrenders by Maoist elements in Malkangiri District. Till now around 758 Maoist supporters including militias from remote Maoist-prone regions of the District have surrendered. However, The New Indian Express puts the surrender figure at 329, including 49 militia commanders and two village committee members. Further, The Pioneer says that as many as 390 Maoist supporters, including 49 militia and two village committee members surrendered. NDTV reports the surrender of about 400 Maoist supporters, including 45 members of the Left-Wing Extremism militia group and village committee members.

Three Communist Party of India-Maoist (CPI-Maoist) cadres, including a ‘divisional committee member’ from Chhattisgarh - identified as Sunadhar - were killed in an encounter with Security Forces (SFs) near Bhejaguda forest under Malkangiri Police Station limits in Malkangiri District on September 19, reports The Hindu. Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra said Sunadhar carried a reward of INR 500, 000 on his head. Identity of the other two Maoists killed in the encounter has not been ascertained. The SP added the encounter took place between 9 a.m. and 10 a.m. when a troupe of District Voluntary Force (DVF) of Malkangiri District had stumbled upon a secret camp of Maoists at the encounter spot. When the Maoists opened fire SFs retaliated. Exchange of fire continued for around 15 minutes. Unable to face the fire power of security personnel, three Maoists in the camp died at the spot while the rest managed to escape.

The body of the villager was found in a pool of blood on the outskirts of the village. Sources said about 20 armed Maoists reached Tembrupalli village around midnight and dragged Madhi from his house at gun-point to a nearby forest. Police recovered around three quintals of explosive in semi-liquid form at Koraput District on September 25, and arrested a person for transporting them in an SUV, reports The Times of India. The arrested has been identified as Subala Choudhury, a resident of Chhattisgarh, said Police. Police said on September 16, Choudhury lodged a complaint in Koraput Town Police Station alleging that his SUV had been stolen. During search, the vehicle was found with the explosives in a forested area near Tota Ambaguda village, a few kilometers from Koraput, Police said. During interrogation Choudhury admitted to taking the explosive from Semiliguda. He works as a journalist for a vernacular daily in Chhattisgarh. "Choudhury said he was taking the explosive to Jagdalpur to sell it to some traders to be used in mining activities. However, investigation is on to find out whether there is any Maoist [Communist Party of India-Maoist (CPI-Maoist)] link," Inspector-in-Charge (IIC), Koraput town Police Station, B N Korkora said. Police also arrested the person, who sold the explosive to Choudhury.
