Eight Communist Party of India-Maoist (CPI-Maoist) cadres, belonging to ‘Bandhugaon zonal committee’ under the Andhra-Odisha Border State Zonal Committee (AOBSZC), surrendered before Koraput Inspector General of Police (IG) and Superintendent of Police (SP) at Korapur District on July 2, reports The New Indian Express. The Maoists are identified as Bittu Bidika, Sarpati Nachika, Rudra Bidika, Bisi Mandangi, Satya Mandingi, Bari Meleka, Sima Meleka and Sukru Mandingi. They had joined the Chasi Mulia Adivasi Sangha (CMAS)-a front organisation of the Maoists in 2009, worked in their respective villages under Bandhugaon and later joined the CPI-Maoist.

Secretary of the Communist Party of India-Maoist (CPI-Maoist) Andhra Orissa Border Special Zonal Committee (AOBSZC) Chandramouli termed the death of three Maoist cadres in an exchange of fire with Police in Nallamalla forests of Guntur District on June 21, 2014 as a fake encounter, reports The Hindu on July 8. In a statement sent to media, he claimed that the Police had captured Maoists Ashok, Bharati and Vimala and tortured them before staging a fake encounter at Murarikurava Vaagu on the banks of Krishna river on the borders of Prakasam, Guntur and Mahaboobnagar Districts. He contested the claims of Inspector General of Police (IG) Sunil Kumar that the Police had recovered an AK-47, a Self Loading Rifle (SLR) and a .303 rifle from the site of the encounter and that fourth extremist, Srinivas alias Vikram, was injured and had escaped. He further said in 2006 when the Maoists decided to withdraw from Nallamalla after it had become weak there, Maoist Baburao along with Bharati and Vimala had decided to stay back due to sentimental attachment to the place. They were working with the Chenchus there for the past eight years and helping rebuild the party base there. They were carrying only .303 rifles and tapanchas for their self defence and did not possess any automatic or semi-automatic weapons. He also said that after N. Chandrababu Naidu took over reins, the State Government resumed its pro-World Bank stance and decided to crush the Maoists. He however warned that the Telugu Desam Party (TDP) leaders and Chief Minister Naidu would have to pay for the fake encounter killings of the Maoists.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Bali Majhi, was arrested during a joint operation by District Voluntary Force (DVF) and Central Reserve Police Force (CRPF) on Hatiguma-Sikarpai road under Kalyansinghpur Police Station limits in Rayagada District on July 11, reported The Hindu. A landmine was recovered from his possession. Bali, a key Maoist cadre active in the District was a close associate of Bunty who is said to be leading Maoists in the region. He was also close to other key Maoist leaders of south Odisha like Dikisha, Indubati, Sukru, Police said.

Chief Minister Naveen Patnaik while replying to a question of Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA) Dilip Ray in Odisha Legislative Assembly, on July 21, said Communist Party of India-Maoist (CPI-Maoist) cadres have killed 435 persons, including 210 Security Force (SFs) and 235 civilians in the last 14 years while the security personnel have eliminated 139 Maoists during the same time, reports The New Indian Express. The Chief Minister further said 119 civilians and 218 security personnel were also injured in Maoist violence. He said Maoist activities of different magnitude were witnessed in 19 Districts of the State. Stating that 1916 Naxalites-[Left-Wing Extremists (LWEs)] have been arrested, he said 355 LWEs have surrendered. The Maoists have also looted 1907 guns and about 1,72,656 bullets during the period, he added. Replying to a question from Prafulla Samal, MLA, Biju Janata Dal (BJD), he said 25 Maoists were killed and 112 including four ‘area committee members’ were arrested by the Police between April 1, 2013 to March 31, 2014. During this period, 86 Maoists and their supporters including a ‘divisional committee member’ and five ‘area committee members’ have surrendered. About 190 Maoists and 88 supporters have surrendered by June 2014 after the State Government announced its surrender and rehabilitation scheme in 2008 Naveen said replying to a question from Naba Kishore Das of the Congress Party. He said 116 of the surrendered Maoists have been rehabilitated.

Armed Maoists abducted four enrollers from an Aadhaar camp at Marigata village in Malkangiri District on July 25, and released them after about six hours with a warning to stop the enrolment process, reports The Pioneer. The Maoists snatched laptop computers and obtained passwords from enrollers to access Aadhaar enrolments data of the region, the State Census Operations wing sources said. The Maoists, through the enrollers, have also sent a three-page letter asking that the enrollment drive be immediately scrapped. “We have suspended the Aadhaar enrolment in the region after the incident,” a census operations official said.

Shops, markets and other business establishments remained closed in Kalimela area of Malkangiri District. Public transport system, including government-run vehicles, was completely paralyzed with no bus plying to Malkangiri from neighbouring Koraput District. Similarly, buses stayed off roads at Narayanpatna, Bandhugaon and Lamataput in Koraput District and Gudari and Chadrapur in Rayagada District.

With changes in Maoist scenario in south Odisha, restructuring of deployment of Border Security Force (BSF) personnel in the area is on the anvil, reports The Hindu. According to sources, there is no plan of deploying more BSF personnel for anti-Maoist operations in south Odisha. But their positioning may be changed as per recent needs. Speaking to The Hindu, Inspector General of Police (IGP) Yashwant Jethwa said there were possibilities of establishment of some new BSF camps in Malkangiri, Koraput and Rayagada Districts. These new camps would not involve deployment of extra BSF personnel. The existing BSF personnel in south Odisha would only be redeployed as per recent changes in Maoist activity and needs. The areas where extra presence of these paramilitary forces was being thought of include Malkangiri-Chhattisgarh border along Sukma, Odisha-Andhra Pradesh border under Pottangi Police Station limits in Koraput District and border areas of Rayagada-Kalahandi Districts.
