Andhra Pradesh Chief Minister Y. S. Rajasekhara Reddy said on September 5 that the two-pronged strategy of development and vigilance pursued by his Government had resulted in containing threat to internal security both from Maoists and terrorist groups like the Lashkar-e-Toiba (LeT). Participating in the Chief Ministers' Conference on Internal Security, Reddy said the law and order situation in the State was under control. He said Maoists posed the biggest challenge to law and order with the group's activities affecting 500 police station areas spread over 19 districts. The Chief Minister said the Maoists had no public support and were engaging in hit-and-run tactics. He said that the Government had set up a Department for Remote and Interior Area development to speed up developmental activities in the areas that were usual recruitment grounds for extremists. During the last two years, he said, 2.5 lakh acres of land had been distributed to the poor and the Government had undertaken an ambitious programme to bring additional land under irrigation. In order to promote employment opportunities for tribal youth, the State Government trained over 7,000 youths in various trades and of them, some 2,200 were employed. In addition, 3000 home guards were recruited from extremist- affected areas. The Government also strengthened intelligence network and raised two India Reserve battalions. The Chief Minister sought deployment of two battalions of Central paramilitary forces in the State to neutralise the Maoists. Claiming that the State's policy to rehabilitate surrendered extremists was successful, Reddy said during the last three years, over 8,000 Maoist cadres had surrendered and Maoist violence was under control with security forces gaining the upper hand. Referring to Islamist extremism, the Chief Minister informed that security agencies unearthed eight modules of militant outfits and 87 persons had been arrested in the last three years.

In one of the biggest-ever haul of weapons in the country, the Andhra Pradesh Police on September 8 recovered 600 unloaded rockets, 275 unassembled rockets, 27 rocket launchers, 70 gelatine sticks and other explosive material belonging to the Communist Party of India-Maoist (CPI-Maoist) from the Mahabubnagar and Prakasam districts. While 16 rocket launchers and 600 rocket shells packed in 53 gunny bags were seized at Jangireddypalli village in Mahabubnagar district, another 275 rocket launchers packed in 27 bags were recovered from an unclaimed consignment in Kranthi Transport company, a private cargo mover, in the Giddalur town of Prakasam district. The recovery also included two tonnes of spares to rig 16 rocket launchers, high-tensile springs used to propel explosives from shells, fins that could be attached to shells, 500 live .303 rounds, detonators, wire, an electronic weighing scale and two digital thermometers. New Indian Express reports that the ammunition was shipped from Chennai, capital of Tamil Nadu, in May 2006 and it reached Vijayawada and Proddatur from where it was re-directed to Achampet and Giddalur. Two persons, one at Achampet in Mahabubnagar and another at Proddatur in the Kadapa district, were arrested. Director General of Police, Swaranjit Sen, informed that the police had arrested a Telugu Desam Party leader, Dandi Hanmanth Reddy, at Achampet bus stand on September 7-night and under interrogation, Reddy revealed details of the dump, which was to be handed over to Maoist ‘district secretary’ Sambasivudu. Sen also said the rocket launchers were of superior quality and "this is perhaps the single largest number of such shells recovered in the country." The Maoists apparently intended to use the weapons to attack police stations and vehicles carrying VIPs, he added.

The districts where the rockets are suspected to have reached include Srikakulam, Vizianagaram, Visakhapatnam and Khammam. Police sources added that the arms have been flowing through the transport network to CPI-Maoist for the last two years. In October 2004, a huge quantity of gelatin sticks were recovered from Kranti Transport office in Vanasthalipuram in Hyderabad outskirts. But officials state that at that time the local police failed to investigate the case properly.

New Indian Express reports that on September 11 night, a group of Communist Party of India-Maoist (CPI-Maoist) cadres indulged in arson at Kamarda mines area under Tamka police limits of Jajpur district. Police said the Maoists, about eight to 10 in number, reached the spot and set ablaze four tippers parked on the road for loading chromite-ore from the Kamarda mines. Later, they also set ablaze a vehicle being used by a trade union leader of Kamarda mines. No casualties were reported in the incident.

Two police personnel of the Bomb Disposal squad were killed and 29 others, including some senior police officers and journalists, were injured when a land mine planted by the Communist Party of India-Maoist (CPI-Maoist) cadres exploded in the Lalgarh area of Paschim Medinipur (West Midnapore) district on September 21. In all, 19 police personnel, including the district's Additional Superintendent of Police and Deputy Superintendent of Police, were injured. Seven journalists reportedly received serious injuries. The explosion occurred when the bomb squad personnel were trying to open the tiffin-box that contained the mine, after supposedly defusing it. Banibrata Basu, Inspector-General (western range), admitted that it was “clearly a trap” laid by the Maoists. He added the bomb squad should have been more careful. “This is clearly a human error. This is not the proper way to defuse powerful explosives,” he said. The Maoist organisation had earlier called for a bandh (shutdown) in Paschim Medinipur and the adjoining districts of Purulia and Bankura during the day to mark the second anniversary of its foundation.

The Central Reserve Police Force (CRPF) has launched a crackdown against Maoists in the insurgency-affected Bastar region of Chhattisgarh to recapture areas "liberated" by the Maoists, according to NDTV. The monsoon thrust, planned to surprise Maoists who usually lie low during the rainy season, reportedly commenced towards the end of August 2006 and is progressing without much bloodshed, top CRPF officials said. The strategy is to conduct surprise raids on the basis of intelligence reports and the CRPF has so far arrested over 100 Maoists and killed two, besides seizing huge quantities of arms and ammunition. Official figures show that there were 24 shootouts between CRPF personnel and the Maoists in August and September, with the para-military force losing only one soldier. Nine persons were injured during the operations. However, the "deep penetration operation" has slowed down at several places after Maoists destroyed Government primary health centres and schools -- potential shelters for the CRPF personnel. "They destroyed over 30 such structures this month alone and are distributing leaflets warning villagers against extending help to the security forces," a senior CRPF officer said.
