A dalam member of Communist Party of India-Maoist (CPI-Maoist) Local Organising Squad (LOS), identified as Madivi Nandu alias Ramesh (26) was arrested by a joint team of Police and Central Reserve Police Force (CRPF) personnel in Battigudem reserve forest area in Charla mandal (revenue unit) in Khammam District on April 1, reports The Hindu. Ramesh was nabbed during a combing drive as part of anti-Maoist operation in Battigudem forests. He was allegedly involved in three murder cases and several incidents of exchange of fire with the police besides felling trees and other offences in Bhadrachalam division as a member of the LOS since 2012.

A Jharkhand Prastuti Committee (JPC) cadre was killed and two more cadres were injured in an encounter with rival Tritiya Prastuti Committee (TPC) at Panki village in Palamu District of Jharkhand on April 1, reports The Times of India. Jharkhand Police spokesperson Anurag Gupta said Police have found the extremist's body and launched a search operation for the injured. "We have inputs that two extremists were injured. I will be able to confirm after the search team returns," Gupta said. JPC and TPC are splinter groups of the Communist Party of India-Maoist (CPI-Maoist).

Only a few instances of Maoists guerilla squads moving around has been reported from Adilabad and Khammam.”

Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze ten vehicles - eight tractors, a truck and a JCB machine - near Iragaon under Dhanora Police Station limits in Kondagaon District on April 1 in a bid to disrupt road construction work, reports The Indian Express. The vehicles were parked at the site where road construction work was underway when they were set afire, Inspector General (IG) of Police (Bastar Range) SRP Kalluri said. Around 12-15 armed Maoists, clad in black uniforms, stormed the place with kerosene and asked construction workers to leave the site. Some villagers asked them not to hamper development works in the region but the ultras did not pay heed to them and set ablaze the vehicles, the IG said. While six tractors belong to locals, the rest of them were belonged to a construction firm, the IG said. Villagers have lodged a complaint in this connection at Dhanora police station, the IG said.

Five employees of a private mining company and few locals including drivers and machine operators were abducted and later released by Communist Party of India-Maoist (CPI-Maoist) cadres on April 1 from an iron ore reserve in Kanker District, reports The Times of India. One of them was released soon after abduction while others were released in evening. Additional Director General of Police (ADG) anti-Maoist operations RK Vij said "Five employees of Jayaswal's Neco Company were abducted from Chargaon, Metabodli iron ore mines. About 10 armed Maoists had suddenly forced these people to follow them into jungle on gunpoint." Sunil Paul, 65, a supervisor was released within an hour while others were kept confined in dense forests. Among other employees were Shyam Sundar Sahu, Deenanath Patel, Mithilesh Choudhary while drivers Suresh Patel and Jumen Patel were also abducted, Vij said. Maoists had targeted to abduct important and senior officers but didn't succeed therefore released all of them. Maoists apparently opposed construction of roads and mining in the region and the supervisors and managers were out on inspection when the incident took place.

The villagers of Chintagufa from Sukma District have claimed that the person killed in an encounter with the Central Reserve Police Force’s Commando Battalion for Resolute Action (CoBRA) team on March 31 was “an innocent villager” and not a “Maoist,” reports The Hindu. Sukma Police had claimed on March 31 that a “Maoist” named Kawasi Kosa was killed in an “encounter” between the Maoists and a CoBRA team near Chintagufa and an SLR (Self Loading Rifle) was recovered from him with two magazines. In a written complaint addressed to the Director General of Police (DGP), Chhattisgarh, the deceased’s younger brother, Kawasi Hurra, has claimed that Kawasi Kosa had no relation with the Maoists and he was “picked up from his home in Chintagufa by the CoBRA team” before being killed.

A hardcore arrested Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Jamesh Murmu, was referred to the Rajendra Institute of Medical Sciences (RIMS) in Ranchi when he consumed something soon after being produced in a court in Dumka District on April 2, a Central Jail official said, reports The Business Standard. Murmu, who was booked under various sections of Indian Penal Code (IPC) including murder and was incarcerated in the Dumka Central Jail since August 2011, was taken for production in the court of District Judge Virendra Pratap Singh.

Pahan was in-charge of PLFI activities in Murhu, Torpa and Khunti blocks from where he collected levies from contractors to fund the outfit's war against the State. A close aide of PLFI top leader Jidan Gudiya, Pahan had succeeded Murhu-Torpa-Khunti area commander Shiv Gudiya around one year ago when he was killed in an encounter. A source said Police had gathered intelligence that Pahan with his men was supposed to come to Kunjla village on April 9 night to kill a villager PLFI considered police informer. Kalluri was on leave and had gone out of Chhattisgarh because of a death in his family. Speaking to The Hindu on the way back to Bastar after his leave was cancelled, Kalluri maintained that it was “a standalone STF operation” without any participation of the District police or the Central Reserve Police Force (CRPF). “Platoon Commander Shankara Rao had called Sub Divisional Police Officer Dornapal that night, who asked him to speak to the SP. The SP did not have any discussion with Shankara Rao before he left for the operation,” claimed Kalluri. Additional Director General of Police, R.K.Vij who is in charge of the STF, however said that there was “some discussion” between Sukma SP D. Srawan and Shankara Rao before the operation. “But there will be an inquiry into this and we will look into it,” Mr.Vij added. Further, speaking to a local TV channel at a Jagdalpur hospital, Ranjeet Kumar, a trooper who was wounded in the encounter, said, “We were attacked thrice even after running for over two kilometres. Central security establishment sources said Odisha had already put the plan in process and may soon advertise its surrender policy for Maoists through BBC radio. Sources said most Maoist cadres were completely unaware of any surrender policy run by the government as they operated from remote corners of the country where no communication except short wave radio reached. "Cadres are suspicious of All India Radio (AIR) as it's government owned. BBC radio over the years has done reporting from the Maoist core area in Chhattisgarh. For several years, they had a reporter in Bastar. The channel aired views from both sides of the divide. Thus, Maoists trust BBC more. According to sources, six persons from Kartanpalli including Trinath Bhumia, the former panchayat samiti chairperson of Mathili block and another from adjoining Bara village were abducted by the Maoists. But no complaint regarding it from their family members or anyone else had been filed with the police till the evening of April 14. Maoists have also not come up with any statement regarding these abductions till the evening. Kartanpalli and Bara villages of Malkangiri district are located at a distance of around 10 kilometres from Sukma District of Chhattisgarh. According to the local people, the armed abductors who were around 20 in number were speaking in Hindi. It hints that they may be part of Darbha division of outlawed CPI-Maoist, which is active in Chhattisgarh and bordering areas of Odisha.

The vehicle was carrying 12 jawans [troopers] of the CAF (Chhattisgarh Armed Force) and the district police, including the driver. Dantewada SP reached the spot immediately after the encounter and rushed the injured jawans to Kirandul hospital. However, four jawans died in the hospital,” said a statement issued by the Chhattisgarh police headquarters in Raipur. Another jawan succumbed to injuries while being taken to Jagdalpur for treatment, taking the toll to five. Seven jawans were injured, an officer posted in Bastar said. The Times of India reports that Dantewada District Superintendent of Police (SP) Kamal Lochan Kashyap said, "Guerrillas triggered a powerful blast near a culvert, targeting the mine-protected vehicle. Rebels used 100 kg of explosives. Magnitude of explosion was so intense that the 50-tonne anti-landmine vehicle was tossed in the air and fell upside down." The blast left an 18-foot deep crater on the ground and rifles, guns and explosives lay strewn around. It seemed the trap was laid afresh as connecting wire that connected explosives at a distance of 150 metres looked new. "After the blast, Maoists resorted to indiscriminate firing to inflict heavy casualties on security forces," he said. Explosions and subsequent gunshots alerted security forces at nearby Cholnar camp, who rushed to the site.

Though initial reports said only 7 people were abducted, later it was found 4 more people too were picked up by Maoists. Over 20 Maoists from Darbha ghati led by their leader Vinod Kashyap had abducted people from Kartanpalli, Barha and a few other villages under Mathili panchayat samiti of Malkangiri District on Orissa-Chhatisgarh border. Among those abducted included former chairman of panchayat samiti Trinath Bhumia. Neither any of family members of the abducted persons nor any other villager had lodged a complaint with the Police. The villages from where Maoists abducted the people are very near to Darbha ghati of Sukma District (Chhattisgarh). Odisha Director General of Police (DGP) Sanjiv Marik said all the 11 people have been released. “But it’s hard to say if these people were abducted as they are Maoist sympathisers. A few of them are former militias of the Maoists. We would interrogate the 11 to find out the truth,” said Marik. Police officials said the ‘abduction’ could be a Maoist tactic to terrorise the tribals on not giving any information to Police. Following a tip-off regarding the presence of around 30 JPC ultras at a particular spot a Police team moved to forest. Upon arrival of the Police at the forest, the ultras opened fire on them, triggering a gun battle in which more than 150 rounds were fired between both the parties. The victim is yet to be identified. The body was lying near an under-construction canal over Subarnarekha River in the Ghurabandha Police Station area. Acting on a tip-off, the SFs comprising Central Reserve Police Force (CRPF), Special Task Force (STF) and District Police raided the village in search of scores of Maoists hiding there. The Maoists, however, tried to escape by firing on the SFs who returned the fire in which a Maoist sustained injuries. The injured Maoist was among the eight arrested. "None of our officers got injured in the mission. We have been on mission for four days during which we interrogated and arrested few people. On April 19, we arrested another Maoist Dhiru Yadav who after interrogation led us to this group," said Muzaffarpur Senior Superintendent of Police (SSP) Ranjit Mishra. Janmilitia Commander of CPI-Maoist Sori Rama alias Kanna Karigundam said in a statement to Police that the dead Maoists included battalion ‘deputy commander’ Situ and Konta ‘area committee secretary’ Arjun. The duo was among the three seniors who planned the attack. Sori's job was to patrol between Pidmal and Dabbakonta camps along with seven other members. "There were around 250 Maoists including 20-25 women comrades," he added. Sori said that Maoist ‘commander’ Nagesh, who was among leaders of the operation, was heard saying that 35 comrades were killed and it was a big loss. Sori added that Nagesh had also mentioned that this information shouldn't be leaked before Police, public or government. A day earlier, Maoists, through a press statement, condemned Police's claim of killing more than 20 rebels. South Bastar divisional committee of the rebels had taken responsibility of the attack. "Police officers had to run for their lives for more than 10km till Kankerlanka," the release stated. A Darbha janpad panchayat (village level local self government institution) member, who was abducted by Communist Party of India-Maoist (CPI-Maoist) on April 21, was found dead in Bastar District on April 24, reports PTI. The body of Panduram (42) was found at Chingur Nullah in Tulsi Dongri area under Darbha Police Station limits, Darbha Station House Officer (SHO) Durgesh Sharma said. Panduram was abducted along with his assistant Sanat Sethiya on April 21 from his native place Koleng by a group of armed Maoist cadres, he said. However, Sethiya was later released on April 23, he said. Condemning the incident strongly, Chhattisgarh Chief Minister Raman Singh said that it was a "cowardly" act by Maoists. The gun-battle took place in the forests near Matwal village under Mardapal Police Station limits when a team of District Police was carrying out a search operation in the wee hours on Thursday (April 23), Kondagaon Superintendent of Police (SP) Abhishek Meena said. On sensing Police near the village, a group of armed rebels indiscriminately fired at them following which the Security Force (SF) personnel retaliated. However, the ultras soon fled to the dense forest on finding SF personnel zeroing-in on them. After the ceremony she came to know that she is suffering from brain malaria. She called a local doctor for the treatment in the jungles of Aulaunja village. The bombs, weighing around 25kg each, were found buried beneath the ground at Pandwa village along a path frequently used by Police and Paramilitary Forces. Confirming the recovery, West Singhbhum Superintendent of Police (SP) Michael Raj said: "Two can bombs, ammunition, materials used to prepare bombs and other items were recovered from Goelkera by the Central Reserve Police Force (CRPF). Both the bombs have been defused." "The arrested rebel has been identified as Shanti Kovachi, ‘deputy-commander’ of LOS (local operation squad) active in Madanwada-Kodekhurse region on Chhattisgarh-Maharashtra border," Inspector General (IG) of Police Durg Range, Pradeep Gupta said. Based on specific inputs that Kovachi was hiding in Amakodo-Pitameta forests under Sitagaon Police Station limits, a joint squad of District Force, Special Task Force (STF) and Indo Tibetan Border Police (ITBP), was sent to the spot, the IG said. "While security personnel were encircling the region, they spotted a woman trying to escape into core forests, following which she was nabbed after a chase," the IG said. Besides, one walkie talkie, Naxal [Left Wing Extremism (LWE)] literature, a bag, medicines and other commodities of daily use were also recovered from her possession, he added. In an effort to enhance Central reserve Police Force (CRPF)'s capabilities in fighting Communist Party of India-Maoist (CPI-Maoist) in the Red zone and terrorists in Jammu and Kashmir (J&K), Union Home Ministry (UHM) has ordered replacement of indigenously built but faulty INSAS (Indian Small Arms System) rifles that the force uses with AK-47s, reports The Times of India. All INSAS guns used by the force in the red zone would be replaced by AK-47 while 50% of the INSAS gun armoury in J&K would now have AK-47. The UHM sanctioned the procurement of guns two days ago (April 24) following a demand from the CRPF which has been pending with the Ministry for almost a year. The sanction, however, is partial fulfillment of CRPF demands. The force had sent a proposal to the UHM last year for 100% replacement of all its INSAS guns with AK-47 rifles in Maoist areas, 50% in Jammu and Kashmir and similar grading percentage for various other theatres. "The sanction is location specific i.e. limited to Naxal [Left Wing Extremism (LWE)]-affected Districts and Jammu and Kashmir. In rest of the country, the force will continue using INSAS. The decision has been taken according to the operational requirement of the force," a senior UHM official said.

In an attempt to stop doctors from leaving Government hospitals and community health centres in poverty zones of Kalahandi, Bolangir and Koraput (KBK) as well as Communist Party of India-Maoist (CPI-Maoist) -affected areas, the Odisha Government has decided to double their salary, reports Indian Express. The state Cabinet, which met April 28, decided the state would be divided into four zones depending on accessibility and vulnerability to Maoist violence, with V1 being the least vulnerable and highly accessible and V4, being most vulnerable and least accessible. As per the Cabinet decision, a non-specialist doctor in a V4 zone like Malkangiri and Koraput would get INR 80,000 a month, including INR 40,000 as incentive. Even inaccessible areas in coastal Districts would also be put under V4 zone. A specialist doctor in the same zone would get anything between INR 150,000 and INR 180,000. Those working in the remotest areas will get 100 per cent hike in their salary while the doctors working in the remote and far-off tribal areas will get additional INR 40,000 apart from their salary.

Superintendent of Police (SP) (rural) Raj Kumar Lakra said acting on a tip-off, they arrested Shyam Lohra (35) with a country made pistol and eight rounds of ammunition from Hutap. Active in Khelari and McCluskieganj, Lohra, who worked for top PLFI leaders Varun and Kargil, was wanted in five cases.

While three of the charred dumpers belong to Bhardwaj Constructions, which has bagged the tender to build the road at a cost of INR 460 million provided by the Public Works Department (PWD), the company had arranged the others from three private parties. Sources said that Maoists had been demanding levy from officials of Bhardwaj Constructions for the past six months. Superintendent of Police (SP) Akhilesh Kumar Jha said: "The Company had been asked not to keep their vehicles at this place, but it didn't follow the instruction."

No passenger was hurt in the incident as the Maoists asked passengers to get off the bus before setting it on fire. According to Police sources, around 30 to 40 'armed' Maoists stopped the bus of RBMT Travels Company, asked all the passengers to vacate the bus and smashed the diesel tank of the vehicle. The Odisha State government is actively considering funding of Modernisation of Police Forces (MPF) Scheme, reports The Times of India on April 30. "The Centre has decided to stop financial support to states for modernization of police forces, including augmentation of infrastructure and procurement of modern equipment and vehicles," Director General of Police (DGP) Sanjeev Marik told the media after the state-level empowerment committee meeting, which was presided over by Chief Secretary G C Pati, in Bhubaneswar. According to official sources, the chief secretary has asked the Home Department to calculate the expenditure in a year. "The scheme is necessary to augment infrastructure of police forces to meet new challenges," said an officer. The State used to receive INR 1.27 billion every year from different central sources. In 2013-14, the expenditure under MPF Scheme was ammunition (INR 26 million), equipment (INR 57 million), purchase of vehicles (INR 78 million), procurement of intelligence equipment (INR 7.7 million), Police training (INR 7.4 million), communication (INR 10 million), investigation (INR 3.7 million), forensic (INR 29 million), solar power for Crime and Criminal Tracking Network & Systems (CCTNS) project (INR 28.4 million) and modernization of home guard (INR 8.3 million). Similarly, a huge amount was spent on fortification of Police Stations in Communist Party of India-Maoist (CPI-Maoist) zone, and construction of staff quarters and office buildings of home guards and vigilance, the sources said.

Union Minister of State (MoS) for Home Affairs Haribhai Parathibhai Chaudhary on April 29 informed the Rajya Sabha (upper house of Indian Parliament) that cadres of Upper Assam Leading Committee (UALC) of the Communist Party of India-Maoist (CPI-Maoist) are involved in anti-dam propaganda campaign over the lower Subansiri mega dam, at Gerukamukh near the Assam-Arunachal Pradesh border, reports Times of India. Anti-dam activists from different organizations of the state have stalled the work of the 2,000 MW project on the Subansiri River since December, 2011. In reply to a question by Anand Sharma, the MoS said, "The UALC is presently operating in Assam and Arunachal Pradesh and has been involved in the looting of weapons and extortion activities in the local villages. It has also been engaged in recruitment and training of cadres for the outfit in Assam. These cadres have been involved in extensive propaganda against mega dams in Assam. Against this backdrop, Assam-Arunachal border has emerged as another theatre of Maoist activity." The MoS further said that CPI-Maoist was also trying to set up organizational bases in the northeast with a view to forge ties with other insurgent groups to meet its military requirements. "The outfit has developed close fraternal ties with northeast insurgent groups like Revolutionary People's Front (RPF) of People's Liberation Army (PLA) of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition," he added.

Vittala, a journalism degree holder, and his father were arrested on March 3, 2012 from their house at Kuthlur village in Kudremukh National Park. The Police accused Vittala of holding meetings in Kuthlur and distributing pamphlets issued by Maoists. The Police have charged the two under Section 10 and 13 (3) of the UAPA and Sections 120 and 120 (b) of the Indian Penal Code (IPC).

Rupesh headed the recently formed Western Ghats Special Zonal Committee, Police sources said. “It is a big catch. Rupesh was leading Maoist operations in the tri-junction (Tamil Nadu, Karnataka and Kerala) and involved in the attacks on forest establishments in Kerala and also on some MNC retail outlets. His wife Shyna was working as clerk in the Kerala High Court and later joined the Maoists,” a Police official told The Hindu.
