A hardcore Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Mesha Muschaski, who was carrying INR 100000 reward on his head, surrendered before Malkangiri District Collector D. Prasantkumar Reddy and Superintendent of Police (SP) Mitrabhanu Mohapatra in Malkangiri District, reports The Hindu on September 2. Along with him, around 125 Maoist ‘supporters’ also promised to part ways with the Maoists and lead normal life. Mesha was associated with Podia ‘dalam’ (armed squad) of the Maoist organisation for the past five years. The other Maoist supporters were members of the ‘Jan Militia’, (people’s militia). They were providing logistic and other support to the Maoists. Yesterday (September 1, 2015) South Asia Terrorism Portal (SATP) had reported about the surrender of 119 militia members in Odisha.

Six Communist Party of India-Maoist (CPI-Maoist) cadres were arrested by Chhattisgarh Police from different parts of Dantewada District on September 1, reports The Hindu. The Maoists include a couple, identified as Madavi Joga and Madavi Gangi, who worked for Maoists’ military company no. 2 and carried a reward of INR 800000 each. The others have been identified as Bhima Kunjam, Jayram Raut, Madkam Bhima and Pillu Madavi alias Podia from Bacheli area of the District.

A high level meeting chaired by Minister of State for Home Affairs Haribhai Parathibhai Chaudhary and attended by Union Home Secretary Rajiv Mehrishi besides others held in New Delhi on September 2 discussed how to enhance cooperation among Police forces and Central Paramilitary Forces tackling the Communist Party of India-Maoist (CPI-Maoist), reports The Business Standard. Close coordination between Central and State forces, construction of rural infrastructure in Maoist-hit areas are among the host of issues discussed threadbare at the high-level meeting. The meeting was also attended by top civil and Police officials of five Maoist-hit states -- Chhattisgarh, Odisha, Jharkhand, Bihar and Maharashtra.

A woman cadre of Communist Party of India-Maoist (CPI-Maoist) was killed in an encounter with the Gadchiroli Police near Phulbodi Gatta in Dhanora tehsil (revenue unit) in Gadchiroli District on September 3, reports The Indian Express. Three Police parties took on the combined strength of Pendhri and Chatgaon dalams (squads) of the Maoists during the encounter. “We had definite intelligence about a group of 20-22 Naxalites [LWE extremists] camping near Kondekal hills. We pressed our parties into action and managed to engage the Naxals in an encounter that lasted for about 30 minutes. The group managed to flee, leaving behind the body of a woman Naxal and three .303 rifles, besides some other material about which details are yet to come in,” Superintendent of Police Sandeep Patil told The Indian Express. The identity of the deceased woman is yet to be ascertained.

Acting on a tip off the Ropar District Police in Punjab on September 3 arrested two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Madeep Yadav alias Matlu and Sanoj Yadav alias Bhikhari Yadav, both residents of Gaya District in Bihar, reports The Hindustan Times. Commenting on the arrest Senior Superintendent of Police (SSP) Varinderpal Singh said that both are associated with the Bihar-Jharkhand Special Area Committee of the CPI-Maoist and they were staying in a dhaba (roadside hotel). The SSP further said that Madeep is a ‘zonal commander’ and Sanoj Yadav is an ‘area commander’. The Police also recovered a country made pistol, cartridges and a knife from their possession.

A joint Road Opening Party (ROP) of Central Reserve Police Force (CRPF) and district force detected the explosives in the forests along a road between Basaguda and Tarrem villages while conducting its operation in Basaguda Police Station limits, Bijapur Additional Superintendent of Police Indira Kalyan Elesela told PTI. The explosives were later destroyed by the bomb disposal squad.

Latehar District Superintendent of Police (SP) Anup Birthare has claimed that four Communist Party of India-Maoist (CPI-Maoist) cares have been killed in a Security Forces (SFs) operation in Latehar District between September 3-14, reports The Times of India. The Police also claim to have unearthed the hideout of CPI-Maoist ‘central committee member’ Arvindji. The joint Security Forces (SFs) comprising District Police teams of Latehar and Garhwa of Jharkhand and Chhattisgarh along with Jharkhand Armed Police, Commando Battalion for Resolute Action (CoBRA) battalion of CRPF and India Reserve Battalion (IRB) raided the Gotag forests of Latehar and zeroed in on a location from where huge quantity of arms, explosive material, codex wire have been found. The arms and ammunition include 20 pressure cooker bombs, 70 ammunition, codex wire, BP helmets and diaries belonging to the Maoists.

Two villagers who were allegedly abducted by Communist Party of India-Maoist (CPI-Maoist) cadres last week were found dead in forests of Chhattisgarh's Bastar District on September 3, reports Business Standard. The bodies of Manglu Korram (40), son of Sarpanch (elected head of Panchayat, village level local self-government institution) of Toynar village panchayat Lakhmi Korram, and one Pandu (39) were found in forests under Pakhnar Police outpost of Darbha region, Bastar Additional Superintendent of Police (ASP) Vijay Pandey told PTI. The duo was reportedly abducted along with another villager Raju from their native place Toyanar in Pakhnar area, he said. Raju, who was set free by Maoists, told villagers that Manglu and Pandu were killed by abductors with sharp-edged weapons, the Police officer said. According to him, majority of Maoists active in Odisha as well as their leaders in the State were from outside Odisha. According to him, out of total active Maoist cadres in Odisha, only 10 per cent are from the State. “In south Odisha, the Naxalite organisation has some Odia cadres in Malkangiri, Koraput and Nabarangpur districts. Around 80 per cent of Maoist cadres in south Odisha districts is from adjoining Andhra Pradesh,” he said. Similarly in several other Maoist-infested districts, most active cadres are from Chhattisgarh. Senior police officials claimed that it was the first ever recovery of any Maoist dump explosives in Chhattisgarh Chief Minister’s home District Kawardha which has never witnessed any Maoist incidents. It is suspected that Karimnagar- Khammam-Warangal (KKW) Maoist party secretary Damodar and several others managed to escape from the spot. Police recovered two weapons – one .303 and a carbine and several kit bags —from the scene. Meanwhile, the parents of Sruthi, Sudarshanam and Rama Devi, alleged that their daughter was killed in a fake encounter. They told the media that their daughter was arrested, tortured and killed in a cruel manner by the Police. “She joined the Maoists to achieve people’s Telangana and to fight for the poor Adivasis. Chief Minister K. Chandrasekhar Rao, Ministers and the police should own responsibility for her death,” Sudarshanam said. This was decided at the Unified Command meeting presided over by Chief Secretary G.C. Pati in Bhubaneswar which was also attended by the Development Commissioner, Secretaries of the Home and Finance Department, Odisha Director General of Police (DGP) Sanjeev Marik besides Inspector Generals (IG) of Border Security Force (BSF) and Central Reserve Police Force (CRPF). The meeting resolved to undertake socio-development works in the worst-hit regions including the cut-off area in Malkangiri District while intensifying anti-Maoist operations at the same time, a senior government official said. He added adequate stress is being given on intelligence gathering network and proper coordination between local Police and Central Para-Military Force. Endorsing the view, DGP Sanjeev Marik also said though Maoist situation remained grim in the districts of Malkangiri, Koraput and Nuapada, their activities have been reduced to a great extent in other parts of the state. However, what has posed a new challenge for security personnel here is the Maoists' bid to create a new corridor passing through Boudh, Kandhamal and Nayagarh district. Since the Maoists feel the heat in neighbouring Chhattisgarh, they try to create a separate corridor, Marik said. While the Maoists from Chhattisgarh are trying to infiltrate into Odisha through the jungle routes in Nuapada, Kalahandi, Boudh and Nayagarh districts, the ultras from Andhra Pradesh side wanted to revive their network in southern parts of the state, he said.

In a letter to mediapersons on September 15, secretary of the Maoists' Malkangiri division committee Poonam Chandra urged the locals to cooperate with them on the bandh. "Police are misleading villagers by using priests, traditional healers and quacks against us. The surrender of villagers is staged and managed by security personnel to weaken the Maoist movement," the letter said. The total haul included seven live grenades, four single barrel muzzle loading rifles, motor, weighing machine, recoil springs for use in manufacturing of guns, huge quantity of tools for use in manufacturing of guns, explosives and splinter, gelatine, cortex and electric wire, explosive powder, detonators, tiffin cases and batteries were seized. Besides, four tiffin bombs each weighing 5 kg, four pressure mines and Maoist uniforms and literature were also recovered. Sources said that the unit was being run by the technical unit of the Andhra Odisha Border Special Zonal Committee (AOBSZC), led by Ram Krishna alias RK. The plan to provide a channel of communication in these remote areas has taken off after remaining on paper for the past five years. Chhattisgarh has installed 465 of the 497 towers proposed. The Central Reserve Police Force (CRPF) has been asked to install 170 mobile towers in its camps. Of these camps, the process for installation has been initiated on 107 sites, and 49 are fully functional. In Jharkhand only 175 of the 782 proposed towers have been installed in the State.

The supporters marched to the Malkangiri District Police Headquarters in a group to surrender before Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra. Since August 31, there has been a rise in the number of surrenders by Maoist elements in Malkangiri District. Till now around 758 Maoist supporters including militias from remote Maoist-prone regions of the District have surrendered. Over 250 CPMF companies have arrived in the state and more troops are likely to reach next week. Personnel of Central Reserve Police Force (CRPF), Border Security Force (BSF) and Central Industrial Security Force (CISF) have been sent to Maoist-hit Districts to cooperate with the state Police in the pre-election operations. It is because of the dispute between Chhattisgarh and Telangana cadres some Maoists had returned to their native State. "A few Naxals had come to Warangal for a short period from Chattisgarh. This resulted in the gunning down of two Maoists and arrest of three others. There has been no Naxal resurgence in Telangana," the official added. According to sources in the Telangana Police, there has been an increasing build up of animosity between the Maoists from Telangana who are holed up in Chhattisgarh and the local leaders. The arrested has been identified as Subala Choudhury, a resident of Chhattisgarh, said Police. Police said on September 16, Choudhury lodged a complaint in Koraput Town Police Station alleging that his SUV had been stolen. During search, the vehicle was found with the explosives in a forested area near Tota Ambaguda village, a few kilometers from Koraput, Police said. During interrogation Choudhury admitted to taking the explosive from Semiliguda. He works as a journalist for a vernacular daily in Chhattisgarh. "Choudhury said he was taking the explosive to Jagdalpur to sell it to some traders to be used in mining activities. Acting on a tip-off about the presence of Maoists in Korar region a joint squad of Border Security Force (BSF) and District Force was dispatched. While SFs were encircling the Chalechur hills to clamp down on Maoist, some armed Maoists spotted them and opened indiscriminate firing, following which troops retaliated, the SP added. The ensuring gun-fight lasted for around half-an-hour before the Maoists fled to the forests, he said. He writes for two vernacular dailies and is a popular journalist for his fearless reporting. However, Bastar District Superintendent of Police (SP) Ajay Yadav refused to consider him a journalist. “He is not even a journalist for me. We have arrested him for the incident on August 21 when an encounter took place in Darbha between Maoists and the Police. We suspect his links with Maoist leader Shankar in the area. He was produced before court today and was remanded in two days of police custody. He has been booked under Chhattisgarh Jan Suraksha Adhiniyam,” the SP said.

An Auxiliary Constable of Chhattisgarh Police was abducted by the Communist Party of India-Maoist (CPI-Maoist) cadres in Bijapur District on September 28, reports The Hindu. The incident took place when Kudium Pandu (30), who was posted in Farsegad Police camp of Bijapur, was returning to his base camp after attending funeral of his mother-in-law in Talmendri village. “Kudium Pandu was returning to his base camp on a motorcycle along with two students from Talmendri village. Some Maoists stopped him a few kilometres away from Talmendri, tied his hands and took him along with them. The ultras did not abduct the students but asked them to take away Kudium Pandu’s motorcycle. The students came to Farsegad and informed Police about the abduction,” said Bijapur District Superintendent of Police (SP) K.L. Dhruv. Earlier Kudium Pandu worked as a Special Police Officer (SPO) during Salwa Judum (anti-Maoist vigilante force) days before joining Chhattisgarh Police as an Auxiliary Constable in 2011.

Communist Party of India-Maoist (CPI-Maoist) ideologue Kobad Ghandy, accused of propagating the activities of the party in Delhi, was granted interim bail by a Court on September 29, reports India Today. Additional Sessions Judge (ASJ) Reetesh Singh granted interim bail to Ghandy, who is facing charges dealing with cheating, forgery and impersonation under the Indian Penal Code (IPC) and under provisions of Unlawful Activities (Prevention) Act (UAPA). The Court said that 65-year-old Ghandy, who is in custody in this case since September 2009, was suffering from various ailments and his condition has "visibly deteriorated" during the period of trial. "In these facts and circumstances, I admit accused Kobad Ghandy to interim bail for a period of three months on his furnishing a personal bond in the sum of Rs 1 lakh and two sureties of the like amount," the Court said.

Maruti Kurwatkar, branded a “senior Maoist leader” by Maharashtra Police, was re-arrested on September 12 at the main gate of the Nagpur Central Jail when he was walking out after securing acquittals in three cases and bail in three others. A Bench of Justice Bhushan Gavai and Justice Prassanna Varale orally passed strictures against the Gadchiroli Police for re-arresting Kurwatkar.
