Hundreds of posters prepared by the Union Home Ministry have been put up in Rayagada District of Odisha to wean youths away from the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. The posters were spotted in villages of Muniguda block (administrative division) on August 1 and focus on the sufferings of those involved with the Maoists. "Maoists target rural youths because they can be easily lured into the extremist movement. So to make the rural youths aware about the evils of the Maoist organization, the posters have been put up," said a senior Police officer posted in Rayagada District. In the poster, a tribal youth narrates about his torture in the Maoist camp after joining the Maoists. "I was a poor and unemployed youth, so I joined the Maoist organization. I took part in several Maoist offensives, murdered people, exploded several government buildings but still I am poor. I am unable to send my children to school and plough my land," read a poster pasted at the Muniguda block headquarters. "I am being controlled by others and have lost my liberty. Now I hate violence and want to lead a normal life. I want to appeal to all my fellow villagers not to allow Maoists into their respective villages and not to join their organization as it will only increase their sufferings," it added.

Police arrested two suspected Communist Party of India-Maoist (CPI-Maoist) cadres on August 1 morning who were allegedly passing on information to the Maoists about a Central Reserve Police Force (CRPF) personnel in Jamui District, reports The Telegraph. Jagannath Yadav was arrested at Kathbazra village, while Pankaj Singh was arrested from Maheshwari village. The cops had received a tip-off that the duo were passing on information about assistant commandant of the 131st battalion of CRPF, Sadaram Singh, Jamui Superintendent of Police Upendra Sharma said.

The Chhattisgarh Government has finally pushed ahead with its stalled peace agreement with Communist Party of India-Maoist (CPI-Maoist) reached after the abduction of collector Alex Paul Menon, clearing the way for the release of suspected Maoists from jails, a top official said on August 1, reports The Hindu. “As per the directive of the state government, the district administration will not oppose the bail application of the suspected Maoists incarcerated in Raipur Central Jail,” Raipur Collector Pardeshi Siddharth Komal said. Komal, on behalf of the Government, had on July 31, submitted an affidavit stating that the Government had no objection if the court accepted the bail plea of Meena Choudhary, paving the way for the release of the Maoist on bail. Chaudhary, accused of running the urban network of the Maoists, is in prison since January 2008 for her alleged involvement in Maoist activities in Chhattisgarh.

Two Communist Party of India-Maoist (CPI-Maoist) camps were busted on August 1 by the Security Forces and five Maoist cadres arrested during the three-day operation 'Rain Storm' against the CPI-Maoist in Garhwa District on Jharkhand-Chhattisgarh borders, reported Outlook India. “Two dreaded Maoists Vinod Korva and Manoj Korva were among the five arrested during the joint operation by Jharkhand and Chhattisgarh Police Forces on the borders of Bhandaria in Garhwa District,” Garhwa Superintendent of Police Michael S Raj said. Madan Khalko, Palas Korva and Kailash were the other three Maoists among the arrested, he said, adding all the five were cadres of the firing squad led by ‘area commander’ Indrajit. In all, twelve landmines, two hand grenades and Maoist literature were recovered from the two camps, which were destroyed during the joint operation carried out between July 27 and 30, he added.

Gadchiroli Superintendent of Police (SP) Mohammed Suvez Haque has called upon the people to come forward and take the initiative to eliminate the Naxalite [Left Wing Extremism (LWE)] problem from Gadchiroli District, reports Zee News. Haque was addressing an anti-Naxalite peace rally at Armori tehsil (revenue unit) on August 2; he said that Gadchiroli District has been plagued by Naxalism. "Several innocent people are being killed by them unnecessarily and the development of the district has also been stalled. To end this problem, citizens should come forward," he said.

The Communist Party of India-Maoist (CPI-Maoist) cadres began a poster campaign at Chowka in Seraikela-Kharsawan District of Jharkhand on August 2, amid their ongoing martyrs’ week [July 28-August 3], reports The Telegraph. The posters, bearing anti-Central Reserve Police Force (CRPF) messages in red ink, were pasted on the boundary walls of school buildings and at marketplaces as well as in Chaulibasa and Ghagri villages in the interiors of Chowka, known to be an industrial hub and also a Maoist stronghold. The posters condemned the CRPF and bore names of those who had been killed by the Police or Paramilitary Forces. Some slogans denounced the alleged atrocities committed by the CRPF troopers against innocent villagers, especially youngsters. According to intelligence sources, the Maoists were holding small meetings at a number of places in West Singhbhum and Seraikela-Kharsawan Districts.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire with Para-military troopers assisted by Chhattisgarh Police in Edanar forest at Tadoki area in Kanker District on August 3, reports Daily Pioneer. “A small team of Maoists opened fire on a joint contingent of the Border Security Force (BSF) and the Chhattisgarh Police at Edanar forest and the forces retaliated strongly in which a Maoist was killed on the spot and two of his associated were arrested,’’ Superintendent of Police (SP) Rahul Bhagat said. The Police recovered live bombs, arms, detonators and wires from the encounter site, the SP added. Also reported that the Police destroyed the temporary Maoist camp set up there, adds Zee News.

The Karnataka Police interrogated Dayanand Patil, the only injured in the blast and a suspect, and his wife, as they are a natives of Kohinoor village in Basavakalyan taluk (administrative unit) of Karnataka’s Bidar District. Further, the investigating agencies suspect that a new terror module engineered August 1 blasts in Pune, reports Times of India on August 4. According to officials, the suspicion stems from the nature of the material used in the bombs and the modus operandi of the group. The investigators believe five to six persons may have carried out the blasts. They said they are yet to determine whether the new module is directly linked to or is a splinter outfit of the Indian Mujahideen (IM), Crime Branch sources said. The investigating agencies are also looking at the possible involvement of Maoists, extremist right-wing Hindutva groups and other extremist Islamic outfits in the blasts.

Police arrested five dalam (armed squad) members of the Communist Party of India-Maoist (CPI-Maoist) during a combing operation in Chelamalla forest area of the Charla mandal (administrative unit) of Bhadrachalam division in Khammam District on August 3, reports Zee News. Two guns, ammunition and sharp weapons were also seized from them. After interrogation, it was revealed that the five Maoists worked in the Venkatapuram area committee and were members of the Sukhadev and Sunil dalams. The five were identified as M Nanda, M Bhimaiah, M Pojjaiah, M Lakshmi and S Jogaiah. They were involved in as many as 15 offences over the past few years, besides planning to ambush Police teams, a senior Police officer said. The Maoist dalam members had planned to hold meetings after mobilising people and indulge in violence in Chelamalla forest area on the direction of their leader Sukhadev and Sunita during the Maoists' 'Martyrs' Week', the officer said.

The Gumma area committee in Malkangiri District set up a janata sarkar in the interior villages of AOB on August 5 when the Maoists distributed rice to 800 tribal families. The rice was reportedly collected from contractors and businessmen. They assured the tribals that they would construct cement concrete roads to the interior villages and appoint teachers to the schools with their own funds. They also assured the tribals that medical facilities in PHCs (public health centre) would be provided by them very soon. Gumma area committee secretary Rukdhar, top leader Golla Ravi alias Madhav alias Sridhar along with five other key leaders were present at the rice distribution programme, sources said. The tribal welfare programmes would be implemented regularly, Maoist leader Rukdhar said. He said that education was a basic necessity to develop the tribal areas and stated that he would appoint doctors to provide necessary medicines to the tribals, who are susceptible to malaria and other water-borne diseases. "All these facilities are provided by us in the forests of Dantewada, Bijapur and Sukma districts in Chhattigarh," he told the gathering.

The Union Government has sanctioned 2,389 projects under the Integrated Action Plan (IAP) for construction of 9,070 kilometres of road at an estimated cost of INR 33.87 billion in rural Bihar to mitigate the impact of Communist Party of India-Maoist (CPI-Maoist) insurgency, reports post.jagran.com. Rural Works Minister Bhim Singh said that rural road projects with a specific objective to build infrastructure in Naxal [Left Wing Extremism (LWE)]-affected Districts had been sanctioned in phased manner over the past two years ever since the IAP was launched in 2010-11. Nine Districts - Aurangabad, Gaya, Jehanabad, Arwal, Jamui, Nawada, Rohtas, Munger and Kaimur - would be covered by the IAP's rural road projects scheme, Singh said. He said that Rohtas District had been sanctioned 1,990 kilometres of road under the scheme, the longest among the States, followed by Gaya 1,550 kilometres. Giving the break-up, the Minister said that Aurangabad District had been sanctioned 1,312 kilometres of road, Kaimur District 1,235 kilometres, Arwal 168 kilometres and Munger 268 kilometres. Singh said of the total sanctioned road length of 9,070 kilometres, 4,499 kilometres had already been built by the Central and State agencies. The Minister appreciated the inclusion of West Champaran and Sitamarhi Districts under the IAP to take the number of Districts to 11 and urged the Centre to bring Sheohar and Lakhisarai Districts too under the scheme.

"Besides, front organisations of the CPI (Maoist) like Revolutionary Democratic Front, Committee for the Release of Political Prisoners, People's Democratic Front of India, and Democratic Students Union are active in Delhi," the ministry has said. MHA details reveal that the number of Districts reporting any sort of Maoist violence or having Maoist influence has reduced to 173 this year, as on June 30. Last year 203 districts in the country had reported Maoist violence, while 208 districts were affected by rebel violence in 2009. "It is clarified that around 26 districts of India account for nearly 80 per cent of the total Maoist violence. The total number of 'violence affected' districts has to be viewed in this overall context," the minister told the upper house. MHA figures shows the Maoists have killed 82 Security Force personnel till June 30 this year, compared to 142 in 2009. Also, there have been 864 incidents of Maoist violence in the first six months of this year, compared to a total of 1764 incidents last year. A total of 244 people, including Security Forces, have lost their lives at the hands of Maoists this year, while 49 Maoists have been shot dead by Security Forces in 2012. Bihar has emerged as the biggest problem for the security establishment on the Maoist front. 30 out of the 38 districts in Bihar have reported Maoist violence this year, making it the state with the maximum Districts affected by Left-wing Extremism.

The ban on CPI-Maoist has been extended as per the provisions of the Andhra Pradesh Public Security Act, 1992 and would come into effect from August 17, the order said. CPI -Maoist offshoots Radical Youth League, Rythu Coolie Sangham, Radical Students Union, Singareni Karmika Samakhya, Viplava Karmika Samakhya and All India Revolutionary Students Federation have also been declared as "unlawful" for one year from August 17. The Andhra Pradesh Government had banned the CPI-Maoist for first time in 2005 and has been extending the ban every year. The latest situation report on the Communist Party of India-Maoist (CPI-Maoist) prepared by the State Government indicates that the Maoists are importing cadres from neighbouring Chhattisgarh and Jharkhand to the Sambalpur-Deogarh-Sundargarh (SDS) Division, reports The Pioneer. They are trying hard to revive the SDS Division, which has been in limbo after the tough action initiated by the Police. According to sources, young boys and girls of these areas are reluctant to join the Maoist organisation, for which the top CPI-Maoist bosses have asked trained cadres from the neighbouring States to strengthen the SDS Division. While violence by the Bansadhara, Ghumusara and Kalinga Nagar Divisions of the CPI-Maoist is under control, the Maoist continue to pose problems for Security Forces (SFs) in Nuapada, Bolangir and Bargarh Districts, where they are reportedly on a spree of expansion activities, said sources. According to statistics, 71 incidents of Maoist violence have occurred in the State taking a toll of 18 civilian lives and 12 SF personnel till the end of July this year. Killing of civilians has been the highest in Koraput District where nine people were slain by Maoists this year, closely followed by Malkangiri, where five civilians were killed. SFs arrested 98 Maoists while 16 surrendered this year till last July.

In what could prove to be clinching 'evidence' of Communist Party of India-Maoist (CPI-Maoist) general secretary Mupalla Lakshmana Rao alias Ganapathy’s complicity in Left-wing extremist (LWE) violence across the country, the arms manufacturing units, which were busted by the West Bengal Police and the National Investigation Agency (NIA) in March, were set up at his direct supervision, reports The Times of India. Investigations revealed that the units assembled thousands of low-cost rocket launchers, estimated to cost INR 50 million, in the past three years. The units acted as a conduit to procure components for manufacturing launchers from various companies in Kolkata and Mumbai on the pretext of making boilers or other machines. The chain of command included three top Maoist leaders, apart from the party's technical committee chief Sadanala Ramakrishna, who is in custody. The NIA, which has completed investigations into its first Maoist violence case, is likely to file the charge sheet in the third week of August.

The 43-year-old Panda, who has a bounty of INR 2 million on his head, was the secretary of the Odisha State Organising Committee of the CPI-Maoist and operated in Rayagada, Gajapati, Kandhamal and Ganjam Districts. He is the main accused in the 2008 killing of Vishwa Hindu Parishad (VHP) leader Laxmanananda Saraswati, which led to riots in Kandhamal. He was also responsible for the abduction of two Italians in March this year. “Our central committee is expelling Sabyasachi Panda from the party and declaring the fact to our party comrades in Orissa, the entire revolutionary masses and the revolutionary camp in our country. We are appealing to the Orissa comrades, mass organisations and revolutionary-democratic masses to condemn Panda’s enemy-like opportunistic stand towards our party, movement and leadership,” said a press release issued on August 10 by Katakam Sudarshan alias Anand, politburo member, on behalf of central committee. Panda’s expulsion came a month after he wrote a 16-page letter to CPI-Maoist general secretary Muppala Lakshmana Rao alias Ganapathy, saying the Maoists were resorting to mindless violence. He had also released the letter to the media. Referring to Panda’s charges, the CPI-Maoist said he was in league with the ruling classes and hurled baseless allegations. “He released this letter with the evil intention of liquidating the party and the revolutionary movement,” the release said. Sources said a Telugu cadre may replace Panda to bring cohesion in the Maoist rank and file in Odisha. CM Gogoi said that between 1996 and 2001, the then Illegal Migrants Determination by Tribunals (IM-DT) tribunals had declared 7,444 persons as "illegal migrants". Between 2002 and 2011, the courts declared 11,127 persons as "illegal migrants. Illegal migrants are here. The influx is also on and that is why I have been trying my level best to plug the holes in the border with Bangladesh. I have been seeking more border outposts and floodlights. We have managed to bring down influx, but we need to be more foolproof," said the Chief Minister. Gogoi added, "The bigger problem is that Bangladesh is not accepting the persons ordered to be deported by our tribunals. This is an issue under the Government of India." Every time State Police takes a declared illegal migrant to the border for deportation, the Border Guards Bangladesh refuses to accept them. In 2010, the State Government set up three detention camps to keep all "illegal migrants" since Bangladesh was not accepting them. In addition, Gogoi said that at present, there are more than 150 declared illegal migrants at detention camps in Goalpara, Kokrajhar and Silchar. Gogoi also pointed out the vanishing acts by some persons immediately after they are declared as illegal migrants by the tribunals. According to latest updated records with the State Government, between 1985 and 2010, 34,622 persons have vanished after tribunals declared them as illegal migrants. In addition, 1446 persons, who have been pushed back, are found to have returned to the state during the same period.

Buoyed by the success of Korchi where the village headmen and their deputies withdrew their en masse resignations after a negotiation, District collector Abhishek Krishna felt that several elected representatives are willing to return to the democratic set up. "Only two out of four panchayat samiti members had furnished resignations in proper format but now both have withdrawn them. Other resignations were not accepted as they were not in a proper format," said Krishna. The withdrawal means that the panchayat samiti would become functional once again.

"The party will be doomed if it doesn't do so," he warned. In an audio tape circulated to media persons, Panda said he had no ties with the CPI-Maoist since last seven months and had formed a new outfit, Odisha Maoist Party. "We don't believe in violent confrontation with adversaries," he said, condemning the "mindless violence" being perpetrated by the CPI-Maoist. In the past few weeks, he had released two audio tapes to the media identifying himself as secretary of the Odisha Maoist Party, but didn't say anything about his severing ties with the CPI-Maoist. The latest statement came close on the heels of the CPI-Maoist expelling him on the grounds that he was a "renegade" who had an "enemy-like opportunistic stand on the outfit as also the movement and leadership". "During the last three years, Left Wing Extremists (LWE) outfits have abducted 1,594 persons. Some of these abductions are for ransom," he said. The Central Reserve Police Force (CRPF) has been asked to collect any information about the Maoists’ strategy to expand their base in the three states. “The intelligence agencies have informed us about at least four meetings held by Maoists in the past three months in Punjab alone. These meetings were held under the garb of addressing the issues of farmers and migrant labourers from Bihar, Jharkhand and West Bengal,” said a senior official. “We have information that at least 12 of the 22 districts in Punjab have a strong presence of Maoists. The meetings are being held by their front organisations which also include some NGOs,” said the official. The CRPF has been asked to share details about the Maoists with other states.

The Naresh Chandra panel has suggested that the Government give up its pre-condition of cessation of violence for opening talks with Naxalites (Left Wing Extremists) and, instead, reach out to the Communist Party of India-Maoist (CPI-Maoist) brass who are favourably inclined to a constructive engagement, reports The Times of India. The Naresh Chandra committee was constituted by Prime Minister Manmohan Singh in 2011 to go into the entire gamut of issues concerning national security. The high-powered panel, which submitted its report in May, recommended that the government covertly explore the possibility of opening a channel of communication with pro-talks elements within the top Naxal leadership. As per the roadmap, the Intelligence Bureau may covertly approach pro-talks leaders through conduits and sympathizers. They may be engaged by a specially constituted team of "seasoned", retired bureaucrats who have been involved in shaping the policy on Left-wing extremism. They must use their knowledge and skills to make the Naxal leaders understand that the government will not be cowed down by their acts of violence and that dialogue is the best option to redress their grievances, the panel said.

While Mohit hailed from Rickwa village under Giddi Police Station, Kamlesh hailed from Urimari village. Superintendent of Police Manoj Kaushik, giving details, said among the two Mohit was a dreaded extremist and continuously threatened the top brass of Central Coalfields Ltd for extortion money. Each person was awarded seven years of rigorous imprisonment and fined INR 500 by S K Behera, chief judicial magistrate-cum-assistant sessions judge, Gajapati. Those sentenced are Jaccob Raita, Harsha Mandal, Bairagi Sabara, Surya Gamang, Gajinga Raita, Esha Mandal, Bhima Gamango and Alok Majhi of Anugura village within Udayagiri Police limits. They had been arrested on September 2006 from a church in their village and Maoist posters and literature were seized from them. They would file an appeal in District judge court challenging the verdict of the lower court, their advocate Upendra Nayak said.

"Police after going through the recovered Naxalite documents found Maoists accepting that their outfit has been hit hard in Jharkhand. The Security Force (SF) personnel killed two Communist Party of India-Maoist (CPI-Maoist) cadres and arrested four woman Maoists during a joint operation of District Police and 39 Battalion of Central Reserve Police Force (CRPF) in Narayanpur District of Chhattisgarh in the night of August 24, reports Zee News. According to Additional Director General of Police (Naxal operations), Ram Niwas, following an intelligence input that a number of armed Maoist cadres were meeting in the area, a joint team of Central Reserve Police Force (CRPF) and District Police comprising 300 troopers laid siege to a forested area of Narayanpur District around 8 pm. Seeing the SFs encircling them, the Maoists started firing indiscriminately at the SFs prompting an encounter, which lasted nearly three hours. Two Maoists were killed while four injured women Maoists, hiding near the spot, were arrested. SFs recovered the bodies of the two slain Maoists, 'Bharmar' guns, ammunition and Maoist literature from the site. No casualty or injury was reported among the SF personnel.

Notwithstanding the reservations within the Government and outside over the Army's role in Communist Party of India-Maoist (CPI-Maoist)-infested zones, the Naresh Chandra committee on national security has sought a larger presence of the forces in Maoist strongholds, reports The Times of India. The increased role for the Army, however, is sought by setting up of more military training facilities, like the one at Narayanpur in south Chhattisgarh, across the affected states, while strictly ruling out direct combat. The panel has suggested that these Army training camps be located in Jharkhand, Odisha, Gadchiroli in Maharashtra and Chhattisgarh. The purpose, according to an official involved in deliberations of the committee, is to set a deterrent for the Maoists and loosen their "hold" over areas in which these Army facilities shall come up. Also, even though Army will confine itself to training its men within the boundaries of the training establishment, it can reach out to the tribals residing in surrounding villages by offering them facilities like schools, medical care and potable drinking water. This may help in eroding the support base of the Naxalites. The Naresh Chandra panel submitted its report in May 2012.

A joint team of District Police and Central Reserve Police Force (CRPF) destroyed a Communist Party of India-Maoist (CPI-Maoist) hideout located in the dense forest of Mardakalan in Gariaband District of Chhattisgarh after an encounter on August 28 and recovered arms and ammunition, reported newstrackindia.com quoting IANS. Confirming the operation, Superintendent of CRPF 65th Battalion S.K. Singh told IANS: "At least three insurgents were grievously injured in the encounter that took place between security forces (SFs) and Maoist ultras in the jungles of Mardakalan." After searching the area the SFs recovered two 12-bore guns, 20 pieces of detonators, two powerful tiffin bombs, empty magazines of ammunition, medicines, Maoist literature, and commando uniforms from the site, an official said.

Central Reserve Police Force (CRPF) authorities have appealed to the West Bengal home department to ensure that the CRPF personnel get the monetary incentive which was announced for catching or killing top Maoist leader Mallojula Koteswara Rao alias Kishanji, a report in Anandabazar Patrika said on August 28, reports news.oneindia.in. A reward of INR 3.1 million was announced for Kishanji's head but the CRPF personnel are yet to get the money even after nine months have lapsed since he was killed during a gunfight in the Burishole forest near the Bengal-Jharkhand border on November 24 , 2011. The award for Kishenji's head was announced by the Governments of Odisha (INR 700,000) and Chhattisgarh and Andhra Pradesh (1.2 million each). Home Ministry sources said even though the cash reward was announced by Andhra Pradesh, Chhattisgarh and Odisha, it was the duty of the West Bengal government to coordinate the reward-giving procedure for Kishanji's death took place on its soil.

Prabhakar Suryadeora, Arun Parera, Anjela Sontakke, Anuradha Sonule, Mayuri Bhagat, Jyoti Chorghe, Bhimrao Bhowate, Sushma Ramteke and Siddhartha Bhosale are accused of murder, attempt to murder, damage to public property and arson in connection with various incidents in the District. They allegedly used to sell arms to Communist Party of India-Maoist (CPI-Maoist). One AK-56, one foreign-made pistol and two .30 bore pistols along with some cartridges were recovered from their possession. Mantu Sharma alias Sanjay Singh alias Gendu Sharma (36) was arrested from his rented accommodation at New Bypass Road near Indira Nagar while on the basis of information provided by Sharma, the Police arrested two other arms dealers, Rakesh Singh (27) and Bablu Kumar (21) from the same area, Patna Senior Superintendent of Police (SSP) Amrit Raj said.

On a tip-off, a special task force first arrested Malakar and seized arms from him and later arrested Yadav when he arrived at the spot with INR 800,000 to purchase the weapons, Hazaribagh Superintendent of Police (SP) Manoj Kaushik said. The seizure included a US-made rifle inscribed Colt M-16 and 14 ammunition of 5.56 mm cartridges, used by the US Army, a 9-mm Italian-made pistol, one bullet-proof jacket worth INR 400,000, manufactured by a company of Manchester in the United Kingdom. Malakar informed the interrogators that he had recently supplied four AK-47 rifles, two AK-56 rifles and three other Self Loading Rifles to Yadav.

Seven Districts in Delhi have come "under the influence" of the Communist Party of India-Maoist (CPI-Maoist) while 84 Districts across the country witnessed violent activities of Naxals (Left Wing Extremists), reports IBN Live. Minister of State for Home Jitendra Singh said the Districts in the national capital which have come under the influence of Left wing extremism are Central Delhi, New Delhi, South Delhi, North West Delhi, South West Delhi, North and North East. There are nine Districts in Delhi. "In 2011, a total of 84 districts in India witnessed violent activities of some nature by LWE outfits, an overwhelming majority of which were by the CPI (Maoist). Out of the above, around 50 districts witnessed moderate to high levels of violence," Singh told Rajya Sabha (Upper House of the Parliament) on August 30 in a written reply. He said the Districts which are classified as "under LWE influence" was based on overground activity of the front organisations of the CPI-Maoist and other Left wing extremist groups. "The total number of such districts in the country in 2011 was 203 (including the 84 violence affected districts)," he said. Singh said since 2009, significant spatial reduction in Left wing violence has been noticed in Andhra Pradesh, Uttar Pradesh, Bihar and Madhya Pradesh. West Bengal's West Midnapore district, which had witnessed 360 killings between 2009-11, has not seen any violence till July 31 this year. Similarly, Chhattisgarh's Dantewada, where 280 people were killed in Maoist violence in previous three years, has witnessed 13 deaths in the first seven months of 2012.
