Singh has pointed fingers at some State Governments saying they lack “commitment’’ in fighting the Communist Party of India-Maoist (CPI-Maoist) threat, reports Deccan Chronicle. According to him, in these States, the local Police is not taking the “initiative’’. Speaking before a Parliamentary Panel about the problems being faced in “tackling the menace of Naxalism’’ in April, Singh said that he wants to be “frank’’ while making his observations. “The operations, in which our forces (Central forces) are engaged, are very difficult for our forces for a number of reasons. Again, I will be very frank. Our forces go to the state, they are from outside. It is the state police force which has local knowledge and local intelligence which is supposed to have the ground-level intelligence; they are supposed to know the situation on the ground. They are supposed to have sources in the rural areas to find out as to where these armed groups are. The Central Armed Police Forces are supposed to assist them. Unfortunately, we find that in some states, I will not say all states, this is happening, but in some states this is not happening,” he said.

A zilla parishad (district level local self-Government institution) member and five panchayat samiti (village level local self-Government institution) members in the Maoist affected Bhamragarh tehsil (revenue unit) of Gadchiroli District submitted their resignations on May 1, citing threats from the Communist Party of India-Maoist (CPI-Maoist). “Four members of Bhamragadh’s panchayat samiti, including the chairman and the deputy chairman, resigned on Tuesday morning. A woman member of the zilla parishad also resigned after receiving threats to her life from the Naxals,” said Ravidas Raut, former corporator in the District. According to Raut, ironically, the resignations were tendered even as Maharashtra Home Minister R.R. Patil, who is also the guardian minister of the Gadchiroli District, was briefing the media that such resignations would not be accepted by the Government. The panchayat members who resigned are Gangaram Bhandekar, Vijay Kudyani, Subrato Haldar, Khushal Madavi and Bharat Zhade. The Congress’ zilla parishad member from Nelgunda Arewada sector of the Bhamragarh area Madni Bogami also resigned from her post. Earlier last week, several representatives of political parties too had tendered their resignations.

Another 20 Communist Party of India-Maoist (CPI-Maoist) affected Districts will get additional central fund from the Home ministry under Security Related Expenditure (SRE) scheme that aims to build Police capacity to fight the CPI-Maoist. Though these 20 Districts are least affected by Maoist violence, the Ministry of Home Affairs (MHA) has recently included them in the list -- expanding it from 83 to 103 -- to develop them as 'buffer' between severely Maoist affected Districts and those that are unaffected by their presence.

The new Districts included, under the scheme, in Bihar are Muzaffarpur, Sheohar, Vaishali, Banka, Lakhisarai, Begusarai and Khagaria. In Chhattisgarh, the new Districts are Dhamtari, Gariyaband, Balod and Mahasamund. The scheme has been extended to Jharkhand in Dumka, Deoghar and Pakur Districts and to Maharashtra's Aheri. It has been extended to Odisha's Kalahandi, Nuapada, Bargarh and Bolangir and West Bengal's Birbhum Districts.

Two Policemen were killed and four others injured when a group of Communist Party of India-Maoist (CPI-Maoist) cadres opened indiscriminate firing on a Police van in Dantewada District on May 2, reports Zee News. Additional Director General of Police (Naxal operations) Ram Niwas said that Maoists attacked the Police team while they were on a patrol in the Bacheli area during the weekly market, killing two personnel. The Policemen also fired in retaliation but the Maoists managed to escape, Niwas said.

In the other attack, a group of armed Maoists killed Balaram Naik (35), a marginal farmer at Tentuligumma, suspecting him to be a Police informer at Tentuligumma under Boipariguda block (administrative division) in Koraput District. "The Maoists took Naik with them in the night and on the day after, locals spotted the bullet-riddled body of Naik lying in a pool of blood, about 2 km from the village," a source at Boipariguda said. A letter recovered from the incident site stated that Naik was ‘punished’ as he was working as a Police informer and was passing information to Police regarding the movement of the Maoists in the area. However, Sub-Divisional Police Officer (SDPO) of Jeypore Utkal Ranjan Das said, "The victim was neither our informer nor we have ever received any information from him. Most of the time the Maoists kill civilians to settle scores and label them as Police informers to escape the ire of villagers."

Chidambaram on May 2 renewed the offer for peace talks with the Communist Party of India-Maoist (CPI-Maoist) if they abjure violence during the period of the talks, The Times of India reports. "I make the offer once again. Government is willing to talk to the CPI Maoists provided they abjure violence during the period of the talks," Chidambaram said in the Lok Sabha. Chidambaram said the Maoists were very clear about their objectives to overthrow parliamentary democracy through an armed rebellion and seize power through the barrel of the gun. "They (Maoists) are not unclear as we are unclear about them ... They know their goals and they know their objectives. We are the ones who are misunderstanding their goals and objectives," he noted.

The Maoists handed him over to their interlocutors G. Haragopal and B.D. Sarma, who flew a Government helicopter to Chintalnar and rode motorcycles deep inside Bastar forests. A former ‘squad commander’ of the Communist Party of India-Maoist (CPI-Maoist), identified as Sandeep Mishra, was arrested by the Police from Nagfeni on NH-23 in Gumla District on April 3, reports The Times of India. Mishra was wanted in 14 cases, including murder, extortion and extremism since 2001. Mishra, a resident of Baghima Tipsatoli under Palkot Police Station in the District is a graduate and an expert in handling computers, who joined CPI-Maoist in 2001 and remained a part of the outfit till 2009, Superintendent of Police (SP) Jatin Narwal, said. The SP added, despite parting with the organization he was in regular touch with Maoist leaders Buddheshwar Oraon and Vishwanath. Every kidnapping incident has a purpose and a reason, he asserted. All kidnappings were done by different State branches of the party, he said. The party would not kidnap every State Government official, Ganesh said. He said that the Project Officer of Integrated Tribal Development Authority (ITDA)-Paderu, K. Srikanth Prabhakar had visited interior villages Busiputtu and Kannavaram, the Revenue Divisional Officer (RDO) of Paderu and other officials too were going on tours to interior villages sometimes but they were not kidnapped. “We are asking the officials to visit interior areas and solve people's problems bogey. We are very clear that everyone must be provided with education, drinking water and medical care. We will not interfere in these areas,” Ganesh said.

Sensing the grave threat from a possible Communist Party of India-Maoist (CPI-Maoist) presence, the Kerala Forest Department has begun identifying the vulnerable pockets in the state, reports IBN Live. “Preliminary discussions have been carried out with the Police Department in this regard. Already there are co-ordinated efforts between the Forest and Police Departments for data collection,” pointed out Raja Varma, Principal Chief Conservator of Forests. As part of the data collection, the officials have been asked to monitor any strange activity inside the forests. The department has already begun identifying vulnerable pockets inside the forests, particularly in those regions where Kerala shares boundaries with the neighbouring states of Tamil Nadu and Karnataka. A detailed operation plan will be prepared only after another round of discussions with the Police officials.

The group has already alerted its over-ground cadre in these States of the possible 'police repression' in the event of a sensational action that would mark the declaration of the guerrilla zone. Sources said the declaration had been delayed following an encounter between the Anti-Naxal Force (ANF) and the Maoists at Belthangady in Karnataka on March 10, 2012. The ANF recovered large quantity of arms and ammunition, besides Maoist literature in Malayalam, Kannada and Tamil from the camp in Belthangady after the encounter. It is learnt that ANF also seized detailed maps of the area of the proposed guerrilla zone from the camp. This exposed the Maoists' plans, forcing them to delay the declaration of the guerrilla zone.

The Naxal cases, according to senior NIA officials, lined up for probe by the agency include arrest of Communist Party of India (CPI-Maoist) technical committee head Ramakrishna Sadanala, four of his accomplices and seizure of weapons from Kolkata (West Bengal), murder of Border Security Force (BSF) Commandant in Odisha and the Gadchiroli incident in Maharashtra in which 12 Central Reserve Police Force (CRPF) personnel were killed and 29 injured in an IED explosion on March 27, 2012. Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted an Assistant Sub-Inspector (ASI) of Police a little before noon, tied his hands and legs and shot him dead under a tree in Nuapada District on May 8, reports The Times of India. Enquiries revealed that Krupa Ram Majhi, ASI of Dharmabandha Police outpost, on a motorcycle, was escorting a water tanker to a Central Reserve Police Force (CRPF) camp at Goudha near Sunabeda sanctuary when the incident took place. Just about two km from the camp, the Maoists first blank-fired. As the ASI stopped his two-wheeler they surrounded him. While some took him away to the forest at gun point, others in the group detached the tractor hauling the water tanker, pulled it to the forest and set it ablaze. The Maoists, however, did not harm Constable Debnarayan Sahoo accompanying Majhi. As they vanished into the forest, Sahoo fled from the place and informed local villagers and authorities about the incident. Later the dead body of Majhi was recovered by the Police from a neighbouring forest in the sanctuary. Police suspect that the incident was the handiwork of the Maoists' Mainpur division, headed by one Sujatha, which operates in Nuapada and bordering Districts of Chhattisgarh.

The report quoted sources saying that the political wing of the Maoists in Bongaigaon District about a month back organized a meeting and two Maoist leaders from outside the region attended the meeting. Further, sources said that though some Bodo groups were also invited to attend the meeting, they refused to do so. The reason being that that most of the Bodo groups have serious ideological difference with the Maoist groups and it is unlikely that any Bodo group would extend help to the CPI-Maoist.

The crime branch sleuths also recovered over three-dozen activated SIM cards and 82 customer application forms from their possession. The arrested persons were identified as Ram Kumar Kannaujia, a resident of Bazaarkhala Police Station area and Kapil Dixit, a resident of Alambagh Police Station area. It was only a couple of days back that inspector at crime branch Sanjay Rai received a tip-off from the Maoist affected areas of Bihar and UP that CPI-Maoist cadres were purchasing SIM cards on fake IDs from a few miscreants in Lucknow. The cops said that around 375 fake IDs were also recovered from the possession of the two miscreants.

Four Communist Party of India-Maoist (CPI-Maoist) cadres were killed and one Police commando got injured in an encounter at Deupani Borgura Mising Baskati gaon (Village) in Sadiya Sub-division in Tinsukia District on May 9. The slain Maoists were identified as Siddhartha Buragohain, Rajeev Gogoi alias Medang, Arup Chetia alias Iyan and Kamala Gogoi. Siddhartha Buragohain is the ‘second-in-command’ of the armed wing of the CPI-Maoist in the State. The injured Police commando has been identified as Achinta Das (24). The Police recovered two AK-47 rifles, an AK-57 rifle, three hand grenades, five mobile handsets, several SIM cards and a huge amount of ammunition from the encounter site. According to reports, the Police moved into the Luvasingi forest area around 8am on information that a group of about 70 Maoists was present in the forests. The Maoists fired at the Police who retaliated. The exchange of fire lasted three to four hours, according to unconfirmed reports. Later, the Police found bodies of two suspects, aged around 25 years. A tapancha and a bucketful of grenades were found near the bodies. They could be members of the armed militia of the Maoist outfit or members of the Korukonda area committee which is active in that area, Police said. Fifteen kit bags were recovered from the area where the exchange of fire took place.

The troopers, including a head constable and five constables, were on patrol duty guarding the National Mineral Development Corporation (NMDC) facility in Kirandul when armed Maoists ambushed their vehicle with heavy gunfire at around 9:30pm. Additional Director General of Police (anti-naxal operations) Ram Niwas said that an unknown number of troopers are reportedly injured in the ambush and are being rescued from the spot. Official sources said that five AK-47 rifles, one INSAS gun and a large quantity of ammunition belonging to the CISF were looted by the Maoists after they killed the troopers.

The labourer, Sunil Bawre (26), was sleeping in his shack when a group of armed Maoists stormed the labourers' colony at Kundekata village near the construction site. They threatened labourers of dire consequences if they built the road and the bridge. Before leaving Maoist cadres forced Bawre to the bridge under construction and nailed him. On the bridge, the Maoists allegedly stuffed a piece of bamboo into Bawre's mouth before nailing him. Bawre was bleeding profusely when he was rescued by the contractor seven hours later. The project is part of the Pradhan Mantri Gram Sadak Yojana (PMGSY) scheme.

Bandh affected normal life in some extreme remote Maoist-affected pockets of the District such as Kalimela, Motu, Padia, Malkangiri Village (MV-79), Chitrakonda, Vejangwada, and Gumphakonda areas. "After the arrest of Munna Vishwakarma and Lalvrat Kol in Sonbhadra in the past fortnight, no naxal gang is operating in the state now," Director General of Police (DGP) A C Sharma told reporters in Lucknow. Sitaram Manjhi alias Sitaram Soren (40), the president of Jharkhand Mukti Manch, a frontal organization of Communist Party of India-Maoist (CPI-Maoist) and his close aide Mehboob Ansari alias Karu Ansari (38) were arrested by a joint team of Central Reserve Police Force (CRPF) and District Police from a roadside hotel at Goniyato village in Gomia tehsil (revenue unit) in Bokaro District on May 31, reports The Telegraph. Sources said Manjhi and Ansari were residents of Barsabeda and Kacho villages in Nawadih Police Station area. Both were in the Maoist fold for over 10 years. The rebels were involved in over two dozen cases of violence in Bokaro and Hazaribagh, including a landmine blast that killed eight Special Task Force troopers at Sarubeda, five kilometres from Nawadih, on June 12, 2009.
