Few hours before the commencement of annual People’s Liberation Guerrilla Army (PLGA) week of the Communist Party of India-Maoist (CPI-Maoist), a group of Maoists conducted a famine raid on the house of salesman of local GCC depot Korra Narayana Rao at Kukumpudi village in G.K. Veedhi mandal (administrative unit) in Visakhapatnam District in the night of December 1 and took away all the foodgrains, belongings and clothes from his house, reports The Hindu. His family was asked to leave the village. The Maoist party conducts the PLGA week every year from December 2 to 8 or beyond sometimes, mainly to recruit fresh cadre and does not generally resort to violence.

120 Pawan Hans pilots are threatening to go on an indefinite strike from December 16, reports India Today. The pilots are protesting Pawan Hans 'forcing them' to fly in Communist Party of India-Maoist (CPI-Maoist)-hit areas. Five management pilots, of the rank of deputy general managers have already set the ball rolling, putting in their papers in protest. The Pawan Hans Helicopter Pilots Guild has already sent a notice to the chairman and managing director and informed all clients including ONGC, Governments of Maharashtra, Chhattisgarh, Odisha and the Vaishno Devi Shrine Board to make alternate arrangement. "We are not trained military pilots. We are commercial pilots being forced to fly in adverse environment in anti-Naxal operations. We are neither trained nor equipped to fly in a war like zone. Our helicopters are not armour plated, we have no bullet proof jackets, helmets or even a personal weapon and there have been instances of our helicopter coming under Naxal fire," R.K. Mahajan, secretary general of the Helicopter Pilots Guild told Headlines Today.

Differing with Andhra Pradesh Chief Minister N Kirankumar Reddy’s thesis that bifurcation of the state will lead to a spurt in Communist Party of India-Maoist (CPI-Maoist) activity, Director-General of Police (DGP) B Prasada Rao on December 2 said one cannot predict the scenario as Maoism has been rising its ugly head across the State border even when the state is united, reports Deccan Herald. Interacting with media, the DGP said occasional incursions of Maoists were noted near Chhattisgarh, Maharashtra and Odisha borders. “It can happen again even though we are in touch with the police forces in those states,” Prasada Rao said. He also refused to subscribe to the chief minister’s argument that most of the top Maoist brass belonged to Telangana region.

Seven security personnel and 21 Communist Party of India-Maoist (CPI-Maoist) cadres were killed in attacks and counterattacks in seven Maoist-infested Districts by November 2013, reports The Times of India. As many as 87 Maoists surrendered during the period, chief minister Naveen Patnaik told the assembly on December 2. Naveen said among the Districts, highest number of four Border Security Force (BSF) personnel were killed in an ambush in Koraput while 13 extremists were gunned down in Malkangiri District. Maoists were killed in five other Districts -four of them were killed in Rayagada and one each was killed in Koraput, Balangir, Bargarh and Gajapati.

The Patna Police on December 2 arrested two Communist Party of India-Maoist (CPI-Maoist) cadres from separate places under Sigori and Khiri Mor Police Station areas in Patna District, reports The Times of India. Police said an ‘area commander’ of CPI-Maoist, Gurudev Yadav, was arrested in the raid conducted at a hideout near Kanhaura Mor of Hadinagar village. "He was arrested with one country-made pistol and six live cartridges," he said. On his information, a ‘zonal commander’, Sunil Kahar, was arrested from Mungli Tola Ramruchavigha under Khiri Mor police station area. Both were wanted in several cases. "Their arrest is a major breakthrough for the police. Their three associates, Yogendra Ravidas alias Lighter Ji, Dharmaveer alias Badal and Kamdev Paswan were arrested recently," said a Police officer.

Four Communist Party of India-Maoist (CPI-Maoist) cadres, including two women, were arrested in Chhattisgarh's Bijapur District on December 3 when they conducting cultural activities allegedly aimed at publicising Maoist ideology on the occasion of their ongoing People's Liberation Guerrilla Army (PLGA) week. "Cadres of Maoist cultural wing Chetna Natya Mandli were nabbed from Jaigur village from the Jangla police station limits," a senior official told PTI. Those arrested were identified as Kunjami Jummo (22), Telaam Sannu (25) as well as women performers Manju (25), Telam Mangi (22). "They were booked under the provisions of the Chhattisgarh Special Public Security Act 2005," he said.

At least 16 Muria Gond tribals have been arrested in the last 48 hours in Bijapur District of south Chhattisgarh for allegedly acting as cultural activists of the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The arrested alleged activists are aged between 18 and 22 years and were influencing the locals against the administration through song and dance, a release from Bijapur Police said. According to the District Superintendent of Police (SP) Prashant Agarwal, the activists have been produced in a local court. Another wanted Maoist Era Padiami alias Mukesh was arrested in Malkangiri. Acting on a tip off, Koraput Police arrested Ara Praska, Satya Nachka and Chuda Naik from Ranjitguda forest under Laxmipur Police limits. "Wind machine, gun powder, metallic parts, cutting blades, hammers, sharpening instruments and ball pellets meant for manufacturing guns were also seized from them," said Superintendent of Police (SP) (Koraput) Awinash Kumar. The personnel of the Border Security Force (BSF), District Voluntary Force (DVF) and local Police, who were part of a joint operation to rescue three persons from Gomphakunda village abducted by Maoists on December 4, were involved in the exchange of fire, said Malkangiri Superintendent of Police (SP) Akhileshwar Singh. According to Mr Singh, the rescue operation was successful as all the three abducted persons managed to escape from the clutches of the Maoists. One of them has already reached the Gomphakunda village. The two others abducted along with him also managed to escape but had not reached their village as they had taken other escape routes. The abducted persons included a woman and the son of the local Sarpanch (village level local self government institution). “Although security forces have not seized the body of the slain Maoist, the information provided by the person, who escaped from the Maoists, one Naxalite was killed and another injured,” said the SP. He died on way to hospital. In a statement, Bijapur journalists expressed outrage and called for Bastar bandh (general shutdown strike) on December 7. "We condemn the incident and will soon declare our plan of action," said S Karimuddin, president of Bastar Patrakar Sangh (Bastar Journalists’ Association). Karimuddin said Reddy, the native of an interior village, was caught in the police-Maoist conflict. About six or seven years ago, Police had arrested Reddy suspecting him to be a Maoist informer. He was released later as Police could not find any evidence against him. Some years ago, Maoists burnt down his village home, forcing him to flee to Andhra Pradesh. He returned after some time and was working with Deshbandhu since then. "We owe allegiance to none, still both sides suspect us," added Karimuddin, who knew Reddy for decades.

Chief Minister (CM) Naveen Patnaik, on December 10, said that his Government has successfully contained the activities of Left Wing Extremists (LWE), reports New India Express. Asserting that lawless activities of Communists Party of India-Maoist (CPI-Maoist) have been brought under control in 11 affected Districts, the Chief Minister said the Government is now trying to contain the Maoists in parts of Malkangiri, Koraput, Balangir, Nuapada, Rayagada, Bargarh, Kalahandi and Nabarangpur districts. Patnaik also said the number of casualties of civilians and security personnel in Maoist- related incident till November is less than half of the number during 2012. The Maoists claimed the lives of 15 civilians and seven security personnel in 2013 compared to 25 civilians and 19 security personnel last year. Naveen said 21 Maoists were killed in 57 incidents till November as against 10 in 2012. Responding to Leader of Opposition Bhupinder Singh’s allegation that the State Government is unable to utilise funds sanctioned under security-related expenditure (SRE) scheme, the Chief Minister said the State has already spent INR 3.23 billion from its own resources in SRE scheme during 2012-13. “It is a matter of regret that the Government of India has not reimbursed INR 1.79 billion in spite of several requests from the State,” he remarked. Meanwhile, Naveen Patnaik dismissing the opposition parties including Congress and the Bharatiya Janata Party’s (BJP) allegations that the crime records of the State proved inefficiency of Government in maintaining law and order situation, the CM said the situation in the State is by and large peaceful. There have been no communal incidents or major agitational activities by the students in the State. The industrial scenario, by and large, remained peaceful and sporadic incidents were tactfully handled, he said.

Union Home Minister Sushilkumar Shinde also advised Bihar Chief Minister Nitish Kumar to examine successful counter-insurgency models of other States and adopt such structures in Bihar too. “We have noticed a complete breakdown in coordination between the State police and the Central forces as well as with the neighbouring states like Jharkhand,” Shinde wrote in his letter to Kumar. Expressing concern over deteriorating Left Wing Extremism situation in Bihar, Mr. Shinde said the CPI (Maoist) have looted 38 sophisticated weapons and ammunition from the Bihar Police this year and that was the largest number in the country. “There is a worry that the Maoists have identified Bihar Police for snatching weapons and ammunition since the state police personnel appear to be poorly trained in tactics. The bodies of the two persons - Jaga Madakami and Tulsi Behera - were found near Bhejangwada area of Malkangiri District, said Superintendent of Police (SP) Akhileswar Singh. About 30-40 Maoists had kidnapped six people, including a village ward member on December 12 from Chintalwada and Ramaguda village, about 700 km from state capital Bhubaneswar. The operation was led by Additional Superintendent of Police (ASP) Sanjay Singh in Panchpakri Police outpost area, Superintendent of Police (SP) Vinay Kumar said. The arrested Maoists have been identified as Baidyanath Paswan alias Baidjee alias Mukhiyajee, Maheshwar Singh, Vijay Kumar Ram and an underage. The four did not receive shrapnel injuries and escaped with burns. The explosion is learnt to have taken place while the personnel from the Bomb Detection and Disposal Squad (BDDS) were trying to diffuse the landmine. The BDDS from Aheri was summoned to Halewada after local police from the outpost were informed about two mines at a distance of around 200 meters from each other. One of the mines was planted within 200 metres of the outpost. It was learnt that another mine was planed outside the village at a spot which police often use as their strategic location. A senior officer stated that BDDS had removed the mine planted outside the village. The incident took place when BDDS tried to defuse the mine planted within the village.

Alikutty Neelambra (48), from Pothukal was stopped by two persons wearing camouflage dress. They reportedly asked him about the Police presence in the area. When he did not give them any information, they hit his head against the goods vehicle several times. Alikutty grappled with them and managed to run for safety. He told the Police that the men he confronted carried two sticks and no firearms. He said two more people were hiding in the jungle nearby when the attack took place. The Police examined the spot of attack, but could not find any trace of the Maoists. Two forest officials on December 16 had confronted a group of armed Maoists during the national tiger estimation at the Kumbalappara tribal colony.

The CPI-Maoists has developed close ties with the Revolutionary People’s Front (RPF) and the People Liberation Army (PLA) of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding and supply of arms and ammunition, revealed Minister of State for Home Affairs M Ramachandran in reply to a question by Kabindra Purkayastha. The Upper Assam Leading Committee (UALC) of the CPI-Maoist is currently operating in Assam and Arunachal Pradesh and has been involved in incidents of looting of weapons and extortions from local villagers, Ramachandran said. The UALC has also been engaged in recruitment and training of cadres for outfits in Assam. These cadres have been utilised in extensive propaganda against mega dams in Assam. In this backdrop, the Assam-Arunachal Pradesh border has emerged as other theatre of Maoists activities. The outfit is also establishing separate channels in the North-east, particularly in Nagaland for procurement of ammunition, the Minister revealed.

He was involved in many incidents of murder including the killing of 38 security personnel in Chitrakonda reservoir in Malkangiri District, extortion and land mine blasts. There were no reports of casualties or injuries from any side. The Maoists in the camp managed to escape into the dense jungle. But arms, ammunition, explosives and other material of Maoists were seized from the deserted camp. Kandhamal Superintendent of Police (SP) Kanwar Vishal Singh said a special operation was launched jointly by the personnel of the District Voluntary Force (DVF) of Kandhamal and Ganjam District on December 24 to unearth the secret camp of Maoists. The Maoists set the building on fire before triggering a powerful blast, causing extensive damage to the structure, he said, adding that no one was harmed in the attack. George said in Gulbarga on December 27 that the emissaries — representatives of non-governmental organisations and journalists — who had sought permission to visit the Communist Party of India-Maoist (CPI-Maoist) cadres operating in the forests of the Malnad region, have returned after holding talks with them, reports The Hindu. He said that he would consult the emissaries to know of the demands of the Maoists for holding talks with the State Government. Although the Government had not placed pre-conditions for holding talks, George said the Maoists should give up arms and come to the table to find an amicable solution to all their demands. George said the Government was keen on settling the genuine problems and demands raised by the Maoists. He firmly believed in finding a solution through discussions and exchange of views. Somalingam Padal and burnt a motorcycle belonging to Satyanarayana, an employee of the coffee plantation, at Pedavalasa of G.K. Veedhi mandal (administrative unit). The same night, a tractor hired by the AP Forest Development Corporation was burnt to ashes by the Maoists at Charlapalli village of Chintapalli mandal. The target of the Maoists was Congress leader V. Anand at Pedavalasa but when they could not find him, they attacked Somalingam Padal. Jharkhand and Bihar Police officials, who started the search operations on December 22 along with four companies of paramilitary forces of Jharkhand Jaguar, said they had traced the workers to Chandramandi forest in Jamui in Bihar on December 30. The workers were working on an INR 25 million-bridge being built in Deoghar, 30 km from Jamui, under the Pradhan Mantri Gram Sadak Yojana (PMGSY). Deoghar’s Superintendent of Police Prabhat Kumar said the workers were abducted by the East Bihar North Jharkhand Zonal Committee of CPI-Maoist. The workers said they were allowed to walk out of the forest.
